IWT APPLICATION FORM FOR INDUSTRIAL R&D PROJECTS

Application
This application for funding of a industrial R&D project consists of 3 different parts:

Part 1 is to be completed by the industrial partner who acts as Project Coordinator and contains all
common project data. If there are several industrial or research partners, they will each have to provide
input. In the latter case, Part 1 can only be completed if the different partners have forwarded certain
information from the other two parts to the Project Coordinator.

Part 2 is to be completed by each of the industrial partners and contains the data that specifically
apply to them individually. Except for the data needed for Part 1, the different industrial partners may
keep the information in Part 2 confidential vis--vis the other partners and forward it separately to IWT. The
application is only considered complete, however, once IWT has received Part 2 from each of the industrial
partners listed in Part 1.

Part 3 is to be completed by each of the research partners and submitted together with Part 1 by the
Project Coordinator.

When completing the application, follow the guidances below:

The application may be completed either in Dutch or in English. However, if English is used, the title of
the project and the innovation goal must be accompanied by a Dutch translation.

The application contains the basic information required for easy completion. Additional information can be
found by consulting the guidance documents and FAQ pages on the IWT Website (www.iwt.be) under
industrial R&D projects.

The information provided in the application has to be sufficiently clear to allow the IWT advisor and
external experts to assess the project. You may add additional information as illustration but in principle the
latter will not be forwarded to the experts.

In the course of processing the application, IWT advisors will hold one or more discussions with the
applicant. This may result in a request for additional information, which may eventually be integrated into
the original application. However, the original application should be sufficiently clear to allow for its
assessment, otherwise it will be declared non eligible.

A blank application can be downloaded from IWT's Website at www.iwt.be. You can complete the forms provided
or use your own layout if preferred, but make sure to respect the sequence and content of the questions as
well as of the diagrams and tables provided on the forms.

Part 1. Common project information


1 A. General information
The general information consists of the basic information about the project that is common to all the parties
participating in it.
1A.1 TITLE OF THE PROJECT
Indicate the title of the project and its acronym, if applicable. Preference should be given to a title that communicates the
essence of the project, but keep in mind that it will be published. If the application is written in English, make sure to include
the Dutch translation of the title.

IWT always calls on a few external experts, including industry experts, to help it evaluate the application. These experts are
bound by confidentiality and neutrality. They are not told who the industrial and research partners are, unless the applicants
themselves do not preserve their anonymity in the application. Applicants do not know the names of the experts. IWT avoids
using potential competitors or other interested parties.

The earliest possible start date is the first day of the month in which this project proposal is submitted to IWT. Activities
undertaken before this date are not eligible for support.

1 B. Lead-up to and context of the project


This section is designed to provide a picture of the larger context of the project. A description of how the project fits
into the current state of the art in your own firm as well as outside it will allow IWT to assess the originality of the
project and the development of knowledge at the different industrial and research partners. These are important
elements in the evaluation of the scientific quality of the project proposal.
1B.1 LEAD-UP TO THE PROJECT
Describe concretely what led to the project (problem, opportunity, etc.) and the way it originated. Define the problem by
describing the questions and difficulties to be resolved by this project. Indicate in particular the difficulties for which
there is presently no solution available.
Describe how the project will fit into the current industrial activities of the partners. If they are already active in the
project field, give an overview of the results achieved so far. Indicate any interface with other IWT-funded projects or
projects supported by other organizations.
1B.2 CONTEXT AND LEAP IN KNOWLEDGE
Describe briefly the accessible state of the art in the project field, indicating sources if available.
Describe the expected knowledge development for each of the industrial and research partners. Indicate clearly what
knowledge is already available at the start of the project.
Demonstrate that you will have sufficient freedom to operate. In your answer you must pay special attention to the
patent literature and mention your own patents or other intellectual property rights in the field, if applicable.

