Ukraine Demographics

Ukrainians make up almost 77.8% of the total population, while Russians take the second
spot with almost 17% of the population. Other minorities include Bella Russians
0.6%, Bulgarians 0.4%, Hungarians 0.3%, Crimean Tatars 0.5%, while Romanians
and Poles both are 0.3% and Jewish residents make up 0.2% of the total population.
Other minorities present are 1.8%.

The major language is Ukrainian, spoken by 67% of the population, while the second
most common language is Russian, spoken by 24% of the total population. The
remaining 9% is comprised of various other languages.

The literacy rate is excellent - 99.7%. The male literacy rate is 99.8%, while the female
literacy rate is 99.6%. The fertility rate, however, is fairly low: 1.29 children
born/woman. The death rate of almost 15 deaths/1000 persons is higher than the birth
rate, which is almost 9.59 births/1000 population.

Almost 14% of the population is ages 0-14, while 12% is 15-24 years of age. And 57% of

At a summit in Minsk on 11 February 2015, the leaders


of Ukraine,Russia, France, and Germany agreed to a package of
measures to alleviate the ongoing war in the Donbass region of
Ukraine.[1][2][3][4] The talks that led to the deal, overseen by
the Organization for Security and Co-operation in
Europe (OSCE), were organised in response to the collapse of
the Minsk Protocol ceasefire in JanuaryFebruary 2015. The
new package of measures is intended to revive the Protocol,
which had been agreed to on 5 September 2014.

Summit and drafting[edit]

Successive attempts to resolve the ongoing war in


the Donbass region of Ukraine had seen no result by the start of
February 2015.[5] While the Minsk Protocol of 5 September
2014 did significantly reduce fighting in the conflict zone for
many months, minor skirmishes continued. At the start of
January 2015, the separatist forces of the Donetsk People's
Republic (DPR) and Lugansk People's Republic (LPR) began a
new offensive on Ukrainian-controlled areas, resulting in the
complete collapse of the Minsk Protocol ceasefire.[6] After
heavy fighting, DPR forces captured the symbolically
importantDonetsk International Airport on 21 January, the last
part of the city of Donetsk that had been under Ukrainian
control. Following this victory, separatist forces pressed their
offensive on the important railway and road junction
of Debaltseve in late January.

This renewed heavy fighting caused significant concern in the


international community. French presidentFranois
Hollande and German chancellor Angela Merkel put forth a new
peace plan on 7 February. The Franco-German plan, drawn up
after talks with Ukrainian president Petro Poroshenko and
Russian president Vladimir Putin, was seen as a revival of
the Minsk Protocol. President Hollande said that the plan was
the "last chance" for resolution of the conflict.[7][8]The plan
was put forth in response to American proposals to send
armaments to the Ukrainian government, something that
Chancellor Merkel said would only result in a worsening of the
crisis.[7][9]

A summit to discuss the implementation of the Franco-German


diplomatic plan was scheduled for 11 February atIndependence
Palace in Minsk, the capital of Belarus. It was attended by
Russian president Vladimir Putin, Ukrainian president Petro
Poroshenko, German chancellor Angela Merkel, French
president Franois Hollande, DPR leaderAlexander
Zakharchenko, and LPR leader Igor Plotnitsky. Negotiations
went on overnight for sixteen hours, and were said to have been
"very difficult" by the German foreign minister.[10]
[11] Following the talks, it was announced on 12 February that
the parties to the conflict had agreed to a new package of
peacemaking measures.[4] Some of the measures agreed to were
an OSCE-observed unconditional ceasefire from 15 February,
withdrawal of heavy weapons from the front line, release of
prisoners of war, and constitutional reform in Ukraine.[12]

Reactions[edit]
The new package, commonly referred to as "Minsk II", was
criticised for being "highly complicated" and "extremely
fragile", and for being very similar to the failed Minsk Protocol.
[1][13][14] The New York Times reported that the plan "included
some tripwires", such as not demarcating control over the city of
Debaltseve, which was the site of the most fierce fighting at the
time of the plan's drafting.[1][15] Following the Minsk talks,
Chancellor Merkel, President Hollande, and President
Poroshenko attended a European Union (EU) summit
in Brussels.[16]

