Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Climate Change Act of 2017.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Nationally 50 percent of power production is coal based.
2) In Paris last December, the 196 parties to the United Nations Framework Convention on
Climate Change (UNFCCC) agreed to balance the human-driven greenhouse-gas budget
some time between 2050 and 2100.
3) Burning fossil fuels such as natural gas, coal, oil and gasoline raises the level of carbon
dioxide in the atmosphere, and carbon dioxide is a major contributor to the greenhouse
effect and global warming.
4) Water vapor is the most abundant greenhouse gas in the atmosphere.
5) Once we release the carbon dioxide stored in the fossil fuels we burn, it accumulates in
and moves amongst the atmosphere, the oceans, the land, and the plants and animals of the
biosphere.
6) Methane contributes substantially to the greenhouse gas footprint of shale gas on shorter
time scales, dominating it on a 20-year time horizon.
7) We cannot solve the climate change problem without participation by developing countries
8) Most of this warming has occurred since the 1970s, with the 20 warmest years having
occurred since 1981 and with all 10 of the warmest years occurring in the past 12 years.
9) A minor but very important component of the atmosphere, carbon dioxide is released
through natural processes such as respiration and volcano eruptions and through human
activities such as deforestation, land use changes, and burning fossil fuels.
10) Because human-induced warming is superimposed on a naturally varying climate, the
temperature rise has not been, and will not be, uniform or smooth across the country or over
time.
11) Scientists project that warmer temperatures from climate change will increase
the frequency of days with unhealthy levels of ground-level ozone, a harmful air
pollutant, and a component in smog.
SECTION 3. STATUTORY LANGUAGE
A) The Climate Change Act of 2016 will implement the United Kingdoms Climate Change Act of 2008 to the
United States. With a set target for the year 2050 for the reduction of targeted greenhouse gas emissions; to
provide for a system of carbon budgeting; to confer powers to establish trading schemes for the purpose of
limiting greenhouse gas emissions or encouraging activities that reduce such emissions or remove
greenhouse gas from the atmosphere; to confer powers to make schemes for providing financial incentives
to produce less domestic waste and to recycle more of what is produced; to make provision about the
collection of household waste; to confer powers to make provision about charging for single use carrier
bags; to amend the provisions of the Energy Act 2004 about renewable transport fuel obligations; to make
provision about carbon emissions reduction targets; to make other provision about climate change; and for
connected purposes.
B) It is the duty of the Secretary of State to ensure that the net UK carbon account for the year 2050 is at least 80%
lower than the 1990 baseline.
C)The regulations may provide that a participant who does not have or acquire enough allowances or credits to
match or offset the participants activities in a trading period must pay an amount specified in or determined in
accordance with the regulations within the period so specified. The Climate Change Act of 2016 will be implemented
in january of 2020.
