County to strengthen mobile home rent rules

At its next meeting, the San


Mateo
County
Board
of
Supervisors will amend an ordinance related to rent control at
mobile home parks to protect tenants.
The changes come after a review
of the existing ordinance first

adopted in 2003.
The review found that the county
has never received a petition from
a mobile home park owner requesting an additional rent increase as
required by local law.

have been banned at an intersection in
the little town of Bethlehem, New
York.
Officials in the suburban town just
south of Albany prohibited a sign saying Merry Christmas from being
placed at the busy intersection. They
had a Happy Hanukkah sign removed
from the same corner.
The Times Union of Albany
reportsthe town allowed a public display of a Christmas tree and a
Menorah, but officials banned religious holiday signs so they wouldnt
violate any laws or distract drivers.

led to firing offered job back
POCATELLO, Idaho A southeastern Idaho cafeteria worker said she was
fired for giving a student a free meal
costing $1.70, but the school district
offered her the job back after a national outcry.
Dalene Bowden received a termination letter from the Pocatello School
District last week after she gave a tray
of food to a 12-year-old student who
said she didnt have money for the
meal.
The letter cited theft as the reason
for her dismissal. Bowden says a
supervisor placed her on leave after
witnessing what she had done.
I truly loved my job, and I cant say
that I wouldnt do it again, Bowden
told news station KPVI-TV in
Pocatello.
The district said in a statement
Wednesday night that it doesnt fire
workers for single events but offered
Bowden her job back in the spirit of
the holidays. Its not clear if she will
return.

account and handed her a note demanding $5,000.
He left with $1,373 in an envelope.

police officers found GillispieComstock nearby about 40 minutes
after the robbery and arrested him.

Brown pardons Robert Downey Jr. in drug case

SACRAMENTO The governor of


California pardoned Robert Downey Jr. on
Thursday for a nearly 20-year-old felony
drug conviction that led to the Oscar-nominated actors imprisonment for roughly a
year.
Downey was among 91 people granted
pardons for criminal convictions after
demonstrating they had rehabilitated themselves and been out of custody for at least
10 years, Gov. Jerry Browns office
announced.
The pardon does not erase records of a
conviction but is a public proclamation
that the person has remained out of trouble
and demonstrated exemplary behavior,
according to material on Browns website.
Downey, once a courthouse mainstay for
a series of drug-related arrests, has become
one of Hollywoods greatest success stories
for career and addiction rehabilitation.

Since 2008, Downey


has portrayed Iron Man
in a series of Disney
blockbuster
films,
including
The
Avengers, based on the
Marvel comic books.
The 50-year-old actor
is a two-time Oscar nomJerry Brown inee for his roles in
1992s Chaplin and
2008s Tropic Thunder.
Downeys legal troubles began in June
1996 when he was stopped for speeding on
Pacific Coast Highway and authorities found
cocaine, heroin and a pistol in his vehicle.
In 1999, he was sent to prison for roughly a year after he acknowledged violating
his probation.
Downey obtained the pardon after getting
a judge to issue a certificate of rehabilitation, according to a proclamation released
by Browns office. It said Downey has
lived an honest and upright life, exhibited
good moral character, and conducted himself

as a law-abiding citizen.

manslaughter. Three were convicted of
assaults using deadly weapons and one of

Former airline employee sentenced for fraud scheme

A former employee of a private airline


company in San Mateo was sentenced
Thursday to two years and eight months in
county jail and $74,200 in damages to victims of her fraud scheme, prosecutors said.
Kathryn Wright, 45, of Antioch, was
denied probation and could be ordered to pay
additional restitution for more victims in
the future, according to San Mateo County
District Attorney Steve Wagstaffe.
Wright was a human resources administrator for Brisbane-based XOJET from July
2012 to May 2013, prosecutors said.
During this time, she had access to other
employees personal information, which

Burlingame police arrested two juveniles
on vandalism charges after being stopped
and found to be in possession of paint ball
guns.
At approximately 10:30 p.m., officers
arrived at the 1700 block of Hunt Drive in
Burlingame on a report of a residence being
hit with paint balls, which broke a window.
There was no suspect information given at
that time other than the resident hearing a
vehicle speed away from the home immediately after hearing the window break,

prosecutors said she used later to apply for


unemployment insurance in the name of six
employees.
She also applied for credit cards in the
name of one of the employees and for a loan
under anothers name, prosecutors said.
Additionally, prosecutors said she took
flexible spending benefits for both health
and child care through her former employer
without taking payroll deductions, and
forged a doctors signature to extend disability benefits.
After she was arrested, she was charged
with 26 felony counts of fraud and theft. She
pleaded no contest to four of those counts
on June 15, prosecutors said.
She admitted to grand theft by an employee, false statements to obtain unemploy-

