The LuzViMin Federation of Barangay Nutrition Scholars, Inc. meeting No. 2, S 2016 was held at
Tagaytay Haven Hotel, Mendez Crossing, Tagaytay City on November 7- 10, 2016.

Call to Order (November 8, 2016)

The meeting was called to order at 8:30 A.M. by Federation President Jocelyn A. Luma-ad, National
BNS President. It was blessed by a prayer led by BNS Nena L. Larida, Duengas Surullah, Cotabato, LuzViMin
BNS Federation Board Member. Representatives, Evangeline M. Villarta of Region 7 and Ramona G. Fortuna of
Region 4B were asked to introduce themselves. The participants were then welcomed by Ms. Jocelyn A. Lumaad.
The group immediately went over the Provisional Agenda and was moved for approval by BNS
Federation Board Member Purisima B. Nabi and seconded by the body.
The minutes of the previous meeting was reviewed by the body. BNS Federation Board Member Mary
Lomoljo moved for the approval of the Minutes of previous meeting as read and seconded by the body.

Business Arising from the Minutes of Meeting:

1. Copy of SEC Registration:
a. Federation Officers are requested to submit a copy of their SEC Registration.
b. This will be published in the souvenir program for the forthcoming National Convention.
c. Those who have submitted are the following: CAR, Regions 1, 3, 4A, 4B, 5, 8, 11, CARAGA
d. Those who havent yet submitted are the following:
i. Region 2 To be mailed to NNC CO
ii. Region 6 December 2016
iii. Region 7 to be handed over to Ms. Lumaad at Cebu during the PAN Convention
iv. Region 9 December 2016
v. Region 12 This week
vi. NCR - To be forwarded to NNC CO

a. LuzViMin Officers will also be published in the Souvenir Program.

4. Clarification:
a. NNC Central Office, effective January 2016, will be giving:
i. P 20,000.00 as mortuary benefit to bereft family of BNS
ii. P 10,000 as medical assistance to BNS who met an accident in line of due
b. BNS or beneficiary to provide NNC CO needed documents to be able to release fund
c. For Mortuary Benefit, beneficiary should be specified.
5. Regional Logo:
a. Regional Presidents to submit their respective logos to the National President
b. Preferably soft copy
6. Best Practices:
a. Presidents to submit their best practices for possible replication by other regions/provinces
b. President and Secretary to collate
7. NNC Allowance:
a. All Regions are receiving except for some municipalities and/or cities who havent complied
with requirements or who havent liquidated their previous allowance.
b. Region 7 has a case where the mayor didnt pay payroll.

MAIN AGENDA/BUSINESS:
1. Design of ID cards for LuzViMin Federation:
a. Samples of ID were shown
b. Officers preferred the ID with that Logo of LuzViMin as background
c. Federation Secretary Jo Ann B. Alvez to try make a rough design to be presented tomorrow.
d. Signatories will be ASec Bernie Flores and Federation President Joy Lumaad.
2. Barangay Visit:
The group went out in the afternoon to visit 2013 NOBNS Efigenia Fenny Javier at their
barangay hall at Maharlika East, Tagaytay City.
Ms. Fenny presented her Good Practices which was appreciated by the group.
A nice surprise for the body was the presence of Mr. Danilo Posion of Iruhin Barangay,
Tagaytay City who is the new NOBNS. He also presented to the body his accomplishments.
3. Sharing of experiences from site visit:
a. Malayo ang kaibahan ng support ng LGU compared sa amin.
b. The number of children is manageable.
c. Naturuan ang parents na pumunta para magpatimbang at height taking sa barangay hall,
d. Technical support is given after BNS were given their own laptop. It was mentioned by Ms.
Fenny that all BNS were given their own laptops, payment was taken from the barangay budget.
e. Barangay has a small population and identified pre-schoolers.
f. The NOBNS made mention that they carry around their weighing scale and height board, Ms.
Mercy Cara said, that in her case in Isabela, they were trained on Child Growth Project and
Enhanced Child Growth Project and has a health and nutrition post where mother and child
come to weigh and get their height measured.
g. Their health center gives immunization even in the afternoon, per experience of one of the
officers, immunization is given in the morning to allow time for the parent to come back in case
there will be a negative reaction to the child.

h. The body appreciate both NOBNS, there were several initiative programs the body would like
to replicate in their own regions/provinces.
The meeting was adjourned for the day at 5:30 P.M.

