FOCUS - Urban community concerns and the Clean Energy Incentive Program (CEIP)
PURPOSE
1. Provide a brief update on Colorados status in developing our State 111(d) Plan.
2. Moderate panel discussion on urban community concerns and the CEIP.
3. Solicit and listen to stakeholder comments on the Colorados State 111(d) Plan. Note that CDPHE will
not be responding to comments during this public comment session.

DESIRED OUTCOMES
By 9:00 PM tonight,
A. Clearly understand CDPHEs schedule for developing Colorados State 111(d) Plan.
B. Identify key urban community concerns around the CPP.
C. Gauge community interest in participating in the CEIP.
D. Receive public comment on the development of Colorados State 111(d) Plan.

Introduction: agenda review, ground rules, todays public comment process, and announcements.

Presentation: CDPHE process for developing Colorados State 111(d) Plan.

Moderated Panel2 Discussion: Panelists will provide a brief overview of their respective roles and
responsibilities within the communities they represent. A moderated panel discussion will follow
during which panelists will respond to specific questions about those communities, and questions and
concerns about the CPP and the CEIP. Panelists may also respond to questions from the audience,
time permitting.

Panelist Bios
Jennifer Gremmert

Jennifer Gremmert is Deputy Director of Energy Outreach Colorado, a 501(c)(3) non-profit that raises funds
to help thousands of low-income Coloradans afford home energy and remain warm and safe if their homes.
Jennifer is responsible for all program management and advocacy activities for the organization. Previously,
Jennifer worked for numerous nonprofit organizations including Urban Peak, a shelter for homeless youth,
the national office of Junior Achievement in Colorado Springs, Up With People, the University of Arizona and
the University of California system. Jennifer received her Masters of Nonprofit Management from Regis
University and her undergraduate degrees in Economics and Political Science from the University of Arizona.
She currently serves on the Advisory Board for the National Energy and Utility Affordability Coalition and on
the Governors Commission on Low-Income Energy Assistance in Colorado.

Ravi Malhotra

Ravi Malhotra is the Founder and President of the International Center for Appropriate and Sustainable
Technology (ICAST), a 501(c)(3) non-profit organization that develops and implements market-based

solutions for issues that plague underserved communities. ICASTs projects promote sustainable community
development by creating social enterprises in the clean energy and resource utilization space. Ravi has 27
years of experience as a social entrepreneur and engineer. He has led award-winning research and
development (R&D) efforts and has successfully launched eight new social ventures in the US, India and
Africa using sustainable technologies. Ravi is currently focused on providing turn-key solutions for the green
rehabilitation of multifamily affordable housing properties through two nonprofit ventures: Triple Bottom
Line Foundation (www.tblfund.org) a community development financial institution (CDFI) that provides
financing, and ResourceSmart (www.resourcesmart.org) that provides design, development, planning and
construction services. He holds a Bachelors degree in Engineering from the Indian Institute of TechnologyDelhi, India, and a Masters in Engineering and Business Administration from the University of Texas at
Austin.

Christine Alonzo

Christine Alonzo is the Executive Director of the Colorado Latino Leadership, Advocacy and Research
Organization (CLLARO). CLLARO is Colorados premier leadership development, public policy, and research
center dedicated to strengthening Colorados Latino community. Christine was born in Las Vegas New
Mexico; she came to Colorado in 1988. She has three children and a 5 year old Granddaughter. Christine has
always been very active in the community serving on several different boards; and spent many years as a
union member and also working in that industry. She is also the former President of the League of United
Latin American Citizens (LULAC) Council #3043 in Pueblo Colorado, and the former Vice President of the
Labor Council for Latin American Advancement (LCLAA) Denver Chapter where she served for 4 years. As a
former Executive Director for the Pueblo Human Relations Commission and Executive Director for American
Federation of State, County and Municipal Employees (AFSCME) in Southern Colorado, she comes to us with a
wealth of experience in Labor and Community Advocacy. She has committed more than 25 years to working
with the community and will continue on that journey through CLLARO. Christine is an avid Rockies fan and
is a former softball player herself. She will often be found spending time with her children and
granddaughter, she also loves cooking breakfast on Sundays while listening to Cancion Mexicana.

Peter Narog

Peter is currently the Manager of Market Research and Policy at Xcel Energy, Inc. a US investor-owned
electricity and natural gas company with regulated operations in eight Midwestern and western states. In
this role, he is responsible for overseeing the companys research efforts in areas such as customer
satisfaction, new product development, benchmarking, segmentation, and communication effectiveness.
Peters team also leads public policy analysis and planning regarding Xcel Energys customer programs such
as energy efficiency and demand response. Regarding the Clean Power Plan, his team leads the analysis
related to energy efficiency and has been involved since the draft plan was released in 2014.
Peter has been with Xcel Energy for 20 years. He has managed residential, income-qualified, and business
energy efficiency and demand response programs himself as well as led teams responsible for implementing
these programs across Xcel Energys eight-state service area. Peter has also led efforts to develop and
manage the companys energy efficiency and demand response strategic planning and public policy
initiatives.

Doug Hargrave

Doug Hargrave is the President of Iconergy, Ltd., a company comprising experienced energy engineering and
design build professionals. Dougs energy management and sustainability work began in the mid-1990s as a

junior engineer working with the pioneers of the industry. Through his work on public policy, government
and utility programs, and individual projects Doug has experience in all facets of energy management and
sustainability as it applies to the commercial and industrial sectors. At Iconergy, Doug shapes programs and
projects by developing and refining goals and directing performance from both a technical and
program/project management perspective. In addition, Doug manages select technical programs and
projects including government (federal, state, local) and utility energy efficiency programs, diversified
energy management programs and projects for large commercial and industrial entities, and performance
contracts. He holds a Bachelors in Mechanical Engineering from Washington University in St. Louis as well as
a variety of industry designations, including being an International Organization for Standardization (ISO)
9001 Internal Auditor and a Leadership in Energy and Environmental Design Operations and Maintenance
Accredited Professional (LEED AP O+M). In his free time, Doug enjoys exploring Colorado with his wife and
their two children.
