Chapter 1
I.

Introduction
Naga City has one of the fastest growing economies in the Philippines. Last year it has
been awarded by the Commission on Filipinos Overseas (CFO) as the countrys most
competitive component city. As development comes ashore, population grows.
Urbanization is a population shift from rural to urban areas, "the gradual increase in the
proportion of people living in urban areas", and the ways in which each society adapts to
the change.
As population shoots up together with better buying power of the people come the influx
of giant industries in town such as car manufacturers.
This new wave of urban development has brought about the necessity of having to own a
car. With car dealers doling out low down payments and big discounts on cars, people
began purchasing cars left and rights.
Naga City is now faced with growing number of cars plying its streets hence the growing
problem of traffic.
The City Council decided to install traffic lights on different parts of the city which
brought about the issue on whether these traffic lights are indeed the proper solution on
the citys traffic problem.
