This report presents the results of an ASTM & AAI pmcedural Phase I Environmental Site
Assessment conducted at the above referenced environmentally non-problematic, undeveloped,
and partIally \-vooded parcel of land located at the northwest corner of the intersection of S.E,
164 1h Avenue and S. E. Village Loop in Vancouver, Washington. The environmental site
assessment was performed by Charles A. Spear, ASTM certified field representative of
Fll\ironmcnlal Inspection Servlces (EIS), on Tuesday, May 4,2010. No Recognized ConditJons
of El1\ironmcntal Impairment (ReEl) were observed on-site.
No Recognized Environmental Conditions (REC's) were noted at the subect property and
no additional environmental studies are recommended at the subject property at this time.

regulated or non-regulated underground tanks were observed on-site. No related underground
storage tank appurtenances such as filll'isers, vent risers, fuel pumps, groundwater monitoring
wells, fuel pump canopies or fueling service bays were observed on-site.

non-scope REC's such as radon, vapor intrusion conditions, PCB's, wetlands, aquifer recharge
areas, geologIC hazard conditions, vapor intnlsion conditions, asbestos or lead-based paint
materials were observed on-site.
No conditions of environmental impairment from the generation, releases, discharges,

accumulations or dumping of hazardous materials or waste were noted at the subject property at
the lIme of the site assessment. The subject property is not listed on available state and federal
en\ Ironmental regulatory databases to include The WDOE UST database; The Federal FINDS
database; The WDOE LUST database; and MANIFEST, HSIS, RCRA-CESQG and FINDS
databases. No envIronmental regulatory listing concerns were noted at the time of the site
assessment.
The envl)"onmental assessment also included an examination of City of Vancouver permits and
repons: o\\nershlp records: examination of property utilities and amenities. lnterviews With
kno\\leJge3ble IndiViduals, an examination of the subject property grounds areas: an all
appropriate review of avaIlable site records; and an assessment of other contiguous subject and
adjolJ1l11g propeJ1ies. The subject property, adjoining properties, site vicinity, and other site
details are shown by a series of plates, drawings, and aerial photographs in Appendix 1.0 of thIS
repOI1.
Sources of lt1formatlon were reviewed and activities were perfoll11ed in order to identify potential
sourCi.:S of regulated or hazardous materials at the subject property Such environmental laws and
regulations as the Comprehensive EnVironmental Response, Compensation and Liability Act of
1980 (CERCLA), the Resource Conservation and Recovery Act (RCRA), the Sohd Waste
Disposal Act, and the Toxic Substances Control Act (TSCA) were reviewed and applied to the
subject propeliy. Compliance with these regulations was established at the time of the site
inspection based on available data.

INTRODUCTION
Purpose
The American Society for Testmg & Materials has developed a standard practlce E 1527-2005
for the perlormance of envIronmental due dIlIgence services on property. The objective of the
gUIdance IS to synthesize and put into wnting good customary practice for environmental site
assessments; facilitate high quality, standardized environmental site assessments; ensure a
standard of appropriate inquiry; and to clarify an industry standard for appropriate inquiry in an
effon to guide legal Interpretation of CERC A's innocent landowner defense.
The purposes of thiS practice is to define good commercial and customary practice 1I1 the Unlted
States for condLlcting an environmental site assessment of a parcel of commercIal rCClI estate with
respect to the range of contaminants within the scope of Comprehensive Environmental
Response, Compensation and Liability Act (CERCLA) and petroleum products.
The Emi ron menta I Protection Agency (EPA) has established standards for A II Appropriate
InquIry (AAJ). The rule was published in the Federal Register on November 1,2005 and became
effective on November 1,2006 The final rule establishes regulatory requirements for cOllCluctll1g
all appropriate inquiries into the previous ownership, uses, and environmental conditions of a
property for the purposes of qualifying for certain landowner liability protections under
CERCLA

No soil, groundwater, or building material samples were collected during the site reconnaissance.
This Phase I Environmental Site Assessment Report was prepared in accordance with generally
accepted ASTM & AAI standards of environmental practice at the time this investigation was
performed EvaluatlOns of the conditIOns at the site for the purposes of this InvestigatIOn were
made from a limited number of observation points and may be subjective in some cases.
Environmental Inspection Services has prepared this report based on ll1fOrmatlon collected from
avaJlable records and files.
The scope of this environmental assessment IS limited and did not include groundwater sampling
01" analysis of sOils beneath the site. No environmental REC or non-scope REC conslderatlOns
\\ere noted on-site and no additional studies are recommended. The findings and conclusions arc
not to be regarded as scientific certaintIes. FlI1dings are based on professional judgement
concerl1lng data significance.
Methodology
No speCIal environmental conditions or concerns were noted on the subject properiy. The subject
property IS described as an undeveloped, 6.89 acre remnant of the original 1802 acre parcel of
land in Vancouver, Washington. The remaining twelve (12) acres are developed WIth a modern
1997-vintage assisted care facility.
The subject Phase 1 Environmental Site Assessment scope of work included an examination of
publlcally available and reasonably ascertainable records such as documents from the US.
Em'irollmental Protection Agency (USEPA),the National Priority List (NPL); Resource
Conservation and Recovery Infotlllation System generators (RCRA); actIve and archIved
Comprehensive Environmental Response, Compensation, and Liability Information System
(CERCUS) listed sites; Washington Department of Ecology (WDOE) cleanup site::., regulated
and non-regulated underground storage tank sites.
Additional records evaluated included databases collected from the Washington State FIre
Mar hal's Office to Include hazardous matenals usage infollllation sltes, HAZMAT lncldence
Lists, USDA pesticlde records and Department of Agriculture & Soil Conservation records.
AddltJOllal information examined included county and city Aerial Photographs, available
Sanborn fnsurance Maps, City Directories, U.S. Geological Survey Topographic Maps, and Title
company legal descriptions. No samples were collected from building materials, soil, or
groundv"alcr.

