A Proposed Medical & Wellness Center

CHAPTER 1: Introduction
1.1.

Background of the Study

Health is one of the most priority and integral part of our life and in our society. It is the

basic human right; an essential part and the central objective of social and economic progress.
It is both a means and an end of development and well-being. Providing good nutrition and
quality healthcare are vital for achieving healthy lifestyle. Many factors influence health status,
most of provinces are not sufficient in terms of availability of medicines and medical supplies
and health care facilities such as hospital and medical center. Some communities are not giving
focus on or not measure the importance of implementing and advocating wellness.
Strengthening the stability and strategy of health and development are needed to achieve a
more vibrant and healthier community in every city/municipalities.
Wellness is a physical and mental health which has been applied in many ways. It is a
critical to preventative and has been integrated in physical, social, and intellectual, emotional,
spiritual and vocational (occupational). It will help us to maintain and build a healthy living and
social networks in a healthy environment and community. It is a multidimensional approach to
health care, which is defined by more than an absence of illness. Applying wellness in
healthcare facilities will provide modern and traditional therapeutic medicine and services which
is relevant to the community. A lifelong health and wellness is a sense direction, which we
become aware of, and creates a world-view, a more successful existence. Creating an active
healthcare center with harmonious environment and promotes discovery, learning, synergy,
ease of access and sustainability which serves as comprehensive quality of healthcare.
Philippines Health Service Delivery Profile
In the Philippines, the health service delivery was initially introduced during the
Spanish colonial era, and based on a Western biomedical model of health system which was
superimposed on a pre-existing alternative healthcare such as herbal medicine, religious

beliefs, and mix of folk and traditional practices. This system has been strengthened during
American colonization and in 1970s the health status indicators have steadily improved. Many
factors influence health status and a country's ability to provide quality health services for its
people. Based on the Philippines Health Service Delivery Profile 2012, the top five causes of
death include heart and cerebrovascular diseases, malignant neoplasm, pneumonia, and
tuberculosis. The top five causes of morbidity include acute respiratory infection, ALRTI and
pneumonia, bronchitis, hypertension and acute watery diarrhea.
Health Functions are largely devoted to provinces and municipalities. The Local
Government Code (1991) outlines the roles of different levels in healthcare, including barangay
(village), municipality and province. The Aquino Health Agenda: Achieving Universal Health
Care for All Filipinos is the Philippines Governments continuing commitment to health sector
reform and achieving the Millennium Development Goals (MDGs). The National Objectives for
Health (2011-2016) sets all the health program goals, strategies, performance indicators and
targets that lead the health sector towards achieving its primary goal of Kalusugan
Pangkalahatan (KP), or Universal Health Care.
The Department of Health (DOH) is responsible for developing health policies and
programs, regulation, performance monitoring and standards for public and private sectors, as
well as provision of specialized and tertiary level care. The DOH Centres for Health and
Development (CHDs) are the implementing agencies in provinces, cities and municipalities,
and link national programs to Local government units (LGUs). The CHDs are the DOH offices
at the regional level. They assist the LGUs in the development of ordinances and localization of
national policies, provide guidelines on the implementation of national programs at the LGU
levels, monitor program implementation, and develop support system for the delivery of
services by LGUs.
DOH strengthens universal health care at a community level

The Philippine government, under the leadership of President Benigno Aquino III, is
committed to deliver its promise to provide all Filipinos, especially the poor, with access to
quality yet to affordable health care. In line with administrations thrust toward providing quality
health services to all Filipinos, a pledge of commitment was made by government officials at a
DOH national health summit aimed toward universal healthcare.
The Department of Health (DOH), together with the European Union to the Philippines
(EU), spearheaded a national health summit with the theme Universal Health Care: Making
Local Health Service Delivery Work on August 15, 2015. This summit aimed to capture, share,
and scale-up local health practices and interventions proven effective in increasing access to
quality maternal, newborn, and child health care. The DOH launched the High-Impact Five (Hi5) focusing on maternal healthcare, infant care and child care, HIV/AIDS, and service delivery
networks. This strategy aims to produce the greatest improvement in health outcomes.
Traditional medicine practice
Traditional medicine and complementary and alternative medicines are widely used in
the Philippines. Filipino traditional medicine has been in practice for more than a thousand
years. Many forms of complementary and alternative medicine introduced from other countries
are also used, such as Chinese traditional medicine, acupuncture, herbal medicines,
chiropractic, homeopathy, and Ayurveda. Significant groups of people depend to varying
degrees on different forms of traditional and complementary medicines for their health care. A
2010 WHO WPRO study estimated that 70% of the population uses traditional and
complementary medicines. Of those, 89% do so for particular illnesses, symptoms, or cultural
needs which biomedicine cannot address, as well for financial reasons. Traditional
practitioners services are accessible, available and affordable, particularly in remote areas.
The Traditional Medicine unit now the Philippine Institute for Traditional and Alternative
Health Care (PITACH), an attached agency of the DOH supports the integration of traditional

