Merger approved of Farmers Cooperative


Company and West Central Cooperative
Merger of Equals Vote passed...
On Dec. 18 the members of Farmers Cooperative Company (FC), Ames, Iowa, and West Central Cooperative,
Ralston, Iowa, have both approved the merger of their
cooperatives effective April 1, 2016.

In this merger vote, our members were presented with a rare opportunity to combine two strong,
financially-stable cooperatives in a merger of equals to
maintain local ownership for generations to come, explained West Central Board Chair and Paton, Iowa-area
farmer Sue Tronchetti.

High voter turnout


in special election;
Breitsprecher wins

In a relatively high voter turnout Dec. 15, Kendra Breitsprecher won in a special Dayton city council
election.

Kendra polled 81 votes and Beverly Jondle had
46 votes. There were more votes cast in the special election than in the November council election (127 in December versus 77 in November).

Mrs. Breitsprecher was able to successfully
motivate her supporters. This was a much higher voter
turnout than in the special council election of 2014 when
there were 98 total votes.

Beverly Jondle is a newcomer to local politics.
She polled one vote higher than one of the incumbents in
the November election.

second at Rodeo Championship
Saddle bronc competition in Las Vegas. . .


Wade Sundell, a native of Boxholm, took the
lead in the saddle bronc season standings with a secondplace ride Friday night in the second round of the National Finals Rodeo in Las Vegas ealier this month.

Sundell scored 82.5 points on Tip Off after
winning the opening round. He leads the standings with
$151,641 and tops all NFR competitors with $56,962.

Sundell placed first in three of 10 rounds at the
prestigious Wrangler National Finals Rodeo that invites
only the top 15 riders from around the world. Each first
place finish tacked on an additional $19,002.40 to Sundells total earnings, placing him 3rd in the final world
standings for the year.

Wrangler National Finals Rodeo was held
Thursday through Saturday, Dec. 4-13.

Wade Sundells larger than life personality
shows up every time he gets on a bucking horse according to one Vegas publication.

Full of humor and charisma, Wade has not just
won his way to the top of the ranks in the sport of rodeo;
hes won a legion of dedicated fans along the way.

Wade, who grew up in Iowa, began riding
roughstock as a kid getting on sheep and calves. He spent
many of his teen years focused on bull riding and high

school wrestling. Wade now concentrates on the event of


saddle bronc riding like his dad, Doug, competed in.

Children, families enjoy Santa visits


during Festival of Lights in Dayton
Good family turnout. . .

There was a good turnout of children and families seeing Santa Claus and Mrs. Claus the first weekend
of Santa visits at Oak Park in Dayton during the Festival
of Lights.

On that first Friday , Dec. 12, there were 21 children seeing Santa and on Saturday, Dec. 13, there were
between 25-30 visiting Santa.

Many more children were expected to see Santa
this past weekend.

Some children were a little bashful with Santa
and two children cried. Indeed, for some children it is an
emotional experience. Mom and Dad are with them of
course.

Continual repairs and upgrades were made at the
Festival of Lights. Beverly Jondle worked at the Festival each night in December and got assistance from her
daughter Katara and sister Patsy.

It was a continual process of repair, maintenance, and setting up more displays. Several people in
our area contributed lights.

Families were also able to enjoy sleigh rides this
past Sunday, or horse pulled wagon rides as provided by
Frank Green from our area.

50 Years Ago...

A pot-luck supper honoring Mr. and Mrs. Roy
Davis of Stanhope on their 52nd wedding anniversary
was held Friday night in the Art Craven home at Stratford.
Mrs. Danny Knight of Stanhope was also a guest.

Mr. and Mrs. Roy Blakley attended a Christmas party for the employees of the Easter Star home at
Boone, which was held recently at a cafe in Boone. Dinner and a gift exchange was enjoyed by all.

