Chinese Civil Aviation Regulations PART 65 CERTIFICATION OF MAINTENANCE PERSONNEL FOR CIVIL AIRCRAFT [CCAR - 65] EFFECTIVE DECEMBER 14,1995 This document is officially written in Chinese while the English version is only for reference CIVIL AVIATION ADMINISTRATION OF CHINA PART65 CERTIFICATION OF MAINTENANCE PERSONNEI FOR CIVIL AIRCRAFT. Subpart A — General $65.1 This part is formulated on the basis of THE PEOPLE'S REPUBLIC OF CHINA REGULATIONS FOR AIRWORTHINESS OF CIVIL AIRCRAFT dated June 1, 1987, for the purpose of ensuring continued airworthiness and flight safety of civil aircraft and strenthening the administration of the civil aircraft maintenance personnel. $65.2 Any person engaged in maintenance of China registered civil aircraft and components thereof in the People’s Republic of China shall comply with this part . The maintenance personnel heretofore means all individual who directly work in the aircraft/aircarft component's maintenance and the maintenance management in a maintenance organization $65.3 The Civil Aviation Administration of China ( hereinafter referred to as the CAAC for short ) and its regional administration shall be responsible for the eligibility certification and surveillance of the maintenance personnel stated in § 65.2 ‘The following certificates and associated ratings will be issued respectively to the corre sponding eligible maintenance personnel according to the provisions specified in Subpart B to ‘Subpart F of this part: (1) Qualification Certificate (2) Maintenance Personnel Licence (3) Maintenance Inspector Licence (4) Training Certificate of Maintenance Manager (5) Validation of Foreign Maintenance Personnel inistration shall make random surveys or audits of the $65.4 The CAAC or its regional adi certificate holders depending on existing situation or make an annual inspection of the holders of Maintenance Personnel Licence and Maintenance Inspector Licence . ‘The aircraft airworthiness authorities of the CAAC (short formed as the CAAC - AAD hereunder) shall issue a Maintenance Personne! Management Directive to avoid the recurrence of a serious human-factor mistake occurred during maintenance work - $65.5 Definition of terms (2) “Maintenance release” means to reuse a repaired aircraft /aircraft component or to re turn it to service after its technical performance is confirmed by properly qualified personne! prescribed in § 65.17. Eff. Dee. 14,1995 1 PART65 CERTIFICATION OF MAINTENANCI E PERSONNEL FOR CIVIL AIRCRAFT. (2) “Required inspection item” means the item which must be inspected during the maintenance of aireraft/aircraft components, as determined by a maintenance organization on the basis of the CAAC approved technical documents on maintenance engincering- 2 Eff. Dee. 14,1995 PART 65 CERTIFICATION OF MAINTENANCE PERSONNEL FOR CIVIL AIRCRAFT Subpart B ~ Qualification Certificate $65.6 To be cligible for » Qualification Certificate which is issued by a maintenance organization approved by the CAAC or its regional administration, a person must— (1) Be at least 18 years of age and in good health (2) Be trained in one of the work ratings prescribed in § 65.7 and has passed associated examination. ‘The items that must be filled in a Qualification Certificate shall be uniformed by the CAAC- AAD Each maintenance organization shall comply with the requirements herein : Stipulating @ measure to issue and control the Qualification Certificate ; Determining the holder's working limitation and rating privilege and ; Filing these data with the CAAC or its regional administration $65.7 The issue of a Qualification Certificate shall be li ratings (4) All work ratings prescribed in the Aviation Maintenance section of The CAAC Program on Technical Level Standards and Trai (i.e, aviation storekeeper and preserver) in the Aviation Material section of this program (2) The general work ratings prescribed by the other competent agencies of the State ted to the following work jings for Workers and two work ratings Council . (3) The special work ratings prescribed by the CAAC $65.8 ACAAC approved/authorized training organization shall enforce the training and examination of a maintenance person as required in The CAAC Program on Technical Level Standards and Trainings for Workers and the training programs prescribed by the other competent agencies of the State Council for the general work ratings - §65.9 The effective duration of a Qualification Certificate shall be determined, depending on the specific