occurred during 4th Quarter last year

• Lessons learned: Must have program reporting requirement

• Trends:
• DUI/Drug abuse indicators are up in Atlanta / Columbia (Florence Co)
Battalions (5 total cases)
• Family Advocacy related indicators are up in Tampa Battalion (2 of 5
domestic violence cases)
• Lessons learned:
• Focus brigade assets on battalions with negative trends to mitigate
future issues (EOA, Chaplain, SFA, FAP)
• Conduct initial visit with coordinated follow-ups at 45, 60 and 90 days
• Training:
• Conduct alcohol/drug related training at all levels to continue awareness
• Reinforce values and explain details of possible consequences at all
levels daily to reduce misconduct
• Sustain Family Advocacy climate through command-sponsored marriage
retreats and employment of MFLCs/PFCs
• Recommendations:
• Implement training and awareness programs in discussed areas
• Targeted battalions increase random drug testing

Commander’s Comments
• Trends:
• Substance abuse and domestic violence continue to be our highest concerns. We believe
these are indicators of increased stress
• OIF/OEF Veterans account for the majority of Drug Abuse (66.7%) and Domestic Violence
(66.7%) SIRs
• The declining economy has exacerbated some delicate conditions that currently exist among
some Soldiers and Families of 3rd Brigade (e.g., geographical separation, marital struggles,
ability for spouses to find employment, ability of PCSing Soldiers to sell their homes)
• Lessons Learned:
• We need to increase leader awareness of and ability to recognize stress, substance abuse
and domestic violence indicators and warning signs
• Effects of Post Traumatic Stress Disorder (PTSD) can develop over time; therefore, follow-up
re-integration training is vital
• Personal Finance Counselors and Military Family Life Consultants provide invaluable support
to the Soldiers and Families in the field
• Training:
• Continue to educate leaders, Soldiers, and Families on available well-being resources
• Educate our force on the use of MRAC and Soldier & Family Wellness slides
• Recommendations:
• USAREC provide additional funding for BN follow-up reintegration training. Should conduct
two BN level training events per year; Estimated cost for the Bde to execute one per
BN is 68K In addition to MFLCs and PFCs, USAREC should contract for a psychologist
at Brigade level

• All FY08 victims were female spouses
• 60% of the Soldiers had multiple deployments
• All cases involved physical abuse
• 1 Domestic Violence case involved alcohol
• Buddy system violations are prevalent in all sexual misconduct/harassment cases.
• Lack of Buddy system enforcement and compliance at the station and company
level
• Lessons Learned:
• Spouse training on the consequences of Domestic Abuse is essential
• Leaders must know their Soldiers.
• getting Bn SFAs & Unit Victim Advocates to teach Domestic Violence and Sexual
Assault Intervention at company level
