Incumbent serves as RESEA Career Services Advisor and is assigned to an integrated


county office. Incumbent assists profiled claimants through an early intervention to aid
individuals in a quicker return to meaningful employment, assists in reduction of
fraudulent claims and provides a savings to the Unemployment Fund. Works with the
selected participants and coordinates the efforts between Unemployment Insurance (UI),
Wagner-Peyser (WP), Workforce Investment Opportunity Act (WIOA), staff and other
WorkOne partners.
Duties:
Schedules, coordinates and facilitates (group or individual) meetings, orientations and
assessments. Conducts (group or individual) training sessions.
Assists in the development of Individual Reemployment Plans (IRP).
Utilizes a computer on a daily basis in record keeping, case management and follow-up
reporting.
Interviews and assesses claimants individual needs to determine appropriate path for
Workflow: job-to-job or job-to-training-to-job including ascertaining the need for
additional assessment (TABE Survey) for possible referral to Adult Basic Education (ABE)
classes.
Informs and promotes the services available through WorkOne and their service
partners.
Records and processes all pertinent data related to the RESEA grant in the case
management system, Excel or Word documents and any other designated reports as
appropriate.
Submits any Failed to Participate (FTP) documentation to Unemployment Insurance.
Corrects any service entry or reporting errors.

Refers claimant to the appropriate next step for services and products if necessary.
Conducts 45-day program completion review/follow-up.

Works as a county team member responsible for achievement of county objectives,
performance standards and other goals as defined by management.
May attend meetings and/or serve on committees of other community organizations that
provide services to mutual customers.
May attend local or State meetings or training to update skills or information to better
serve participants.
Performs other related employment and training work as required.
I.

JOB REQUIREMENTS

Bachelors Degree in Counseling, Social Work, Sociology, Public Administration,


Psychology, Human Resources Management, Education or related field. Related,
comparable work experience may substitute for a 4-year degree.
At least one year as an employment and training professional, human services field or
related professional work experience. Demonstrable experience in a responsible position
requiring independent judgment.
Working knowledge of Standard English grammar, spelling and punctuation. Ability to
organize and present information orally and in writing in a clear, concise manner with coworkers, unemployed and economically disadvantaged persons, other government and
community service agencies, training facilities and the public, including being sensitive
to professional ethics, gender, cultural diversities and disabilities.
Experience with Microsoft including Excel, Word, Outlook and PowerPoint. Experience
with scheduling and client database software is desired.
Ability to maintain confidentiality of agency records and information as required.
Ability to effectively perform all essential duties of the position.
Possession of a valid drivers license and demonstrated safe driving record.

DIFFICULTY OF WORK

Incumbents duties are broad in scope, involving many variables and considerations of
claimants needs and, identifying and ensuring provision of appropriate services.

Incumbent applies state and federal regulations and agency policies and procedures to
individual cases.

RESPONSIBILITY

Incumbent performs duties according to specific procedural guidelines and general work
instructions from supervisor, exercising some judgment, and the ability to maintain
confidentiality. Incumbent receives general work instructions and guidance from
supervisor, discussing unusual situations with supervisor as needed.
IV.

PERSONAL WORK RELATIONSHIPS

Incumbent maintains frequent communication with co-workers, unemployed and


economically disadvantaged persons, service agencies and the public for purposes of
exchanging information, interpreting and explaining policies and procedures, promoting
and delivering the RESEA program and counseling claimants.
Oral and written communication skills should demonstrate the ability to write letters,
communicate electronically and speak to groups.
Incumbent reports directly to the Deputy Executive Director.
V.

PHYSICAL EFFORT AND WORK ENVIRONMENT

Incumbent performs duties in a standard office environment involving sitting and walking
at will, sitting for long periods. Hearing sounds/communication, speaking clearly, close
vision and handling/grasping./fingering objects.
Performance of duties may require travel within the county and occasional travel outside
of county. Infrequent overnight travel may be required.
