Dear Sir, Sub: Deputation to GM / Mech at RVNL for Visakhapatnam. Ref: No.
2016/E(O)II/6/8 Vacancy Notice no.208/2016. I feel aggrieved for the irregularities
committed during selection for the above post : Following points are brought out for better
appreciation: 1. The Vacancy notice was given on 16.05.2016 vide notice no.208/2016
mentioning closing date as 30 days from the date of issue. 2. As per the circular/guidelines
which also displayed in the same webpage/ website i.e RB letter no. 2010/E(O)II/41/5
Dated.09.05.2011, at Para 4 (ii),it is mentioned that " In case of vacancy notice circulated by
Ministry of Railways, only the applications which are received in Board's ofce within the
date prescribed in the vacancy notice would be processed. Applications which are received
after last date would summarily be rejected even if forwarded by the Railways". 3. I have
submitted the application within the prescribed date to Railway Board Ofce. The copy is
attached herewith. ( Pl mark the highlighted forwarding date ). 4. On 29.09.2016, the nal
order of deputation was issued vide order no. 2016/E(O)II/6/8 Dated.29/09/2016 , where Sri

: M. Srinivas was selected for the post. ( Copy attached) 5. However, the candidate thus

selected had submitted the after the closing date . The copy of the forwarding letter is
enclosed ( Forwarding date is highlighted). 6. Moreover, two applications which were
forwarded by Railway Board to RVNL and RVNL had selected Sri M Srinivas even knowing
the late submission of application and conditional forwarding like requirement of reliever y
Zonal Railway etc. The basis of selection is also seem dubious and intentional one and not
transparent and could be motivated to favouring one candidate. In view of above facts I want
to know the followings: a. How the application of Sri M . Srinivas , Sr.DME/D /WAT was
forwarded by Railway Board for consideration to RVNL even though the application was
submitted after closing date against the clear guide line as mentioned at para.2 above. b. On
what basis Sri M. Srinivas was selected to GM /Mech/RVNL out of two candidates by M/s
RVNL in-spite of non favourable recommendation like requirement of reliever by Zonal
Railway. Sir, I hope a thorough enquiry may be conducted and necessary action should be
