E-Voting Solution

Success Story
Challenge
The Elections 2013 saw some undeniable irregularities such as
inefficient management on part of polling stations and evident
incidents of corruption in results compilation. This resulted in
tremendous inconvenience and despair to a large number of people.
It also led to a feeling of mistrust in the entire electoral process
despite spending billions of rupees. In wake of all these indiscretions,
a dire need was felt at national level for a solution that ensured fair
and transparent elections.

Solution
Our team at AKSA-SDS has come forward with a Biometric
Identification System as part of the e-Voting Machine (EVM) solution
developed by NADRA. The solution comes as a standalone device
built on android based tablet which is easily portable and can be
deployed at any polling station. This device comes with a scanner to
read bar code and has a thumb verification component. The main
idea is to install this biometric solution at each polling station, with
an electronic voter list of respective registered voters only. This list
has been provided by NADRA and is stored on our local database. The
work flow of the system is:

Identification of each voter through scanning of CNIC


Cross verification to ensure that the voter is registered on the
given polling station
Level 2 Voter authentication by fingerprint scanning against
biometric in NADRA database
On successful validation, voter will be allowed to cast his/her
vote.

Trial Voting System Using AKSAs Biometric System


NADRA along-side the Government of Khyber Pukhtunkhaw (KPK) held a trial voting using AKSAs
Biometric System at Peshawar. This exercise was meant to check the efficacy of EVM in holding of
errorfree and transparent polling in the local bodies elections in KPK. NADRA, using the AKSAs
Bio-metric Identification System, conducted successful test run of entire e-voting process and inferred
following benefits from the exercise:-

The system aims at ensuring transparency and rigging free elections because each voter will be
able to cast only one vote.
The system does away with having to look for registered voters name in a specific
constituency manually
The system will ensure discipline on part of presiding officers with automation in the
identification process
The system will eliminate need for all manually done preparation before the elections, thus
ensuring minimum chances of corruption and interference by outside forces.
The electronic thumb verification of each voter shall be done at the respective polling station
before casting the vote without the use of magnetized ink.
The complete solution will save national exchequer with 60% reduction in cost; a whopping 14
Billion Rupees.

The Biometric Solution by AKSA has been designed to revolutionize Electoral System in Pakistan and
is a proactive initiative that will ensure new trends, ease of use and transparency. AKSA is indeed
proud to have come up with a futuristic technology, which will guarantee convenience for voters and
certify credibility of the entire electoral process.
