and expertise in different
fields of endeavor. In the
area of
science and
technology, in particular,
Filipinos have made their
mark for pioneering work
not only in the Philippines
but also internationally.
The Filipino scientist, by
virtue of his/her rich and
colorful heritage is not
just gifted with the intellect but also imbued with a sensitive
and loving heart. To take advantage of this wealth of human
resource combining some of the best minds in science and the
warmest of hearts, the Department of Science and Technology
is re-launching the Balik Scientist Program. The program with
the theme - Balik Puso, Balik Pilipinas, hopes to bring back to
the Philippines, some of the most accomplished and well
known Filipino scientists. With their fervent love for the
Philippines, they will help in the nations quest for
advancement in science and technology.
With the growing Philippine economy and the increasing
participation of Filipino scientists in the world stage of science
and discovery, they will respond to the countrys call for them
to join in the nations road to progress. Filipino scientists from
all over the world will help chart the countrys course and
contribute to the countrys growth by providing advice and
participating in high impact science projects, by training some
of the best Filipino researchers and future scientists and by
talking with and interacting with a wide range of audiences
from lay people to budding researchers, from academics to
seasoned scientists in their respective fields of expertise.
Indeed, they are our new heroesand they are coming home.
Through the DOST, its Sectoral Councils, Research Development Institutes, and all its attached agencies, we will all
help in making this country remain strong and vibrant. Come
and join us in the countrys quest for national growth and development through science, technology and innovation.

Who are Balik Scientists?

Criteria for Selection

Balik Scientists are science and technology experts, and


new graduates of doctoral degree, who are Filipino descents,
residing abroad and contracted by the Philippine Government
to return and work in the country along his/her field of
expertise. They work through a local Host Institution to
address an urgent and serious research gap in the countrys
Research and Development (R&D) Agenda.

Balik Scientists are selected based on the following criteria:

Types of Program
(1) Long-term Program Category
Minimum of 2 years to a maximum of 3 years
(2) Short-term Program Category
Minimum of 30 days to a maximum of 90 days

Qualifications
The Balik Scientist Applicant must:
be a foreign-based individual of Filipino origin or
descent;
be in good health;
be a holder of a medical and/or graduate degree;
have practiced his/her profession and have a
considerable experience in R&D;
have made an outstanding contribution in his/
her field of specialization.
A Balik Scientist Applicant who is a recipient of any grant
(scholarship or fellowship and other similar grants) that
requires him/her to come back to the country may not qualify
under the two (2) programs except when such applicant
holds an exchange visitors visa (i.e. J-1 of USA) and whose
training was self-solicited with no financial or service
obligation with any public or private institution in the
Philippines.
Balik Scientist Program may not cover scientists who are
considered as resident of the Philippines and/or resides in the
country for a period exceeding six (6) months counting from
the time of arrival in the Philippines up to the time of filing an
application during the implementation of the aforesaid
program.

Balik Scientist Program:

(1) Expertise is consistent with DOST Outcomes;


(2) Well-defined proposed Statement of Research (for Longterm) or Terms of Reference (for Short-term), Activity
Plan and target outputs that address the needs of the
target beneficiaries and that is mutually acceptable to
DOST and Host Institution;
(3) Availability of Host Institution engaged in priority R&D
projects and S&T services which shall provide the
necessary resources and counterpart incentive for the
Balik Scientist.

Application Procedure

(2) Provided that there are no lacking documents upon


submission and no added supporting documents will be
requested, the application will be evaluated by the
respective Councils Evaluation Committee to ensure that
the criteria and qualification requirements are met by both
Applicant and Host Institution.
(3) Once the application is approved, the Host Institution and
the Balik Scientist Awardee are informed and the Contract
of Award is prepared and signed by the parties concerned.
IMPORTANT: The activities of the Balik Scientist must have an R&D
involvement in an existing or approved/ pipeline/to-be implemented
project/program that addresses the DOST Outcomes.

Incentives
Short-Term Category:

(1) The Host Institution, together with the Balik Scientist


Applicant, should submit the following documents to the
Council-in-charge:

(BSP Form 1)
Endorsement letter from the Host Institution,
addressed to the DOST Secretary
Terms of Reference (Form 2 for Short-term
Program; Form 3 for Long-term Program)
Medical Certificate
Valid Professional Regulation Commission (PRC)
License or PRC Clearance
Copy of Diploma or Certificate of Academic
Achievement
Copy of the applicants passport
Most recent and detailed Curriculum Vitae that
includes the following information:
Educational Background
Field of Specialization
Areas of Research Interest
Professional Work/Employment History
Significant achievements (up to 3) made
related to the applicants expertise or
profession
Relevant trainings
Fellowship or grants

Balik Scientist,

(1) Daily Subsistence Allowance (DSA) of USD 150 per day


(2) Free roundtrip international economy class airfare
Long-Term Category:
(1) Roundtrip international economy class airfare for the
BSP Awardee, spouse and two minor dependents
(2) Exemption from payment of travel tax
(3) Reimbursement of expenses for the surface shipment of
personal and professional instruments, including one (1)
motor vehicle, not exceeding 2 1/2 tons volume weight.
(4) Grants-in-aid for research and development projects
approved by the DOST Secretary
(5) Balik Scientists and their dependents shall be granted
special non-immigrant visas and exempted from the
payment of visa, immigration and registration fees
(6) Assistance in securing a certificate of registration
without examination or exemption from the licensure
requirement of the PRC to practice profession, expertise
or skill in the Philippines

that enable Micro Small and Medium Enterprises
(MSMEs) to develop and produce competitive products
that meet world-class standards.
(3) State-of-the-art facilities and capabilities that enable local
industries to move up the value chain and attain global
competitiveness.
(4) Philippines (PH), a global leader in Information
Technology-Business Process Management Services
generating direct employment of 1.3M (520,000 of which
in the countryside.
(5) Information and Communications Technology (ICT)based transformation of governance broadening access to
government services (i.e. health and education) for those
in the countryside (PH in the top 50 global ranking of
e-government by 2016).
(6) Improved quality healthcare and quality of life thru
science, technology and innovation.
(7) Highly skilled and globally competitive S&T human
resources in support of the national S&T programs
(Philippine Science High School to be the leading science
high school in ASEAN by 2015 and every town to have at
least one DOST scholar by 2016).
(8) Science-based weather information and climate change
scenarios with associated impact assessments that enable
concerned agencies to develop appropriate mitigation
strategies for a disaster and climate change resilient
NOTE: All Balik Scientists who wish to apply in any of the BSP
programs must first identify a DOST outcome that is in line with his/her
expertise. Balik Scientist applications must be submitted to the
appropriate Sectoral Council that governs the implementation of the
identified DOST outcomes.