At the summit, the Minsk participants briefed EU leaders about the


talks. During the briefing, they said that President Putin had
tried to delay the implementation of a ceasefire by ten days, so
as to force Ukrainian troops in Debaltseve to surrender their
positions. For his part, President Putin said that the Debaltseve
defenders were encircled, and that the separatists expected them
"to lay down their arms and cease resistance".
[16] Kommersant reporter Andrey Kolesnikov wrote that
implementation of the ceasefire in Debaltseve hinged upon
whether or not Ukrainian forces were truly encircled,

"Above all, does it exist or not? Vladimir Putin insisted that it [the
encirclement] exists and that if a cease-fire agreement is
reached, it will be odd if it isnt violated: Those in the kettle will
certainly try to get out of there; those who have boiled that kettle
will try to collect the foam".[17]

US State Department spokeswoman Jen Psaki said on 13 February


that the Russian Armed Forces had actively deployed around
Debaltseve to assist the separatists in forcing out Ukrainian
troops prior to the 15 February start of the ceasefire. Russia
denied this, and Russian government spokesman Dmitry
Peskov said that Russia could not assist in the implementation of
Minsk II because it was "not a participant" in the conflict.[18]

Right Sector leader Dmytro Yarosh said that said he reserved the
right to continue fighting, and that Minsk II was
unconstitutional. He said that his Ukrainian Volunteer Corps
would continue fighting "until complete liberation of Ukrainian
lands from Russian occupants", and promised "death to Russian
terrorist-occupiers".[19][20][21] DPR leader Alexander
Zakharchenko said that the ceasefire did not apply to
Debaltseve, and that fighting would continue there.[22]
Measures[edit]

The full text of the agreement is as follows:[23][24]


1. Immediate and full ceasefire in particular districts
of Donetsk and Luhansk oblasts of Ukraine and its strict
fulfilment as of 00:00 midnight EET on 15 February 2015.

2. Pull-out of all heavy weapons by both sides to equal distance


with the aim of creation of a security zone on minimum 50
kilometres (31 mi) apart for artillery of 100mm calibre or more,
and a security zone of 70 kilometres (43 mi) formultiple rocket
launchers (MRLS) and 140 kilometres (87 mi) for MLRS
Tornado-S, Uragan, Smerch, and Tochka Utactical missile
systems:

for Ukrainian troops, from actual line of contact;

for armed formations of particular districts of Donetsk and


Luhansk oblasts of Ukraine, from the contact line in accordance
with the Minsk Memorandum as of 19 September 2014
The pullout of the above-mentioned heavy weapons must start no later than the second day after the
start of the ceasefire and finish within 14 days.
This process will be assisted by OSCE with the support of
the Trilateral Contact Group.

3. Effective monitoring and verification of ceasefire regime and


pullout of heavy weapons by OSCE will be provided from the
first day of pullout, using all necessary technical means such as
satellites, drones, radio-location systems etc.

4. On the first day after the pullout a dialogue is to start on


modalities of conducting local elections in accordance with the
Ukrainian legislation and the Law of Ukraine "On temporary
Order of Local Self-Governance in Particular Districts of
Donetsk and Luhansk Oblasts," and also about the future of
these districts based on the above-mentioned law.
Without delays, but no later than 30 days from the date of signing
of this document, a resolution has to be approved by
the Verkhovna Rada of Ukraine, indicating the territory which
falls under the special regime in accordance with the law "On
temporary Order of Local Self-Governance in Particular
Districts of Donetsk and Luhansk Oblasts," based in the line set
up by the Minsk Memorandum as of 19 September 2014.

5. Provide pardon and amnesty by way of enacting a law that


forbids persecution and punishment of persons in relation to
events that took place in particular districts of Donetsk and
Luhansk oblasts of Ukraine.

6. Provide release and exchange of all hostages and illegally held


persons, based on the principle of "all for all". This process has
to end at the latest on the fifth day after the pullout (of
weapons).

7. Provide safe access, delivery, storage and distribution of


humanitarian aid to the needy, based on an international
mechanism.

