As you may recall, last month we went through a rigorous SRT process to develop a roll-out strategy,
PAG, Talking Points (for CBP and DHS staff to use in making notification calls), Hill “hand outs” (for the
hill to use in responding to questions from constituents), and Q&A’s for making public on November
16th the Draft Environmental Impact Statement (EIS) for the construction of fencing in the Rio Grande
Valley Sector.
We are now ready to start posting Draft and Final EISs, Environmental Assessments (EAs),
Supplemental Environmental Assessments (SEAs) – and the resulting Records of Decision (RODs) or
Findings of No Significance (FONSIs) - for the remaining miles of PF225 outside of the Rio Grande Valley
of Texas, including the states of CA, AZ, and NM, as well as other areas of Texas. The attached
document “PF225 EA EIS Public Comment Sched_121807.doc” provides a 1-page summary of what
needs to be done and the timeline. The attached document “Full EIS-EA-SEA Roll Out Plan.v2.doc”
provides a detailed plan for carrying this out – including hill and state/local notifications – through
April. You’ll see it’s a pretty packed schedule – especially through January. Note also that we have
replaced (b) (6) role in the previous roll-out plan with (b) (6) if that’s
appropriate – will let you decide.
Most urgently, though, is the plan to post the San Diego Draft EIS and El Centro EA next Friday,
December 28th. Expecting that it will be difficult to reach hill and state/local stakeholder staff next
week due to the holiday, we would like to make the congressional and state/local stakeholder
notifications this Friday. If we were to follow the notification schedule we used for the RGV EIS, that
would require the Department notify HSC, NSC and OMB staff tomorrow.
In an effort to streamline the process, we have used the SRT-approved Talking Points, Handout, and
PAG that were generated for the Draft RGV EIS posting as templates and changed only the location and
date/time information. We’re hoping that doing this will negate the need to run the documents through
full SRT clearance and enable us to provide them to you and the SRT for information purposes and use
in making any required notifications/answering questions.
For the remaining EAs and SEAs over the next couple months, we’d like to propose continuing with a
process where CBP provides updated documents to the Department/SRT members for their information
and use in making notifications/answering questions and not go through a full SRT review process for
each one, unless necessary.

phases.
