INTRODUCTION

ThisreportcoverstheyearfromApril2006toMarch2007.TheaimistoprovideElectedMembers,

thepublic,SeniorOfficerswithintheCouncilandothersinterestedinhealthandsafetywith

informationonwhattheCountyCouncilisdoingtoprotectitsemployees,volunteers,contractors,

clientsandserviceusers,pupilsandmembersofthepublic.

Healthandsafetyfocusesontherisksofinjuryandillhealththatcanarisefromthewiderangeofactivitiesnecessary
todelivertheservicestothepeopleofLincolnshire.
LincolnshireCountyCouncilsHealthandSafetyPolicyStatementistheCouncilsleaddocumentforhealthandsafety
andassuchallothercorporateorserviceleveldocumentswillmatchorexceedtheprinciplessetoutthere.

TheCouncilrecognisesthatgoodhealthandsafetymanagementsupportsthedeliveryofitsservicestothepeopleof
Lincolnshire.

RISKS

AnorganisationwithsuchabroadrangeofactivitiesastheCountyCouncilhasawidevarietyofriskstomanage.The
riskportfoliooftheCouncilintermsofhealthandsafetyhasnotchangedsignificantlyduring2006/07.Thelistbelow
representsonlysomeofthemostcommonrisksfromacrosstheCouncil,allofwhichremainunchangedfrom
previousyears.

To ensurethatallrisksareidentified,theCouncilhasriskassessmentprocessesforusebymanagersandstaff, which
aresupportedbycomprehensiveguidanceandcompetentassistanceifrequired.

TheCouncilsservicesareoftendeliveredviapartnershiparrangements.Thesecanincludeawiderangeofexternal
organisationssuchascharities,contractorsandvolunteers.Byfocusingoncooperation,communicationandco
ordinationwithitsstrategicpartners,theCouncilaimstoensurethattheseoperationsarealsomanagedassafelyasis
reasonablypracticable.

TosupportmanagementtheCouncil,throughitsstrategicpartnerHBS,employstheservicesofateamofHealthand
SafetyAdvisers,trainedcounsellorswhoprovidecounsellingandsupportforemployeesandOccupationalHealth
medicalstaff.

PERFORMANCEFOR2006/07

Throughout2006/07theCouncilhasmadesignificantprogressinimprovingitsgovernancearrangementsforthe
managementofhealthandsafety.InApril06adraftthreeyearstrategyforEffectiveHealth&SafetyManagement
waspresentedtoandendorsedbytheCouncilsCorporateManagementTeam.Therethenfolloweda
comprehensiveroundofconsultationduringwhichSeniorManagers,ElectedMembers,recognisedtradeunions,staff
andexternalagencies(includingtheHealth&SafetyExecutive)wereengagedtoobtainedpeerreviewandscrutiny.
ThishelpedtoinformthefinaldraftstrategywhichwassubsequentlypresentedtoandapprovedbytheCouncils
Executiveon5thDecember2006.

ThestrategyissupportedbyanannualImplementationPlanwhichidentifiesactionstoachievebestpracticeand
identifiestargetsandprioritiesforthe3yearperiod.Thestrategyanditscontentsnowformthebasisoftheannual
planningandreviewprocessforhealthandsafety.

PublicreportingoftheCouncilsStrategyforEffectiveHealth&SafetyManagementandassociated
ImplementationPlans.

UtilisationoftheHealth&SafetyExecutivesCorporateHealth&SafetyPerformanceIndicator(CHaSPI)to
assesstheCouncilspastandcurrentperformance.

Inadditiontothehighlightslistedabove,therecenttransferofthecorporateH&SfunctionintotheRiskManagement
TeamhasalsoservedtostrengthentheCouncilsgovernancearrangementsforthemanagementofhealthandsafety
risks.ThisnewintegratedapproachtowholeriskmanagementhasalreadybeenviewedbytheCouncilsinsurersas
a positiveriskfeatureforthebettermanagementofourinsurablerisksandhascontributedtowardsreceivinga
reductionintheregionof50,000inourliabilitiesinsurancerenewalpremium.

Therateofreportableaccidents/incidentshasremainedconsistentwiththenumberofmajorinjuriesremaininglow.
Althoughthenumberof3dayinjurieshasincreasedslightlyonlastyearsfigure,itispleasingtonotethatthisstill
remainslowerthanthatrecordedinthetwoyearspriorto2005/06.Thisismostwelcomeandworkcontinuesto
improveonthisperformance.