8. Define the modalities of a full restoration of social and


economic connections, including social transfers, such as
payments of pensions and other payments (income and revenue,
timely payment of communal bills, restoration of tax payments
within the framework of Ukrainian legal field).
With this aim, Ukraine will restore management over the segment
of its banking system in the districts affected by the conflict, and
possibly, an international mechanism will be established to ease
such transactions.

9. Restore control of the state border to the Ukrainian


government in the whole conflict zone, which has to start on the
first day after the local election and end after the full political
regulation (local elections in particular districts of Donetsk and
Luhansk oblasts based on the law of Ukraine and Constitutional
reform) by the end of 2015, on the condition of fulfilment of
Point 11 in consultations and in agreement with
representatives of particular districts of Donetsk and Luhansk
oblasts within the framework of the Trilateral Contact Group.

10. Pullout of all foreign armed formations, military equipment,


and also mercenaries from the territory of Ukraine under OSCE
supervision. Disarmament of all illegal groups.

11. Constitutional reform in Ukraine, with a new constitution to


come into effect by the end of 2015, the key element of which is
decentralisation (taking into account peculiarities of particular
districts of Donetsk and Luhansk oblasts, agreed with
representatives of these districts), and also approval of
permanent legislation on the special status of particular districts
of Donetsk and Luhansk oblasts in accordance with the
measures spelt out in the attached footnote,[note 1] by the end of
2015.

12. Based on the Law of Ukraine "On temporary Order of Local


Self-Governance in Particular Districts of Donetsk and Luhansk
Oblasts", questions related to local elections will be discussed
and agreed upon with representatives of particular districts of
Donetsk and Luhansk oblasts in the framework of the Trilateral
Contact Group. Elections will be held in accordance with
relevant OSCE standards and monitored by OSCE/ODIHR.

13. Intensify the work of the Trilateral Contact Group including


through the establishment of working groups on the
implementation of relevant aspects of the Minsk agreements.
They will reflect the composition of the Trilateral Contact
Group.

Efficacy[edit]

Though fighting generally subsided after the ceasefire came into


effect at 0:00 EET on 15 February, skirmishes and shelling
continued in several parts of the conflict zone.[25]

Shelling and fighting at Debaltseve continued, as DPR


leader Alexander Zakharchenko said that the ceasefire did not
apply to that area.[26] In the south of Donetsk Oblast, fighting
between DPR forces and members of the Azov
Battalion continued in villages near Mariupol.[27][26] By 16
February, Minsk II seemed on the verge of collapse.[28]
[29] Separatists continued a heavy assault on Debaltseve.
Both sides said that they would not withdraw heavy weaponry as
specified by the agreement whilst fighting in Debaltseve was
ongoing.[30] Reuters described the ceasefire as "stillborn" in
Debaltseve.[31] Ukrainian forces were forced to retreat from
Debaltseve on 18 February, leaving separatist forces in control
of the city.[32]

In the week after the fall of Debaltseve to pro-Russian forces,


fighting in the conflict zone abated.[33] DPR and LPR forces
began to withdraw artillery from the front lines as specified by
Minsk II on 24 February, and Ukraine did so on 26 February.
Ukraine reported that it had suffered no causalities during 2426
February, something that had not occurred since early January
2015.[34][33]

On April 7, 2014, following the 2014 Crimean crisis, separatists occupying the

control of the separatist government, the Donetsk Oblast administration
was relocated to Mariupol, and later to Kramatorsk.[7]

During the 1991 referendum, 83.90% of votes in Donetsk Oblast were in favor
of the Declaration of Independence of Ukraine. A survey conducted in
December 2014 by the Kyiv International Institute of Sociology found
18.5% of the oblast's population supported their region joining Russia,
53.8% did not support the idea, 22.5% were undecided, and 5.2% did not
respond; insurgent-controlled areas were not polled. [11]

While Donetsk is the administrative centre of the Donetsk Oblast (province),
the city is the capital of the Donetsk City Municipality. However, Donetsk is
a city of oblast subordinance, thus being subject directly to the oblast
authorities rather to the Donetsk City Municipality housed in the city itself.
Since 7 April 2014 Donetsk is de facto governed by the Donetsk People's
Republic, even though it has only been recognized by the Republic of
South Ossetia as of October 2014.

