Report of Training Program

Making Safety Committee More Effective


The training on making safety committee more effective was at Central Labour
Institute, Sion Mumbai. Organized and coordinated by Mr.P.K. Mohanty , Dy. Director
Industrial Psychology, Central Labour Institute. From 21 s t April 07 to 23 r d April 07.

Mr. A.K. Chakraborty said that Safety Committee concept was formed in 1984 after
Bhopal Tragedy. The Stake Holders of the Safety Committee are Employer and Employees.
According to the section 41G Factories Act 1948 the stake holders play the important role in
the industry. The Safety Committee Chairman must be a senior official who by this position
in the organisation can contribute effective to the functioning of the committee. The Safety
Committee members must be 50:50 i.e. Management: Employees. In Finland and other
European countries have equal representatives. As the structure of the Safety Committee
under Maharashtra Factories Rules, 1963.
a) The Workers representatives in the committee shall be elected by the
workers.
b) The tenure of the Committee shall be two years.
c) Safety Committee shall meet often as necessary but at least in every
quarter.
d) Minutes of the meeting shall be recorded and produced to the Inspector of
Factory.
e) The Agenda of the Safety Committee meeting come from the base level
from workers.
f) There must be a communication with the persons of shop floor.
g) The Chairman must seek each and every person so say on issue.
h) The Chairman must ask for the opinion of every committee member. There
also be suggestion from each member of committee.
i) There must be a home-work for the Safety Committee meeting.

Mr. Pramod Gunthe said that Industrial Safety is governed by Ministry of Labour.
Safety is by way a). Engineering, b) Law, c) Education.
To make Safety Committee functional it must be made as a system which must be built up of
much process. The Safety Committee meeting must be held in every quarter.
There must be a standard format of meeting on a letterhead.
a) Confirmation of Minutes.

b) Review on last meeting.

c) Action report on last meeting.

d) Discussion on Accidents.

e) Discussion on Personal Protective Equipments. f) Discussion on Training.


g) Discussion on Health.
The Safety Committee members must be the persons who can implement and the persons
who have problems.
Mr. P.K. Mohanty said that safety means a) Knowledge, b) Law, and c) Discipline
The Safety Committee is made up of participation. Participation is a forum, where
employees are called upon to express their views in policy and discussion.
The needs for participation are:a) Workers view point - Express their views verbally or written.
b) Employers view point More involvement and commitment

from

the

workers.
c) Govts. view point Industrial Harmony.
d) Researchers view point More Brains are better than one because Wearer knows the
shoes pinches.
The Safety Committee consists:
a) Self Management Corporate
b) Joint Decision Organizational
c) Consolation Departmental
d) Information Shop Floor
The Safety Committee must be of proper composition

The safety Policy is made by production supervisor.
The functions of the safety committee are

a) Creating, assisting and co-operating with management in achieving Health and


Safety Policy of the organisation.
b) Safety awareness amongst all workers.
c) Undertaking, dealing with all matters concerning Health, Safety and
Environment.
d) Educational training and promotional activities.
e) Deliberations on reports of Safety Environment and occupational Health,
Surveys, Emergency plans, Safety Audits, Risk assessment and implementation
of the recommendation made in the reports.
f) Carring out.
The effective committee member must have
1. Personal Qualities
2. Knowledge of Safety and Health.
3. Effective member Skills.
1.) Personal Qualities:-

c) Self Monitoring.
d) Organizational based self-esteem.

2.) Knowledge of Study and Health: a) Safety - Risk factor.


- Knowledge of minimizing Risk.
b) Physical Hazards: - Noise, Temperature, Illumination etc.
The effective members must be with following skills: - 1) Leadership.
2) Communication
3) Decision Making.
4)Team Building.
Dr. P.P. Lanjewar said that health is defined as fitness of Physical, Mental and Social
well-being.

1. Physical Hazard: - heat, cold, noise, vibration etc.

5. Mechanical Hazard: - Machinery accident.
Prevention and Control of health hazard
a) Engineering measures Dust control, Substitution, Mechanization and
Automation.
b) Medical measures Pre-employment examination, Periodical Medical
examination, Special Medical examination
Mr. R. Shukla. said that accident is an unplanned event it gives

Mr. R.N. Meena gave the lecture on communication. Communication is


defined as the process of transmitting and receiving messages.

R - Realistic
T Time Bound

There must be following Goals / Purposes in Communication:1) Information Sharing

Mr. P.K. Mohanty has taken the last full day of the training programme. he said that
Safety Committee members must know what type of jobs are performed in their organisation
and also to know what are of risks.
He also lectured on the leadership. Leadership is a process of influencing people in an
effort toward the achievement of some particular goals.
Leadership Means :-

a) Leading people
c) Influencing people
d) Commanding people
e) Guiding people

The common activities of an effective leader are :-

1) Goal setting
2) Planning
3) Organizing
4) Directing

5) Delegating
6) Controlling.
The Goal setting of the effective leader must be SMART- 1) S- Specific
2) M- Measurable
3) A - Achievable
4) R - Relevant
5) T Time Bound
The Influencing leader must be

a) Modeling
b) Modern
c) Risk Taker
d) Counselor.

The leader must have all the skills of decision making, planning, Analyzing etc.
At the last of the Training Programme there Mr. S.K. Saxena , Director General Fasle,
Chief Safety Inspector asked us about the review of the Training Programme Making Safety
Committee More Effective.

There were 21 members for the Training programme as per list attached.