The Birthday of Mrs. Berkely Berglund was
observed Wednesday afternoon when friends and neighbors came to her home with a pot-luck lunch and gifts to
make her day a memorable one. Those sharing the occasion were Mesdames Alice Clanahan, Mildred Nelson,
Minnie Samuelson, Almeda Holt, Jo Pliley, Esther Gast
and Phil Carroll, A birthday cake baked by Mrs. Gast was
a feature of the lunch.

Lt and Mrs. Jay McDonough, Ann and Martha, arrived Tuesday from Meridian, Mississippi and are
spending a week visiting in the parental Russell R Anderson home and Mrs. Bertha Gustafson homes, other relatives and friends.

Guest for supper Sunday in the Glenn Bergman home were Mr. and Mrs. Melvin Walrod of Omaha.
Nebraska. Mrs. Walrod is Mrs. Bergmans sister-in-law.

An open house was held in the Paul Hade home
on Sunday, December 12 in honor of Edwin Hades 76th
birthday. A short program was held which included a
prayer and meditation by Rev Hanson of Gowrie and a
Swedish Hymn sung by Marie Lundgren. She was accompanied by Mrs. Laurence Nelson. Refreshments were
served from a festive table decorated in a holiday theme,
centered by a white poinsettia plant. Mrs. Marvin Johnson poured.

Eight relatives and friends attended from
Gowrie, Lohrville, harcourt, Lake City, Fort Dodge and
Dayton.

Mrs. Blanche Merrian of Ogden was a Thursday visitor with Mrs. Opal Monson. Saturday Kendra
Stupenhorst took Mrs. Monson and Lucille Hall to the
Jim Monson home to view a video tape of Jeffrey Monson, son of the Mike Monsons of Florida.

Several members of he Peterson family had a
pre-Christmas gathering at the Colonial Inn recently in
Fort Dodge.

Present were Melvin and Vera Peterson, boxholm; Kenneth and Gwen Peterson, Frances Slater, Edna
McCullough, Don and Jennie Slater, of Dayton; Laura
Nelson, Anna Peterson, Mabel Tomlinson, Friendship
Haven and Dale and Charlotte Tomlinson, Fort Dodge.

Dale and Inez Simonson and Daron Harris,
Jerry and Janet Galloway and Stella went to Boone Sunday evening to the Christmas program at the Evangelical Free Church. Their grandson, Carl, participated in the
program. They were all lunch guest in the Stewart Galloway home after the program.

Mrs. Paul Nickolas (formerly Stonna Angstrom) came last Thursday from Pennsville, new Jersey,
to visit in the Parental Mr. and Mrs. LuVerne parental
Mr. and Mrs. LuVerne Angstrom home. Sunday Kevin,
Cheryl and Josh Angstrom, Boone, entertained in their
home. Present were Mr. and Mrs. LuVerne Angstrom,
Melissa Angstrom, Stratford; Linda and Bob Lager and
family, Janelle and Denny Garvey and family and Stonna
Nickolas. Stonna will leave for home Friday morning.

A dog and cat clinic will be held at the

Veterinary Clinic, Dayton

Saturday, Jan. 9

The City of Daytons annual pet clinic will be


held on Saturday, January 9, 2016 at the Dayton
Veterinary Clinic at 24 North Main Street from 9:00
a.m. until 10:30 a.m. Doctor Robert Shipley will be
present to give vaccinations to pets from Dayton
and the surrounding area. City pet licenses will
also be sold for $5 each. City code requires all
dogs and cats to be licensed. After February 1st,
the cost for each license will increase to $10.

Our business family


is working together. . .

Christmas has arrived and at this time we celebrate the birth of Jesus. As Christians this is a glorious
time of the year. We enjoy Christmas programs, candlelight services, good food and fellowship. And we celebrate
with family, remembering that Mary and Joseph started
their family with the birth of Jesus in Bethlehem.

There are many types of families. We have our
families by birth and weve nurtured our family relationships over the years. Many of us also enjoy family relationships within churches, businesses, organizations, and
the like.