and complementary medicine into the national health care system. It is responsible for carrying
out the responsibilities stated in the Traditional and Alternative Medicine Act (1997) (currently
being updated). There are also three national research institutions covering traditional and
complementary medicine: the National Institute for Health, the National Integrated Research
Programme on Medicinal Plants, and the Philippine Council for Health Research and
Development.
Traditional and complementary medicine is practiced by private practitioners or
healers, and in homes and barangay health stations. They play an important role in primary
health care in the Philippines. Traditional birth attendants are used by a significant proportion of
birthing women. In 2008 36% of deliveries were assisted by a traditional birth attendant, or
Hilot. In 2002 there were 250,000 traditional healers in the Philippines. Compared to medically
trained doctors, traditional medicine practitioners are far more accessible. While there is only
one doctor for every 80,000 people, there is one traditional healer for every 300 people.
Philippines healthcare system as a Medical Tourism Destination (THE TOURISM)
The government of the Philippines has chosen to join the surge of Medical Tourism. It
aims to capitalize on the Philippines healthcare system to market the country as a medical
tourism destination. Former President Gloria Macapagal-Arroyo issued Executive Order No.
372 on October 18, 2004 that created a public-private partnership (PPP) task force for the
development of globally competitive Philippine service industries. The Health and Wellness
industry belongs to the services sector. The National Statistical Coordination Board (2007)
defines it as institutions that cater to the activities of persons travelling to and staying in places
outside their usual environment for not more than one consecutive year for health and wellness
purposes not related to the exercise of an activity remunerated from within the place visited.
Establishments belonging to the industry, therefore, are engaged in: 1. Hospital care and

treatment, 2. Specialty clinics, 3. Wellness and Spa Centers, 4. Retirement and Rehabilitative
Care.
By virtue of EO 571, issued in October 2006, the National Competitiveness Council
(NCC) was created. The PPP Task Force was subsumed under the NCC, making tourism
focused on Health Wellness and Recreation (HW&R), one of the eight industries to be
developed and promoted as globally competitive industries.
There are several factors that contribute to the Philippines growing reputation as a
medical tourism spot: 1) Cost Advantage 2) Provide High Quality Healthcare and Personnel 3)
Modern Facilities and State-of-the-Art Technology 4) Health system is patterned predominantly
after US models 5) Proficient in English Language; ease of communication 6) Filipinos are
Hospitable.

Binangonan, Rizal Province

Rizal is one of the Philippines first class provinces that belongs to CALABARZON (CAvite, LA-guna, BA-tangas, R-izal, Que-ZON) Region or region IV-A in the island of Luzon. It is
one of the most densely populated regions in the country, principally because it is the closest
region to Metro Manila. Because of its close proximity to Manila and the industrial and
economic opportunities that exist there, CALABARZON is experiencing rapid urbanization,
which will require increased investments in infrastructure and services in order to maintain the
relatively high living standards that residents of CALABARZON currently enjoy. The Rizal
province enjoys a natural beauty of nature and a perfect setting for investments, business
establishments and settlements. It is bounded by Sierra Madre Mountain Ranges and Quezon
Province in the east, the province Laguna in the soutwest, the province of Bulacan in the north,
Metropolitan Manila in the west-northwest portion and by Laguna de Bay in south/southwestern portion. Rizal is one of the neighboring provinces of Metro Manila. It takes an hour

drive from major commercial districts and centers of Metropolis to reach the province's best
places. Rizal is a green province which is the best place to unwind from crowded and polluted
metropolis.
According to the blogs posted from Paraiso Philippines Mabuhay, qouted as follows;
According to urban planners, it is the countrys next business capital due to its strategic
geographical location; and based on the latest national survey, few people of this province are
experiencing poverty compared to other places nationwide. Yet, Rizal province has lots of
places to develop into a productive and conducive place for investments and urban
development. The only things necessary are appropriate planning and land development.
Binangonan is one of the fourteen municipalities of Rizal. It has a total land area of
SEVEN THOUSAND TWO HUNDRED SEVENTY (7,270) hectares. The area of the mainland
is 5,820.55 hectares while Talim Island is 1,449.45 hectares. Binangonan ranks the fifth biggest
in the province in terms of area. It is triangular in shape and lies between the foothills of Sierra
Madre Mountain and the northeastern part of Laguna de Bay. The town is approximately
situated twenty four (24) kilometers east of the Provincial Capitol of Rizal. The seat of
government is located in Barangay Calumpang along the Manila East Road.
With extraordinary and splendid natural, cultural and historical attractions gracing every
corner of this municipality, Binangonan is truly blessed to be poised as one of the premier
tourism destinations in the Philippines. From a place which traces its history way back 3 000
BC to the famed island where the countrys national hero landed less than a century ago and a
hill revered for its holiness and sanctity, Binangonan proves to be a sanctuary that offers a
taste of history, faith, culture creativity and devotion. More than just a place or a destination,
Binangonan is a quiet paradise that offers every searching soul with inner peace and
happiness and a realization that life in itself is truly a gift.

A Proposed Medical & Wellness Center

The Rizal province, Provincial Health Office (PHO) intensified the importance of taking
care of anyone's health, fitness and wellness among children, parents, adults and the elderly. It
is one of the provinces that have an outstanding performance for implementing and serving a
healthy living in the community. Binangonan ranks the fifth biggest in the province in terms of
area. The Municipal Health Office (MHO) caters to health needs of people of Binangonan. Its
primary function is to ensure that basic health services are delivered to its constituents. It
provides preventive, curative and sometimes rehabilitative medical services.
However, Rizal province is one of the most densely populated regions in the country,
principally because it is the closest region to Metro Manila as well as Binangonan. Binangonan
has forty (40) barangays comprising the municipality; each barangay has its own Barangay
Health Station which is supervised by four (4) Rural Health Units (RHU) serving as the mother
health center.
Due to its increasing population and lack of accessible healthcare and inadequate
modern facilities that equipped with technology in preventing diseases, which causes the
increasing rate of morbidity and mortality of Binangonan Rizal, and the goal of Municipal Health
Sector, which provide affordable, accessible and quality health care services especially to
indigent people and improve health indicators atleast 10 percent, a proposed tertiary hospital,
Binagonan Medical & Wellness Center is strategically located to serve as community health
care facilities to the people of Binangonan and nearby municipalities. It will be a benchmark in
the province of Rizal in which they will recognize the place as a comprehensive quality of
healthcare facilities and high productivity in health service sector. It will be an essential part to
achieve quality of life and enhance the wellbeing and health status of the residents.
