Morc clarity from Gyver on the recent visit ofSpecial one.
One ofrhe big problems created by him was that he was traveling "incognito." Because he
refused to have his picture taken, refused to give a business card, had rlo identification,
nothing, it was extremely hard for G1.ver to set up the meetings at that high level.
Everyone was left to simply fust G).ver and Mr. Liu that the Special one was, indeed,
"Special."
But as you know there are many competitive constituencies in China and they are always
looking for a reason or excuse or iustification to stab the others in the back. One
opportunity was thrt the Special one insisted on being treated like a high level
goverDment person but refused to give any evidence of it.
Then, when he acted so anogantly and badly and made G).ver and Mr. Liu and General
Shen Lei look foolish, it gave the back stabbers even more opportunity and justification to
say it had all been bullshit.
Halfthe people are saying Ricardo is not a representative ofthe govemment or Senot Glas,
and halfare saying that ifhe truly was, then China should not do business with Ecuador
because ofthis grave insult.
I was told tonight that my reputation in China, which I worked very, very hard to eam, took
a bad hit from the visit as well since it was me who convinced them to trust the Special one.
You can tell him I do not appreciate this.
Also, his relative, and you kllow who that is, has been hurt by this performrnce. He
has lost credibility for the rersons I stated above; ifRicardo was truly Irepresentitrg"
him, then Ricardo was a very poor Ambassador indeed and Senor Glas lost a great
deal of respect for sending such a person.
However, sometimes a victory which comes from defeat is more powerful than a victory
which comes straight away. We can tum this around with some official and it must be
high level govemment - letter to Gyver, Chairman ofGenesis, expressing support for the
deal. As you know, the Special one said Ecuador has no money and no commodities to pay
for this deal. We all know that is not true. A high level letter stating the opposite will put
the Special one in his place and resurect the deal.
Also, I have spoken to you ofsatellite deals in other nearby countries which, ifGenesis
obtaincd the Consulting Contrrct to lind orbital slots rnd coorditration with Chine,
this would mske all of us even bigger heroes. So many deals depend upon our
rchabilitating our image from the Special one's damage that I cannot stess enough the
imponance of doing this as soon as possible, even ugently.

I am getting a lot ofpushback from Cyver about meeling GIas. He says Ricardo really
created a lot ofproblems. He says Ricardo told everyone Ecuador has no money and no
oil, basically cannot pay for an),thing. The President of Great Wall has gone to the China
Export Bank and made a big deal out ofthis, saying Ecuador isjust begging for money and
has no way to repay it.
China ilresdy knows Glas is coming to Sinopec and Petro China to ask for motrey to

I know there is a lot offanfare in the press every day about this deal and that, but there is an
under curent too. There are apparcntly Foblems with the hydroelectric deals.

Minister Glas met with Sitropec today to ssk for money to build a refinery. He was
turned dowtr. You may recall that I told you we knew this io edv&trce, thrt he was
going to isk for this and that he would be turned down. UnfortuDately, we could have
saved him the trouble if we could have gottetr this message to us,

Ricardo called G),ver again and said he is on his way to Brazil today (should be in the air
already). He asked Glnr'er to do a bunch ofthings for Clas. Ofcou$e G),ver was insulted
and told Ricardo that if he had a request he should put it in witing, and make reference to
Glas. He also berated Ricardo for blowing the satellite deal and for his bad behavior.

business in China, how to maximize his Minisler status. Sometimes it is lirst through

Anyway, G).ver is not going to rcach out to the Embassy or to Glas. He has done enough
and is not about to run around the county or the govemment for ftee trying to put together
these deals. If Ecuador wants a satellite, G).r'er and Genesis is the company to get it for
them -- not even Great Wall will be able to do this because thanks to fucardo, they do not
believe Ecuador can or will pay for it an),time soon. Gyver believes Ecuador can and will,
but he must have that in witing from Mioister Glas, or fiom someone ofequal authority
and status in the Ecuadorean govemment. Just hearing it verbally from Glas over dinner
will not be helpful. Gyver carmot go around saying "well, Glas told me so" but have
nothing in w ting.

No one from the Embassy contacted Kevin or Gyver Monday in China. As you know it is
now midnight there.
Kevin and Gyver live in Hong Kong and thus would have to make a three hour flight to
Beijing to attend any meeting. Contacting them on a Tuesday aftemoon for a dinner
meeting is out ofthe question.
You will also probably Dot be terribly surprised to learn that Ricardo called GWer
over the weeketrd and told him Glas wrs coming .trd that G)ryer should call the
Embrssy to arrange a meeting to 'rtalk about matry other projectsr unrelated to
satellites. G,ryer said nothing about already knowing this rtrd expecting something
from the Embassy.
it appears Ricardo may be working something with the Ambassador, because no contact
was made from the Embassy to us.
So
Your contacts to Glas need to intervene here, but since he is probably in the air, or even.just
landing in China, he or they need to set something up for Wednesday to allow G).ver and
Kevin time to fly up to Beijing.

Relevant to our ongoing discussions about relations between Ecuador and China, as you
know I am in a position to know about many things that go on there.
I can tell you that the damage done by Ricardo Rivera to f,cuadorrs real relations
with China is hard to oyerestimate. People dt the government bureaucracy levels in
China talk incessantly among themselves. It is a cultural thing, unlike in oui countries
where people keep such things to themselves.
This is where the damage was done. When Mr. Rivera told the gathering of senior
Chinese space officials and technicians that, and I quote, ,'Ecuador has no need for a
satellite and has no money for it a[yway, not even the oil to trade for it, he gave the
strong impression not only that Ecuador did not want or need a satellite. but more
important, that Ecuador is broke, While of couse this is absurd, his statement was
shared with China Export Import bank senior officials, who shared it with other imponant
governrnent financial and trade oflicials. This has created the strong feai in many
important circles within China that Ecuador cannot be trusted to pay for anyhing, neither
with currency nor with commodities.
Although we know this is not true, and we have the power and influence to overcome
thjs, it has most definitely created impediments to our helping Ecuador do business with
China. As you know, even before Senor Glas went to ahi;a,I told you he was going,
with whom he was meeting, and that he would be rejected. This was verv deliberatei_

I had ananged verything in very high standard on the China side, but today when I
go thrcugh all the steps with Mr. Liu Yue he point out I point to me that, Ricardo is send
fiom or on be halfofEcuador Minister, but only I persons come to the meeting, looks
weak.

With level in the embassy ,on Friday send one guy from embassy or car of embassy go

Just FYI, from my discussion with Kevin tonight:
The Special One stayed in a 5 Star Hotel during his visit because it was paid for by Kevin
and Gyver (Kevin made the arrangements on his credit card and paid for the room). The
Special One's "entertainment" was paid for by Kevin and G1ver, about $4500 US
equivalent.
When the Special One retumed to the city on his way home, G)r'er phoned him and leamed
he was staying in a cheap hotel out at the airport. The Special One was paying for that
room so of course it was not 5 Star. He had asked for G]ryer to pay for rnother 5 Stsr
hotel but G,ryer declined to do so. The Special One ashed Gyyer n'hat the rcaclion N'as
to the meet rg, Gyver gave no response, which of coune should lell the Speciql One
