COMEMORATION OF DAY OF THE AFRICAN CHILD
BUSABA PRIMARY SCHOOL- BUSABA S/C-BUTALEJA DISTRICT
16TH JUNE 2016

Brief organization background


Universal Health Development Foundation (UHDF) is a community organization established to
promote health in relation to Reproductive Newborn maternal child and Adolescents health and
advocate for quality education for children in rural and slum areas of Uganda through health
literacy programs and advocacy campaigns.
We envision an educated community free from preventable diseases and other health risks, and
our mission is to promote and improve peoples health standards through information,
education, communication and service delivery through free medical outreaches targeting
pregnant mothers, children, youths below 25years and Most At Risk Populations (MARPs).
International day of the African child
The Day of the African Child has been celebrated on June 16 every year since 1991, when it was
first initiated by the Organization of African Unity (OAU). It honors those who participated in
the Soweto Uprising in 1976 on that day. It also raises awareness of the continuing need for
improvement of the education provided to African children. In Soweto, South Africa, on June 16,
1976, about ten thousand black school children marched in a column more than half a mile long,
protesting the poor quality of their education and demanding their right to be taught in their
own language. Hundreds of young students were shot, more than a hundred people were killed
in the protests, and more than a thousand were injured.
On June 16th every year, governments, NGOs, international organizations and other
stakeholders gather to discuss the challenges and opportunities facing the full realization of
the rights of children Africa.
Problem Statement in Butaleja District:
Uganda has the highest number of school dropout rate in East Africa, according to a 2010 report
by the United Nations Educational, Scientific and Cultural Organisation (UNESCO).
Butaleja district suprisingly has the highest school dropouts in Uganda standing at a shocking rate
of 70% irrespective of gender, (Local media houses (NTV, Daily monitor, among
others). According to statistics from the district education department the school dropout rate in
District has risen from 45 per cent to 70 per cent in the last four (4) years.

The school dropout rate in upper primary is between 60 and 70 per cent, while the dropout rate
in lower primary is at 10 per cent.
An assessment conducted by the education department shows that school dropout rate rose
significantly after most parents failed to provide food and other necessities for their children. The
school dropouts are also majorly attributed to parents who marry off their young daughters,
hunger, poor learning environment, casual labour where most parents send their children to scare
away birds from rice fields instead of sending them to school, Ignorance of need for education,
peer pressure and desire among the boys to earn quick money, among others.
Its very possible to find schools in Butaleja district with less than 25 children (whole school)
according to the district education officer, another live example is in Bubaali primary school
where the head teacher Mr. Charles Mubalya has registered only 16 PLE candidates in this year
(2016) out of the 187 who were enrolled in Primary one.
Last year, the district leaders launched a campaign dubbed Back to School to ensure all children
of school going age are enrolled in schools however, there is need for effective collaboration and
team work between the local government, civil society organizations, religious leaders and other
stake holders to address issues of education and realize the goal of the BACK TO SCHOOL
CAMPAIGN by the district. Emphasizing and promoting girl education is very key for the
development of Butaleja district and this should be everyones responsibility including parents.
Its due to this brief background that Universal health Development Foundation in partnership
with Butaleja district Local Government will join the rest of the world to commemorate the
International Day of the African child. On theme KEEP GIRLS IN SCHOOL
Objectives of the Event:
1. Provide a platform for to dialogue between community members, civil society
organizations, NGOs, and district leaders among other stake holders to discuss the
challenges and opportunities affecting the education sector in Butaleja district.
2. To create and increase awareness about the need and importance of educating girls in
Butaleja district.
3. Document action points and commitments from local leaders and community members
on the possible steps to be undertaken to improve girl child education in Busaba Sub
County.
The report from this event will be shared with the district education department, organizations
working the field of improving education, Girls Not Brides National and global networks and
other interested parties.

Methodology
The main event will take place on 16th June 2016, 2:00pm to 4:30pm at Busaba Primary school
in Busaba Sub County. Local leaders, religious leaders, women groups, youth groups, local CBOS,
FBOs, PWDs, elderly, VHTs and other community members will be mobilized to attend the
dialogue, hence about 200 people will be mobilized to attend the dialogue.
Before the dialogue in the afternoon, there will be a friendly food ball match at the district
headquarters grounds at 10:00Am between the District leaders of Butaleja and a team from
organizations and community.
Through the Assistant CAO, the district will select a football team among the district employees
and political leaders who will play with a team selected from civil society organizations in
Butaleja, CBOs, and other community members. The main objective of the friendly match is to
strengthen and improve the relationship between the district leaders, civil society organizations
and the entire community.
After the football match, participants will travel Busaba Primary school to attend the dialogue on
KEEPGIRLS IN SCHOOL at 2:00pm.
At Busaba primary school, A panel will constituted in the first phase comprising of district leaders,
organization representatives, and community members. In the second phase we will have
community members openly discussing and sharing views on what has gone wrong, what needs
to change, whose responsibilities, and their contribution as community members towards solving
the problems mentioned above.The dialogue will be led by a moderator from civil society
assisted by am mcee form the community members.
Leaders from the district will include District chairperson, DEO, CAO, DPC/OC-police family and
child protection unit, DCDO, Gender officer, DHO, RDC, who will join the community to discuss
issues affecting girl child education in Butaleja district, Busaba S/C in particular.
The report from this dialogue will be compiled and shared with relevant stake holders, including
the district education department, CSOs in field of education, and Partners.
The district Education officer together with partners and stake holders will monitor and support
the community members to put the action points into implementation.
The program for this event will be shared on a later date