conditions of its holder and the holder’s work rating, by the authorized main- tenance organization which issues this certificate. However ,the maximum of this duration shall be limited to 2 years. ‘A Qualification Certificate shall be valid only inside the maintenance organization which issues this one - $65.10 The holder of Qualification Certificate may be authorized to perform maintenance tasks of the corresponding work rating independently and affix his signature to the correspond- ing technical documents , but has no authority to sign maintenance release . Eff, Dee. 14,1995 3 PART 65 CERTIFICATION OF MAINTENANCE PERSONNEL FOR CIVIL AIRCRAFT. Subpart C ~ Maintenance Personnel Licence $65.11 Maintenance Personnel Licence includes Basic Part and Aircraft Type / Repair Item Part ‘The CAAC or its regional administration will issue the Maintenance Personnel Licence as classified as follows 1. The Basic Part , its ratings and codes are (1D Airframe (A) (2) Powerplant (P) (8) Electrical system(E) (4) Instrument system (1) (5) Radio system(R) (6) Avionies system(AV) 2. Aircraft Type / Repair Item Part ,in which the Repair Item ratings and codes are (1) Airframe (F) (2) Airframe Components (FC) (3) Powerplant (P) (4) Powerplant Components (PC) (5) Electrical Components (EC) (6) Iostrument Components (IC) (7) Radio Components (RC) (8) Avionics Components (AVC) (9) Miscellaneous Components (MC) $65.12 To be eligible for a Maintenance Personnel Licence(Basic Part), a person must — (1) Be at least 21 yearsof age and in good health (2) Be of at least specialized technical secondary educational level in aviation and has per- formed a maintenance task concerning the same rating has obtained a Qui (3) Has passed the examination specified in § 65.13 in 12 consecutive months . \pplied for over 2 years, or instead, ication Certificate and performed this m: ytenance task over 3 years. $65.13 The regional administration or a CAAC approved / authorized training organ- ization shall enforce the examinat jon of an applicant for Maintenance Personnel Licence (Basic Part) as required in The Training Program on Civil Aircraft Maintenance Personnel Licence(Basic Part) formulated by the CAAC - AAD The exa ation herein shall include a written test, an oral test and a_practical test 4 Biff. Dee. 14,1995 PART65 CERTIFICATION OF MAINTENANCE PERSONNEL FOR CIVIL AIRCRAFT ‘The minimum passing grade for each test is 70 percent. An applicant who failed the examina tion will be disqualified for retesting till 12 months later after the date his grade is officially issued $65.14 An applicant for Maintenance Personnel Licence (Basic Part) shall fill in a application form as required and submit , along with the form, to an appointed regional administration of the CAAC the verifying documents concerning the requirements in. § 65.12 ‘And then an eligible applicant will be entitled to the Maintenance Personnel Licence (Basic Part) with a related rating after the administration's certification $65.18 The holder of Maintenance Personnel Licence ( Basic Part ) shall make an. applica tion for issuingan Aircraft Type / Repair Item rating by signing the corresponding rating to the holder's Maintenance Personnel Licence To be eligible for an Aircraft/ Repair Item rating, an applicant must — (2) Be specially trained for the same Aircraft Type / Repair Item rating as applied for by a CAAC approved / authorized training organization , and has passed the related examina (2) Has at least 1 year practical experience concerning the same Aircraft Type “Repair Item rating as applied for and makes no serious human-factor mistake during this practice ‘The training organization will issue a training certificate to an applicant who has met the requirements prescribed in paragraph (1) of this section. § 65.16 An applicant for issuing Aircraft Type / Repair Item rating shall fill in an applica- tion form as required and submit ,along with the form, to his maintenance organization the verifying documents concerning the requirements in § 65.15 for verification , and then make this application to the CAAC or its regional administration after the application is verified ‘The CAAC or its regional administration will issue corresponding Aircraft Type/Repair Item rating to an eligible applicant by signing the rating to the applicant's Maintenance Personnel Licence $65.17 The holder of Maintenance Personnel Licence signed an Aircraft Type rating will be authorized to sign maintenance release of the