Tornadoes hit
South killing at
least 14 killed

doing some last-minute shopping or wrapping gifts, families
across the South spent Christmas
Eve taking stock of their losses
after an unusual outbreak of
December tornadoes and other
violent weather killed at least 14
people and damaged or destroyed
dozens of homes.
Santa brought us a good one,
didnt he? Bobby Watkins said
as he and his wife took a walk
amid the destruction in rural
Benton County, Mississippi,
where four people including a
married couple and two neighbors
on the same street were confirmed dead and their homes
destroyed. I may have lost some
stuff, but I got my life.
Unseasonably warm weather
Wednesday helped spawn twisters
from Arkansas to Michigan. The
line of springlike storms continued marching east Thursday,
dumping torrential rain that
flooded roads in Alabama and
caused a mudslide in the mountains of Georgia.
Authorities confirmed seven
deaths in Mississippi, including
that of a 7-year-old boy who was
in a car that was swept up and

tossed by a storm. Six more died


in Tennessee. One person was
killed in Arkansas.
Dozens more were injured,
some seriously, said Greg Flynn,
spokesman for the Mississippi
Emergency Management Agency.
Search teams combed damaged
homes and businesses for people
still missing, including at least
one man in hard-hit Benton
County. The hunt was made complicated because so many had left
for the holidays.
Until they know for sure where
those folks are, theyre going to
keep looking, because weve had
in some cases houses leveled, and
theyre just not there anymore,
Flynn said.
In Linden, Tennessee, Tony
Goodwin ducked into a storm
shelter with seven others as the
storm passed. He emerged to find
his house had been knocked off
its foundation and down the hill.
He managed to climb inside and
fetch some Christmas gifts that
had been under his tree.
Goodwins neighbors werent so
fortunate. Two people in one
home were killed.
It makes you thankful to be
alive with your family, he said.

home when the storm hit. She
abandoned her car, ran to a house

and banged on a window, seeking


shelter.
The startled man inside couldnt
open the door, which appeared to
be blocked, Ables said. She huddled next to the house as another
stranger pulled up, also looking
for shelter.
He and I just huddled together
and saw trees fly past us, and a
shipping container flip over,
Ables said. And as the debris
started hitting us, he just covered
me, and within a minute it was all
over and there was destruction all
around us and we were fine.

Military tracks storybook flight of St. Nick for 60th year

ANCHORAGE, Alaska Santa Claus is


coming to town, and for the 60th consecutive year, the North American Aerospace
Defense Command will continue its tradition of telling youngsters the location of
Kris Kringle on his annual storybook
world tour.
The so-called Santa Trackers hub is at
Colorados Peterson Air Force base, where
hundreds of volunteers will be answering
calls from an estimated 125,000 children
around the globe looking for Santas
whereabouts.
In places like Alaska, however, remote
NORAD identification technicians who
monitor computer screens 24 hours a day
for possible air incursions also spend
Christmas Eve serving as official Santa
trackers.
The technicians in Canada and the U.S.
report sightings of a sleigh full of toys
pulled by flying reindeer, said Tech. Sgt.
John Gordinier, an Alaska NORAD
spokesman.
Its one of the largest military community relations events we have, Gordinier
said.

Canadian airspace. All aircraft have a code

Ben Carson became one of the
leading Republican presidential
candidates, he built his own brand
by traveling around the country
raising money for a charity that
bears his name, awarding college
scholarships, promoting his
books and earning hefty payments to speak to large groups.
Carsons name and face adorn
the walls of dozens of schools in
the U.S. and a medical school in
Nigeria. Mayors have handed him
the keys to their cities. His charity, founded in 1994, created a
national day in his honor each
year, celebrated by the children
who read in elementary school
reading rooms named after him.
Carsons campaign has excelled
at fundraising, bringing in almost
$32 million through the end of
September more than any other
2016 Republican candidate.
Speaking fees over a nearly twoyear period raked in $4.3 million.

And his nonprofit continues to


raise money.
All of this is part of a wellhoned enterprise that promotes
Ben Carson as presidential candidate, political commentator, paid
speaker, author, neurosurgeon and
champion of children, reading and
God.
Its hard to see where one Carson
stops and another begins.
I think as people get to know
me theyll be able to see exactly
who I am, Carson said in an interview with the Associated Press in
late October. I dont worry about
that.
Carsons campaign imposed
boundaries to separate his politicking from a two-week publicity
tour promoting his latest book.
Since he declared his candidacy,
more than 52,000 copies of versions of his signature book,