SITE RECON NAISSANCE
The enYIr(Jt1l11ental site assessment was performed by Charles A. Spear, ASTM certlJied field
representatl ve of Environmental Inspection Services (EIS), on Tuesday, May 4, 2010. The EIS
representative examined the entire subject property and no structural appurtenances were observed
on-site. The extreme southeast quadrant of the site is partially covered with trees. No other special
!'catmes were noted on-site.
The ubject parcel of land was examll1ed for recognized environmental conditIons of
ennronmentallll1paim1ent and no areas of subjective environmental impallluent from hazardous
waste or substances were noted on-site during the site inspection,
No speCial environmental conditions or concerns were noted on the subject property. The subject
property IS described as an undeveloped, 6.89 acre remnant parcel of land located at the northwest
corner orlhc IntersecLlon ofS,E. Village Loop and S.E. 1641h Avenue in the Fairway/164th
neighborhood or Vancouver Washington_
Reconncllssance of the subject property revealed no subjective evidence of regulated wastes, other
types of solId or liquid wastes, and/or fugitive hydrocarbons present. No chemical stained soil or
chel11Jcally distressed vegetation were observed on-site. No chemical or petroleum stock piles,
drums of chemicals, or other subjective evidence of petroleum stained soils were observed on-site.
!o rcpol1able quantities of hazardous substances, waste, or materials were observed on-site.
No containers of hazardous waste or recognized conditions of environmental impairment from the

releases, discharges, spillages, accumulations or dumping of hazardous materials or waste were
observed on-site. The subject parcel of land was examined for recognized environmental
conditions of environmental impainnent and no areas of subjective environmental impairment
li-Ulll ha/ardous waste or substdnces were noted on-site during the site inspectlOn.
No drums or other large containers of waste hazardous chemicals were observed on-site. No
hazardous substances, materials or waste releases, emissions, discharges, spillages,
accumulations, outfalls, or stockpiling ,vere observed on-site. No disposal pits, hazardous waste
ponds or lagoons were observed on-site..

\\,ere noted in the study area. The subject property is not listed as a RCRA regulated generator of
hazardous waste. The site was not listed on WDOE site cleanup or assessment databases and no
CERCUS / SUPERFUND sites were noted in the immediate study area.

account No, 121937000 at the Northwest One-quarter of Section 1, Township 1 North, ~ange 2
East of the Willamette Meridian. The subject uneven, and grass covered parcel ofland is planned
for development. The subject parcel of land is described by a series of plates, drawings and
photographs Included In the appendices of this report.
Historical
The extreme southeast corner of the subject property was developed with a small farmhouse, The
fallllhouse is depicted in the 1955-1994 aerial photograph. The fannbouse does not appear in the
2()()7 acnal photograph, A walkover of this area of the subject property revealed several trees and
a grassy deprcssion area, The site appears to have been over-excavated and was cleared of all
recognizable Improvements,

CURRENT ADJOINING PROPERTY USAGE
The subject property is located within the Fairway/164th neighborhood of Vancouver,

\Vashington The general site is situated in the Willamette-Puget Trough, a geographic basin
IClrIlled b:-.' thE' Cascade and Coast MountaIn Ranges. The county is bounded to the south and west
by the ColumblJ River, on the north by the Lewis River. and on the east by the foothills oflhe
Cascades.
The subject property IS located withm a rapIdly developing previously agricultural area of
Vancouver, Washington located at the northwest comer of the intersection of S.E. Village Loop
and SE 164 1h Avenue in Vancouver, Washington. A shopping center is located directly south of
the subject property An Jctive SheJJs serVIce station is located further south and hydraulically
down gradient oCthe subject property No immediately up gradient servIce stations or drycleaners
were observed In the study area.
No RCRA regulated generators of hazardous waste, confirmed release sites, confinnedleaking

underground storage tank sites or sites currently listed on the Washington Affected Media &
Contaminants Report were discovered at immediately adjacent properties. No regulated or non
rcgulct!ed underground storage tank facilities were observed at adjOining properties.

