Problem of the Railway Transport System


Insufficient linkage of the network
Lack of feeder service of railway
Insufficient integration among public transport
Lack of Railway access to the International Airport
Slow operational speeds of the trains.
Deteriorated Rolling stock, Track and Signaling System.
Insufficient Line Capacity.
Insufficient Revenue in Sri Lanka Railway.
Insufficient expenditure for maintenance.

Transport sector Issues


1. During the last few decades there has been a rapid increase in traffic congestion
2. The public expenditure on transport has been increasing steadily since 2005.
3. There is no effective Land Use strategy to guide development and mobility
4.

Vehicle operating costs, travel time costs, accident and emission costs are
estimated at Rs 349 billion per year.

5. Accidents have been increased day today.


6. Inability to widen roads or build new roads to keep up with the demand .
7. Public transport not being an attractive option due to quality falling below
expected standards.

Challenges
1. Increase the population & employment opportunities in the country next
few decades therefore rapid motorization led by income led growth of
motor vehicle ownership and further pushed by deteriorating quality of
public transport services
2. This is likely to reduce further due to increasing vehicle ownership and
lack of qualitative development in existing bus and rail services.

3. Reducing the overall transport system cost.


4. Needs to be widened with the introduction of an elevated railway system
such as monorail that can serve high traffic generators and also have
frequent stops.
5. Walking and cycling facilities should be improved to retain the 25% short
distance trips that are even at present made this way

Manage the demand for road space


Uses the STRADA Transport Model to make
passenger demand forecasts for future plan.
Modern multimodal transport terminals should be
developed at each of these urban centers
A systematic policy should be followed in ensuring
transport impacts on the environment
Produce the new transport policy
