Mid-block crosswalk installation on Sixth Street
Pomona Colleges contractor has
begun work on the installation of a midblock crosswalk on Sixth Street, adjacent
to the Rains Center on the south side of
the street, and the dorms on the north
side of Sixth Street.
The crosswalk will be similar to the
one installed last year on Sixth Street between College Avenue and College Way,
according to the latest city managers report.
This new mid-block crosswalk will include installation of ADA ramps, ladder
striping for the crosswalk area and
pedestrian signage and striping adjacent
to the crosswalk. A new street light will
also be installed at the location.
The contractor will install fencing to
secure the construction site and protect
existing city trees on the south side of the
street near the project. Construction on
the south side of Sixth Street is expected
to be completed within two weeks, at
I suggest that the city council recommend a grade-level crossing for both railroads and run Indian Hill Boulevard
beneath the tracks. The advantages of
that arrangement are (1) traffic backup on
Indian Hill Boulevard would be eliminated, (2) the annoying train whistle
(Morse code Q) would no longer be necessary, and (3) an underpass would be
safer for pedestrians and motor vehicles
crossing the tracks. Yes, we can.

After a short training, the scouts were
off to over 300 properties to determine if
soaker hoses were being used. Scouts
looked to see if the soaker hose was in
place and if the soil surrounding the tree
was moist. About half the properties were
using the soaker hose or have installed a
permanent drip irrigation system.
Claremont city staff will be working
with more service groups to complete an
additional assessment in the coming
weeks.

he specter of Proposition 47
loomed over the 2015 Claremont
Police Department annual report,
which noted an increase in nearly every
crime category during the previous year.
The report, placed in the consent calendar during
the July 26 city council meeting, outlined crime stats
and traffic collisions in Claremont throughout the
2015 calendar year. According to the stats in the report, nearly every type of crime experienced an increase in 2015, save for robbery and arson.
Thefts once again accounted for the majority of
crimes in Claremont and increased by 67 incidents
within a year, from 607 in 2014 to 674 in 2015. Aggravated assaults increased to 36 in 2015, compared to 18
in 2014; burglaries rose to 249 in 2015, compared to
205 in 2014; motor vehicle thefts increased from 41 in
2014 to 62 in 2015 and rapes increased by 7 in the past
year, from 5 reported in 2014 to 12 reported in 2015.
Robbery decreased by one, with 15 reported in
2015 compared to 16 in 2014. There was a single
arson in 2015, compared to six in 2014. One homicide occurred in 2015, the first in the city since 2010.
In all, a total of 1,050 Part I crimes were reported in
2015, compared to 898 in 2014, representing an increase of 17 percent, the report stated. Its the highest
amount of Part I crimes reported in the city since
2008, when 1,146 crimes were logged.
The department cited Proposition 47 as a catalyst
for the uptick in crime, not just in Claremont, but
across the state. Prop 47, passed by voters in November 2014, reduced some mandatory drug felonies to
misdemeanors, and turned petty thefts with a total
value below $950 to misdemeanors.
While the supporters of Prop 47 say its too early
to tell if the crime increases are a result of this voterapproved initiative, the California Police Chiefs Association has been tracking the Part I crimes in
California and is comparing those with other states,

Tuesday, July 26
A thief stole a radar detector from a car
on the 600 block of Colgate. According to
Lt. Mike Ciszek, the thief opened an unlocked door to a silver Volkswagen Jetta between 11 p.m. on Monday and 7 a.m. on
Tuesday and stole the devicevalued at
$350from the front passenger visor.
About a dollars worth of loose change was
also taken.

Police are searching for a prowler who
was seen in the backyard of a home on the
600 block of west Eleventh Street. The
homeowner noticed the man looking
through the backyard at around 8:30 a.m.,
according to Lt. Ciszek. When the prowler
noticed the homeowner, he fled the yard and
was last seen running east in an alley located south of the residence. No entry was
made to the home, nor was any property
stolen. He was described as an AfricanAmerican male in his 20s, about 5 feet 10
inches tall, weighing 200 pounds with black
hair. Anyone with information should call
the Claremont Police Department at (909)
399-5411.
Wednesday, July 27
Somebody stole a golf cart belonging to
Pilgrim Place, and police want to find out
who did it. The cart, which contained housekeeping supplies, was swiped between noon
and 12:30 p.m. on the 700 block of Plymouth Road. The golf cart, valued at
$4,500, is silver in color and has a hard shell
canopy. Anyone with information is urged
to contact the Claremont police.

