Hayan nakataas na ang ating watawat! Isang sagisag ng pambihirang
kagandahan at makabayang kahulugan, ang patuloy na inspirasyon ng
ating lahi at bansa para sa isang buhay na payapa, nagsasarili at Malaya.
Itaas mo ito sapagkat ito ang ninuno ng mga daan taong nagdaan.
Pagpugayan mo ito sapagkat ito ang bandila ng matatapang na mga anak
ng mga Rajah Sulaiman at Tandang Sora. Yakapin mo ito sa iyong
dibdib sapagkat ito ang pinagpipitaganang kulay ng ating minmutyang
Pilipinas.
Ilagay mo ito sa iyong puso sapagkat ito ang tanda ng ating mga kapatid
na yumao dahil sa ating bayan. Mahalin mo ito sapagkat ito ang
mahalagang pamana ng ating lahi na lalaging sasaatin sa pabagu-bagong
takbo ng ating buhay. Luwalhatiin mo ito sapagkat ito ang buhay na
katauhan ng ispiritu ng ating lupang tinubuan. Igalang mo ito sapagkat
ito ang bandilang ibinalot sa nagdurugo at nagkalasug-lasog na katawan
ng ating mga kawal na namatay. Idalangin mo ito at ialay sa Diyos
sapagkat ito ang bunga ng mga sakripisyo ng ating namayapang mga
bayani.
At ipagkatiwala mo ito sa Makapangyarihang Diyos at sa katarungan ng
tao upang ito ay mapangalagaan para sa mga anak ng mga anak mo; na
luwalhatiin at lalopang pakabanalin. Nang sag anon, ang mga namatay
para sa ating watawat ay hindi namatay nang walang kabuluhan

The Surigao Sate college of Technology is a community of lifelong learners who believe

SUPREME STUDENT GOVERNMENT


CONSTITUTION AND BY- LAWS
PREAMBLE
We the members of the Surigao State College of Technology- Mainit Campus Supreme
Student Government (SSG) devoted to the upliftment and development of student leadership,
moral character, personal discipline, loyalty citizenship training and the welfare of the studentry
do ordain and promulgate this constitution and by-laws.
ARTICLE I
NAME
Section 1.

The organization shall be named SSCT-Mainit Campus Supreme Student


Government.
ARTICLE II
OBJECTIVES

Section 1.

To help the school administration in the effective implementation of the


school rules and regulations.

Section 2.

To promote and maintain good atmosphere inside the campus which is


vital for effective learning and in maintaining harmonious studentryadministration relationship.

Section 3.

To build confidence among the students in their school activities.

Section 4.

To develop character, civic consciousness, personal discipline and to


practice the duties of citizenship.

Section 5.

To help in maintaining peace and order inside the school campus.

Section 6.

To provide mutual assistance to the members of the organization.

Section 7.

To assist the administration in the formulation and prosecution of minor


projects.
ARTICLE III
MEMBERSHIP

Section 1.

All students enrolled in Surigao State College of Technology- Mainit


Campus, after paying their semestral dues for the current school year to
the Supreme Student Government.

ARTICLE IV
DEFINITION OF TERMS
Section 1.

Organization Funds- money from:


a. Student membership fee - money paid by the members of the college
upon enrollment.
b. Any beneficial fund raising activities undertaken as approved by the
school administration.

Section 2.

Policy Making Body (Supreme Student Government) a set of Supreme


Student Government elected officers created to formulate, study approve
and disapprove the rules and regulations and proposals made for the
Supreme Student Government.

Section 3.

Curricular Departments There are five (5) departments that shall


compose the Supreme Student Government viz:

Bachelor of Science in Hotel and Restaurant Management (BSHRM).


Bachelor of Secondary Education major in T.L.E. (BSEd-T.L.E)
Bachelor of Agricultural Technology (BAT)
Bachelor of Science in Agro-Forestry(BSAF)
Bachelor of Science in Fisheries (BSF)

Provided that a new department that may be created by the college be


treated as one department or phased out as the need arises.

