CHAPTER I
INTRODUCTION

Background of the Study


The fruit of loyalty is obedience because the writer intentionally and
happily followed the contents of the first and second endorsement of our
superintendent like the paramount concern between official duties and
responsibilities of a teacher to continue the laurels in struggling and
discover more and to finish his own book to be shared with committed
mission to drive all people for truth and its about time to do good only.
Great performance can be achieved inside and outside the school.
Empowered and globally competitive Filipino of our nation is not only the
local government unit. The objective of this case study is to provide
information to all parents about the need of their children to strengthen the
relationship between the school and the community. This study considered a
holy works of many heads in our division. The Pangasinan Division II with the
partnership of the Luna Colleges, Tayug, Pangasinan. This is one the hope of
unrolled practices done by men specially the educators. The hope to harvest
the fruit of our persevere in molding the youth and their parents under the
theme: GOOD DEEDS FOR WORTHY NATION.
The Universal declaration of Human Rights must strictly followed now to
illustrate cause-effect relationship in nature, e.g. reaction to stimulus which
may either conflicts be positive or negative. (Learning Strand 2 of BALLS
Manual). All we need is to listen and evaluate critically current issues and
previous conflicts in order to achieve harmonious relationships in reaching
the goals for a successful outcome for our pupils, students, learners and

clienteles. It is the job Teachers to perform well as prescribed by the


PRESIDENTIAL DEGREE no.1006. The function of school administrator is to
observe teachers and giving constructive feedbacks using the Form 178.
The performance of the teachers or PAST. This is a self-rating tool to be done
by the teachers to determine how effective, efficient and influential she/he
is to pupil, school administrators, to fellow workers and others.
The performance Appraisal System for the Teachers or PAT includes the
following

competence, which is seventy percent (70%). The instructional indicator is


subdivided into four divisions: like a.) The lesson planning and delivery with
the equivalent rating of forty five percent (45%) for Teacher and forty
percent (40%) for Master Teachers, b.) Technical Assistance for Master
Teachers only with equivalent rating of fifteen percent (15%), c.)Learners
Achievements with a percentage of twenty percent (20%) for teachers and
ten percent (10%) for Master Teachers, and d.) The school, Home and
Community Involvement with the rating of five percent (5%). Next, is the
professional and personal characteristics at twenty percent (20%) then
punctually and Attendance with the equivalent rating of ten percent (10%)
and finally two (2) points is also given as plus factor; 0.5 for each
corresponding indicator such as assisting School Administrators in Planning
and Managing In-service Training, as a consultant in the preparation of

supplementary instructional materials, conducting actions research and


others which are related to classroom management and monitoring program
for the district od for the division. The performance of the District ALS
Coordinator has another criterion to be accomplished and submitted directly
to

the

Supervisor

of

ALS

in

advocating

functions

and

responsibilities inside and outside of the school campus. Hes responsible for
the consent and recommendation of the approval of our Assistant Schools
Divisions Superintendent and of course the final approval of our school
Divisions Superintendent.
On the other hand, the performance of the teachers and their
achievements will not only benefit each schoolchild of Rosales District I but
also to ensure quality education. Likewise, to the teachers who want to gain
professional development and promotions should be based on merits and
fitness alone, and not a teacher who is socially insecure person seeking
immediate promotion or SIPSIP (La rentina Paler Calmorin; Estancia, Iloilo)
and for the pupils, teachers are expected to shoulder the bulk of
responsibilities in discovering their potentials and talents through proper
motivation for them to received achievements, merits, recognitions and
others.
While the awards received by the teachers should be properly reviewed
and monitored if those awards were all honestly earned by them. School
administrator should prioritize the needs of school children than the