I am personally pleased that our business family
within our two newspapers has really blossomed this year.
We have three key people who really work closely together: Tonya Harrison, graphic designer; Mary Ann Young,
clerical manager; and Jill Viles, writer. Tonya has been
with our newspapers in Gowrie and Dayton for four years;
Jill has been writing for us for about three years; and Mary
Ann Young started in July.

Mary Ann Young is the newcomer and people
will be pleasantly surprised when they get to know her.
She works with people very well and diligently works to
satisfy our readers and customers. Tonya works closely
with several businesses and groups also and she has deep
roots in the Gowrie area. Jill skillfully handles local governmental meetings and feature stories.

About 10 years I ago I enjoyed a very good team
at the Dayton Review with Linda Hansen and Jonathon
Fehr. We were very close with one another. Jonathon
would later move to Texas to be with family and start a
new career in graphic design. He was multi-talented and
a great guy. Linda, who did so many things well, retired.
There were good people who followed but the business
was never the same.

Once again we have a team that works very good
together. We have some good talent, but more importantly
our people work so well together. Those special bonds in
a business family are vitally important. Individually they
are such nice, respectful people.

We have several other very important people
who contribute to our business each week. Sara Downs
has written a great column, Down Memory Lane, for many
years. Dave Anderson has been our dependable driver for
four years; Mary Stufflebean has been our advertising sales
representative for more than one year;
Alice Johnson has written feature stories and more; and many others
too numerous to mention have also contributed.

Our business family wishes you a very Merry
Christmas. Share your Christmas joy with all families.

SV Jaguar boys demolish MansonNW


75-47; Jaeschke, Davis lead team rout
Jags dominate entire game. . .

The Southeast Valley Jaguar boys team demolished MansonNW 75-47 Tuesday, Dec. 15.

Junior Dakota Jaeschke led the team in scoring
with 24 on 11-16 shooting. All the points were made in
the paint and inside the arc.

The Jaguars dominated the entire game as they
led at the half, 39-22, and exploded in the third quarter,
outscoring MansonNW 19-8.

Jaeschke also had 11 rebounds, including a
team-high three offensive boards.

We had great team work, said coach Gutshall.
We stressed team work the last couple days in practice.

Myles Davis contributed 15 points and he was
3-4 from three-range.

The Jaguars were equally good on defense. The
Jaguars had 14 steals with Logan Boerner leading the
team with four. Others with steals were Jaeschke, 2; Alex
Pliner, 1; Davis, 2; Conrad, 2; Keegan Goodwin, 1; Nolan
Johnson, 1; and Cade King, 1.

We just played so good together as a team,
said coach Gutstall. I hope we can continue this team
work for the season.

Others with points were Conrad, 8; Caleb Jondle, 7; Cade King, 4; Johnson, 2; Goodwin, 3; Boerner, 4;
Ryan Gustafson, 3; Tommy Lennon, 3; and Pliner, 2.

The team had an amazing 37 rebounds, showing
their dominance on the boards. Getting rebounds for the
Jaguars were: Jaeschke, 11; Conner Conrad, 11; Myles
Davis, 5; King, 2; Boerner, 2; Pliner, 2; Nolan Brand, 2;
and one each for Goodwin and Lennon.

Conrad was 3-4 from the line and Boerner was
2-2. As a team the Jaguars were 15 of 26. The team was
6-17 in threes and 27 of 51 in field goal attempts and the

latter statistic is very good.



You put all this together and we had a great

SV girl Jags rout West Bend-Mallard


49-31; Jags dominate in all phases
Jags grab incredible 44 rebounds. . .

The Southeast Valley varsity girls defeated
West Bend Mallard 49-31 as the Jag girls dominated in
all phases of the game.

Defensively the Jags secured 44 rebounds, including 29 defensive rebounds. In a real testament to the
efficiency, the Jags also had 15 offensive rebounds. They
wouldnt be denied.

Southeast Valley led 26-14 at the half and then
outscored WBM 18-7 in the third quarter.

Defensively, the Jag girls were quick and skillful as they made 17 steals. Good defense has been a
trademark for the Jaguar girls this season.