ARTICLE V
PRIVILEGES OF MEMBERS
Section 1.

No student shall be held to answer for any offense committed without due
investigation of the student court, subject to review by the school
administration.

Section 2.

A student shall have the right to a speedy trial for cases before the student
court without prejudice in the school administration, conducting a separate
investigation of the offense under existing laws, rules and regulations.

Section 3.

The President shall be a member of a committee called for by the school


head affecting student, administration relationship.

Section 4.

No student is deprived of his/her right and privileges without due process.


ARTICLE VI
SUFFRAGE

Section 1.

Election of Supreme Student Government Executive Branch shall be on


the last week of March and the election of Legislative Branch shall be on
the first week of July.

Section 2.

Suffrage shall be exercised by the bonafide members of the organization.


ARTICLE VII
BILL OF OBLIGATIONS

Section 1.

The following fees shall be paid upon enrollment.


a. An amount of Php. 50.00 per semester shall be collected from the
students enrolled in the college upon enrolment.

Section 2.

Obligation of Members
a. To be loyal to the Surigao State College of Technology Mainit
Campus.
b. To defend and uphold the name of our school and the student in its
development for the welfare of the members by initiating and
conducting functional project.
c. To cooperate with duly constituted authorities in the attainment and
preservation of a just and orderly constitution.

ARTICLE VIII
OFFICERS OF THE ORGANIZATIONS
Section 1.

The officers of the organization shall be as follows:

7. Business Manager
8. Peace Officer
9. Seven (7) Senators
10. Governor from each program
11. Representative from each advisory class

3. Assistant P.I.O
4. Assistant Peace Officer

ARTICLE IX
POWERS AND DUTIES
Section 1.

The President
a. Duties
1. Presides and conduct cabinet and Supreme Student Council
meeting according to accepted parliamentary procedures.
2. Follow-up activities and checks on progress being made by the
organization.
3. Keeps the organization working in satisfactory manner.
4. Countersigns papers when depositing and withdrawing
organization funds from the depository bank.
5. The President shall not be cleared by the school administration
until and unless he can submit the necessary financial report every
semester.

b. Powers
1. Can appoint cabinet members to any appointed office.
2. Calls special meetings.
3. Veto power approve or disapprove any resolution passed by the
law-making body.
4. Can allow any member of the organization or the administrative
staff with justifiable and valid reasons, to have access to any
records.
5. Can appoint vice president among senators in case the elected vice
president will not enroll in the second semester.
Section 2.

The Vice President


a. Duties
1. Act as Officer-in-charge of the organization in the absence of the
President.
2. Assumes the duties and powers in the absence of the president
except in the following matters;
a. Signing of agreements between the students, the school
administration, and the community officials.
b. Signing of important documents of the student organization
approved during the special and regular meetings.
b.

Powers
1. Can act as member of the Commission on Appointment.

Section 3.

The Executive Secretary


a.

Duties
1. Presents to the body the call of meetings.
2. Takes the attendance of members.
3. Prepares and reads the minutes of the previous meetings.
4. Takes notes the minutes of the meetings.
5. Keeps all records of the organization.
6. Prepares monthly reports of the organization.
7. Sends correspondence prior to the call of the meetings.

Section 4.

The Treasurer
a.

Duties

1. Takes charge of the money of the organization especially during


the implementation of the projects.
2. Disseminates information to all class treasurers.
3. Deposits and withdraws money from the bank as authorized.
b.

Powers
1. Can make actual arrest of the student member violating duly
accepted rules and regulations.

Section 5.

The Auditor
a.

Duties
1. To audit, examine and verify cash transactions and financial
statements made and submitted by the treasurer duly approved by
the President.
2. To check the funds and properties of the organization and report
to the President at the end of every activity.

Section 6.

The Public Information Officer


a.

Section 7.