teachers. All pupils should not be neglected especially in the expense of


promoting teachers. Schoolchildren must be the apple of the school.
The National Achievement Test for the grade VI pupils is a high selfesteem for graduating pupils to detect the improvement of their learning
outcomes. This is also a good preparation before they move to the next
level which is the Secondary Level.
All Grade VI teachers are expected to double their patient to guide,
help, advice and teach the all the Grade VI pupils especially the lower
section where many pupils have irregular attendance. Parents are also
expected to cooperate one hundred percent (100%) not only for occasions,
programs and meetings but also will prioritize the welfare of their children
REGULAR ATTENDANCE in their classes to meet high achievements
performance of pupils in the district. Review sessions should be continued
before the date of the National Achievement Test.
The role of the school administrators in improving or maintaining the
performance of teachers is not a crucial task for the committed,
hardworking and dedicated teachers because of love of work and they are
after the sake or benefits of school children and others. Our educational
system cannot achieve greatness without the proper, justness and sincere
supervision of the district supervisor. The District Supervisor should follow
obediently and disseminate properly, equally and fairly in the district all

programs, policies, memorandum and others issued by our superiors in the


Department of Education to avoid discrimination.
A SWOT (Strength, Weakness, Opportunities and Treats) analysis of
performance of teachers by Elena C. Herreca of Sta. Rita, Pampanga should
be continued as a challenge to all teachers throughout the generation but
this should be done confidentially yet sincerely.
A good teacher has a special natural ability or aptitude; hence he must
be versatile in order to develop his special talents. A good teacher does
things right. In other words, a good teacher must be hard working and
industrious. (The Modern, December 2000).
Psychologist have found that learning is more efficient when taking
place in brief periods punctuated by rests, rather than in long sessions.
It is the parents, rich or poor who share common tasks of advancing the
welfare and promoting self-fulfillment and happiness of their children at
home and in school. Both parents and children should have a more positive
attitude in life. And all the teachers should also show a willingness or
greater determination in assisting and helping both the learners and their
parents.
The performance of teachers was then carefully judge the gap between
the actual and the desired performance to reduce the grievance of the
teachers. Teachers have privacy rights and these rights must be respected
by her fellow-workers and to people in the community. In addition to this,
the parent and student input can also help the teachers ongoing

professional learning and teaching practice. To add the views and


perceptions of Andrew Camegie, self-fulfillment on the part of teachers is a
responsibility of school administrators and this thing shall be shared also to
the parents and pupil.

Theoretical Framework
This thesis concerning the said topic is about the performance and
awards received by the teachers in relation to Grade VI achievements in the
National Achievement Test (NAT) was considered as one of the best
challenge on the part of researcher.
These pieces of work was specially made for making progress for
schoolchildren and recognize the extension service done by some teachers
aside from the precious knowledge they imparted in molding the school
children as responsible citizen.
These researcher works also aim to encourage all teachers to perform
well. And for those teachers who were not given a chance or opportunity to
explore their talents and ideas in coaching and attending seminars and
trainings can initiate other valuable strategies to make them still productive.
It is the look out of the school Administrator to judge fairly the
accomplishments done by the teachers.
That this research was intended for the characterizations of effective
and ineffective teachers. It provided information to all parents about the
need of their children to strengthen the relationship between the school and
the community. And the researcher found out that the majority of parents
didnt mind the needs of their children. They lack holding power in molding
their children to be responsible persons especially in their students. Maybe

because of their present situations in life. In this connection, the researcher


had desires in making big difference about the said situation.
Conceptual Framework
This study was conceptualized along the following concepts:
1. That effective performance and quality results are always
the desired aims of establish organization.
2. Rendering eight (8) hours every day to hold classes in the
school is such a noblest and specific amount of work to be
done by all teachers.
3. Earning additional achievements

in

teaching

English,

Science, Mathematics and others as self-help pupils to grow


and to uplift the school are important task by teachers to be
proud of any school administrators.
4. Those teachers have been exerted efforts, extra time and
also they sacrifice their own financial support in extending
his/her

other

obligations

like

rehearsing,

coaching,

attending seminars, trainings, workshops, to indulge into a


community projects and religious organizations.
5. Coaching, attending seminars, trainings and workshops and
even scholarship grants for teachers are some of the
opportunities enjoyed by the other teachers to improve
their competency.