Some military discharges mean no benefits after service ends

care. No subsidized college or work training. For many who leave the U.S. military
with less-than-honorable discharges,
including thousands who suffered injuries
and anguish in Iraq, Afghanistan and elsewhere, standard veterans benefits are off
limits.
The discharge serves as a scarlet letter of
dishonor, and the effects can be severe: Exmilitary members with mental health problems or post-traumatic stress disorder cant
turn to Veterans Affairs hospitals or clinics;
those who want to go to college arent eligible for the GI Bill; the jobless get no
assistance for career training; the homeless
are excluded from vouchers.
Its an indelible mark of their service
that follows them for the rest of their lives
into the workforce, through background
checks, social relationships, and it precludes them from getting the kind of support that most veterans enjoy, said Phil

refused to dismiss charges against a suspected Libyan militant charged in the 2012
Benghazi attacks that killed the U. S.
Ambassador and three other Americans.
Lawyers for Ahmed Abu Khattala had asked
a judge to throw out all but one charge in an
18-count indictment.
They argued that the indictment was overly broad and vague and that the Justice
Department had overreached in charging
Khattala with crimes that had occurred
abroad, rather than in the United States.
But U.S. District Judge Christopher R.
Cooper rejected those arguments in a 49-

attorney who works with the San Francisco-

based organization Swords to Plowshares.


Varying levels of bad paper discharges
exist. A general discharge is for those
whose service was generally satisfactory,
but who engaged in minor misconduct or
received
non-judicial
punishment.
Recipients are usually eligible for VA medical and dental services, VA home loans and
burial in national cemeteries, but cant
receive educational benefits through the GI
Bill.
Virtually no post-military benefits are
available below that level.
An other-than-honorable discharge is an
administrative action for those with behavior problems such as violence or use of illegal drugs. A bad conduct discharge is punishment for a military crime, and dishonorable discharges are for offenses such as mur-

charges in the Sept. 11-12 attacks on a State
Department compound in Benghazi and a

people receive a less-than-honorable discharge. Its statistics show that last year,
4,143 service members received other-thanhonorable discharges, 637 received bad
conduct discharges and 157 were dishonorably discharged.
Once people are discharged, the
Department of Veterans Affairs can extend
medical and mental health benefits on a
case-by-case basis to those whose disabilities were service-connected, the VA said.
But Adams said that recourse is help to
very few. The onus is on the veteran, he
said. The standards have imposed a very
high burden.

Food for Fines is an excellent program
because it helps to bring much-needed food
to Second Harvest during the holidays, said
Cardenas. We are grateful that the library is
willing to forgive fines this time of year so
that Second Harvest can receive more food.
The campaign also helps to raise awareness
about hunger in our community. One in 10
of our neighbors receives food from Second
Harvest every month.
Similar food drives are taking place at

libraries along the Peninsula, said Cuadra,


as the program is becoming an increasingly
popular method of compelling patrons to
give to charity.
The South San Francisco library waived
about $1,500 in fines through November,
after the drive began midway through the
month, and $2,200 over the entirety of the
food collection campaign.
Once a book or other item is overdue in
the South San Francisco library, a 25 cent
daily fee is charged. Should a patron rack up
$15 worth of fines, their account is rendered
inactive and they may not check out any
more material until their fines are paid back.
Cuadra said the expense of the fees can be
cost prohibitive for some local families, so
the drive can be an effective means of activating accounts which have stood stagnant
for extended periods of time.

State law requires park owners to submit
relocation impact reports to municipalities prior to closure or conversion. The
municipalities can then impose conditions to mitigate the adverse effects on the
displaced residents but San Mateo County
currently has no such regulations which
may include a requirement to provide relocation assistance.
The intent of the urgency ordinance is to
give county staff time to study and consid-

NEW YORK Stocks closed slightly


lower in extremely light trading
Thursday as investors remained on the
sidelines ahead of Christmas. The price
of crude oil continued to recover.
The Dow Jones industrial average fell
50.44 points, or 0.3 percent, to
17,552.17. The Standard & Poors 500
index fell 3.30 points, or 0.2 percent,
to 2,060.99 and the Nasdaq composite
rose 2.56 points, less than 0.1 percent,
to 5,048.49.
Christmas Eve is almost always the
quietest trading day of the year, and this
year was no exception. Roughly 1.4
billion shares changed hands on the
New York Stock Exchange, a third of
whats typical and the lowest volume
since Christmas Eve 2013.
U.S. and European markets will
remain closed Friday in observance of
Christmas.
While stocks were slightly lower
Thursday, U.S. markets had a solid
week. The S&P 500 rose nearly 3 percent and is back into positive territory
for the year, albeit barely. It is not
uncommon for stocks to rally into the
end of the year, as investors close their
books and reposition themselves for
the next year.

Oil prices continued to recover from
lows earlier in the week. U.S. crude
futures gained 60 cents to close at
$38.10 a barrel on the New York
Mercantile Exchange. Brent crude,
which is used to price international oils,
rose 53 cents to close at $37.89 a barrel
in London.
Energy stocks didnt benefit from

oils climb. The energy component of


the S&P 500 index fell 0.9 percent, the
most of the 10 industry sectors in the
S&P 500 index.
In other company news, bond insurer
MBIA rose 51 cents, or 8 percent, to
$6.75 after Puerto Ricos struggling
electric power company reached a deal
with its creditors. MBIA insured the
bonds issued by the Puerto Rico Electric
Power Authority.
The dollar edged lower to 120.28 yen
from 120.88 yen a day earlier. The euro
rose slightly to $1.0964 from $1.0912.