Duties
1. To see it that the members of the organization shall be properly
informed of the affairs and activities of the organization.
2. To prepare proper documentation of all projects and activities of
the organization.

The Business Manager


a.

Duties
1. To prepare and submit the bill of materials necessary to
whatever projects agreed upon by the organization.
2. To take charge of the inventory of all goods or materials of the
organization in the coordination with the treasurer.

Section 8.

The Peace Officers


a.

Duties
1. To assist the presiding officer in maintaining peace and order
during meetings.
2. To perform such other functions that the President may assign to
him or her.

Section 9.

The Senators
a.

Duties
1. Act as member of the Committee on Appointment.
2. Member of the Policy-Making Body.
3. Administers activities of the standing committees.

b.

Powers
1. Can call governmental meetings in line with the activities of the
standing committee.

Section 10.

The Governors
a.

Duties
1. Members of the Policy-Making Body of the organization.
2. Represents other activities of the department.
3. Disseminate approved policies of the Student Organization to
his department.

b.

Powers
1. Can call departmental meetings in line with the approved
policies of the Student Organization.

Section 11.

The Representatives
a.

Duties
1. Member of the Policy-Making Body of the organization.
2. Represents his class in all organization meetings and activities.
3. Assists the Governor in all activities for the good of the program
where he belongs.

Section 12.

The Supreme Student Government Adviser


a.

Duties

1. Assists the yearly set of officers, elected and appointed in the


discharge of their duties and powers and provide leadership
training for all officers and members of the organization.
2. Countersigns papers in the depositing and withdrawing money
from the bank.
Section 13.

Appointed Officers
a.

Duties
1. To assist the elected Executive Secretary, Executive Treasurer,
P.I.O and Peace Officer and assume the role of the latter in his
absence.

ARTICLE X
QUALIFICATION OF OFFICERS
Section 1.

The Elected Officers / Appointed Officers


a. Must be a bonafide member of the organization.
b. Must possess inherent qualities of the leadership and willingness to
work for the upliftment of the school and studentry.
c. Must have no failing grades in any subject in the semestral or school
year preceding the filing of candidacy.
d. Must possess a good moral disposition.
e. Must have no failing grades prior to his candidacy.
f. Must have at least a general percentage average of 2.5 or better.
g. Must have one year residence prior to his candidacy, provided that a
first year student can only run as a representative of his class.
h. Can express himself in English or Filipino.
i. Must not have any record of major offenses committed outside and
inside the campus.
j. Must at least have 15 units per semester unless the student is graduating
during the semester enrolled.
k. Must secure good moral character form either the chief of police,
barangay captain or municipal mayor of his residence.

Section 2.

The President must not hold major positions or as Chairman of the


different organizations. He must be a college student taking four (4) year
degree course.

Section 3.

The President and the Vice President must not be a senior or graduating
student.
ARTICLE XI
TENURE OF OFFICE

Section 1.

The Elected Officers


a. Elected officers shall serve for one (1) academic year unless re-elected
for another term as well as the President.
b. Their term of office shall take effect right after their oath taking.

Section 2.

The Appointed Officers


a. All appointed officers shall serve in their respective officers right after
the approval of their appointments and until such appointments are
cancelled or terminated by the Commission on Appointments or by the
Student Court through impeachment.
b. Appointments of any appointed officers shall be deemed cancelled upon
filing of candidacy in any elections to be conducted by the SSCT- Mainit
Campus Supreme Student Government.

ARTICLE XII
MEETINGS
Section 1.

The Supreme Student Government Assembly meeting shall be held on the


first week of August of the current academic year.

Section 2.

The regular meeting of the officers shall be conducted every first Friday of
the Month at 5 oclock in the afternoon.

Section 3.

No proxy shall be allowed in any meeting or assembly to be conducted.

Section 4.

Absenteeism of the officers without valid reason shall be fined Php. 20.00
and shall be collected a day after the said meeting.

Section 5.

Every meeting of the Supreme Student Government Officers shall observe


quorum with + 1 of the officers in attendance.