1 C. Innovation goal
The innovation goal must provide a concise description (1 page) of the project, with the emphasis placed on the
objective(s). The innovation goal will be integrally included the IWT agreement and will be used at the end of the
project to determine to what extent the established objectives were achieved. This is one of the reasons why it is
necessary to delineate the objectives as clearly as possible, to ensure that they are concrete and verifiable and to
include as many quantitative benchmarks as possible, if appropriate. Note that the IWT agreement entails an obligation
to provide the required resources and not an obligation to obtain the expected results.
If the application is written in English, please also provide a Dutch version of this section.
1C.1 INNOVATION GOAL
Carefully describe the innovation goal, using the following structure:
General purpose
Describe in 1 or 2 sentences what the firm or consortium of firms wants to achieve with the proposed project. The
general purpose is in essence the innovation to be achieved in terms of a product, process and/or service. The general
goal should be the foundation for understanding the various concrete objectives, criteria, activities and desired results.
Concrete objectives and criteria
Indicate explicitly the (interim) results to be achieved, such as specific knowledge, solutions to specific problems or
breakthroughs related to equipment, test installations or software. Indicate per interim result the main quantitative
(preferred option) and qualitative benchmarks, criteria, requirements and standards, in order to be able to determine at
the end of the project to what extent the expected results have been obtained.
Valorisation procedures
Give a concise description of the procedure (1 to 2 paragraphs) to be followed after the (interim) objectives have been
achieved. Indicate which interim objectives can be almost immediately applied or valorized. Describe the (main) followup procedure for those results that constitute only a step towards a more general objective.

1 D. Implementation
Will applying the innovative ideas in combination with known and new R&D methods systematically resolve the problems
and challenges (indicated in the background section)? This should be demonstrated in the description of the
implementation, which has to allow IWT to assess the appropriateness of the approach and the achievability of
the project objectives with the available human and other resources (incl. large subcontracts) indicated.
1D.1 APPROACH
Describe the way in which the project is approached and explain why this approach has been chosen and why certain
strategic choices were made, if applicable. The approach should clarify how the innovation goal will be achieved, given
the established (interim) objectives and criteria as well as the resources of the partners.
Based on the global approach, describe the structure and relationship between the work units and benchmarks and how
interim decision moments and general project risks have been accounted for.
1D.2 WORK PLAN
Indicate in the work plan WHAT (division into work units), WHY, HOW (approach, method), WHEN (schedule) and by
WHOM (division of labour, synergy and complementarity) the work will be done.

A work unit may be divided into several tasks because of its size and/or the variety of aspects it deals with. If

subsequent application, if necessary.

2 B. Valorisation-related information

The information in section 2B (and section 2C) will be used to determine whether the proposed project offers a
sufficiently significant economic potential. This valorisation potential is the 2nd most important criterion in the
selection of projects to be funded.
Section 2B mainly provides general information about the results and the market for them as well as the general
components of the procedure the firm plans to follow to valorize them. This section will be forwarded to the external
experts so that they can get a better idea of the realistic value of the proposed innovation.
Section 2C deals mainly with the firms business model and the possible economic benefits for Flanders. Upon request,
this information will NOT be forwarded to the external experts, but in that case, question 2.B.8 must be completed.
2 B.1 GENERAL CONTEXT OF THE ACTIVITIES
Show concretely how the project results will be translated into an application for the market or within the firm, in the
form of products, services, processes, etc. and link this to the firms business activities resulting from the present
innovation project, assuming that the project objectives are achieved.
Indicate clearly how the situation would be different without the project. Describe how this innovation could mean a
competitive advantage for the firm and/or why the research results are important for the firms market opportunities in
terms of valorisation.
2 B.2 MARKET STRUCTURE
Provide an outline of the market structure and the relevant competition for this product/process/service(s).
Describe the global growth potential of this market.
2 B.3 MARKET POTENTIAL OF INNOVATION
Position innovations within the market and describe the market potential of valorisation the project results. Take into
account the life cycle of the innovation and the expected market share.
2 B.4 ENVIRONMENT-RELATED FACTORS
Provide an overview of the environment-related factors (regulations, policies, etc.) that affect the market opportunities
or may encumber them. Also indicate how the firm will deal with them.
2 B.5 COMPETENCIES OF FIRM
Indicate whether the firm has the required competencies to valorize the results. Is the firm already active in the target
market and what is its starting position (market share, etc.)? Are certain strategic alliances already in place (suppliers,
production, marketing...)? If a required competency is lacking, indicate what procedures will be followed to compensate
for this.
2 B.6 SUCCESS STORIES
Mention briefly any innovation success stories of the firm/department (or the management). More detailed descriptions
can be given during the meeting with the IWT advisors.
2 B.7 SPILLOVERS FOR SOCIETY
Describe any significant spillovers for society, such as a contribution to sustainable technological development, health,
safety, etc.

