ThemembersoftheSecurityCouncilnotedthatthiswasanimportantsteptowardsbringingstability
tothecountryandbringingthepoliticalprocessbackontracktoimplementtheLibyanPolitical
AgreementsignedinSkhiraton17December2015,whichwaswelcomedbySecurityCouncil
resolution2259(2015).

ThemembersoftheSecurityCouncilencouragedthePresidencyCounciltoimmediatelybeginits
workinTripolitobroadenthebasisofitssupportandtotackleLibyaspolitical,security,
humanitarian,economicandinstitutionalchallenges,andtoconfronttherisingthreatofterrorism,and
reiterateditscallonallpartiesinLibyatosupporteffortsinthisregard.

ThemembersoftheSecurityCouncilrecalledthemeetingoftheLibyanPoliticalDialogueon10
March2016whichreaffirmeditscommitmenttoupholdtheLibyanPoliticalAgreement,and
reiteratedtheirconcernaboutactivitieswhichcoulddamagetheintegrityandunityofLibyanState
financialinstitutionsandtheNationalOilCorporation.TheyalsonotedthePresidencyCouncils
meetingswiththeGovernoroftheCentralBankandTripolimunicipalitieson31March2016.

ThemembersoftheSecurityCouncilrenewedtheircallinresolution2259(2015)onMemberStates
toceasesupporttoandofficialcontactwithparallelinstitutionsthatclaimtobethelegitimate
authoritybutareoutsideoftheLibyanPoliticalAgreementasspecifiedbyit.
ThemembersoftheSecurityCouncilemphasizedtheimportanceofcontinuedinclusivenessofthe
LibyanPoliticalAgreementandrenewedtheirstrongcallonallpartiesinLibyatobepartofandto
engageconstructivelywiththeAgreement,ingoodfaithandwithsustainedpoliticalwill.The
membersoftheSecurityCouncilcalledonallLibyanstouniteinaspiritofreconciliationin
implementingtheLibyanPoliticalAgreementandtorefrainfromanyactionthatcouldundermine
thisimportantphaseofLibyasdemocratictransition.

ThemembersoftheSecurityCouncilreiteratedtheirgraveconcernaboutthegrowingterroristthreat
inLibya,inparticularfromgroupsproclaimingallegiancetoIslamicStateinIraqandtheLevant
(ISIL/Daesh)andgroupsaffiliatedwithAlQaeda,andcalledontheGovernmentofNationalAccord
tourgentlyfocusoncombatingthisthreat.
ThemembersoftheSecurityCouncilreiteratedtheirsupportfortheSpecialRepresentativeofthe
SecretaryGeneral,MartinKobler,andthankedtheUnitedNationsSupportMissioninLibya
(UNSMIL)fortheircontinuedeffortsinthisUnitedNationsfacilitated,Libyanleddialogueprocess
andagreementandencourageditsfutureeffortsinthisregard.
ThemembersoftheSecurityCouncilreaffirmedtheirstrongcommitmenttothesovereignty,
independence,territorialintegrityandnationalunityofLibya.