A Claremont man was arrested for indecent exposure after he masturbated in
front of a pedestrian and propositioned him
for sex. Mauricio Luna, 25, allegedly followed the victim in his car as the victim
walked down San Jose Avenue just after
midnight, Lt. Ciszek said. The victim
bought a pack of cigarettes at Wine and
Liquor Market, and Mr. Luna continued to
follow him. When the victim walked up to
the car to ask if he needed help, Mr. Luna
was masturbating and asked if he could perform oral sex on the victim. He declined,
and Mr. Luna left. Once police were
called, Mr. Luna was located in the area and
arrested. He was booked and released
with a citation to appear in court.

Canine officers were also available for the meeting,
including a plush-costumed McGruff the Crime Dog
and the CPDs K-9 helper Luther, a Belgian Malinois.
Sergeant David DeMetz was in charge of organizing National Night Out this year. Its a lot of work,
but the community groups we work with make it
easy. We really work together to see it come together
well, he said.
Sgt. DeMetz has been with the Claremont Police
Department for more than a dozen years and says he
enjoys his beat.
Its a great place. Its got a small-town feel, but
theres a lot of diversity. And the people really care
about their community, he said.
Sgt. DeMetz sees events like National Night Out as
a wonderful opportunity.
We need to work in partnership to help prevent
crime, he said. Thats why were bringing the community and law enforcement together.