ARTICLE XIII
IMPEACHMENT OF OFFICERS
Section 1.

The President, Vice President, Justices of the Student Court, COMELEC


and other position of the Supreme Student Government impeachment for
reasons like abandoned of office, immorality, irregularities, misconduct,
and neglect of the duty and abuses that may affect the function objectives
of the whole organization.

Section 2.

Any appointed officers who commits violation quoted in Section 1 of this


article, is subject for investigation.

Section 3.

Only the Campus Director can remove the Adviser or the Adviser may
resign voluntarily.

Section 4.

Impeachment of any appointed offices shall be based on the findings of


the Student Justices concurred by the President.

Section 5.

Two thirds (2/3) vote of the Supreme Student Government Council is


required for the impeachment of the elected officers with concurrence of
the Adviser.
ARTICLE XIV
THE AD HOC AND STANDING COMMITTEE

Section 1.

The Organization shall organize ad hoc committees, which will act


independently, to assist in the effective implementation of its programs
and activities.

Section 2.

Right after taking the oath of office of duly elected officers, such ad hoc
committees Committee on Rules, Committee on Business, Committee
on Programs, Committee on Project, Committee on Sports,
Committee on Business and Finance, Committee on Awards shall be
organized with its composition, namely:
a. Each committee shall be chaired by the Elected Senators.
STANDING COMMISSION

Section 3.

The organization shall organize two standing commissions acting


independently, to assist in the efficient implementation of its programs and
activities and to make the organization always functional.

Section 4.

The two standing commissions shall have its respective nature and
composition, power and duties and policies.

Section 5.

The Commission on Elections


a.
It shall be independent bodies whose chairman and members shall
serve until a new set of elected officers are sworn in.
b. The chairman of the commission on election shall be appointed by the
Supreme Student Government Adviser while the eight (8) members shall
be appointed by the Supreme Student Government incumbent President or
Vice President.
1. Powers and duties
a. Provides a system for the purpose of ensuring free, orderly and honest
elections.
b. Announce the date of the election thirty (30) days before the Election
Day.
c. Appoints the different poll chairman and poll clerks to handle the
election proceedings in every precinct.
d. Prohibits and prevents all forms of elections frauds and malpractices,
political opportunism, nuisance candidates and other similar acts that will
impair the standard of a good election.
e. Collects a registration fee from the candidates to the findings the
Commission on Election. The candidacy fee is twenty (P 20.00) for all of
the elected positions.
f. Keeps the records of all election returns and announced the result of the
election.
g. Request the Supreme Student Government adviser to appoint teachers
to act as adviser of the Student Election tellers.
h. Decides administration questions affecting election, including the
number and location of polling places and appointment of inspectors.
i. Registers voters and accredits political parties in the school.

2. Policies of the Commission on Elections


a. Nonpartisan or shall not be affiliated with any political party during
their exercise of duty.
b. Members of the Commission on election should not be a candidate for
the election of the Supreme Student Government organization.
c. Election shall be conducted yearly and for one day only.
Section 6.

The Commission on Appointment


a.

Nature and Commission


1. Is an independent body which will receive and study
recommendations and appointments and act thereof.
2. The commission shall constitute three (3) senators, three (3)
governors and three (3) representatives with the Vice President as
chairman.
3. Members shall be appointed by the Supreme Student
Government incumbent President.

b.

Power and duties


1. Formulate rules and guidelines for appointment.
2. Receives and study the recommendations made by the Supreme
Student Government cabinet members.

c.

Policy of the Commission on Appointment


1. The Commission shall adopt a policy that will foster and
maintain the quality of leadership among the Appointed Officers.

ARTICLE XV
STUDENT COURT
Section 1.

The Nature of the Student Court


a. Members of the student court shall be appointed by the President
subject to the confirmation of the Commission on Appointments.
b. A body of appointed members who passes the examination administered
by the advisers acting as board of examiners.
c. Shall assist the school administration in setting disputes among
students.
d. Shall act on cases, within its coverage, filed by any bonafide member of
the Supreme Student Government. Make a study or investigation and
subsequently make recommendation to the school administration for
speedy trial on their cases.