6. The role of teachers is to arouse and awake the students to


be an active and productive learner to expand their
knowledge to help them grow better by engaging them in
participates in any activities such as contest, seminars,
trainings workshop, Saturday classes, community projects
and religious organizations involvement.
7. Diagnosis and appropriate prescription like the National
Achievement test for the Grade VI pupils is needed in order
to equip them to proceed to the next higher rank level
learning.
8. Below are the factors to be considered to obtain Very
Satisfactory results of NAT.
A. Impose good study habits to all pupils.
B. The insurance of Mastery Level of Learning in every periodic test,
quizzes, recitation assignments and others.
C. Home visitation to build good relationship to all parents and the
community to discuss relevant issues about their children.
D.There must be a review sessions.
E. Regular attendance of pupils as well as teachers.
F. Discipline and Harmonious relationship between the concern
teachers and all pupils.
If all the explanation are strictly followed and done, the outcome is the
Successful Grade VI Pupils ready for taking the job for the next higher Grade
The Grade VII.

Operational Paradigm of the study
The conceptual frame work of the study is reflected in figure 1 (Operational
Paradigm)
1. Distributing questionnaire to every respondents to gather information about
their personal profile.
2. Following the general objectives in studying about the performance and awards
received by the teachers in relation to Grade VI pupils accomplishments in the
National Achievement Test (NAT).
3. The performance and awards received by the teachers in relation to Grade VI
pupils accomplish in the National Achievement Test (NAT) should be managed
by teachers and DEP.ED Officials.
4. Problems that will encounter in managing the performance and awards
received by teachers in relation to Grade VI pupils accomplish in the National
Achievement Test (NAT).
5. Suggested solution in managing by the performance and awards received by
the teachers in relation to Grade VI pupils accomplishments in the National
Achievement Test (NAT).

Statement of the Problem


This study aimed to determine the performance and awards received by the
teachers in relation to Grade VI pupils accomplishments in the National Achievement
Test (NAT) for five (5) years School Year 2011 to School year 2014.
Specifically, it sought to answer the following problems:
1. What is the performance rating of teachers for the school year 2005-2010?
2. What are the awards received by teachers in English, Science, Mathematics
and others when Categorized as:
a) International Level
b) National Level
c) Regional Level
d) Division Level
e) District Level
f) School Level
3. What is the level of achievement of pupils in the National Achievement Test?
4. Is there a significant relationship of the performance and awards received by the
teachers and pupils achievement in the National Achievement Test?
5. What intervention program could be recommended to improve the performance
and awards received by teachers and also the performance of pupils in the National
Achievement Test Rosales Distict I?

Research Hypothesis
These were the cause and effect of hypothesis which had done in the study:
1. This research gives direction and meaning to the life of the teacher and
guides a persons direction fir the benefits of the district if all teachers were

encouraged and given the equal opportunities to show and explore their
hidden talents to perform more efficiently, effectively and influentially to
pupils and to others.
2. The awards received by teachers should be properly reviewed and monitored
and majority of pupils shall not be neglected especially in creating a
promotion on the part of the teachers.
3. All Grade VI pupils were exposed in taking the National Achievement Test to
determine

the

progress

and

proficiency

level

in

English,

Science,

Mathematics, Filipino and Hekasi.


4. Different values were discovered and learned and should be followed and
applied continuously to the District regarding the topic.
5. The significant relationship performance and awards received by the
teachers in relation to Grade VI pupils accomplishments in the National
Achievement Test (NAT) was surely a big help in achieving high quality of
education to everybody.

Scope and Delimitation of the study


This study was conducted in Rosales District I, Pangasinan Division II. These
schools were the following: Rosales South Central School, Tomana Elementary School,
Carmen Elementary School, Guiling-Coliling Elementary School, Rabago Elementary
School, Palakipak Elementary School, Cabalaoangan Elementary School, Camangaan
Elementary School, Sitio-Baong Elementary School, San Isidro Elementary School,
Pangaoan Elementary School and San Bartolome Elementary School.
This study covered the different performance ratings of the respondents rated
by themselves with the approval of their school heads. It also included the awards
they garnered for five (5) years and the results of pupils achievements in the National
Achievement Test (NAT) from school year 2011-2014
This study had intended on the demands of the Dep.Ed. Management which
aims to shape better future of schoolchildren.