Erica Rittgers led the Jags in scoring with 17 on
8-15 shooting. She also led in rebounds and steals with
six and five respectively. She was even one of two of
three range.

The Southeast Valley High School Jaguar boys
routed West Bend Mallard 65-24 Dec. 14.

The Jaguars dominated the entire game from
start to finish. The Jags led at the half 34-9 and they
outscored WB-M 25-4 in the third quarter.

We played extremely good defense, said
coach Steve Gutshall. We shut down their top players.

The Jaguars had balanced scored with Conner
Conrad having 15; Keegan Goodwin, 11; and Dakota Jaeschke, 11.

Jaesschke was 5-11 in shooting and had a teamhigh 15 rebounds. The Jags had 39 rebounds including
15 offensive boards.

The Jaguars had 15 steals which helped them
defensively. Cade King and Conner Conrad each had
four steals to lead the team.

Other team members scoring points were: Cade
King, 7; Myles Davis, 6; Caleb Jondle, 5; Logan Boerner,
4; Nolan Johnson, 2; Alex Pliner, 2; and Nolan Brand, 2.

Keegan Goodwin was 4-4 at the line and Conner
Conrad was 4-5. Conrad also had two blocks.
Pliner had seven boards.

Pliner, Conrad, Boerner, and Jondle had two assists apiece.

This team plays well together, said one parent. If they keep playing like this well have a good
record and if we keep in improving I like our chances in

Aaliyah Scott, 2.

4; Carson, 3; Karissa Heisterman, 2; Morgan Castenson,
1; Cassie Zinnel, 1; Sammy Alphs, 1; Kasey Lundberg, 1.

Carson Shipley, coming off the bench, was 2-2
on the line.

Others having assists were Riitgers, 1; Lundberg, 1; Graves, 1; Zinnel, 1; Jaeschke, 1; and Castenson,

A Christmas Message...

By the time this is being read Christmas may
have already come and gone for some of you, that is,
you were too busy or otherwise preoccupied to sit down
with The News or Review and peruse the pages. But, I
am writing it midst the busy time of preparations for
many of us. It is my hope that by the time this appears
in print we all will have gotten our act together and
everything we planned to do fell into place. Right now,
however, my Christmas cards are partially addressed, the
great grandkid gifts (25 of em) are partially assembled,
a couple more things to get to put in the annual goodie
package of son who lives in Washington, packages to be
assembled and mailed, a couple gift cards to get and a
couple flowers to order and then Ill be all set. Oops!
When will I have the time and/or opportunity to make
some homemade fudge. Gotta do it. Its an expected tradition. So I hope by the reading of this composition we
all have accomplished and presented and celebrated or
nearly celebrated according to our own traditions.

Ads on TV seemed to have been more down
played than usual. Have people been counting on the
ads in the pre-thanksgiving and Sunday papers or perhaps searching the web as I understand that is quickly
becoming a favored shopping trip. I even noticed that
the Chia Pet and Clapper ads were later in appearing and
not as frequent. Have those always at Christmastime favorites diminished in popularity? Never had a Clapper
though often thought might be a handy item to have if
they really worked so efficiently. Never had a Chia pet
but long time ago bought the first out (that remembered)
Chia head thinking my children would enjoy it but as
often the case, Mom was the one who soaked it down,
spread the seeds and tended it. The fascination was short
lived. However this year I wished I had the $$$ resources to get the smaller greats (by family) one for
the fun of it but then there were the others --- so let that
thought quickly evaporate.


I, having no particular interest in the newest
electronics, games, phones, etc., have paid little attention to visual or written enticements of the year. Upon
occasional curiosity about one of the gadgets, note the
prices. As a behind the times great grandma I am a bit
taken aback when I note those amounts and wonder
what parent can or will decide to purchase it for their
offspring, especially the very young. But it is being
done and the credit card companies are jumping for joy
this time of year.