HAZARDOUS MATERIALS, SUBSTANCES, AND WASTE
H,uardous matenals, substances and vvaste are regulated by a basIc framework of federal
regulation provided by an Act known as the Resource Conservation and Recovery Act (RCRA)
RCRA controls the generation, transportation, treatment, storage, and disposal of hazardous waste
through a comprehensive "cradle to grave" waste management tracking system. RCRA lS
administered natIonally by the United States Environmental Protection Agency (EPA), with major
component of the la\\ to the states for ongoll1g implementation. Such solid wastes as domestic
sewage. household wastes, industrial wastewater discharges, and agriculturally derived solid
wastes are exempt from regulatIon.
The subject propetiy is not listed as a registered Resource Conservation and Recovery Act
(RCRA) ha7.ardous waste generator and is not subject to the United States Environmental
protection Agency (EPA) identification numbering system. No EPA or Washington Department
of Ecology, (WOOEL complaInts or violations were filed and no evidence of spi 11<..t§!c or discharge
of hazardous wastes or substances were noted at the subject property
The subject property was examined for subjective evidence of hazardous waste generation,
spillage, or releases and no such evidence was noted. There was no physical evidence of illicit
drug manufacturing on-site. A review of regional l1azardous waste generator records revealed no
on-site C\ lucnce of hazardous waste generation.
The WOOE has developed a 20 l 0 statewide database of hazardous waste generators. No

regulated hazardous waste generators were listed within a one-half mile radius of the site.
Nearby and adjacent properties were checked against available enforcement listings and databases
and no data was found.
The subjcct property has not been listed on such hazardous waste reports as Washingtoll
Department of Ecology SARA Title III facilities lISts, WOOE Leaking Underground ~;lora!'!L: Tank
Lists. WOOE suspected Hazardous Waste SIte ListS, and the IRC Known and Suspected
Hazardous Waste Site Listings.
The WOOE Toxics Cleanup Program develops an updated report called the Affecte(l Vledia and
Contaminants Report. The WOOE will conduct additional investigations and wi]] add a site to thiS
report after leaming ofa potentially contamll1ated sIte. The site IS not listed in thiS report The
WOOE has developed a 20 I0 statewIde Confirmed and Suspected Contamll1ated site property \VIII
appear on the database. No CSCSL sites were noted on-site or wIthin a one-halfmIie radiUS.
The subject property is not listed on the EPA's Comprehensive Environmental Response,
Llabilily, und Compensation System (CERCUS) list of potential hazardous waste sites under
"SLPERFUNO" (CERCLA) The two listed CERCUS listed sites are listed for the entire area
and do not apply to the subject property or one mile study area. The subject property and

UNDERGROUND STORAGE TANKS
The Washington State legislature has determll1ed that leakll1g underground storage tanks (UST's)
containing petroleum and other regulated substances pose a serious threat to human health and the
ell\·lronmenL. Tn response to thls concem, the legislature has intended for the Washington
D 'partment of Ecology (WDOE) to establIsh an ullderground storage tank program. This
program IS designed, operated, and enforced in a manner that, at a mil1lmum, meets the
requirements for delegation of the federal UST program of the Resource Conservation and
Recovery Act of 1976.
The subject property was inspected for the presence of underground fuel storage tanks (USTs) and
no regulated or non-regulated underground or aboveground fuel storage tanks or related tank
appurtenances \\-ere observed on-Slte. No fuel pumps, vent or fi II risers, drive slabs or fuel
canopies \"ere observed on-slte.
The Washington Depal1ment of Ecology (WDOE) has developed a 20 I 0 statewlde database of

RCRA regulated underground storage tank (UST) facilities. Three (3) regulated USDT faiklities
to Include Shell, Chevron, and Fred Mayers/FM Fuel # 093 were noted within a one-half mile
radIUS of the site. No sites within the One-halfmile radius are listed on the WDOE Leaking
Gndcrgwund Storage Tank database.

ENVIRONMENTAL CONDITIONS
HYDROGEOLOGY
The subject property improvements shall be connected to City of Vancouver munICIpal \vater
sen ice. No active drinking water or irrigation water wells are located on the subject property.
Site surface waters are not directly utilized as a water supply.
The subject plOjJerly IS localed WIthin the Salmon Creek watershed. A walkover of the subject
property dId not reveal any eVidence of rivers, streams or creeks on the subject property.
Groundvvater elevations are moderate in some areas on-site. The subject property IS located
greater than one mile nOl1h of the Columbia River and the generalized direction of groundwater
flow IS southward to\vards the Columbia River.
A gcotechnlc31 study of the infiltration rate and groundwater elevation throughout the general site
area \\ as completed by Deep RIver Geotechnical on August 17-19, 1999 Deep River
Geotechnical Sen'lces conducted a comprehensive geotechnical analYSIS of the general study area.
The report considered the groundwater characteristics of the site. Eleven test PitS were analyzed
and nilleteen infiltration tests were perfonned by the geotechmcal company. The test results
indicated as follow: "groundwater was found in six of the eleven test pits, as high as ~ feet below
the surface in T-4. 9-feet deep in T-8, and 10-11 feet deep ill T-6B, T7, T9, and T1 O.

Tht' I1lclJor aqui fer of the subject property is the Upper Troutdale Formation at a depth of
approximately 150 to 200 feet. The aquder is comprised of bedded layers of gravel and sand
t)'pical of sandy river mudstone. The aquifer is unconfirmed, it is considered a shallow drinkIng
water somce, and it IS conSIdered a highly vulnerable water source. Known aqUIfer contamll1,lllts
rnclude nitrates, chlorides, coliform, petroleum products, heavy metals. The problems [acing the
aquifer are aSSOCiated With rapid urbanization.
Additional aquifer problems are caused by such causes as decreased recharge, industrial activities,
on-site sewage aclivitles ll1 the county, agricultural waste, urban runoff, underground storage
tanks, etc. The USGS has a study 111 pl"Ogl"ess whIch has established a groundwater manZlgemcnt
agency for lhlS sole-source Zlquifer. The subject property has not affected ground'vvater quaiJty
based on-site observations and available data and resources.