Althoughtheoveralltrendforreportableaccidentdataisdownwards,thereisaclearcontinuationintheupward
trendforthenumberofotherincidentsrecorded.Furtheranalysisofthisdataindicatestheretohavebeenan
increaseinthenumberofnoninjuryincidentsbeingreportedwhichsuggestsacorrectioninpreviousyearsunder
reportingas,throughcontinuedhealthandsafetytraining,staffbecomemoreawareoftheimportancetorecordsuch

typesofincidents.ItispredictedthatthistrendwillbesettocontinueintofutureyearsastheCouncilseekstofurther
improveitssystemsforaccidentreportingandrecordingaswellasraisingawarenessofkeyhealthandsafetyissues.

DuringtheyeartheCouncilhasundertakenanumberofspecificprogrammestoimprovestandardsforhealthand
safetyandraiseawarenessofkeyissues,including;

AcomprehensiveprogrammeofIOSH(CharteredInstitutionofOccupationalHealth&Safety)accredited
trainingcoursesweredeliveredforstaffincluding4fourdayManagingSafelycoursesand4halfdaySafety
forSeniorExecutivesbriefings.

InconjunctionwiththeCouncilsOccupationalHealthprovider,aseriesofhealthpromotionworkshops
wereheldaroundthecountyforstaffonthesubjectsofWellManandWellWoman.Mostsessionswere
oversubscribedbystaffandallreceivedexcellentfeedback.

WalkingyourWaytohealthcampaignaimedatencouragingstafftogetoutoftheofficeandgoforawalk
duringtheirlunchbreak.ThisinitiativewassubmittedfortheWorkingFamiliescharityWellbeingAward,for
whichaSpecialCommendationwasreceived.

WorkcontinuedwiththetriannualprogrammeofCorporateH&Spolicyreviewstoensurecompliance
withlegislativechange.

ImplementationofthecorporateSmokeFreepolicy,3monthsaheadofthewiderbanonsmokingin
enclosedpublicplaces.

AfullreviewoftheDriverInformationProgramme(DIP)concludingthatthenext5yearprogrammewill
besplitintotwoDIPprogrammes,oneaimedatnewmembersofstaffandasecondrefreshercourse,
whichwilldealwithmoreadvanceddrivingtechniques,forstaffwhohavealreadycompletedtheinitial
course.

ReviewandrefreshofthewayinwhichtheCouncilmonitorshealth&safetywithinCommunityand
VoluntaryControlledschools.Thisprojectisongoingandwilldevelopfurtherinto2007/08.

Afullreviewofthewayinwhichthehealthandsafetyoflearnersengagedonprogrammesprovidedbythe
LifelongLearningServicewasundertaken.Deficienciesidentifiedhavebeenrectifiedandanassurancegiven
totheLearning&SkillsCouncilthatthe10LearnerProcurementStandardsforH&Swillbemet.

InpartnershipwiththeHealth&SafetyExecutive,aseriesofWorkatHeightseminarswereheldaround
thecounty.Intotalmorethan90peopleattendedincludingstafffromwithintheCouncil,itsschoolsand
strategicpartnerHBS(propertyservices).

Despitethegoodworkinraisingawarenessofthekeyissuessurroundingworkingatheight,unfortunately,theHealth
andSafetyExecutive(HSE)thisyearfounditnecessarytoserveoneoftheCouncilsCommunityschoolswithan
ImprovementNoticeforfailuretocomplywiththeWorkatHeightRegulations2005.Supportwasgiventothe
schooltohelpremedythedeficiencieshighlightedbytheHSEandthenoticewaslaterliftedwithinthetimeframe
given.

4.ACCIDENTS/INCIDENTSANDOTHERRELATEDSTATISTICALDATA
ThedatashowninthefollowingtablehasbeenreviewedbytheCorporateH&SSteeringGroupandprovides
summarycomparativedataagainstthepreviousthreereportingperiods.Thesteeringgroupwillcontinuetorefine
thedatacollatedandreportedon.

obtainpeerreviewandscrutiny.TargetofSeptember2007for
launchofagreedtemplates.

Conducttrainingneedsanalysisforcompetentpersonsinschoolstohelpinformthe
developmentofaonedayprogrammeofH&SAwarenessTrainingforSchools.

ProductionofhalfyearlyH&Snewsletters(onespecificallyforschoolsandoneforallother
councilestablishments).

ConcludepilotoftheManagersToolkitforH&S,makinganynecessary
adjustments/amendmentsandlaunchwithsupportingbriefingsforHeadsofService.

covereitherSleafordorBoston.

systemstomatchthenewstructure.