In all our preparation, whether in our kitchens,
in stores, searching the internet, have we taken the time
to stop and think what the season is all about? Have we
endeavored to teach our children the basics, the really
important? In my own family, while they try to give
their offspring what other kids have, I do believe they
are taught or shown that these things are not what makes
the season important. I hope the decorating and candy
and cookie making include letting the children help.
I hope they have heard of times past from parents and
grandparents and that they have heard the true Christmas
story over and over, not the movies repeated on TV or
the childrens fairy tale books (though they are okay) but
the one that comes from The Book. I hope they will have
gotten to participate in a childrens program at a church
and tell the story in that simple childlike way we all enjoy seeing and hearing. I hope they have gotten to sing
all the songs both in homes and in church and Sunday
school.

But now as this appears in your mail boxes,
time has dwindled and another Christmas will be or,
in some cases, having been celebrated with family and
friends. I hope families are keeping their traditions and
passing on to the next generations. In the meantime, A
Merry and Blessed Christmas and a Happy New Year to
all.

Southeast Valley Jaguar Wrestling


capped off successful senior night
Beating Guthrie Center, Panorama. . .


On December 17, the Jaguar Wrestling team
capped off a successful night of wrestling in their final
home dual of the season on Sr. Parent night by winning
two out of three duals, beating Guthrie Center, 31-21 and
Panorama, 43-42 on criteria. The Jags dropped their final
dual of the night to Ogden, 45-27. Coltan Klingson, Trey
Lawrence, Kyer Jondle, and Kaelan Lundberg went 3-0
for the night. Coledon Bethel and Zeke Miller finished
2-1; Carter Fluckiger, Ivan Hudson, and Matt Ross finished 1-2. Evan McCrady and Xavier Nichols went 0-3.

"The guys really wrestled hard, winning some
matches late in the third period. Our young guys stepped
up; Freshman Coledon Bethel won a close match at 106,
Carter Fluckiger scored late back points to beat his Guthrie Center opponent and Kyler Jondle scored a reversal
with back points in the last ten seconds of the match to
beat a real solid Ogden opponent."

On December 19th, the Jag wrestlers wrapped
up the 2015 season at the solid Roland Story Invite. At
the end of the day, sophomore 132 lbs. Trey Lawrence
dominated his bracket once again by recording three falls
capturing his first Roland Story title, winning his second
tournament in a row running his record to 18-1 for the
season. Lawrence pinned senior Bill Joslin(1:07) of Roland Story in the finals. Jr. 170 pounder Kaelan Lundberg(16-4) won his first tournament title of his career in
fashion by also pinning his way through the tournament
field dominating East Marshall's Jake Dixon, recording a
fall in 1:17. Freshman 160 lbs Kyler Jondle(16-5) wrestled all the way back to third after a tough opening round
loss by a point in a very tough 160 pound bracket. Freshman 106 pounder Coledon Bethel and sophomore 113
lbs Colton Klingson placed fourth; senior 182 lbs. Zeke
Miller placed fifth; Sophomore Heavyweight Matt Ross
finished sixth; Freshman 220 lbs Xavier Nichols placed
seventh; freshman 120 lbs. Evan McCready & freshman
138 lbs Carter Fluckiger placed eighth and Freshman 152
lbs. Ivan Hudson did not place.

"In this tournament we were down to one senior
and one junior in our line up and the rest freshman and
sophomore. Our young guys continue to improve but give
up big moves. They execute a move and look really good
and the next flurry of moves they get themselves in out of
position and it cost them giving up back points."

SV girl Jags lose

three have 10 boards
Great Jag rebounding. . .


The SV Jag girls have had a very good season
but they did stumble Dec. 15 against MansonNW, losing
51-36.

The 1st half was a close half with many lead
changes. By halftime, the score was 24-25 with the Cougars ahead by just one point. Unfortunately, the Jags
could not sustain their play for the second half. They
gave MNW too many easy baskets because of turnovers.

Erica Rittgers led the way for the Jags, scoring 9
points. Cassie Zinnel hit a couple 3s in the first half and
ended the game with 8 points. Josie Breitsprecher and
Aaliyah Scott both added 6 points to the effort. Emma
Graves chipped in 4 points and Morgan Castenson had 2
points. Kasey Lundberg made a free throw to finish with
1 point. Breitsprecher, Rittgers, and Graves each pulled
down 10 rebounds for SV. Scott grabbed 6 rebounds.

