NEIGHBORHOOD ADVOCATE. Marjan worked with
neighbors and local merchants to organize the first ever BalBOOa
Fright Fest, a neighborhood Halloween Festival that brought
over a thousand people to enjoy the emerging Balboa Village
merchants corridor. Active in several neighborhood
organizations, Marjan is known for her pragmatic approach
to issues.
LOCAL-BUSINESS OWNER. Marjan built a professional
services firm located in San Francisco that specializes in public
affairs, political strategy, and communications for candidates and
nonprofits. Her firm has created dozens of local jobs over the past
eight years in San Francisco. She acutely understands the issues
facing small business owners in San Francisco and believes that
our City government can better partner with business owners to
keep our local economy healthy and strong.

Marjan brings with her a perspective that is missing from the


Board. As a mother of three young children, she will serve as a
voice for working families and the values that are so important
to keeping our neighborhoods strong, healthy, and safe. I wholeheartedly support her candidacy for Supervisor. Marjan will
bring Richmond District neighborhoods together to meet the
critical challenges they face.

MOTHER OF THREE YOUNG CHILDREN. Marjan and


her husband Byron are raising their son and two daughters
in the Richmond. We all know mothers like Marjan: fighting
against the odds to keep their families and their school-aged
children in the City they love. Marjan is running to bring this
perspective to a Board of Supervisors that sorely needs it.

As Supervisor, Marjan Philhour will work with you to make the


Richmond a safer, cleaner, and more vibrant neighborhood
where diverse families and working households can thrive.

Marjan has worked hard to make San Francisco a better place


to live for all of us. She serves on the local Democratic County
Central Committee and has worked for decades at all levels of
government as an advocate for women, labor, social justice, and
the environment. She has devoted years to building community
and empowering neighbors in the Richmond.
SENIORS AND PEOPLE WITH DISABILITIES. Seniors and
adults with disabilities make up more than a quarter of the SF
population, the highest proportion in California. Marjan has
worked closely with the San Francisco Dignity Fund Coalition,
a group of over 30 community-based organizations and nonprofits,
to advocate for an increased share of city funding to be set aside for
San Francisco seniors, people with disabilities, and veterans.
PARKS AND PLAYGROUNDS. Marjan has consistently
championed San Francisco parks and playgrounds, working with
park advocacy groups to protect San Franciscos essential open
and recreational spaces. Shared open spaces promote a future
where people can integrate healthy and environmentally friendly
lifestyle choices into their daily routine. As our City grows,
people particularly those who live in apartments need space
to play with their kids, their pets, and to enjoy the recreational
opportunities San Francisco has to offer.
Marjan is effective, independent, and able to deliver for the
Richmond District. Im excited to support Marjan because I
know she will be a strong advocate for the Richmond and put
neighbors concerns first.

NEIGHBORHOOD MERCHANTS. Marjan meets regularly


with small business owners across the Richmond and helped
create the Balboa Village Merchants Association to support
the growing shopping and recreation destination in the Outer
Richmond. Our local businesses are the backbone of our
economy. Marjan has helped businesses in the Richmond
navigate City government and, as a local business owner
herself, understands the challenges of operating a business in
a changing economic landscape.

CALIFORNIA IS GROWING. Local governments job is


to manage that growth while protecting the most vulnerable,
particularly renters and small businesses who live with the fear
of displacement. New low and middle-income housing in
unoccupied, underdeveloped sites along major transit corridors
are needed to reduce exorbitant rents and help keep families
and working people in San Francisco.
As we grow, me must also protect and strengthen rent control,
reduce profiteering based on illegal or no-fault evictions, and
maintain the character and neighborhood feel of the Avenues.
Marjan has the independence and know-how to manage
these hard decisions and keep opposing interests at the
negotiating table.
IMPROVE PUBLIC TRANSPORTATION. Despite hosting the
most-used transit line in the western United States (the 38-Geary,
clocking in at 55,000 rides every day), the Richmond is the ONLY
district not served by subway or streetcar. We need to think boldly
about transit options for our already underserved population.

I support Marjan Philhour for Supervisor because I know that


she will work hard to ensure an equal share of resources for west
side residents. As a longtime resident of the Outer Richmond,
Marjan understands her communitys needs at the ground level
and I look forward to working with her to bring improvements
to all west side neighbors.

ADVANCE THE DIALOGUE. We know what success will look


like: cleaner and safer streets, the best possible choices for public
schools, and a thriving economy in a tolerant, environmentallyfriendly Richmond that diverse people at all income levels can
call home. There is well-intentioned disagreement about how to
achieve these aims. However, kicking the can down the road and
letting these issues fester for another decade is bad for all of us.
Marjan will lead a responsible and responsive public partnership
between the City and residents of the Richmond District, forging
consensus and restoring civil dialogue.

San Francisco is at a historic tipping point. Marjan sees that


the dream of having her kids come back one day and live in her
neighborhood is in jeopardy.

Marjan has seen government do good things for people, and


will be ready on Day One to fight for our District at City Hall.
Her strong list of endorsements speaks to her commitment to
good government and her leadership capacity.
She has worked with and received endorsements from Supervisors
London Breed, Malia Cohen, Mark Farrell, Katy Tang, and Scott
Wiener, as well as Assessor-Recorder Carmen Chu, Sheriff Vicki
Hennessy, and District Attorney George Gascn. She has had
the honor of working with effective leaders at every level of
government, including Vice President Joe Biden, Congresswoman Barbara Lee, and California State Controller Betty Yee.
During her time on Capitol Hill, Marjan focused on policies
with national impact on issues involving women, health, labor,
and the environment. When she left DC, she returned home to
California where she served in the executive office of Governor
Gray Davis during the historic energy crisis. In 2006, Marjan
became her own boss, building a successful business amid the
worst of the recession.

People ask me, How can you run for Supervisor when you have
three little kids? I am running for Supervisor because I have
three little kids. My kids were born right here in San Francisco.
The way things are going, Im not sure theyll be able to return
when they grow up. Im fighting for their future.

young women in politics and business, speaking on topics
ranging from womens representation in government to the
challenge of meeting professional goals while juggling a
growing family.

Qualified Public Servant

Marjan Philhour was born at French Hospital on 5th and Geary.


Her parents met as students at San Francisco State University
in 1968 while taking the Test of English as a Foreign Language
(TOEFL). Her Iranian father and Filipina mother immigrated
here to seek out opportunities they lacked at home. Her father
took a job as a dishwasher at Hippo Hamburgers on Van Ness
while learning English, and was offered a job as an accountant
a week before Marjan was born. Her mother worked at
San Francisco International Airport as a ticket agent.
Marjan grew up in the Bay Area, graduated from UC Berkeley,
and has lived for a decade in the Richmond District. She is
raising her three kids with her husband Byron, a high school
physics teacher, San Francisco native, and Caltech Ph.D. Marjan
has worked hard to grow a successful business with diverse
clients across the public, non-profit, and private sectors.
Marjan is the right leader for us here in the Richmond District. Her
commitment to making personal connections and her background
in government and problem solving will benefit our community as
San Francisco experiences this period of unprecedented change.