2 C.1 BUSINESS CASE SUMMARY
Provide a summary of the business case/business plan. The business case of the project should be based on clearly
formulated assumptions about the relevant components of the business model, such as sale price, market penetration,
turnover, workforce, etc. If these assumptions are not based on the historic data of the firm, they have to be justified. If
the firm is less than 3 years old, the business plan has to be submitted as an appendix.
2 C.2 DETERMINING THE ADDED VALUE FOR FLANDERS
Describe and give a realistic estimate of the wealth creation using the project results, in euros (calculated as the sum of
the labour costs and investments in equipment) in the Flemish firm or at third parties in Flanders (if the relationship can
be clearly demonstrated) over the life cycle of the product/process/service, which in principle is a maximum of 10 years.
Base this on the financial projections for the same period.
2 C.3 INTELLECTUAL PROPERTY
Describe the approach taken to manage and protect intellectual property rights (freedom to operate, patent position,
etc.), in particular with regards to the results of this project.
If you provided information about this in Part 1, please refer to it, and only enter more specific information here, if
applicable.
2 C.4 CROSS-BORDER MIGRATION
Describe the risks/opportunities associated with cross-border migration of the acquired innovation. For international
firms, provide an overview of the locations that are active in the project field, including their activities and present size.
Describe the impact of the innovation project on securing the activities of the firm in Flanders.

2 D. Additionality for industrial partner


This information will NOT be forwarded to the external experts.

The European regulations require that funding for industrial R&D shall only be granted if there is clear additionality. This
information will allow IWT to submit accurate reports to the European Commission. For your information: the information
will be grouped in the report to the European Commission and no details will be provided about the situation of individual
recipients.
2 D.1 ADDITIONALITY

possible. The method for calculating project costs is explained in detail in the guidance documents about financing of

Select the method for calculating the other costs and fill out the corresponding table.
The other costs consist of the direct and indirect costs. The standard calculation for indirect costs is 20% of payroll costs.
The direct costs consist of the operating and equipment costs. The simple method for estimating the total other costs is
by taking a percentage (max. 50%) of the payroll costs. They can also be calculated by dividing them over the different
items (for a maximum of 80% of payroll costs) or by combining 50% of payroll costs with a large expenditure item

Submission and signing of application


The following statement, typed on your firms letterhead paper and signed by a representative with the authority
to bind the legal entity, must be enclosed with the application:
In the name of <name industrial partner>, I authorize IWT to verify all the information
supplied as part of this IWT funding application for the industrial R&D project entitled: <title of
project>.
I declare that I have not requested or applied for any other government funding for this project.
I declare that on the date of submission of this application, the firm has no overdue unpaid
taxes and/or employer social security contributions and is up to date with respect to all the
required (environmental) permits.
If the second and third clauses are not (entirely) applicable, indicate this and provide a succinct description
of the situation.
If in your oppionion, your company is an SME, also add the following clause:
I wish to apply for an SME supplement and declare that I have completed the requested
information on shareholders & ownership shares and the annual reports in the standard places
(i.e. 2 A: General information about the business partner, 2 A.1 General company details shareholders: block diagrams and 2 A.5 annual reports).
To be eligible the application has to include the following components:

The completed application:


* for a firm implementing a project without partners: Part 1 and Part 2.
* for several firms submitting a joint application: Part 1 and a separate Part 2 for each firm
* for research partners: a separate Part 3 for each one

Specific additional documents where required, for example documents related to a request for additional
support for sustainable technological development, or to the annual financial report (see section 2.A.5),
business plan (see section 2.C.1) or collaboration (see section 3.4).

The above-mentioned declaration for each industrial partner.

You may also enclose supporting documentation, but in principle the latter will not be forwarded to the external
experts.
A single paper copy of the application must be submitted to IWT, together with the signed declarations.
This is the version that will be used to determine the date of submission. To facilitate processing the application,
you may in addition submit an electronic version to IWT-bedrijfsprojecten@iwt.be.