Rittgers had a very respectable four blocked
shots.

The field goal shooting was down as the Jags
made only two of 16 threes and 13-47 on field goal attempts.

We did some things well. Our rebounding was
outstanding, said one parent. We didnt execute quite
as well in other phases of the game.

The Southeast Valley Girls Basketball Team
finished up the 2015 part of the season with a home game
against Clarion Goldfield. That game was held on Tuesday, December 22, at 6pm.

their final game before break at East Sac County Friday
night.

The 7th grade dropped a hard fought 37-36
overtime thriller however these young ladies left everything on the court and I could not be more proud as a
coach.

Sydney Carlson had an outstanding overall
game and led the way with 20 points. Emily Hemestead
was right behind with 8.

The Jags received very solid post play from the
duo of Brielle Haub and Morgan Farnham.

The Jags also received outstanding hustle and
defense from the trio of Emily Jaseschke, Kiersten Fisher
and Riley Nelson.

The 7th grade is now 4-2 on the season.

Mayor Martin brought the meeting to order at 7:00 p.m.
Present: Hrubes, Ruthart, Twito, Timmons, and Dellachiesa. Also present:
Jason Eckert and Archie Wooley, City Works.


Motion by Twito, sec. by Hrubes to approve the agenda with the
exception of moving the Fire Department report to the top of the agenda
items. All Ayes/MC. Motion by Dellachiesa, sec. by Timmons to approve
the consent agenda as follows: Minutes from the Regular meeting on
November 9th, 2015, all bills presented for the previous month and all bills
presented for the month of December; Utility Summary and Disbursement/
Revenue Report. All Ayes/MC.

EMPLOYEE REPOSTS: Fire Department-Motion by Twito, sec. by
Timmons to add Terri Saxton and Kathy Gambill to the Fire Department
accounts at Security Savings Bank and removing Sonya Kelley and
Wanda Ganeff from the accounts. Roll Call Vote: Ayes: Hrubes, Ruthart,
Twito, Timmons, and Dellachiesa. Nayes: None/MC.

BUSINESS FROM THE FLOOR: None.

on vacating the east/west alley between Spencer Hill and Main Street there

instruct anyone interested in purchasing vacated City property to contact
adjoining property owners to get their approval prior to presenting their

of the purchaser. All Ayes/MC. The City Fence Ordinance and Vicious

NEW BUSINESS: After reviewing bids for fixing the secondary water
pump. Motion by Hrubes, sec. by Twito to award the job to Northway Well
and Pump Co. All Ayes/MC. The Council was presented with water rates
from several towns in IA. They will look into possible ways to raise more
water revenue at the January meeting. After reviewing current new utility
customer hookup responsibilities, it was decided that they would remain
the same. After discussion about handicapped parking at the Golden
Memories building it was suggested we check on the rules relating to
voting laws before making any changes. Motion by Twito, sec. by Timmons
to approve the Release and Satisfaction for a utility customer. Roll Call

City was being charged by Dearborn for coverages which had previously
not been billed in the prior year. The Council discussed possibly looking
into another insurance company. Clerk was informed by a representative
at Kingsgate that to remove the 24 hour accident coverage she would
need a letter from the Council. She also stated that STD coverage was
voluntary coverage and the employee signed up online, however they have
not been able to provide Clerk with any proof. Motion by Hrubes, sec. by
Ruthart to have Dearborn remove the 24 hour accident coverage from the
Citys policy. Roll Call Vote: Ayes: Hrubes, Ruthart, Twito, Timmons and
Dellachiesa. Nayes: None/MC.

BUILDINGS AND PROPERTIES: The Council discussed clarifying
the definition of junk and will look into ways to clean up junk buildup.
DELINQUENT ACCOUNTS: The Clerk informed the Council that she had
received another check from the Collection agency.