SENSITIVE LANDS
Clark County ordinances have been established for environmentally sensitive lands in Clark
County in order to preserve, protect, and enhance environmentally sensitive areas. Such areas as
\\ etlands. streams. geologic hazard areas. aquifer recharge areas, critical wildlife habitats, and
!lood potential areas qualify as environmentally sensitive areas. Wetlands are generally defined as
those areas that arc Inundated or saturated by surface or groundwater at a frequency and duration
sufficient to support, and that under normal cIrcumstances do support, a prevalence of vegetation
typically adapted for life in saturated soil conditions.
\:0 obvious wetlands, saturated soils, hydrophytic vegetation or other hydric conditions were
110ted on the subject properly .A GIS map summary prepared for the parent 18 acre development
application indicates no slope stability Indicators; no wildland mapping II1dlcators; no priority
habitat areas; no geologIc hazard areas; and no pnol'lty specIes areas. A review o!'Sensitlve Lands
Maps for Clark County did not reveal hIgh quality wetlands mapped on-site.
The subject propeliy is not listed as a critical land and is mapped on the Clark County
illtcllll'Ctatl\ e map for CCC13.50 Critical Clearing Ordinance. The removal of trees on-site may
require compliLlllce \\Ith the Vancouver Vegetation Clearing Ordinance. The EnVironmentally
Sensitl\e Areas Map lists such conditions as wetlands, potentially unstable slopes, shoreline
management areas and 100-year flood plain areas as designated under the State EnVIronmental
Policy Act (SEPA) Rules, Chapter 197-11 of the Washington Administrative Code.
The site is 110t located within a 100 or 500 year designated flood plain area acc0rdmg to FIRM
maps. The site IS located within a zone C area of minimal flooding according to Panel 319 of 475
of FIRM Community Panel No. 530024-0319(' dated May 2,1991.
NUISANCES
Clark County Ordll1(111Ce No. 1991-11-09 related to nuisances and litter control has been developed

SOIL DESCRIPTION
Clark County utilizes a sod descriptlon methodology established by the USDA Soil Conservatlon
Service (SCS), which describes 111 detail various soil types. The SCS informZltIon also detaIls the
type of physical constrall1ts associated with each soil type.
The SCS has deternlined that Clark County soils have been classified into eight major soil
,!ssoclations. The subject property is comprised of soils of one of these associations. The U.S
Soil ConscnLlllon Service has classl(Jcd Sile soils as SOils of the Lauren-Sifton-Wind River
AssoclatJon. These soils arc generally described as somewhat excessIvely drZll[1cd. domll1antly
nearly level to gently sloping, gravelly, medium-textured and moderately coarse textured soIls of
the ten'aces of the Columbia River in southwestern Clark County.
Sitc specIfic soils have been classified by the U.S. Soil Conservation Service as Lauren gravelly
loam. (J to 8 percent slopes (LgB). The surface runoff IS slow, and the hazard of erosion is slight.
The d\aiLlble water capZlcity IS moderate and the soil is somewhat excessively drained. Sitc soils
have not been significantly altered by site construction.

NON POINT SOURCE POLLUTION
J\onpoint source (NPS) pollution is pollution originating from a large number of sources WhlCh
indi\idually contribute relatively little pollution, but which collectively create significant pollution
prohlems. In vie'vv of current site conditlOns the NPS considerations for the subject property are
urban runoff. Urban runoff IS described as the surface flushing of such as suspended solids,
nutrients, pathogens, and tOXICS from surface accumulations. The typical consequence of thiS
redirection of precipitation is flood mg, stream bed scouring, erOSIon, sedIment deposition, and
contaminant migration.

Tn our opinion, the subject property may be considered a typical residential contributor to regIonal
urh(\llrUnoffconcerns There was no on-site evidence of pollutant nmoffinto local storm sewers

management plan for proposed construction actiVities tn order to control and prevent erosion and
sediment run-ofras a mitigative condition ofSEPA. No significant sediment or silt
accumulations or generation sources were observed on-site. Any proposed construction plan
must have engineered designs such as enhanced erosion and sediment control methods in order to
cleanse and I-emove contaminants via biofiltration or other suitable treatment processes.
A proper erosion and sediment control practice must be used on tbe construction site and adjacent
areas 111 order to prevent upland sediments from entering material Stormwater drainage systems
Best Management Practices relati ve to erosion contro I and Stonnwater management wtll be
reqUired throughout the course of the subject development. All disturbed areas or those altered
by construction should be seeded, riprapped, or given some other equivalent type of erosion
protection. RUlloff generated from the subject development must be treated prior to its discharge

All construction actiVities planned for the subject property should be planned and implemented III
a manner consistent with standard Best Management Practices (BMP's) for site development.
BMP's are defined as those practices that include methods to prevent toxic and hazardolls
sllbstJIlCeS and other pollutants from reaching receiving waters. BMP's are designed to control site
construction practices and must be Integrated Into the developed site-specific Storm Water
Erosion Control Plall (ECP) The development and implementation of BMP's pursuant to erosion
and Stormwater management is required throughout the course of the proposed development on
site.

