About This Document


Overview
This document describes how you can activate the HO Based on service in UMTS network in
terms of:
1- The MML commands on Cell/RNC level.
2- Successful HO based on service signaling.
3- Performance counters.
This kind of HO can be used for traffic distribution between 2G and 3G networks or to solve
some 3G problems in case of congestion.

1- MML Commands:
To activate the HO based on service on RNC level, you need to run 3 MML commands
but if you need to active it on cell(s), you need to run further MML command on
cell(s) level.

1.1 RNC Level MML Commands:


SET UCORRMALGOSWITCH
HoSwitch: HO_INTER_RAT_RNC_SERVICE_HO_SWITCH, must be ON
Meaning: Service handover attribute. If the HO_INTER_RAT_RNC_SERVICE_HO_SWITCH is set
to ON, the service handover setting of this parameter is applied. Otherwise, the service handover
setting assigned by the CN is applied.

To adjust the Cell-Oriented Non-Coverage-Based Inter-RAT Handover Measurement Algorithm
Parameters:
InterRATFilterCoef : Recommended Value D3
Hystfor3C (Hysteresis used for event 3C) :
1- In a cell where the average moving speed of UEs is high (for example, a cell that
covers highways), this parameter can be set to a smaller value 1.5 dB, because in
the cell the terrain is flat, barriers are fewer, and thus the shadow fading variation
is small.
2- In a cell where the average moving speed of UEs is low, this parameter can be
set to a larger value 3.0 dB, because there are usually many tall buildings and
thus the shadow fading variation is comparatively high.
3- Recommended Value: 0 dB
TrigTime3C (Interval time between detection of event 3C and sending of the
measurement report) :

The inter-frequency measurement reporting period is 480 ms. Therefore, the


trigger delay time shorter than 480 ms is invalid.
Recommended Value: D640 (640 sec).

Note
When the UE reports the event 2D, the RNC modifies inter-RAT measurement control to use the
coverage-based inter-RAT measurement control algorithm parameters, even if the nonecoverage-based inter-RAT measurement control algorithm parameters are configured through
this command.

1.2 Cell level MML Commands:


ADD UCELLHOCOMM
1- Inter-RAT CS Handover Switch: ON or OFF
When the switch is set to ON, the inter-RAT handover for CS services is enabled. When the switch
is set to OFF, the inter-RAT handover for CS services is disabled.
2- Inter-RAT PS Handover Switch: ON or OFF
When the switch is set to ON, the inter-RAT handover for PS services is enabled. When the switch
is set to OFF, the inter-RAT handover for PS services is disabled.

Note
You have to check that there are external 2G neighbors are already defined on that RNC to avoid
HO failure, you can use the command ADD UEXT2GCELL to add external 2G neighbors on
RNC

2- HO based on service signaling:

1- After successful RAB assignment, the UE enter compressed mode


NBAP_COMPRS_MODE_CMD, to measure GSM neighbors cells and then send the measurement
reports RRC_MEAS_RPRT.
2- Then alerting the calling party and the called party DIRECT_TRANSFER.
3- Then the SRNC send the RELOCATION_REQUIRED message to the CN which contains, the
relocation type, relocation cause, source PLMN, source LAC, source SAC, target PLMN and target
LAC.
4- The CN will check the resources of the target network (GSM network), If the resources are
available it will send the RELOCATION_COMMAND message to the SRNC.

5- The SRNC will send the HO_FROM_UTRAN_CMD_GSM message to the UE.


6- After successful HO, the UE send HANDOVER COMPLETE message to the target BSC.