The territory of Donetsk is divided into 9 administrative raions (districts). In

Donetsk currently has a population of over 982,000 inhabitants (2010) [35] and
has ametropolitan area of over 1,566,000 inhabitants (2004). It is the fifth-
largest city in Ukraine.[2]

According to the 2001 census, the Donetsk Oblast is inhabited by members of


more than 130 ethnic groups. [36] The Ukrainian ethnicity is 56.9% of the
population (2,744,100 people); the Russian ethnicity is 38.2% of the
population (1,844,400 people). [36] The native language of 74.9% of the
population of the Donetsk region is Russian, compared with 24.1%
Ukrainian.[37] 58.7% of people of Ukrainian ethnicity considered Russian to
be their native language.[37] Out of 4.5 million residents of the Donetsk

Luhansk Oblast

Demographics
The population is largely Russian-speaking, although
ethnic Ukrainians constitute a majority (58.0%). Among the minorities are
native Russians (39.1%), Belarusians (0.8%), and others (1.4%).
Ukrainians constitute the majority in all raions except forStanytsia-
Luhanska Raion and Krasnodon Raion, both of which are east of Luhansk.
Ethnic Russians also constitute the majority in regionally significant cities,
such as Krasnodon, Sverdlovsk, Krasnyi Luch and Stakhanov.
According to the 2001 Ukrainian Census, more than 68.8% of the population
consider themselves Russian speakers, while Ukrainian speakers were
only 30.0%. The Russophone population predominates in the southern
portion of the region and around the city of Luhansk, while the northern
region is less populated, mostly agricultural and Ukrainophone.

Its population (as of 2004) of 2,461,506 constitutes 5.13% of the overall


Ukrainian population. The Luhansk Oblast rates fifth in Ukraine by the
number of its inhabitants, having an average population density of
90.28/km. About 87% of the population lives in urban areas, while the
remaining 13% reside in agricultural areas. According to the national
census, 54% of the population are Ukrainians and 42% are Russians.

As a result of the War in Donbass, Luhansk insurgents control the southern


third of the oblast, which includes the city of Luhansk, the region's most
populous city as well as the capital of the oblast. Due to this, most oblast
government functions have moved toSeverodonetsk, which forces of the
Government of Ukraine recaptured in July 2014. Many universities located
in the occupied areas have moved to government-controlled cities such
as Severodonetsk, Starobelsk or Rubizhne.[12][13] A survey conducted in
December 2014 by the Kyiv International Institute of Sociology found 5.7%
of the oblast's population supported their region joining Russia, 84.1% did
not support the idea, and the rest were undecided or did not respond;

War in Donbass
The War in Donbass (also called the War in Ukraine or War in Eastern
Ukraine) is an armed conflict in the Donbass region of Ukraine. From the
beginning of March 2014, demonstrations by pro-Russian and anti-
government groups took place in the Donetsk and Luhansk oblasts of
Ukraine, together commonly called the "Donbass", in the aftermath of
the2014 Ukrainian revolution and the Euromaidan movement.

These demonstrations, which followed the annexation of Crimea by the


Russian Federation, and which were part of a wider group of concurrent
pro-Russian protests across southern and eastern Ukraine, escalated into
anarmed conflict between the separatist forces of the self-
declared Donetskand Luhansk People's Republics (DPR and LPR
respectively), and theUkrainian government.[101][102]

Prior to a change of the top leadership in August, [103] the separatists were
largely led by Russian citizens.[6]During the summer of 2014, Russian
paramilitaries were reported to make up between 15% and 80% of the
combatants.[6][104][105][106][107]

Between 22 and 25 August, Russian artillery, personnel, and what Russia


called a "humanitarian convoy" were reported to have crossed the border
into Ukrainian territory without the permission of the Ukrainian government.
Crossings were reported to have occurred both in areas under the control
of pro-Russian forces and areas that were not under their control, such as
the south-eastern part of Donetsk Oblast, nearNovoazovsk.

These events followed the reported shelling of Ukrainian positions from the
Russian side of the border over the course of the preceding month. [21][23][108]

Head of the Security Service of Ukraine Valentyn Nalyvaichenko said
that the events of 22 August were a "direct invasion by Russia of Ukraine".

