Terms of Reference for

District Workshop in Murung Raya and Pulang Pisau

Introduction
During Phase 1, GGGI provided technical support to two pilot districts in Central Kalimantan: Murung
Raya (MR) and Pulang Pisau (PP), to develop a Green Growth Strategy (GGS). These strategies are
based on a jurisdictional approach (JA) to achieving both local economic growth and environmental
sustainability. Each GGS outlines key interventions within the districts priority economic sectors, which
are primarily land-based (e.g. forestry, aquaculture, plantations, mining), to achieve green growth and
REDD+ goals.
GGS implementation in both districts have been carried out by using two parallel approaches: mainstream
the implementation through the current district government program and budget, and develop a program
proposal for each district to get fund from donor. This Terms of Reference (ToR) is focus on how to gather
support from stakeholders to the program proposal development, which can also use to convince the
district key agencies to support the mainstreaming approach.cdx
Objective
Carry out workshop in each piloted district (MR and PP) with all relevant local stakeholders to ensure
broad support for the green growth forest and land use program on:
1. Budget allocation for GGS implementation in 2016.
2. Inputs for program proposals.
Output
3. C1 (Investment-ready sub-national land use program proposals submitted to appropriate donors).
Activity: C1.3 (Carry out workshops with all relevant local stakeholders in each Central Kalimantan
district to ensure broad support for the green growth forest and land use program).
4. D1 (Technical inputs to sub-national development plans and policies produced).
Activity: D1.3 (Develop technical input to development plans of MR and PP).
Target (Indicators)
Two workshops (1 MR + 1 PP)
GoI host
MR and PP district governments with a close coordination with provincial BAPPEDA.
Workshop management
GGGI will encourage local government and proponents to lead the process. The workshop consists of
pooling the views of the participants, outlines the main ideas, reach an agreement for mutual support (see
workshop flow and detailed agenda in Annex 1).

Contribution to delivering outcome


Workshops will build local support and buy-in of the program, which is a critical element to demonstrate to
potential donors.
Workshop participant
Around 22-23 people for each workshop (see detailed list of participants in Annex 2).
Venue and Schedule
MR workshop: BAPPEDA meeting room in Puruk Cahu on November 12, 2015 (will be confirmed later).
PP workshop: BAPPEDA meeting room in Pulang Pisau on November 18, 2015 (will be confirmed later).
The workshop is designed as a half-day meeting (see detailed agenda in Annex 1).

Annex 1. Workshop Flow and Detailed Agenda


Workshop flow
The workshop will be started by having a clear guidance from representative of district government,
particularly on: (1) the objective of workshop, (2) the targeted outputs, and (c) how these outputs will be
achieved by the workshop.
Then, a presentation on GGS will be given by district BAPPEDA or project proponet (local NGO). The
idea is to refresh participants memory on the four key sector interventions and actions, including the
identified cross-sectoral aspects. In the end of the presentation, BAPPEDA will highlight options for
accessing sources of finance to implement GGS: (1) mainstreaming GGS within governments program
and budget (e.g. APBN/APBD), and (2) program proposal development (e.g. international donors,
development partners, and private companies). Thus, it is expected that participants will understand the
context of the workshop. A question and answer session will be opened to ensure that all participants are
in the same state of knowledge before entering the next stage.
Facilitator will jump into the process by highlighting the options to access source of finances and how
these will be discussed further in a systematic-way within group discussion. Each group will be
responsible to achieve the targeted outputs as mentioned by district government representative in the
opening session. Facilitator will assist participants to divide themselves into two groups: mainstreaming
and program proposal. Each group will assign their leader and note taker. Then, each group must answer
key questions in order to provide high quality outputs effectively.
Key questions for mainstreaming group:
1. How the allocated fund from APBD-P will be spent to implement GGS?
2. Do you need assistance to spent the fund effectively and who can provide the assistancy?
3. What kind of working structure we need to offer a best coordination amongst agencies?
4. What can we do attract more fund from the national budget?
Key questions for program proposal group:
1. How do you see the proposal: What should be changed/added and why?
2. What kind of expertise we need to guarantee that we achieve the goal and targets?
3. What are roles and responsibilities of each party: provincial-district governments, private sector,
targeted community and NGOs?
4. What is the best coordination model to ensure high-quality inputs delivered on time?
Before they answer the key questions, group leader will ask his/her members to read a material prepared
by facilitator: A concept note for the program proposal group, and a list of allocated fund from APBD to
implement GGS for the mainstreaming group.
Once the group completed to answer all key questions, they will present their findings to all participants. A
question and answer session will be opened by facilitator to encourage them to agree on all aspects of
the discussion.
The representative of district government will close the workshop.