EMPLOYEE REPORTS: City Maintenance-City Maintenance
presented the monthly report. Eckert inquired about a wage increase after
having passed his water treatment test. The Council informed him that he
needed to pass both water and waste water exams and become licensed
before a raise would be considered. City Clerk-The Clerk informed the
Council that she had Data Tech training December 7, 8 and 10th and
the Auditor was in house the afternoon of the 8th and the 9th. The full
accounting software package has now been installed and she needed to
work on setting up new account codes, vendors and payroll. Employee
Evaluations: Motion by Dellachiesa, sec. by Hrubes to pay employees all
comp hours by December 31, 2015. And Clerk should work only her 40
hours per week unless prior approval is given by Mayor. All Ayes/MC.
Council asked Eckert when he would be taking his waste water test. He
stated that the fee and a copy of a letter they gave him had to be sent in
before he could schedule it. The Council stated that it had to be scheduled
within the next 30 days, and asked that he let the Mayor know as soon as
it was scheduled. Ruthart asked if the machinery had been winterized.

On Sunday and Monday of last week Webster
County, our area towns, and much of Iowa experienced a
very heavy rainfall.

Our Dayton, Lehigh, Harcourt area and surrounding towns received between 3.5 inches to 5 inches of rain. We experienced many hours of consecutive
rainfall which commenced Sunday night and continued
through Monday morning.

There was a brief period of snowflakes Monday
morning but the snow quickly melted.

Area ditches, creeks and rivers were elevated as
rainfall was heavy here but also very heavy north of us.
Many fields had small ponds.

Eckert stated that it had, he had put stable in them. The Council would do
another evaluation for Eckert at the January meeting.

The regular meeting of the City of Harcourt met at City Hall on
December 14th, 2015 at 5:30 p.m. Mayor Brundage called the meeting to
order with the following Council present: Engquist, Peterson, Gallentine,
Hansen, and Greenfield. Also present was John Gilbert, Matt Fors, and
Grant Gibbons.

D. Community Center: Water in basement after all the rain, Richard is
working on getting all the water out for this weekend.

the following members present: Singer, Fletcher, Dencklau, Campbell and
Leffler. Absent: None.

Moved by Leffler, seconded by Campbell to approve minutes of the
November 24, 2015 regular meeting. Motion carried unanimously.

Moved by Campbell, seconded by Singer to approve hiring and
employment of Bret Mentzer, Class B Equipment Operator, Lehigh
Shed, effective December 7, 2015 at the rate of $17.82 per hour per
recommendation of Randy Will, Engineer. Motion carried unanimously.

RESOLUTION APPROVING PROJECT IN THE WEBSTER
COUNTY REGIONAL URBAN RENEWAL AREA

WHEREAS, the County of Webster, Iowa has established the Webster
County Regional Urban Renewal Area and has adopted an urban renewal
plan and amendments thereto for undertaking urban renewal projects, as
more fully described on Exhibit A attached hereto, (the Project) within the
Urban Renewal Area; and

WHEREAS, before approving an urban renewal project, it is
necessary to make certain findings under Chapter 403; and

WHEREAS, it is the intention of the County to certify the amount
of funds advanced for reimbursement under Iowa Code Section 403.19
before December 1, 2015; and
WHEREAS, the amount of funds to be advanced for the Project is
currently estimated at $527,500.

NOW, THEREFORE, IT IS RESOLVED by the Board of Supervisors
of the County of Webster, Iowa, as follows:

Section 1. Pursuant to Ordinance No. 48, there has been established
the Webster County Urban Renewal Area Tax Increment Revenue
Fund (the Tax Increment Fund), into which all incremental property
tax revenues received from the Urban Renewal Area, as amended, are
deposited. The Board finds the Project described on Exhibit A hereto to be
Urban Renewal Projects as defined in Iowa Code Chapter 403, and further
finds that said Projects are included in the Plan, as amended, for the Urban
Renewal Area.