Western and Ukrainian officials described these events as a "stealth invasion"


of Ukraine by Russia.[110] As a result of this, DPR and LPR insurgents
regained much of the territory they had lost during the preceding
government military offensive. A deal to establish a ceasefire, called
the Minsk Protocol, was signed on 5 September 2014.[111]

Violations of the ceasefire on both sides were common. Amidst the


solidification of the line between insurgent and government-controlled
territory during the ceasefire,warlords took control of swathes of land on the
insurgent side, leading to further destabilisation. [112] The ceasefire
completely collapsed in January 2015, with renewed heavy fighting across
the conflict zone, including atDonetsk International Airport and Debaltseve.
A new ceasefire, calledMinsk II, was agreed to on 12 February 2015.

eastern Ukraine. The oblast borders Russia to the north, Luhansk Oblast to

The area of the oblast is 31,400 km, corresponding to 5.2% of the total

Southern Oblast Ukraine

Cultural background[edit]
Russian is the dominant language in the region (in the schools of theUkrainian
SSR learning Ukrainian was mandatory), although not to the extent that it is
in the three oblasts that comprise Eastern Ukraine. [1]

Effective in August 2012, a new law on regional languages entitles any local
language spoken by at least a 10% minority be declared official within that
area.[2]

Russian was within weeks declared as a regional language in several


southern and eastern oblasts and cities.[3] Russian could then be used in
these cities/Oblasts administrative office work and documents. [4] However,
on 23 February 2014, the law on regional languages was abolished,
making Ukrainian the sole state language at all levels even in Southern and
Eastern Ukraine.[5] Nevertheless, this vote was vetoed by acting President
Turchynov on March 2.[6][7]

Noticeable cultural differences in the region (compared with the rest of Ukraine
except Eastern Ukraine) are more "positive views" on the Russian
language[8][9] and on Joseph Stalin[10] and more "negative views"
on Ukrainian nationalism.[11]

Calculating the "yes"-votes as a percentage of the total electorate reveals a


lower percentage of all (possible) voters in Eastern and Southern Ukraine
supported Ukrainian independence in the 1991 Ukrainian independence
referendum than in the rest of the country.[12][13] In a poll conducted by Kyiv
International Institute of Sociology in the first half of February 2014, 19.4%
of those polled in Southern Ukraine believed "Ukraine and Russia must
unite into a single state", nationwide this percentage was 12.5. [14]

Ukraine vote for parties (CPU, Party of Regions) and presidential

Western Ukraine is the citadel of Ukrainian nationalism and at the same time, the most
immature of the two halves of the country. It all boils down to the fact that local
nationalism came from the towns (as was the case in all countries from France to
Norway) and from the villages. How many political figures of the Ukrainian
national movement came out of the urban environment? Why did the people,
before the revolution and the Bolshevik Ukrainianization, who lived in cities in
Ukraine spoke Russian and why was Ukrainian mostly spoken in the countryside?
The entire Ukrainian movement bears the heavy imprint of provincialism and
narrow-mindedness, characteristic of people from the village, which, as such
already has negative consequences for it.
Suffice it to say that of the five largest cities (Kharkov, Odessa, Kiev, Donetsk,
Dnepropetrovsk) four belong to the Russian-speaking south-east of the country.
Speaking of Kiev, on paper it is responsible for about 40% of the budget revenues
(excluding customs) because many businesses are registered there and also pay
taxes there. But subsidies to perform the functions of the capital, the huge costs for
infrastructure and other payments from the budget to fund organizations actually
mean, no yoke, that Kiev is one of the most subsidized regions across the country.
Some may see the parallels with Moscow in Russia (which earns a quarter of the
countrys GDP), but these parallels are not really there, the capital of Russia had
until recently a budget deficit of 146 billion rubles, largely because of Putins
election promises.

to the Netherlands, on efficiency of the goods market Odessa is nr 1, Donetsk takes
the lead on the availability of new technologies (in the Chernigov region, it is the
lowest of all the regions in the world), Donetsk also takes the lead on business
