Your Majesty,

Being a monarch of considerable pretension, it has come to my attention that you


could use my assistance to appoint you in the area of reform. I do consider that all of your
reforms and plans for reform are well-intended; all I ask of you is to consider some of my
revisions to your ideas to constructively influence your reforms. I do understand that
many of your reform efforts should impact Russia greatly, so I ask you to consider some
of my ideas to reinforce your efforts and to achieve and exceed your reform goals.
First and foremost, I would like to expound to you my ideas on a free economic
society. Stimulation and expansion of the agricultural aspect of society can be very
beneficial to the lives of Russian serfs, although your idea to free the serfs of government
ought to be reconsidered. If you free all of the serfs, you lose support of wealthy
landowners and that is a concern. The effect of these actions may actually work in
reverse, imposing more serfdom in Russia than ever before.
I would like to make clear, I thoroughly support you in your defense of Russian
Liberalism and self-proclaimed independence; however, I do believe that some
regulations must be enforced in order to keep the Russian economy in check. I propose
that there be an alternate scheme to your original plan just in case something were to
happen to Russia’s economy. Consider if something were to happen to Russia, such as a
war or an attack that would cause damage to Russia’s economic draft; I think you should
have a second string of governmental reinforcement to provide some assistance so the
Russian economy stays continuously successful.
Another point I’d like to make is in the area of education. I think your idea to
educate woman is such an admirable thing to do in these times. Women’s rights to
education have been neglected for years, and I’m pleased to hear that you are beginning
to construct schools for girls and a medical university. Also having put forward women’s
rights, more women may come to Russia to gain these rights. These women may bring
their families, increase the population and help Russia’s economy as well. I encourage
your reforms in this area and believe that this reform can only enhance Russia’s ability to
achieve an understanding and awareness of women’s educational rights. So, making this
reform is like helping Russia in more ways than just one. Also being on the subject of
education, I’d like to bring to your attention that Russia has greatly benefitted from your
established academies, journals and libraries. These have greatly impacted society and
have run a certain inspiration to take in knowledge. All of which have improved Russian
society and understanding of the concept of your reforms in the educational aspect.
I’ve heard of the reforms you’ve made in that area of artistic enlightenment. I am
also very impressed by the fact that you are wholeheartedly involved in benefitting the
artistic culture. It is to be believed that you have built and founded all Hermitage
Museum commissioned building all over Russia. Having your kingdom exposed to this
kind of culture, I’m sure, will have influenced the minds of many to procreate more
works and inspire expression and depiction of recent times. After all, it’s good that
Russia has some sort of attractions for people to see, its things like these that make
Russia look like a better place to be.
I am thoroughly moved by most of your more successful, well-intended reform
plans. I must add, if you can consider my revisions on economic society and order and
continue to further reform education and culture, this will be a very successful movement
during your reign of Russia.