NEW YORK A scandal is roiling the world of fancy


chocolate: Did two brothers misleadingly sell remelted
ch o co l at e an d s p ro ut b eards t o cul t i v at e a h i p s t er
appeal?
The headlines began after a site called DallasFood. org
published a series about Rick and Michael Mast, who
have been toasted in food circles for their stylishly
wrapped chocolate bars that can cost $10 a piece. The
problem is that the brothers described their company as
bean-to-bar, or chocolate made from scratch.
In the Mast Brothers: What Lies Beneath the Beards,
DallasFood. org outlined how the pair initially used
melted industrial chocolate, referred to as couverture.
The series concluded by calling the brothers the Milli
Vanilli of chocolate, a reference the pop duo who lip
synced their way to fame.
In response, the Mast Brothers acknowledged using
couverture in the past, but said they were open about the
practice at the time. They say they havent used remelted chocolate since 2009.
The brothers say they always considered themselves
bean-to-bar because they were making at least some
chocolate that way from the start.
Fueling the controversy are photographs showing the
transformation of the brothers appearance. The before
shots show them clean shaven. In the after photos,
theyre bearded with Amish overtones.

PITTSBURGH Lords a-leaping is


the U.S. economy slow to recover!
The cost of 10 lords a-leaping
increased 3 percent over last year, but
nine of the other 12 gifts listed in the
carol The Twelve Days of Christmas
stayed the same price as last year,
according to the 32nd annual PNC
Wealth Management Christmas Price
Index released Monday.
The index is a whimsical way the
Pittsburgh-based bank tracks inflation.
The set of gifts spelled out in the
final verse of the song would cost
$34,131 this year, or 0.6 percent more
than the adjusted 2014 price of
$33,933. PNC decided to adjust the
historic prices of turtle doves and
swans after realizing the prices quoted
by vendors didnt reflect the birds
overall value on the open market over
the years.
The headline, I think, is that inflation in this economy, with the sort of
tepid recovery weve seen, is almost
nonexistent, said Jim Dunigan, chief

investment officer of PNCs asset management group.


While the good news is that the price
of consumer goods isnt rising very
much, it also means demand for those
goods is down, at least partly due to
wage stagnation.
The governments Consumer Price
Index has pegged inflation at about
0.2 percent, Dunigan said.
The only other items to increase in
price since last year were a partridge in
a pear tree and two turtle doves.
The bird in the bush rose 3.5 percent
overall, mostly because partridges
now cost $25 each, up from $20,
because partridges are increasingly
popular as gourmet food. Pear trees
inched up from $188 to just under
$190.
Turtle doves increased 11.5 percent,
from $260 to $290, mostly due to
increased grain prices that pushed up
feed costs.
The lords a-leaping are more expensive because labor costs increased
their price from $5,348 to $5,509.
PNC calculates the prices from
sources including retailers, bird hatcheries and two Philadelphia dance

groups, the Pennsylvania Ballet and


Philadanco.
A buyer who purchased all the items
each time they are mentioned in the
song would spend $155,407.18.

Paris climate goals mean emissions need to drop below zero

STOCKHOLM If governments are


serious about the global warming targets they adopted in Paris, scientists
say they have two options: eliminating
fossil fuels immediately or finding
ways to undo their damage to the climate system in the future.
The first is politically impossible
the world is still hooked on using oil,
coal and natural gas which leaves the
option of a major cleanup of the atmosphere later this century.
Yet the landmark Paris Agreement,
adopted by 195 countries on Dec. 12,
makes no reference to that, which has
left some observers wondering whether

politicians understand the implications


of the goals they signed up for.
I would say its the single biggest
issue that has to be resolved, said Glen
Peters of the Cicero climate research
institute in Oslo, Norway.
Scientists refer to this envisioned
cleanup job as negative emissions
removing more greenhouse gases from
the atmosphere than humans put in it.
Right now were putting in a lot
about 50 billion tons a year, mostly
carbon dioxide from the burning of fossil fuels for energy.
There are methods to achieve negative emissions today but they would
need to be scaled up to a level that
experts say could put climate efforts in
conflict with other priorities, such as

eradicating hunger. Still, if the Paris


climate goals are to be achieved, theres
no way to avoid the issue, said Jan
Minx of the Mercator Research
Institute on Global Commons and
Climate change in Berlin.
My view is, lets have this discussion, he said. Lets involve ourselves
in developing these technologies. We
need to keep learning.
The Paris Agreement was historic.
For the first time all countries agreed to
jointly fight climate change, primarily
by reducing the emissions of carbon
dioxide and other greenhouse gases.
Governments vowed to keep global
warming well below 2 degrees