Considerations in selecting a BMP include efficiency vs. flow vojul11e~ initial and Ii fe cycles costs;
and pollutants involved. BMP's are instrumental when developing the erosion Control Plan (ECP)
which i' required pursuant to applicatloll for a National Pollutant Discharge ElImInation (NPDES)
General St01l11 water Discharge permit.
The NPDES program was established by federal regulation as a component of the Clean Water
Act in order to improve the quality of storm water from construction activities, industries, or
industrial type activitics. BMP's may Illclude any or all of such controls as vegetation
prescnatlon; \'cgctativc cover reestablishmcnt:, ulll17L1tlon of erosion control blankets and
geotexti les; compost covenng~ Jute nettll1g, diversion ditching. application of hydraulic mulch.,
landscaping, sedIment traps, straw mulch, perimeter dikes, plastIC sheetIng, or outlet protectIOn.
Construction activities often contaminate storm and sewer surface water,
Grading actIvities remove grass, rock pavement and other protective ground cover resulting in an
(xposme ol'underlylng soil. Sediment<:ltlon can choke surface water bodies and kill fish and
plants. The Federal statute and regulations require a National Pollutant Discharge EllmlDatlon
System (NPDES) pe11l1it for construction activities on-site. An NPDES Permit # 1200-(' IS
required for land clearing activities planned on-site. The l200-C permit requires erosion and
sediment control at the construction site. The WDOE is responsible for issuing the 1200-C permit.
Federal La'\ requIres contractol's to obtall1 a NPDES permit # 1700-.1 for any proposed dIscharge
of wash waters Into surface waters or storm drams or ground. A Land-Use CompatlbJiity
Statement is reqUired for application of the 1700-J pemlit app1Jcation. The NPDES permit # 1700
J must be obtained [rom the WDOE prior to the cleaning tools, containers, vehicles, equipment,
and buildings.
A pre-('Ippro\'(~d EI'oslon Control Plan IS reqUired prior to site development for the purposes of
minimiZing Cl'OSlon of disturbed land during clearing, excavation, gradlllg, construction, and post
construction actl vities, Effeeti ve January I, 200 t, Clark County requ ires proof of erosion control
certification before initiating construction activities. The proposed construction plan must have
sufficient engineered designs to cleanse and remove contaminants via biofiltration or other
suitable treatment processes in accordance with the Stom1water contr01 ordinance requirements.
A pl'Oper erosion and sediment control practice must be used on the constr-uctlOn Site and adjacent
areas in order to prevent upland sedIments from enterIng the on-site and nearby matenal
Stormw<:lter dralllage systems. All disturbed areas or those altered by constructIOn should be
eeded, riprapped, or given some other equivalent type of erosion protection. If there are any

parts 122, 123, and 124 Subcbapter D). The objective of the permit is to reduce or eliminate
Storm\\ater pollution and other impacts from construction sites. Clearing, grading, or excavating
11\ (' or more acres of land and activities which will discharge Stormwater from the site into
surl~lce \\alCrs will n:quire preparation and submittal of Ecology's General pennit to Discharge
Stormwater ASSOCiated with Construction Actlvity (Notice of intent).
The developer may contact the WDOE at Water Quality Program, Stoffi1water Unit, P.O. Box
47696, Olympia, Washington 98504-7696. Loree Randall may be reached at (360) 407-6294 for
Sl0ll11water information. The permit requires the implementation, monitoring, and maintenance of
a Storm\\ater Pollution Prevention Plan (SWPPP). The SWPPP is essentially a temporary erosion
and sediment control (ESC) plan Implemented throughout the entire course of the developmClll.
The primary objectives of the Erosion and sediment control plan is to direct and plan the
implementation of Best Management Practices (BMP'S) for the identification, reduction,
elimination, and prevention of sediment and erosion problems on-site.
The ESC should prevent violations of surface and ground water quality and sediment management
standards
The ESC plan should provide the following elements;
- Stabili7<lllon of all exposed and unworked soils by BMP's;
- Prcscnallon of' attainable vegetation:
- Design and construction of slopes to milllmize erosion;
- Proper maintenance of drain inlets;
- MlIllrnization of sediment on roadways;
- UtilizatIon of sediment fences. riprap or other suitable BMP's in order to control
sed I mentation;

ASBESTOS I LEAD-BASED PAINT I RADON
ASBESTOS I LEAD
No asbestos material or lead-based paint material concerns were noted for the subject property.
The environmental Protection Agency (EPA) has been concerned with the disease-causing
pot ntial of non-industrial exposure to asbestos since the early 1970's. There is epidemiologic
evidence llni<lng airborne asbestos exposure by asbestos workers to vanous types of cancer and
nonmalignant respiratory diseases, and from recognition that large quantities of asbestos have
been found in building materials, insulation, and other products used in schools and other
bUlldings.
RADON
The subject property is located within a low radon potential area. A total of three (3) sites were
tested for the presence of radon. An average radon measurement of 2.4pCi/L was detected. No
radon concerns were noted for the site.
SEPA
The State Environmental Policy Act (SEPA) requires the City of Woodland Responsible Official,
to determine potential environmental effects of a proposed land use change to decide if a given
change will have a significant effect. If the Responsible Official decides that a given change \-vill
cause significant effects based on environmental document review, the applicant must prepare an
environmental impact study or comply with mitigative requirements and conditions. Pursuant to
(SEPA) Rules Chapter 197-11, Washington Administrative Code, a SEPA Checklist will be
requIred by WAC 197-11-340(2) for any substantial site development.
A SEPA checklist has been prepared and a Determination of Non-significance (DNS) was issued
for the greater study area.