corresponding type of aircraft ‘The holder of Maintenance Personnel Licence signed a Repair Item rating will be authorized to sign maintenance release of the corresponding aircraft component only if he has passed the training and examination about this specific component. Eff. Dec. 14,1995 5 1AKI'65 CERTIFICATION OF MAINTENANCE PERSONNEL FOR CIVIL AIRCRAFT $65.18 In following cases , Maintenance Personnel Licence becomes invalid (1) The holder surrendered (2) The holder suspended maintenance tasks for more than 2 consecutive years (excluding the training period) (3) The holder failed either random surveys or annual inspection performed by the CAAC or its regional administration $65.19 An applicant for a reissue of a lost Maintenance Personnel Licence. shall report the incident to the CAAC or the authorities after the incident is verified by the applicant's organization ‘An applicant for @ replacement of a destroyed licence shall make an application regional administration timely and make an application to accompanied with the destroyed licence, to the CAAC or its regional administration ‘An applicant for a change of name or address on his licence shall make an application accompanied with his current licence and his organization’s documents verifying the change . to the CAAC or its regional admi Eff..Dee, 14.1908 PART 65 CERTIFICATION OF MAINTENANCE PERSONNEL FOR CIVIL AIRCRAFT Subpart D ~ Maintenance Inspector Licence § 65.20 The CAAC or its regional administration will issue Inspector Personnel Licence as classified as follows 1. Preventive maintenance inspection , its ratings and codes are G) Airframe (7A) (2) Powerplant (1/P) (3) Electrical system (IE) (4) Instrument system (I/D. (5) Radio system (1/R) (6) Avionics system (AVC) 2. Repair inspection , its ratings and codes are (1) Airframe (/F) (2) Airframe Components (1/FC) (3) Powerplant (1/P) (4) Powerplant Components (1/PC) (5) Electrical Components (IEC) (6) Instrument Components (1/1C) (7) Radio Components (IRC) (8) Avionies Components (I7AVC) (9) Miscellaneous Components (17M) $65.21 To be cligible for an Maintenance Inspector Licence , a person must— (1) Haas obtained Maintenance Personnel Licence according to the provisions stated § Subpart C of this part. (2) Has worked in maintenance tasks concerning the same rating as applied for tor mor than 3 years (3) Hlas made no serious human ~factor mistake for 1 year before his application date. (4) Has passed the training and examination as required in § 65.22 (5) Be in good health $68.22 The quality assurance deparment of an applicant's maintenance organization oF a CAAC approved / authorized training organization which is entrusted by the applicant's maintenance organization shall enforce the training and examination of an applicant as tenance Inspector stipulated by the CAC. — required in the Training Requirements for Mai AAD. 11995 PART 65 CERTIFICATION OF MAINTENANCE PERSONN’ $65.23 An applicant for Maintenance Inspector Licence shall make an application to the quality assurance deparment of his maintenance organization for eligibility verification. The quality assurance deparment shall be responsible to the verified applicant for making, an application by submitting specified report form and the verifying documents concerning the requirements in § 65.21 to the CAAC or its regional administration. ‘The CAAC or its regional administration will issue to an certificated applicant a Mainten ance Inspector Licence and an associated inspection rating which is issued by signing the rating to this licence. $65.24 The holder of Maintenance Inspector Licence can not perform inspection of the required inspection item of a specific aircraft type or aircraft compoment unless he has passed the special training and examination concentrating on this aircraft type or aircraft compoment. ‘A holder of Maintenance Inspector Licence can exercise the quality veto upon his inspec tion authorization and bypass the immediate headship to report any quality control problem to the authorities. $65.25 In following cases , Maintenance Inspector Licence will be invalid (1) The holder surrendered (2) The holder suspended inspection tasks for more than 1 consecutive year(excluding the training period ) (3) The holder is divorced from his maintenance organization. (4) The holder failed in either annual inspection or random surveys performed by the CAAC or its regional administration The reissue of a lost , destroyed or changed inspector licence shall be undergone with reference to the requirements specified in § 65.19 . 