unlawfully, knowingly, and intentionally import and cause to be imported a
quantity of crystal Methamphetamine (approximately 12.86 kilograms), a
Schedule II controlled Substance.

This criminal complaint is based on these facts:

On August 6, 2016, Lucia Manaby VILLARREAL-Barrera entered the United States from the Republic of Mexico in a 2013
Ford Escape bearing Mexican license plate FKN9903 through Eagle Pass Port of Entry, Bridge #2, Eagle Pass, Texas. U.
s. customs and Border Protection Officer (CBPO) Rodriguez referred the Escape to secondary inspection. During
inspection of the vehicle by cBPOs, 18 packages were found in a compartment under the driver's seat of the vehicle. The
total weight of the packages was 12.86 kilograms. A package was field tested with a positive result for crystal
Methamphetamine. VILLARREAL admitted knowledge of the illegal contraband in the vehicle and stated she was going to
be paid 70,000 pesos or approximately $3,880 USD for smuggling the narcotics into the U.S. from Mexico.
