The tenderer shall furnish Earnest Money Deposit, at the time of submission of the bid, as
mentioned below:
Rs 0.17 lakhs
EMD may be submitted online in e-tender portal or in the form of DD/ Bankers Cheque / epayment (copy of e-payment receipt). The detailed procedure for online EMD payment is
available in the folder Special Instructions to the Bidder for participating in e-Tender (Clause
8.0 & 9.0).
Entities exempted from submission of EMD: Central / State PSUs / JVs of IOC/ Contractors
who are registered under MSMED Act, 2006 (or erstwhile NSIC Registered Parties) having
valid registration under single point registration scheme for the jobs / work as per NIT as on
the Techno-Commercial bid opening date.

The time of completion for the entire work shall be 2 (Two) months and shall be reckoned from
the date of issue of Letter of Acceptance (LoA).
The aforementioned time of completion shall be inclusive of mobilization period, intervening
monsoon(s) and time required for approval of the design, procedure and materials.
Vadinar in the State of Gujarat,
(i) Annual turnover of the tenderer during any one of the preceding 3 (three) financial years
(2012-13, 2013-14, 2014-15) shall not be less than the value mentioned below:

Turnover for this purpose should be as per the audited Balance Sheet of the tenderer. However,
if the tenderer is not required to get its accounts audited under Section 44AB of the Income Tax
Act, 1961, a certificate from a Practicing Chartered Accountant towards the turnover of the
tenderer along with copy of its Income Tax Return shall be furnished.
(ii) The tenderer should have successfully completed similar work, as a main or
subcontractor, during the last five years ending on the start date for download of tender

The similar work mentioned above is works involving Stress Analysis of Piping in Petroleum/
Petrochemical/ Fertilizer/Hydrocarbon/ Power/ Process Industries
Note:
(i) The work completed during the last five years ending on the start date for download of
tender documents shall only be taken into consideration.
(ii)The qualification document should include work order (WO) along with completion
certificate as main or as sub-contractor, clearly specifying WO number, final executed
value & duration of contract. Copy of TDS Certificates has to be submitted in case of
sub-contracted work orders or in case where the tender issuing authority specifically
asks for the same. The said documents must be for the work executed between the
periods indicated there only.
(iii)Bidders are required to ensure that the value of completed job indicated by them is
exclusive of Service Tax. Accordingly, the completion certificate submitted by the bidder
shall separately indicate the service tax amount included in the value of completed job
OR a separate certificate from the respective client, mentioning the service tax amount, if
any, included in the value of completed job under consideration should be submitted by
the bidder.
(iv)In case Service Tax amount/ component is not specified in the submitted completion
certificate, then the amount equivalent to rate of applicable service tax for the
subject tender shall be deducted from the value of completed job mentioned in the
completion certificate to arrive at the value of the completed job without service tax.

Evaluation of the tenderer shall be primarily done based on the following qualifying criteria.
Bidder(s) participating in this tender must have the following experience criteria
The tenderer should have successfully completed similar works of carrying out stress analysis of
piping in Petroleum/ Petrochemical/ Fertilizer/ Hydrocarbon/ Power/ Process Industries during
the last five years period ending on the start date for download of tender document. The
tenderer shall furnish the copy of Work order/Purchase Order and proof of completion of the
said work along with documentation to establish that Stress Analysis was included in the scope
of the contract.
Relevant documents, such as copies of Work Order and Completion Certificate to establish
experience credential shall be furnished along with the offer.

The tenderer shall furnish necessary documents online in support of required qualification and
experience along with their offer.
Bids from Consortium/Joint Venture are not acceptable.
The Tenderers shall upload scanned copy of necessary documents in support of required
qualification and experience along with their offer as per instruction given in the Special
Instructions to Tenderers.
Physical Bids will not be accepted. Tender Document can be downloaded from
https://iocletenders.gov.in and on line bids are required to be submitted with Digital
signatures on the system.
IOCL reserves the right of annulment of tender without assigning any reasons whatsoever.
The tender documents are non-transferable.
Preferences will be given to MSME Industry as Public Procurement Policy for Micro & Small
Enterprises (MSEs) Order 2012 issued vide Gazette Notification dated 23.03.2012