Section 2.

Its Composition
a. The student court shall have one chief Justice and four (4) Associates
Justices and shall have serve for the rest of the years of their study
provided that they still connected with the school as student and a
bonafide member of the Supreme Student Government.
b. The Student Judge shall be a bonafide student of the college.
c. Members of the student court shall undergo examination to be
conducted by the Supreme Student Government advisers.

Section 3.

Shall exercise its power on cases, like acts forgery, immoralities,


irregularities, vandalism, stealing of fruits, flowers, root crops and any
school properties/facilities, the amount of which shall not exceed one
hundred (P 100.00) pesos.

Section 4.

Any member of the student court may resign from his officer if he
is interested to run in any of the elected position.
Commissioners and members of standing committee are subject for:

Section 5.

The duties of the Chief Justice

a. Issue subpoena/summons to any member of the organization facing


complaints or having charged with case.
b. The Chief justice should provide the Guidance Counselor and the
school administration, information in whatever cases filed in its office.
ARTICLE XVI
STUDENT ATTORNEY
Section 1.

The organization shall have two (2) student attorneys in each department
that will act as counselor and a defender for a student who will undergo
trial in the student court.

Section 2.

The Student Attorney shall be appointed by the president subject to the


approval of the Commission on Appointment.

Section 3.

The Student Attorneys can act as a counselor and a defender for any
student who will undergo trial in the student court.

Section 4.

Qualification of the student Attorney


a. Any bonafide member of the Supreme Student Government provides he
is not a member of the set of elected officers.
b. Must possess reasoning power.
c. Must pass the examination to be given by the SSG adviser.

Section 5.

Tenure of Office
a. Student Attorney shall serve and can exercise his powers and functions
for as long as he/she is a bonafide member of SSCT-Mainit Campus SSG.
b. Transfer of department cannot impair or cause prohibition in the
exercise of his functions as Student Attorney.

Section 6.

Functions of the Student Attorney


a. Shall act as counselor and a defender of the accused student.
b. Keep all records of cases.

Section 7.

Legal services shall be agreed by the clientele and the student Attorney.

ARTICLE XVII
STUDENT POLICE CORPS
Section 1.

The organization shall have a student police corps responsible in


maintaining peace and order inside the campus.

Section 2.

The Student Police Corps shall be composed of Students from various


programs.

Section 3.

Each program shall have one representative to the student Police corps.

Section 4.

The members of the Student Police Corps shall be appointed by the


President.

Section 5.

The Student Police Corps shall have one Chief of Police to make the
group functional.

Section 6.

Members of the Student Police Corps shall have serve and can exercise
their power for the rest of their stay as student and a bonafide member of
the Supreme Student Government.

Section 7.

Annulment of their appointment can be done thru removal, transfer of


department and filing of candidacy on the succeeding election made by
the member of the Student Police Corps.

Section 8.

Members of the Student Police Corps have the following powers and
duties:
a. Receive and act as on legal orders from the Supreme Student
Government President and adviser.
b. May appear as witnesses or litigants during the trials in the student
court.
c. Can apprehend any student or group of students in the actual violation
of rules and regulations of the school and the Supreme Student
Government particularly.

ARTICLE XVIII
AMENDMENTS
Section 1.

Any provisions of this constitution is subject for amendments in any meetings by


two thirds (2/3) votes of the Supreme Student Government provided that the
amendment are not on conflict with the school rules and regulations. Such
amendments shall however, be approved in a referendum conducted for the
purpose

ARTICLE XIX

GENERAL PROVISIONS

Section 1.

All officers shall take oath to defend and support this constitution.

Section 2.

Supreme Student Government Officers shall look upon the programs, for the
upliftment and development of the student leadership, moral character, personal
