I am requesting funding in the Fiscal Year 2009 Energy and Water Appropriations bill for
the Santa Ana River Mainstem, CA project. The entity to receive funding for this project
is the U.S. AnllY Corps of Engineers, Los Angeles District, located at 915 Wilshire Blvd.
Suite 980, Los Angeles, CA 90017. The funding would be nsed for the Santa Ana River
Mainstem flood control project in southern California. I certifY that this project does not
have a direct andforeseeable effect on any of my pecllnimy interests.

I am requesting funding in the Fiscal Year 2009 Energy and Water Appropriations bill for
the Riverside-Corona Feeder. The entity to receive funding for these projects is the
Western Municipal Water District, located at 450 Alessandro Boulevard, Riverside, CA,
92508. The funding would continue the feasibility study for the Riverside-Corona Feeder
project. The project proposes to manage the ground water levels by the construction of
ground water wells and pumping capacity to deliver the pumped ground water supply to
water users. A new water conveyance pipeline is also proposed that will serve western
Riverside County. 1 certifY that this project does not have a direct and/oreseeable effect
on any a/my pecllniaJY interests.

Navigation Improvement project. The entity to receive funding for this project is the
Wirt County Commission, located in Elizabeth, WV. The funding would be used to
upgrade of repair the Wells Lock/Dam. The Department of Natural Resources has
attempted temporary repairs by filling old lock chamber with large stones, but this is
considered a temporary repair. If the water pool established by the dam is lost, it will
cause considerable erosion of river banks alongside the Town of Elizabeth, including
Sportsman Park, schools, and various roadways. J certifY that neither J nor my spouse has

2009. The entity to receive funding for this project is the Calleguas Municipal Water District,
located at 2100 Olsen Road Thousand Oaks, CA, 91360. The funding would be used for
development of a pipeline system that would collect and convey brackish groundwater and
recycled water for direct use. The project will facilitate the development of up to 50,000
acre feet of water, per year, for municipal and agricultural uses thereby reducing the need

from Suisun Bay to the turning basin at the Port of Stockton, in addition to maintaining existing

Channel is necessary for the safe movement of deep-draft commercial vessels calling at the

in fiscal year 2009. The entity to receive funding for this project is the City of
Indianapolis, located at 2501 City Country Building 200 E Washington St Indianapolis,
IN 46204. The funding would be used to help in the continuation of the South Warfleigh
section through the construction of a 4,100 foot floodwall from Riviera Club to Kessler
Boulevard and a smaller floodwall adjacent to the Indianapolis Water Company Canal
and thus reduce the likelihood of flood damage in Indianapolis. I certify that neither I nor

I am requesting funding in the FY '09 Energy and Water Appropriations bill,


Anny Corps Construction account, for the Delaware Coast Protection project. The entity
to receive funding for this project is the State of Delaware, Department of Natural
Resources and Environmental Control located at 89 Kings Hwy, Dover, Delaware
19901. It is my understanding that funding will be used for the Federal share ofthe
annual operation and maintenance costs ofthe sand bypass plant and new plant facilities.
I certifY that this project does not have a direct and foreseeable effect on the pecuniary
interests of me or my spouse.

Consistent with the Republican Leadership's policy on earmarks, I hereby certify


that to the best of my knowledge this request (1) is not directed to an entity or program
that will be named after a sitting Member of Congress; (2) is not intended to be used by

federal obligation contained in the Delaware River Basin Compact (P.L. 87-328, Article 13, Section
13.3c) to support the Delaware River Basin Commission's (DRBC) current expense budget. The
DRBC was fonned in 1961 as a federal-interstate compact commission consisting of the Basin
states, New Jersey, Pennsylvania, Delaware and New York .. I certifY that this project does not have
