The SCR's triggering periods are dependent on the initial inputs. When the
inputs are triggered through the gate the SCR gets triggered and the circuits
gets into ON state.

Will the circuit gets ON?
Ans: Doesnt ON.
The circuit only gets ON when the circuit have initial inputs and the circuit is
triggered properly. This triggering depends on the time intervals or time
periods where it is triggered. When the time period of triggering is 10ms and
the initial time is 1ms there will be no triggering of the circuit and the circuit
doesnt ON.

The inductor is an element which charges electrical energy in the form of