Second Day (May 26, 2016)

1. BNS Conference 2017:
a.

The Federation President asked the presidents to group themselves

according to their cluster groups and come up with plans regarding the BNS Conference for
2017. The cluster group came up with the following:

Ms. Malou discussed the forthcoming 4th BNS National Conference 2017.
She gave a review of the previous National Conference summarizing the attendance per
Cluster Island, Positive Comments, Suggestions and Complaints.
As suggested by the participants:
i. NCR For the following suggestions with regards:
Early distribution of communications, NNC CO will see if they could distribute
2 months before said event, but organizers are still dependent upon the
confirmation of venue.
Lagyan ng pangalan ang bawat mesa
- NNC CO will look into it
- It is better if there is no specific table for the regions or provinces since we
are encouraging each participant to get to know other BNS and interact
with them.
Dapat may accommodation kasi yung iba galing pa sa malayo
- It is included in the invitation that respective LGU will fund the BNS
travelling allowance and lodging
Kung lunch time dapat per table ang pila para hindi magsiksikan at hindi
maubusan ng pagkain
- Participants who were in line last were not directed to buffet tables where
there are still food, they thought there are no more food left
Medyo madilim ang venue kaya ang ibang BNS ay natutulog
- BNS came to attend the conference, sana they will concentrate on the
conference at hand, though one can understand that they travelled and
maybe their place is too far from the venue

- It is advised that participants write on the pieces of papers provided for, for
questions that couldnt be entertained anymore, which will be answered
later on during the program.
ii. Northern & Central Luzon:

- Not enough budget for this

lecture; though other speakers prefer interactive type of lecture.
- Souvenir program President suggest that pictures of Officers, logo per
Region will be added; pictures of past conferences will also be added
- Open Forum wag na ulitin ng tanong; ask relevant & direct to the point
questions
ix. Kailan ang conference:
- 2nd Quarter, around April or May
- Schedule of conference for the cluster island will be very week
- Can schedule on a Thursday and Friday
x. Ano ang maitutulong ng officers during the conference?
- May ma-assign sa pagtraffic sa food and registration.

ASec Flores inducted the officers.

6. Message from Asec Flores:

a. Asec Flores informed the body, that she draws her inspiration evrytime she meets the Federation
Officers.
b. She invited all Officers to attend the National Nutrition Awarding Ceremony on December 3,
2016 at PICC. Wear smart casual clothes.
c. She advised the Officers to iron out whatever problems there are to completely open the
Federations Bank account.. Maybe half of the Federations money can be placed in a time
deposit account so that it can earn some interest.
d. Administrator to link LuzViMin Federation Fcebook account to NNC National Facebook and
other BNS Regional Federation so that photos of activities can be shared in the facebook
account and vice versa.. ASec Flores is thinking that maybe later on, these accounts can join
the best facebook account contest. BNS can also try Facebook LIVE, to be able to view
activities live in facebook.
e. In this regard, the Federation Officers are encouraged to enroll at TESDA regarding computer
software/technology to enhance their knowledge.
f. She also informed the body to include in their work plan. ASesc Flores will request NEDA to
include the Regional Presidents to join these meetings so that the BNS will be represented in the
quarterly SDC meeting at NEDA starting next year.
i. Will request RNPC to brief their respective Officers.
ii. There are 2 things the BNS can do during the meeting:
- Wait for some topic regarding nutrition to arise, or
- Suggest for an inclusion in the agenda.
g. Officers are also advised to meet and introduce themselves to their respective Regional DOH
Director with the help of their RNPCs. DOH has a budget that may help the regional BNS for
quick purchases. Before going to request, have a letter, purchase request and specs of needed
items already ready, for immediate action.
h. ASec Flores will also request from Secretary Ubial to have a Summit for BNS also like that of
the BHW.
7. Other matters:
a. Review of Work Plan 2017
i. Move 2nd meeting to September
ii. Make a letter request for Palawan venue for the 2 nd meeting addressed to ASec Flores,
state reason why the venue was chosen.
b. Letter to Congressmen/women:
i. Officers to send to their respective Congressmen/women letter to support Resolution
regarding amendment of BNSP
ii. Per NCR, Congressman of Taguig will review first amendment.
c. Draft ID presented by Federation Secretary Alvez has been approved by the body, which
will be presented to NNC CO for approval.
i. Federation Secretary to inquire at SEC for the correction of name of the Federation. To
add s on Scholar.
d. Federation Officers approved resolution giving Federation Officers a Plaque of Recognition to
be signed by ASec Flores and Federation President plus P 5000.00 cash.
e. Federation Officers approved resolution bringing down the age for retirement from 65 years old
to 60 years old.
i. This will be applicable to all BNS, not only for officers
ii. Other provinces, municipalities/cities retire their BNS at age 60 yrs old

iii. ASec Flores made a comment regarding the double criterion for the retirement benefit:
age (65 y/o) and no. of service (25 years). There may be BNS who volunteered at age
40 and may not be able to avail these benefit but has contributed to the Piso Collection.

There being no other matters taken, meeting was adjourned at 9:00 P.M.