AIR POLLUTION
Air pollution control in Washington State is a coordinated effort by the Department of Ecology
(DO ) and nllle single or multi-county air pollution control authorities. It is the major goals of
the Washlllgton AIr Pollution Control Program to establish control measures~ attain and maintain
federal and state aIr quality compliance; initiate area wide attainment programs; provide an air
momtoring program; and operate a statewide state and federal air quality program.
The Southwest Washington sector of the Portland-Southwest Washington Interstate Air Quality
Control Region which includes Clark, Cowlitz, Lewis, Skamania, Wahkiakum counties are served
by Lhe Southwest Washington Clean Air Control Authority (SWCACA). This authority was
established in 1968. Air quality in Clark County is monitored by SWCACA. SWCACA provides
control and prevention of air pollution related to new source activity.
The urban area of Clark County has been designated a non-attainment area for photochemical
oxidants (OX) and Total Suspended Particulates (TSP). High TSP readings are typical of the
lIldustrial section of Vancouver. Carbon Monoxide levels are elevated on such nearby highways as
Highway 205 and Interstate 5 during peak commuter rush hours. Pollutants on such highways are
generally diffused quickly to below action limits.
The Washington Department of Ecology (WDOE) air toxics program began in 1984 with the
development of an air toxics inventory. According to an 1984 air pollution source inventory
approximately 45,000 tons of 92 different toxic air pollutants were emitted from both industrial
and area wide sources such as motor vehicles, woodstoves, and drycleaners.
In our opil11on, there are no air pollution problems directly attributable to the subject property.
Regional non-attainment with air toxic emission standards is attributed to other commercial and
industrial applications in Vancouver and Portland. The subject vacant, vegetated parcels are not
considered to be a contributor to local air pollution.
Two minor air polluters, Highway 14 and N.E. l62nd are located near the subject property. High
levels of motor vehicle traffic on these roadways produces episodes of higher carbon monoxide,
photo chemical oxidants (OX) and Total Suspended Particulates (TSP). However it is not llkely
that such episodes have enviromnentally impaired the subject property.
No haze or suspended particulates were observed in the area of the site at the time of the
environmental assessment. However, if speci ftC assurances are needed regarding such air
contaminants as suspended particulates, particle size, Coefficient of Haze, sulfur dioxide ozone or
carbon monoxide then specific instrumental analysis is necessary. In our opinion, no such
analysis is recommended. For additional air-quality information contact the Washington
Department of Ecology Air Programs at 206-459-6240.

RISK ASSESSMENT / RECOMMENDATIONS
In our optnion, potential rLsks associated with considerations such as chemIcal contamination,
non-point source pollution, hazardous waste pollution, underground storage tanks, and PCBs at
the subject property are minimal. The potential risks associated with sub-surface soil
contamination migrating from off-site industrial, residential and commercial low-risk sources is
lllilllmal based on available environmental records & enforcement actions.
No additIonal environmental investigations concemtng chemical hazardous waste are

recommended for the subject prope11y at this time. The site is not listed on state or federal
enviromnental enforcement databases. The site is not listed as a RCRA-regulated generator of
hazardous waste and no hazardous waste accumulations as stockpiles or dumping were observed
on-site. No asbestos concems were noted on-site.
Best Management Practices and implementation and utilization of Best Management ConstructIon
Practices during the entire course of any constnlcti on project is recommended. Vegetati ve
stabilization/filtration, sediment traps, diversions bales, filter fences, or other protective
procedures consistent with the procedures outlined in the erosion/sediment control plan should be
followed to avoid property damage at the subject and adjoining properties. Drainage plans,
Stonnwater Treatment and erosion control plans, and mitigative requirements of SEPA and the
Clark County Hearings Examiners must be incorporated into the development to prevent potential
losses and damages. All mitigative measures stated in order to avoid injuries, losses and damages.
Clark County ordinance No. 1991-11-09 related to nuisances and litter control has been developed
for the purposes of controlling nuisance hazards. No junk, tash or garbage accumulations were
observed on-site. No hazardous waste was observed on-site.
A \valkover of Ll11mediately adjoining properties revealed no RCRA-regulated generators of

hazardous waste, confimled release sites, hazardous waste sites or site assessment database sites.
No significant or noteworthy environmental concerns were noted for the subject study area at the
time of the site reconnaissance. No hazardous substance or hazardous waste concerns were noted
for the subject property.