OAKLAND When LeBron James walks


into Oracle Arena for the first time since
Game 5 of last seasons NBA Finals, he
knows it will trigger unpleasant thoughts
about how his Cleveland Cavaliers lost the
title to the Golden State Warriors.
James also knows that winning the
rematch on Christmas Day will do little to
ease the sting of the finals loss.
The memories will come back as soon as
we walk into the building, but also understand its one of 82 and Im not going to put
everything into this game, James said.
This meeting is one of the more anticipated Christmas Day games in recent years.
The seventh Christmas rematch of the previous seasons NBA Finals features a fullstrength Cleveland squad against a Warriors
team that has captured the attention of the
basketball world.
Golden State won a record 24 straight
games to start the season and brings a 27-1
mark into this game that is the best for a team
at Christmas. The Warriors also have won 31
in a row at home in the regular season but

What was Woodsons final game in
Oakland and might have been the last for the
Raiders as well was far from pretty but it
ended in a victory.
Sebastian Janikowski kicked a 31-yard
field goal in overtime and the Raiders got a
defensive stop to seal a 23-20 victory over
the San Diego Chargers on Thursday night.
Derek Carr threw a touchdown pass and led
the winning overtime drive for the Raiders (78), who could be moving to the Los Angeles
area after the season. It also made Woodson a
winner in his final home game with the Raiders
before retiring after his 18th NFL season.

Eighty-two ballots were submitted from
U.S. editors and news directors. Voters were
asked to rank the top five sports stories of
the year, with the first-place story receiving
five points, the second-place story four
points and so on.
American Pharoahs Triple Crown win
received 317 points and 43 first-place
votes.
The No. 2 sports story, the Deflategate
scandal that ensnared Super Bowl-winning
Patriots quarterback Tom Brady, had 191
points and 13 first-place votes.

In an early-morning raid of a Zurich luxury hotel May 27, the U.S. government started a chain reaction that would take down
soccer leaders around the world.
The 47-count indictment for racketeering
and bribery was just the beginning. By

4. Warriors win
Too small, not athletic enough. That was
the knock both on the Golden State
Warriors as a whole and on their star,

Turns out that Golden State can play even

American Pharoah went on to cap his
spectacular year with a victory in the $5

The Raiders won despite 15 penalties,
including five on their overtime drive, and
despite getting their only first down of the
second half on a 3-yard touchdown drive.
But Oakland did move the ball in overtime
after winning the toss. Three straight penalties
left the Raiders with a second-and-29 but San
Diegos Denzel Perryman bailed them out when
he was called for a personal foul for hitting a
defenseless Michael Crabtree in the head.
Seth Roberts then made a juggling 33-yard
catch and run to put the Raiders on the 10.
After Woodson lost 3 yards on a reverse and
Oakland committed a delay of game,
Janikowski hit the go-ahead field goal.
The Chargers (4-11) were unable to muster

The Raiders had done nothing offensively

Carr hit Crabtree on the next play for the
go-ahead touchdown with 4:42 to go. Carr
added a 2-point conversion to Roberts to
make it 20-17.
The Chargers tied it on Josh Lambos 47yard field goal with 55 seconds to play.
The Raiders could be moving to the Los
Angeles area after the season. Raiders owner
Mark Davis and Chargers owner Dean
Spanos are seeking to partner on building a

SANTA CLARA If Anquan Boldin makes


one catch in Sundays game in Detroit, he
will become the 13th player in NFL history
to reach 1,000.
But while that milestone seems likely with
two games remaining this season, his future
with the 49ers is far more questionable.
Boldin, 35, will be an unrestricted free
agent after the season, and expressed interest
Thursday in returning to San Francisco,
where hes played the past three seasons.
Definitely. I like it here. I like the people
here. The organization has been good to
me, Boldin said.
And I have roots here now. Theres a lot of
people, a lot of relationships that Ive built
in this community. When the time does
come, it will just be hard to say goodbye to.
Boldin is on pace to have fewer than 1,000
yards receiving for the first time since joining the 49ers in 2013, just months after
beating them in the Super Bowl with the
Baltimore Ravens. Boldin eclipsed 1,000
yards in seven of his previous 12 years, and
ranks 17th in league history with 13,097
yards receiving.
Heading into the game against the Lions,
San Francisco is at 4-10 after reaching three
straight conference title games and a Super
Bowl. If Boldin were to hit the market in the
spring, he could be a hot commodity for
teams contending for a championship.
I mean, it doesnt matter what age you are,
you want to be playing for a championship.
That goes without saying. Thats the reason
you play this game, Boldin said. But I
would also say its difficult to say I just
wouldnt want to be here because I feel like