8 Eff, Dee. 14,1995 PART 65 CERTIFICATION OF MAINTENANCE PERSONNEL FOR CIVIL AIRCRAFT Subpart E - The Training Certificate of Maintenance Manager $65.26 The following persons in a maintenance organization shall undergo the maintenance management training: (21) The person in charge of a maintenance organization and the persons in charge of quality control, technique or production managements of this organization (2) The persons in charge of maintenance engineering or maintenance management of an Aircraft Operator (3) The other persons necessary to be trained §65.27 A CAAC approved/authorized training organization shall enforce the training and examination of maintenance managers based on a training program and teaching materials, established by the CAAC ~ AAD. $68.28 A maintenance organization shall make an application to the CAAC for its maintenance manager training. ‘The CAAC will issue Training Certificate of Maintenance Manager to the person who has passed the training and examination stated in § 65.27 . $65.29 ‘The holder of Training Certificate of Maintenance Manager will be properly qualified as the following managers: charge of a maintenance organization and the managers in charge of (2) The manager quality control, technique or production managements of this organization (2) The managers in charge of maintenance engineering or maintenance management of an Aircraft Operator Eff. Dec. 14,1995 9 PART65 CERTIFICATION OF MAINTENANCE PERSONNEL FOR CIVIL AIRCRAFT Subpart F — Validation of Foreign Maintenance Personnel $65.30 An cligible foreign maintenance person can be authorized to undertake the main- tenance of China registered ircraft or components thereof in the People’s Republic of China as specified as follows: (1) To be eligible for a Validation of Foreign Maintenance Personnel , a foreign mainten- lance person must be an holder of equivalent certificate issued by his country and has been istration, validated after his making an written application to the CAAC or its regional admi (2) To be eligible for a CAAC issued licence and/or certificate under this part.a foreign ‘maintenance person must be in compliance with the related requirements of this part. $65.31 The maximum effective duration of a Validation of Foreign Maintenance Personnel shall not be longer than that of the corresponding foreign certificate or Validation of Foreign Maintenance Personnel shall has the same force as the correspond- ing certificates issued by the CAAC or its regional admi Eff. Dec. 14,1995 PART65 CERTIFICATION OF MAINTENANCE PERSONNEL FOR CIVIL AIRCRAFT Subpart G ~ Penalty $65.32 In any of following cases, the relevant certificate or licence shall be suspended or revoked by its holder’s maintenance organization. (1) The holder does not undergo the process of necessary training and examination and not make an appliacation. as required in this part « (2) The holder provides false personal history related or false verifying documents. (3) The holder alters or transfers his license (4) The holder violates relevant rules seriously. § 65.33 No person, who has been disqualified from a examination because of cheating or any other unauthorized conduct, shall be eligible for reexamination for a period of 2 years after the date of this disqulification. Furthermore, in case of @ gross violation , the competent agency shall take administrative disciplinary measure aganist the person who has the direct responsibility Eff. Dee. 14,1995 ua PART 65 CERTIFICATION OF MAINTENANCE PERSONNEL FOR CIVIL AIRCRAFT Subpart H - Appendix ‘ate, Maintenance Personnel Licence, Maintenance $65.34 A holder of Qualification Cert dation of Foreign Maintenance Personnel, whenever exercising his Inspector Licence or Vs privilege. shall keep his certificate or licence with him or within the immediate area where he as requested normally exercises the privileges of the certificate or licence and shall present for inspection $65.35 It shall be subject to charges as required by the related regulations for issuing a certificate or licence under this part and conducting associated certification . training and examination $65.36 The CAAC~ AAD shall be responsible for the enforcement of this part. $65.37 This part will come into force from its issued date , meanwhile the Certification of Maintenance Personnel for Civil Aircraft stipulated by the CAAC on February 2 . 1991 shall be canceled w Bff Dec. 14,1995
