Summary of report on pages IX-XIVThis report was prepared for the Trilateral Commission and is re-
leased under its auspices. It was discussed at the Trilateral Commission
meeting in Washington, D.C., on June 11-13, 1978. The authors, who
are experts from North America, Western Europe and Japan, have
been free to present their own views; and the opinions expressed are
put forth in a personal capacity and do not purport to represent those
of the Commission or of any body with which the authors may be
associated. The Commission will utilize the report in making any
proposals or recommendations of its own. It is making this report
available for wider distribution as a contribution to informed dis-
cussion and handling of the issues treated. The Commission wishes to
thank the Sumitomo Fund for Policy Research Studies for its support
of this project.
The Trilateral Commission was formed in 1973 by private ci
zens of Western Europe, Japan, and North America to foster
closer cooperation among these three regions on common prob-
lems. It seeks to improve public understanding of such problems,
to support proposals for handling them jointly, and to nurture
habits and practices of working together among these regions.
