Trump Dear Majority Leader McConnell, Minority Leader Reid, Speaker Ryan, and Minority Leader Pelosi: We are writing on behalf of New York Cty to urge that the upcoming Continuing, Resolution include adequate funds to reimburse the City for the extraordinary amount of resources New York City taxpayers are providing to protect President-elect Donald J. Trump and his family. This request isto cover expenses incurred during the period up until the Inauguration ‘on January 20, 2017, and thereafer, in light of the President-elect’s announced intention to ‘etum to New York City on weekends afler he assumes office and the first family's reported intention to reside in Manhattan until the conclusion ofthe 2016-17 school year. ‘The President-elct’s transition tam offices are operated out of Trump Tower, which is a 58-story mixed-use building located on Fiflh Avenue between 56" and 57 Streets in Manhattan The Trump family aso resides there. The building is located along several highly traveled public bus routes and various differeat subway stops are located also within soveral blocks. The building is also in close proximity to five large hotel, including the Plaza, Pie, St. Regis, Shemy-Netherand and Peninsula s well as popular department and flagship retail stores, including Bergdorf Goodman, Tifanys, Louis Vuitton and the Apple Store. The surounding area is also home to iconic tourist attractions, including Central Park andthe Museum of Moder ‘Ax and houses of worship including St Patck's Cathedral and St. Thomas Church, This is a highly-traficked, dense urban environment, and one that presents an unprecedented and unique target for potential temorist activity. No ther President in modem history has had his primary residence located in such a densely- populated neighborhood.Immediately following Mr. Trump's election, the New York City Police Department ('NYPD") implemented a comprehensive security plan, deployed extra officers and tactical teams to security posts ie the affected are, and deployed personne! at screzning checkpoints to assist the United States Secret Service. The City has aso posted civilian Traffic Enforcement ‘Agents to manage traffic disrupted by security operations, motoreades, anc pedestrian flow. The [NYPD additionally provides motorcade protection tothe Trump family forall street travel inthe City, which has necessitted the temporary closing of the Hudson River tunnel in order to accommodate the commute to their home in Bedminster, New Jersey and tips to various airports forthe family’s frequent out of state travel. ‘The cost of proving the appropriate level of security tothe Trump family through the twansition and beyond is, and will continue to be, substantial. The NYPD cannot reduce the amount of protection of enforcement provided to City residents. Asa result, the enhanced protection required inthe area of Trump Tower, and throughout the City when the family travels, necessitates the expenditure of increased overtime. ‘These costs are curently bome exclusively by the City’s taxpayersand are not otherwise reimbursable under existing federal law or programs. New York City is iigible for reimbursement under The Presidential Protection Act of 1976, as amended, because only _jurisdictions whose population is 7,000 or less may seek reimbursement under that statute. Furthermore, reimbursement under that statute is capped at $300,000 per year for residence protection and $70,000 per year for airport use ~ amounts that are drastically inadequate in this We are aware that Congress has appropriated funds to reimburse Ical agencies for security and other related costs directly associated withthe extraordinary security required to protect the President-lest during the transition period. Inthe past, Congress appropriated funds, for aPresident-clet Security Assistance Reimbursement Grant Program, edministered by the Justice Department. In ight ofthe unprecedented and extraordinary costs associated with providing the necessary level of protetion to the President-elect and his family during the period of transition and beyond, which are not otherwise reimbursable through currently avaiable federal funding sources, we urge Congres to appropriate funds to reimburse the NYPD for its expenses in this endeavor, ‘Thank you for your consideration.