small-town America with spectacular scenery to
bootbut its definitely a different time. The hotels
advertise air-cooled rooms and one senses that wifi, though available, is newfangled, probably along
with cell phones. I told my friend that it is like the
1950s. There arent many radio stations here, and
many are Christian. No doubt gay marriage and
maybe even a black president is something different
here, to say the least.
The trip down, or up, Highway 395 is a real trip. It
is a trip to another world and another time. I try to
take this drive every year or two. Its such an adventure, and its only several hours away by car.
This is one of the joys of traveling. Arguably, the
best thing about traveling is seeing things that are different. We get to see that things, that life, can be quite
different. And often this difference is not on the other
side of the world but only a few hours drive away.
It was eye-opening last February when I went to
New Jerseywhen the river a few blocks away was
frozen and the local cemetery boasted snow-draped,
300-year-old graves and my wheelchair barely made it
over the icy sidewalks. It literally woke me up and
made me see how different my life could be, how
much harder my life could be. Likewise, I suspect that
my life would be quite different, and maybe quite difficult, if I lived in the Owens Valley or in Lone Pine or
Independence or even Bishop, the big city there.
Its important to see that life is so different relatively nearby. It is probably no surprise that there is
another world and another life on the other side of the
country, much less on the other side of the world. But
it is important to see that this different life is not so far
away. Not only is it right there on the other side of the
mountain range; it is just down the freeway, just up
the highway and sometimes just down the street.
We often have to drive for a day or two or we have
to fly across the country or across the world to see the
difference. And often seeing this different lifethese
n a recent Friday evening, after enjoying a movie with the grandchildren, we ensconced ourselves on
the patio of a restaurant at the public plaza,
enjoying cold beverages and the breeze that
was taking the edge off a hot day. The musicians were setting up their equipment and
the visitors were beginning to fill the plaza
and the restaurant patios.
Sonja Stump and Bob Fagg, serial volunteers and
promoters of all things Claremont, were setting up the
table to advertise the Village Marketing Groups next
event. A friend joined us as the music began. We said or
waived hello to a number of friends and acquaintances.
The grandchildren could not resist the rhythmic temptation of the music and had to get closer to the band.
So, why is this history columnist and preservationist
writing about an idyllic summer evening spent at a
fairly new development? It is not historic. It is not
ground-breaking architecture. No one is trying to tear it
down. All correct.
Simply put, Village West is an excellent example of
how a city can bring in new development that complements and enhances historic districts. It was not without
controversy, however, or without its battles.
There were many residents who thought the expansion of the Village would signal the death of the historic
east Villagethat the businesses there would not be
able to compete. Preservationists had to mount an effort to save the Packing House and the Ice House office.
In the end, the Village expanded, the size and scale of
the new development was in keeping with the Village
Design Guidelines, the Packing House and Ice House office were adaptively reused and the Village businesses,
both east and west, flourished, except for that period of
time as the result of the great recession of 2007.
The Preservation Green Lab, an initiative of the National Trust for Historic Preservation, recently released
a new study titled, Older, Smaller, Better: Measuring
How the Character of Buildings and Blocks Influences
Urban Vitality. The impetus for the study was some-
occur are usually leased very rapidly. Second-floor office space is occupied by entrepreneurs from a variety
of backgrounds.
It will come as no surprise that Claremont Heritage
was deeply involved with the efforts to save the historic
buildings of Village West. Heritage also weighed in on
the size, scale and design of the expansion. This is in
keeping with how the preservation community has become more cross-disciplinary. Preservationists now
concern themselves with sustainability issues, understanding that if a buildings embodied energy is lost to
demolition, it is an environmental issue.
Preservation concerns itself with smart-growth initiatives and policies and urban, rural, and regional planning efforts, as well as open-space conservation,
understanding that forests and wilderness areas are part
of our heritage. And the preservation community, like
the findings of the Preservation Green Lab study, understands that the vitality of a city, or a Village, if you
will, depends on greater levels of positive economic
and social activity. That is why preservation concerns
itself with economic and cultural endeavors.
Communities with preserved buildings and neighborhoods attract cultural heritage tourism. It is a pretty
simple proposition. As travel expert Arthur Frommer
said, Tourism simply doesnt go to a city that has lost
its soul. People want to visit a city that has a sense of
being someplace, not simply any place.
We all understand itwe have seen the outdoor
shopping areas made to look like what Claremont looks
like! We have seen entire old downtown areas leveled
to have a new downtown built in its place, or an old
downtown that has been themedsomething that
Disneyland or Knotts Berry Farm can pull-off because
it is entertainment, but that very few cities can make
walkable or visitable, to coin a word.
On that Friday night, we walked from the public
plaza, across Indian Hill and to the toy store in the east
Village. There was some disappointment on the grandchildrens part when it was not open, because as my
wife Karen says, Papa is a soft touch. But all was not
lostthe ice cream store was open! And the grandchildren had no idea if we were in the east Village or the
west. They know and understand, without really knowing or understanding, that they had been someplace.
he revitalization of the
Peppertree Square
shopping center continues with the addition of Claremont Pharmacy. The pharmacy, located at 358 S. Indian
Hill Blvd., celebrated its grand
opening this past Sunday.
The business is run by owner and
pharmacist Nikki Ho. She previously
worked as a pharmacist at Rite Aid, all
the while saving money to open her
own business. This has always been
my dream since pharmacy school, she
said.
Ms. Ho attended Cal State Fullerton
where she started as a business major.
Before long, she followed her true interest, science, and changed course. She
ended up graduating with a dual major
in biochemistry and organic chemistry.
The products carried at the pharmacy
are similar to those found at many pharmacies.
The difference is in service, she
said. When a customer walks in, you
know them. You know their name, their
profile and their needs. We also do
compounding and have more of a focus
on natural products and natural health.
Compounding is when a licensed
Pharmacy, you can also purchase over-thecounter medicines, first aid supplies and a
small selection of toiletries. Ms. Ho hopes to
add more sundries in the future, things like
hairbrushes and makeup.
For now, her shop is airy and spacious. Its
currently marked by the presence of some
two-dozen plants, many of them flowering
orchids. At first glance, it would seem that
she is operating as an ersatz florist. In fact,
the floral abundance is the result of gifts from
friends and family wishing Ms. Ho luck as
she embarks on an exciting new career path.
She does plan, however, to engage in a
dual enterprise before long. Ms. Ho has applied for and been approved to operate as a
fully functioning post office. It may be three
months or so before she is up and running,
but she looks forward to providing an alternative to the busy post office on Harvard Avenue.
When I go to the post office down the
street in the Village, its always packedyou
always have to wait a long time. I thought it
would be convenient to come in here without
looking for parking, she said. Also, it will
bring more customers into the center and
more into the store, bringing more exposure.
Outside of business, family is Ms. Hos
most important concern. She is married to
Martin Bui, who is also a pharmacist working for Kaiser Hospital. They have two children, a 4-year-old daughter named Joelle and
a 2-year-old son named Jayson. They live in