Boldins NFL career has been unusual
given his lack of the blazing speed typical of
contemporary receivers. He relies more on
his technique and fundamentals to get separation from defenders. Its a physical brand for
the position.
I feel like you could put him at D-line and
hed be successful. Anquan can play ball,
receiver Torrey Smith said. They dont make
them like Anquan. Im thankful that Ive
been able to play with him, and consider him
family.
Smith joined the 49ers as a high-priced
free agent last spring, in part, because
Boldin recruited him to rejoin him in
California. Despite having different skill

sets, Smith viewed Boldin as a mentor after


getting drafted by the Ravens in 2011. They
won that Super Bowl together catching passes from Joe Flacco.
Im more of a speed guy. He doesnt have
that part, so he has to work harder at different
things, said Smith. But he told me, You
have all the natural ability. You have to work
on all the techniques and get that down.
Thats how you last a long time in this
league.
And I took it to heart, and thats what I

Being one of the leading scorers is not as much pressure because
we have such a strong, well-rounded team, Johnston said. I just try
to fill whatever position is needed
of me, so that can change year to
year, even game by game and quarter by quarter.

DraftKings filed separate lawsuits
against Illinois Attorney General
Lisa Madigan on Thursday, a day
after she declared daily fantasy
sports betting illegal in the state.
The companies argue that their
contests are games of skill allowed
by state law. Theyre seeking to
stop Madigan from enforcing her
interpretation of the law and putting
them out of business in Illinois.
Madigans action has set off a
chain of events that if unchecked
will unjustly destroy a legitimate
industry, the lawsuit filed by
DraftKings in Cook County Circuit
Court in Chicago contends. The
Illinois decree followed decisions in
New York and Nevada to ban the
online sites as illegal gambling.
Attorney Randy Mastro, who represents DraftKings, said the company took legal action so that the
hundreds of thousands of Illinois
fans who have played openly and
honestly for nearly a decade will
know they can continue to enjoy the
fantasy sports games they love.
Illinois residents make up 10 per-

cent of DraftKings customers,


according to the court filing.
FanDuel filed its lawsuit in
Illinois Sangamon County along
with Arizona-based Head2Head
Sports LLC, a season-long fantasy
contest operator. The state capital
of Springfield is located in
Sangamon County, and state lawmakers there will consider a measure
to regulate the contests.
A Madigan spokeswoman said
the attorney generals office would
have no comment on the companies
lawsuits
outside
of
Wednesdays opinion.
Illinois law allows contests with
prizes awarded for skill, the
DraftKings lawsuit argues, and the
entry fees that the company charges
to participate arent bets or wagers.
Contestants use their strategic
know-how and ingenuity to select
a winning lineup, the lawsuit states.
The lawsuit asks the court for an
expedited opinion declaring that
fantasy games do not constitute
gambling within the meaning of

court prevent Madigans office from
taking any enforcement action.
Daily fantasy sports differ from
the traditional model in that contests are organized around short
periods a week, or a day
instead of a season. Players compete for a predetermined prize by

or college athletes; winners are
determined based on the statistics
those athletes compile.
In her opinion letter, Madigan
pointed out that while state law
allows prizes or compensation for
actual contestants, that doesnt
include fantasy gamblers.
Persons whose wagers depend
upon how particular, selected athletes perform in actual sporting
events stand in no different stead
than persons who wager on the outcome of any sporting event in
which they are not participants,

Daddys Home a silly romp

imagine how the movie goes.
Will Ferrell is buttoned up,
straight-laced and dutiful, a
newlywed stepdad delighting
in fatherhood. Mark Wahlberg
is tough, edgy and mysterious,
the birth father who disap-

peared. The film is about their


battle for the kids affection,
dad versus stepdad (also the
films slogan).
Dont you just already know
that, in the end, theyll do
whats best for the kids? Of
course you do. This is a
Hollywood movie, after all.
So its all about the journey,
and writer-director Sean
Anders (Horrible Bosses 2)
doesnt take his story or his

stars beyond whats expected.


Its the poster, or the trailer,
for 96 minutes.
Thats not to say its all bad,
especially if you like alphamale puffery. Ferrell and
Wahlberg may play familiar,
predictable archetypes, but
theyre still charming, charismatic movie stars being
ridiculous onscreen.

quiet, stable guy eight months

into his marriage with Sarah


(Linda Cardellini). He always
wanted to be a dad, and hes
excited about the relationship
hes developing with her two
young kids.
That fledgling bond is threatened by a surprise visit from
Dusty Mayron (Wahlberg),
Sarahs ex and the kids biological father. Instantly, the
dad-fight is on.