Thls report was prepared in accordance with generally accepted ASTM standards of
environmental practice at the time this investigation was perfonned. Evaluations of the
conditions at the site for the purpose of this investigation are made from a limited number of
observation points and may be subjective in some cases. The client is solely responsible for

Environmental Inspection Services has prepared this report based on information collected from
available records and files. The scope of this investigation is limited and did not include
subsurface exploration or chemical screening of soil and groundwater beneath the site. This report
is not a substitute for a formal vvetlands delineation. No samples were collected for analysis of
suspect asbestos containing building materials. The findings and conclusions are not to be
regarded as scientific certainties. Findings are based on professional judgement conceming data
significance. No subsurface magnetometer examination were conducted within the scope of this

Site Description The Vancouver Water Station #1 site, located at East Reserve and Northeast Plain
Boulevard in Vancouver, Washington, is one of the well fields that supplies drinking water to the city of
Vancouver. Vancouver Water Station #1 is the largest of Vancouver's operating well fields and is located
in a municipal park called Waterworks Park. Ten wells pump as much as 20 million gallons of water per
day dUring peak periods to supply drinking water to the residents of Vancouver and Clark County. In
1988, the ciev of Vancouver discovered low levels of tetrachloroethylene (PCE) and other volatile organic
compounds (VOCs) in some of the wells at Station #1 In 1992, the concentrations of PCE in some
indiVIdual wells exceeded the federal drinking water standard for this chemical

Threats and Contaminants Groundwater is contaminated With PCE Touching or ingesting contaminated
groundwater could have adverse health effects.
Cleanup Progress Early Actions EPA conducted initial site inspections in 1990 and /99/, which Included
taking soil gas measurements at businesses near the site The source of contamination was not found. In
response to increasing levels of contamination, the ciev of Vancouver began pumping wells and designing
a groundwater treatment system. Five air stripping towers were built and began removing contaminants
from the groundwater in the summer of 1993. The city of Vancouver continues to operate the
groundwater treatment system. EPA signed a Record of Decision for this site in September 1998, to
continue operation of the existing air stripping treatment system. In the ROD, the site was designated as
construction complete This signifies all remedies required for the site have been implemented The Five
Year ReView was conducted and completed in September, 2003. This review determined that the remedy
remains protective of human health

Site Description: Vancouver Water Station #4 is located in the city of Vancouver, Washington,
approximately one-half mile north of the Columbia River. Station #4 is one of several well fields used to
provide drinl<ing water to Vancouver and surrounding areas; it blends water output from other wells to
supply drinking water to approximately 108,000 people In 1988, the State Department of Health sampled
the production wells at Water Starion #4 under gUidelines provided by the Safe Drinking Water Act (SDWA)
and discovered perchloroethylene (PCE) at levels exceeding the Federal srandards. The sample also showed
very low levels of other volatile organic compounds (VOCs) such as trlchloroerhylene (TCE! The Ciry rook
Station #4 out of service in October of 1989.
Affected Media. Groundwater
Threats and Contaminants. Groundwater is contaminated with PCE Accidental ingestion of, or direct
contact With, contaminated groundwater could have adverse health effects.
Cleanup Progress. Early Actions: The city of Vancouver has consrructed two air srripping towers at the
sire The rowers began opera ring in early 1992, and are removing contaminants from rhe production
wells The rreated water is then distribured to the community. The ciry of Vancouver and EPA have
sampled soil gas, groundwater, and exisring and newly installed monitoring wells. PCE was not detecred In
any soil samples collected from the mOnitoring well borings; however. high levels of PCE were discovered
in rhe groundwater of some monitonng wells. Based on data collecred in March and September of 1998
conraminarion levels have dropped significantly Dry cleaners are a suspected source, but further
investigation has been unable to confirm the actual sources of contamination. The ROO was signed in on

The No Further Remedwl Action Planned (NFRAP) or "Archived" designation means that, to the best of the EPA's
knowledge, Superfund has completed its assessment at a Site, and has determined no further steps to list this site on
the NPL will be taken unless information indicating this decision was not appropriate or other consideratIOns make a
recommendation for listing appropriate at a later rime. The US. Environmental Protection Agency (EPA) may perform a
minimal level of assessment work at a site while it is archived if site conditions change and/or new informatIOn
becomes available and in these cases, the Archive designation is removed and the site is returned to the CERCUS
inventory if more sustentative assessment and/or any cleanup work is necessary under the Federal Superfund
program. An archive decision does not necessarily mean that there is no hazard associated with a given site; it means
only that based upon available information, the location is not judged to be a potential NPL site. Sites are archived as
h,stoncal records so EPA does not needlessly repeat the investigations in the future. The States will coordinate with EPA
to determine if any sites should be returned to CERCUS because of newly identified contamination problems at the site

The Comprehensive Environmental Response, Compensation and Liability Information System (CERCUS) list contains
information on hazardous waste sites, potentially hazardOUS waste sites and remedial activities. CERCUS is a database
used by the US Environmenral Protection Agency (EPA) to track activities conducted under its Superfund program
Specific informatIOn is tracked for each individual site. The database includes sites that are on the National Priorities
List (NPL) or being considered for the NPL. The CERCUS Database displays site information for NPL sites (ie, sites
proposed to the NPL, currently on the final NPL or deleted from the final NPL. NPL Sites are listed separately on the

