Feature Introduction

2.1.1

ZWF21-04-013 Load Adaptive Power Control


There may be high-load cells in an actual network and the load of these cells differ
greatly between busy hours and idle hours. Therefore, fixed power control parameters
cannot simultaneously satisfy the requirements of service quality and system capacity
when the load of the cells changes with time. This feature is introduced to increase

system capacity when the cell load is high and increase service quality when the cell load
is low.
Users with higher priorities require better service quality. To satisfy different QoS
requirements of users with different priorities, the power control parameters must be
configured according to actual priorities.

Technical Description

3.1

ZWF21-04-013 Load Adaptive Power Control


This feature implements the following functions:

Provides better service quality when the cell load is low.

Degrades service quality to support more online subscribers when the cell load is
high.

Provides different service quality for users of different priorities.

The following three cell load levels are defined:

Low load

Medium load

High load

The following three user priorities are defined:

Gold user

Silver user

Bronze user

Some power control parameters are designed as 9-element arrays, in which each
element is related to cell load and user priorities:
Element 1: low load, gold user
Element 2: low load, silver user

When a service is set up or reconfigured, the power control parameters are obtained
according to the following principle:

If the switch UCelInfoFDD.blerLoadSwitch is enabled, the uplink and downlink


power control parameters are determined from the 9-element parameters based on
the actual uplink cell load and actual downlink cell load respectively. Otherwise, the
uplink and downlink power control parameters are determined based on the default
cell load level indicated by the parameter UCelInfoFDD.defaultLoadLevel.

If the switch URncInfo.blerArpSwitch is enabled, the uplink and downlink power


control parameters are determined based on the actual user priority indicated by
ARP (Allocation/Retention priority). If the switch is disabled or the ARP information
cannot be obtained, the parameters are determined based on the user priority
indicated by the default ARP configured by the parameter URncInfo.defaultArpSeg.

If the switches UCelInfoFDD.blerLoadSwitch and URncInfo.blerArpSwitch are both


enabled, the power control parameters for a newly connected user are obtained as
illustrated in the following figure:

The uplink cell load level, downlink cell load level, and user priority are determined as

The uplink load level of a cell depends on the RoT level and the level of the number
of uplink equivalent AMR users. The ZTE RNC chooses the lower level of the two
levels as the uplink load level.

The ZTE RNC records each RTWP common measurement result, and filters
the RoT value according to the following formula:

The formula is: RoTreport (dB) = RTWP (dBm) - Background noise (dBm).

The RoT level is determined by comparing the filter result RoT(t) and the
related threshold. For detailed information, refer to the following table:

Firstly, RNC will calculate the load factor of the NB-AMR service (LAmr) and the
load factor of service (i) (Li) according to the formula (3.1-2), and then
calculate the equivalent AMR user number of the service (i) according to the
formula (3.1-3):

USubSrv.sEdchEbN0Pc is dB, so they will be transferred through the

R: it is the target rate for DCH and non-schedule E-DCH services, it is

services.

W is 3.84Mbps.

The single signaling will also be calculated the equivalent AMR user number
according to the rules above-mentioned.
And for avoiding the influence to the power control parameters caused by the
fluctuating of equivalent AMR user number, the equivalent AMR user number
will be filtered as the following formula:

The downlink load level is determined based on the downlink effective load.

Engineering Guide

6.1

Application Scenario
There may be some cells with heavy uplink load (uplink interference) or heavy downlink
load (power) in the UMTS network. There may also be some cells with busy hours and
idle hours occurring alternately, and the cell load may change greatly with the time. In
such cases, it is recommended to enable the load adaptive power control feature for
these cells. In this way, when the load of a cell is high or medium level or the cell is in
busy hours, the power control parameters can be set to values that satisfy low QoS
requirement. In other words, the uplink capacity and basic KPI performance of the
network, such as call completion ratio and dropped-call rate, are improved by degrading
user experience.

In a network with users of different priorities, if the user experience is degraded after the
load adaptive power control feature is used, it is recommended to enable the ARP
adaptive power control feature, which provides different service quality for users of
different priorities and ensures that higher-priority users have good service quality.
In a network with users of different priorities, if the load adaptive power control feature is
not enabled but it is required that the service quality of higher-priority users must be
guaranteed all the time, it is recommended to enable the ARP adaptive power control
feature to improve the service quality of

Impact on the Network

Impact on the performance of the devices


After the feature is enabled, the cell load must be calculated in real time, including
uplink RoT, the number of uplink equivalent AMR users, and downlink effective
power. Therefore, the CPU load of the RNC will be increased. The CPU load of the
CMP board will be increased about 0.5% and the CPU load of the DMP board will
be increased about 1%.

i.

Load adaptive power control


Advantages of this feature:
This feature is applicable to scenarios where the network load changes greatly
with time or the load of some cells is high.
With this feature, different values for power control parameters are configured
for different load levels, in other words, the power control parameter values
satisfying low QoS requirement are used for high-load cells. The system uplink
capacity and the basic KPI performance of the network, such as call
completion ratio and dropped-call rate, are improved by degrading user
experience. Meanwhile, the power control parameter values satisfying high
QoS requirement are used for low-load cells to improve the user experience.
For the feature of Power Control Algorithm Enhancement, refer to the ZTE
UMTS Power Control Algorithm Enhancement Feature Guide.
The uplink load per uplink throughput is reduced by 6%17%.The HSUPA
throughput in high-load cases is increased about 7%11%.
Dropped-call rate of the PS service is reduced by 7%20%.
Other KPIs are not affected.
Disadvantages of this feature:
For high-load cells or cells in busy hours, the service quality is degraded
compared with the service quality when the cell load is low.

ii.

ARP adaptive power control


Advantages of this feature:
The feature is applicable to scenarios with subscribers of different priorities.
The power control parameter values satisfying high QoS requirement are used
for users of higher priorities while the power control parameter values

satisfying low QoS requirement are used for users of lower priorities. This
feature helps improve the experience of higher-priority users.
Disadvantages of this feature:
The experience of lower-priority users is degraded.
iii.

Both the load adaptive power control and the ARP adaptive power control are
enabled
Advantages:
In a network with users of different priorities, if the user experience is
degraded after the load adaptive power control feature is used, it is
recommended to enable the ARP adaptive power control feature, which
provides different service quality for users of different priorities and ensures
that higher-priority users have good service quality.