A classic is born in pulsating Hateful Eight

The Hateful Eight is not for the faint at


heart. What Quentin Tarantino movie is?
But while cinemas favorite cinephile is up
to some of his old tricks in his eighth feature, this over three hour long drawing room
thriller also feels like a step forward for the
wayward enfant terrible a step toward
maturity.
Thats not to say hes mellowed. You need
only spend a minute with 87-year-old Ennio
Morricones throbbing, malicious score to
know that to be true. Instead, Tarantino
shows relaxed power with The Hateful
Eight. Its easy authority thats less manic
than the cinematic language weve grown to
expect from him. And it still packs a punch
to the gut, or, in the spirit of Jennifer Jason
Leighs murderous prisoner, some repeated
blows to the head.
This tale of eight unsavory creatures

stranded in a one-room haberdashery in the


middle of a nasty Wyoming blizzard is in no
hurry to get where its going, and the audience is better off for it.
Its a whodunit when no one has done anything yet more like a whos gonna do it,
and what exactly are they gonna do.
Everyone is bad, everyone has a secret, and
everyone is the hero of their own story.
Theres Samuel L. Jackson as the hyper
literate bounty hunter Major Marquis
Warren who carries a personal letter from
Abraham Lincoln in his coat pocket; Kurt
Russell as the violently affable John Ruth
whos transporting a prisoner to town to be
hanged for a $10,000 bounty; Leigh as said
prisoner; Daisy Domergue, whose bloody
Cheshire grin says more than any monologue ever could. Walton Goggins plays
Chris Mannix, the soon-to-be sheriff who
may be a master manipulator or just plain
dumb; Demian Bechir is Bob, who runs the

seems like a Christoph Waltz standin before he finds his groove; and

general, wondering whats become of
his life now that the war is done.
It seems like a lot, but its really
not. Thats the brilliance of
Tarantino. Each of his characters is
so distinctive, so rich, that they pop
off the screen as soon as you meet
them. It is refreshing when so many
ensemble movies seem to confuse
character development with something more akin to heres a famous

person who youll remember. Vivid
costuming work from Courtney
Hoffman only adds to their uniqueness.
Tarantino also keeps you on the
edge of your seat wondering who to
trust, or, at the very least, side with.
It changes every 15 minutes as the
mystery unravels, and then explodes.
The conversations are as nimble as
ever, whether theyre talking coffee,
war, or the benefits of transporting
prisoners dead or alive.
A big deal has been made about the
presentation of The Hateful Eight.
Tarantino and his cinematographer
Robert Richardson shot the film in
Ultra Panavision 70, a basically dead
format that was used on only a few
films, such as Mutiny on the
Bounty. Theres even an overture
and an intermission at the roadshow
presentations.
Its hard to see how thats not most-

ly posturing as most of the film is set


in one room, but it does add a theatrical wonder to it all even if the glorious 70mm depends a great deal on
the individual projectionist. In the
screening I attended, the film was so
blurry that they switched to digital at
intermission. For what its worth,
the digital looked great.
Besides, we need Tarantino to go all
out in whatever ways he deems necessary even if we dont always understand it. If he didnt he wouldnt be
Tarantino and wed be missing out.
The Hateful Eight, a Weinstein
Company release, is rated R by the
Motion Picture Association of
America for strong bloody violence,
a scene of violent sexual content,
language and some graphic nudity.
Wide release run time: 167 minutes.

Its not clear how long Dusty has been gone, but its
obvious hes everything Brad is not. Brad works at a
smooth-jazz radio station and cries every time one of his
stepkids says something sweet. Dusty is muscular and freewheeling and hints that hes some kind of mercenary.
Wahlberg does lots of shirtless pushups in the film.
The tough guy-nice guy dichotomy is a setup for various
showdowns of stereotypical masculinity: building stuff,
handling bullies, even penis size (seriously).
It could all be cute enough, but Brad is so naive as to be
completely unbelievable. This grown man never once suspects a shred of insincerity or manipulation from a handsome and mysterious romantic rival? Hasnt he ever read a
book or seen a movie? And if Brad is trying to win over his
family with extravagant gifts like basketball playoff tickets, why would he buy a seat for Dusty?
Then theres the sexist subplot about virility and maternity. Brad is sterile, and even though Sarah is happy with
her kids and her career, what she really wants is another
baby so much so that she giddily cheers and runs off to
call her mother at the mere thought of the possibility.
Thankfully, Dusty knows the best fertility doctor in town.
Ultimately, Daddys Home has a sweet message about
the challenges and rewards of fatherhood. It even advocates
for dance-offs as a means of conflict resolution. Its pure
silliness, but it would have benefited from a little more
smarts.
Daddys Home, a Paramount Pictures release, is rated
PG-13 by the Motion Picture Association of America for
thematic elements, crude and suggestive content, and for
language. Running time: 96 minutes. One and a half stars
out of four.

Q&A: Tarantino on the battles behind Hateful Eight

NEW YORK Quentin Tarantino is waging wars on multiple fronts.