NPL data set. Once a site is added to CERCUS, the next step in evaluating the potential problem is the completion of a
preliminary assessment (PA) The purpose of the PA is to determine whether the site warrants further Superfund
InvestIgation. The PA is typically an information gathering phase for which sampling does not take place A PA is
usually completed within one year of a site being listed in CERCUS Based on the conclusions of the PA, a site could be
recommended for a) no further action under the EPA Superfund program; b) a sampling site investIgation to collect
clata for further evaluatIOn and pOSSIble nomination to the NPL; or c) an emergency or time·critical removal
(short· term cleanup). Active CERCUS sites are sites at whIch sIte assessment, removal, remedial, enforcement, cost
recovery, or oversight activities are being planned or conducted under the Superfund program CERCUS excludes sites
which EPA has assessed and designated "No Further Remedial Action Planned", or archive, sites. EPA is aware that the
CERCUS Inventory is often used as a resource in assessing property People conducting such assessments should not

The Hazardous Sites List (HSL) is required by law 173-340-330 WAC. It includes all sites which have been assessed and
ranked uSing the Washington Ranking Method (WARM) Also listed are National Priorities List (NPL) sites. The
categones of evaluation are linear and Include several steps. The Initial Investigation (II) is a bnef investigation
conducted within 90 davs of receiVing a site discoverv report. The /I step prOVides enough informatIOn to determine If
the site needs further investigation, emergencv cleanup, or no further action. If further action is required, early notice
letters are sent to site owners, operators, etc inviting them to work cooperatively with LIS to resolve any contaminatIOn
problems, AND the site proceeds to the next step. The Site Hazard Assessment (SHA) is an assessment to confirm the
presence of hazardous substances and to determine the relative risk the site poses to human health and the
environment. (Note: Some SHAs are conducted by Ecology staff while others are conducted by local health districts /
departments.) The Hazard Ranking (WARM Score) includes the results of the Site Hazard Assessment step that are used
in the Washington Ranking Method (WARM) to yield a WARM score. The WARM score is a number between 1 and 5,
where a score of , represents the highest level of risk and 5 indicates the lowest assessed risk. A zero indicates that
the site is either on the federal National Priorities List (NPL) or is a sub-site or operable unit of an NPL site. NPL sites

The Emergencv Response Notification Svstem (ERNS) is a national computer data base used to store information on
releases of oil and hazardous substances. ERNS supports the Emergency Response and the Title 11/ program The ERNS
program is a cooperative effort among EPA Headquarters, the Department of Transportation (DOT), National
TransportatIOn Svsrems Center (NTSC), the ten EPA Regions, the US Coast Guard (USCG), and the National Response
Cenrer (NRC) ERNS provides the most comprehensive data compiled on release notifications of oil and hazardous
substances in the United States. When a release report is submitted to Federal authorities (e.g., NRC or Regional
offices), the individual reporting is asked a series of questions regarding the release (eg., type, location, volume)
Information concerning all releases originally reported to the NRC or EPA Regional offices is entered into local

computers and transmitted electronically from the NRC or EPA Regional office to the NTSC, where it becomes part of
the ERNS national data base. The procedures for maintaining the initial reports differs between the NRC and the EPA
RegIOns. The NRC maintains electronic copies of all spill reports as they were initially received and does not make any
changes to spill reports once they have been entered into the system. Reports received by the NRC contain informatIOn
that may be valuable to the on-scene coordinators, as well as to enforcement personnel. The information received bv
the NRC is sent to the Regional Offices through the Volpe National Transportation Sysrems Center (VNTSC). Since these
reports may be used in enforcement actions, it is necessary to maintain a copy of the spill report as it was originally
reported Each EPA Region maintains its own RegIOn-specific data base, which is a subset of the national data base.
Imtial spill reports made directly to an EPA Region are maintained as hard copies and kept in the individual Regional

The Toxies Release Inventory (TRI) contains informarion on releases of nearly 650 chemicals and chemical categories
from industries including manufacturing, metal and coal mining, electric utilities, and commercial hazardous waste
treatment, among others The Emergency Planning and Community Right-to-Know Act (EPCRA) primary purpose is to
inform communities and Citizens of chemical hazards in their areas. Sections 3 I 1 and 312 of EPCRA require
businesses to report the locations and quantities of chemicals stored on-site to state and local governments In order to
help commUnities prepare to respond to chemical spills and similar emergencies. EPCRA SectIOn 313 requires EPA and
the States to annually collect data on releases and transfers of certain toxic chemicals from industrial facilities, and
make the data available to the public in the Toxics Release Inventory (TRI). In 1990 Congress passed the Pollution
Prevention Act which required thar additional data on waste management and source reduction activities be reported
under TRI. The goal of TRI is to empower citizens, through information, to hold companies and local governments
accountable in terms of how toxic chemicals are managed. EPA compiles the TRI data each year and makes it
available. The TRI program has expanded significantly since its inception in 1987 The Agency has issued rules to
roughly double the number of chemicals included in the TRJ to approximately 650. Seven new industry sectors have
been added to expand coverage significantly beyond the original covered industries, i.e. manufacturing industries.
Mosr recently, the Agency has reduced the reporting thresholdS for certain persistent, bioaccumulative, and toXIC (PBT)

informarlOn was collected and assembled. This srudy Identified 54 sires sratewide wirh unaurhorlzed accumulations of
scrap tires. Sire mapping was completed and rhe number of scrap tires was estimated. One sire (Goldendale- Tire
Shredders) accounts for more rhan rwo-rhirds of rhe calculared scrap rires and more rhan half of rhe toral esrimated
cleanup cosrs. Of rhe 54 sires, only five require more rhan 10 estimated on-sire days to complete the individual
cleanups.