His eighth and latest film, The Hateful
Eight, is his loudest, brashest defense of
celluloid in the battle between film and digital. He shot it in Ultra Panavision, the dormant widescreen format of Ben-Hur and
other 60s epics, and hes releasing the film
first in a 70mm roadshow beginning Friday,
a week before a trimmer, digital version
lands in multiplexes.
For even Tarantino its an audacious gambit to release a three hour-plus film (complete with an overture and intermission) in a
method that few theaters can still project,
let alone know how to. In a multi-screen era,
The Hateful Eight is an invitation to a full
meal of Movie Night.
The movie, too, sits on a divide;
Tarantino calls it a blue-state, red-state
Western. Part Agatha Christie mystery,
part post-Civil War explosion, The Hateful
Eight is about an ex-Union soldier and
bounty hunter (Samuel L. Jackson) holed up
during a blizzard with an assortment of suspicious characters and a handful of proud
Confederates (Walton Goggins, Bruce
Dern). As tension builds, politics and lies
slowly peel away.
Tarantino, 52, has also been swept into a
political battle of his own. After the filmmaker attended a New York protest against
police brutality in October, police unions
called for a boycott of The Hateful Eight.
But if ever there was a filmmaker who welcomes confrontation, its Tarantino. In a
recent interview beside a roaring fire at an
East Village hotel, a calm and confident
Tarantino, fighting a cold, reflected on the
conflicts that surround The Hateful Eight.

Taranti no : I was excited about trapping
these exciting characters in a kind of
Reservoir Dogs Western, and interested in
throwing my hat into the mystery genre.
But during the last year of making it, things
in the news just kept happening that made
the movie more relevant and more relevant.
I dont want to go to dinner on that too
much. The movie has to work as the movie.
But the murders at the Mother Emanuel

Church is sort of what this movies about to


some degree or another.

Taranti no : Sometimes things need to
get really bad before they can ever get better. Really bad can become untenable if
enough people get sick of it. That was a big
thing about why I ended up taking part in
that rally and ended up voicing my opinion
and declaring what side I was standing on.

Taranti no : You should be able to criticize civil servants for what you think is
wrongdoing without being painted as a cophater. I dont feel the police are all corrupt,
however I do feel they are suffering from
institutional racism and there needs to be a
top-to-bottom examination of the way they
practice and the way they criminalize young
black and brown males. The fact that they
seem to have backed off from it seems to
suggest they realize they overreacted on me
and it looks bad.

movie. Its a little more audience friendly, a
little less impressed with itself. But if you
go see the roadshow version, if you go to
that, youre mine. Its like youre seeing
Placido Domingo at the Paris opera house,
or youre seeing La Boheme at La Scala or
even Pacino on Broadway in Iceman
Cometh. You get the program and the overture and intermission: Thats what youre
doing that night. Everything else you do is
secondary to going to see my movie that
night.

earlier this month voted unanimously
to reject the offer and chastised SPI for
closing the rink in the first place.
SPI contends it lost and continues to
lose millions of dollars annually by
subsidizing the rink and that the city
also loses out on potential sales tax
revenue by not allowing SPI to replace
the abandoned rink with retail.
The rink will sit empty until the
council and SPI can come up with some
kind of agreement. SPI has agreed to
provide another similar recreational
amenity, as its master plan allows,
either on or off site but said it will not
reopen the rink.
Many former users of the San Mateo
ice rink now skate at Nazareth or other
facilities in Cupertino, San Jose and
Fremont. All the facilities offer the
same hockey leagues for adults and
children and coaching and training for
figure skaters.
Dina Artzt, one of the biggest proponents of saving the Bridgepointe
ice rink, said the rinks closure has
broken up a community.
The choices have become more limited, she said, and Nazareth is often
overcrowded. Many who skated at
Bridgepointe no longer skate, she
said.
Her son, however, plays youth hockey now at Nazareth.
Bridgepointe was the most beautiful rink on the Peninsula, Artzt said.
Nazareth is more of a warehouse in
an industrial area, she said.

The bottom line is, he said, that

the Bay Area to support the demand and
that a rink cannot survive without subsidies. San Jose, for instance, owns
ice sheets in the city as does Oakland,

all, is $22,000 a month at Nazareth, he

Its hard to make a profit when you
only charge customers $10 at a time to
skate, he said.
Without public support, ice rinks
cannot survive, he said.
The land values are too high,
Hanhan said. It would cost $6 million
just to purchase the land.
A privately owned rink couldnt
secure a bank loan, he said.
Nazareth offers a disciplined figure
skating school that is nationally
accredited. One of its star students is
Alain Sandraz, 15, a four-time nationally ranked figure skater.
One of Nazareths coaches is Charlie
Tickner, who won a gold medal at the
World Figure Skating Championships
in 1978. The adult hockey leagues
have grown substantially since the
arrival of the San Jose Sharks.
About 600 men a week play adult
hockey at Nazareth on 46 teams.
Another 500 children are in skating
school at Nazareth and the rink gets
about 2,000 unique visitors a week,
Hanhan said.
It also has a bar and restaurant directly on site, something Bridgepointe did
not have. It opens at 5 a.m. and closes
about midnight.
In the meantime, San Mateo has
opened a seasonal ice sheet at
Fitzgerald Ball Field in Central Park
that will remain open until Jan. 10.