Section 2. It is hereby directed that the total costs for the Project be
advanced from time to time from the General Fund in order to pay the
costs of the Project. The advance shall be treated as an internal loan (the
Loan) from the TIF Project Fund and the General Fund or applicable fund
shall be reimbursed the total actual Project cost from the Tax Increment
Fund.

Section 3. All Project costs to be incurred for the Project are approved,
to be advanced as described in Section 2. The contract for the Project is
currently estimated to cost approximately $527,500.

Section 4. Certification for reimbursement under Iowa Code Section
403.19 shall be made by the Board on or before December 1, 2015.

The Board of Supervisors did not meet in Session on the above date
due to vandalism in the Courthouse. At 1:00p.m. on December 8, 2015,
the Board of Supervisors met with the department heads to update them
on the status of the situation and to discuss plans to get the bare minimum
county services up and going. The cleaning company will need several
days to have the courthouse cleaned and ready for us to return to work.
In the meantime, the courthouse will be closed and access will be very
limited.

WHEREAS Webster County, Iowa is the owner of two certain parcels
of real estate described as:
Parcel 15-13-277-006: Lehigh Incorporated, Orris Sub-division, Lot 9
Block 2;
Parcel 15-13-277-005: Lehigh Incorporated, Orris Sub-division, Lot 10
Block 2;

BE IT RESOLVED by the Board of Supervisors of Webster County,
Iowa as follows:
1. The Board of Supervisors has determined that disposal of the
county owned property is in the best interest of Webster County.
2. That said Board proposes to sell the above described parcels of
real estate by sealed bid auction.
3. The bidding period will open from 9:00 a.m. December 22, 2015,
and close at 10:00 a.m. on December 29, 2015.
4. That bids are to be submitted at the office of the Webster County
Auditor on the second floor of the Webster County Courthouse.
5. That said Board proposes to sell the said real estate to the bidder
who, in the Boards discretion, is determined to have the best use
of the property combined with bid amount.
6. That the winning bidder shall be responsible for the payment of all
recording fees associated with the sale of the parcels.
7. That the Board shall hold a public hearing on the aforesaid proposal
at 10:30 a.m. on December 29, 2015, on the second floor of the
Webster County Courthouse.
8. That said Board proposes to accept the bid it has selected by
resolution at the regular meeting scheduled for 10:00 a.m. January
5, 2016, on the second floor of the Webster County Courthouse.

Board Chairman Kenny Sanders called the meeting to order at
7:00 a.m. Roll Call: Present: Board members Rentschler, Sanders and
Vangilder. Absent: none. Also present: Randy Danielson.
AGENDA: Vangilder moved to approve the agenda as printed.
Second by Rentschler. Motion carried unanimously.

MINUTES: Rentschler moved to approve the minutes of the
November 18 regular meeting as printed. Second by Vangilder. Motion
carried unanimously.

BILLS: Rentschler moved to approve the bills as presented. Second
by Vangilder. Motion carried unanimously.

UNDERGROUND SERVICE LINES: Underground service lines have
been installed to most of the areas needing service line replacement.

GRANDVIEW SERVICE: The Board received an estimate of $8,500
for a pad mount transformer and material for an underground service to the
Grandview Health Care Center.

POLE REPLACEMENT: The Board discussed an estimate of $40,000
for labor and equipment from North Central Line Service to complete the
Grandview project, replace several poles, and construct one underground
primary line extension. They requested more details and an option for
underground installation of a primary line along 3rd Avenue NE.

SUBSTATION TRANSFORMER: After review of oil test results from
the main substation transformer, the Board agreed to obtain estimates for
a rebuilt transformer for possible spring installation.

LIGHT PLANT ROOF WARRANTY: Chairman Sanders signed the
light plant roof warranty document from Duro-last, Inc.

GENERATION CAPACITY: Vangilder moved to consider a reduction
in generation capacity from 2000 kw to 1900 kw for the 2016 calendar
year. Second by Rentschler. Motion carried unanimously. The Clerk is to
provide financial information for this.

SUBSTATION FENCE: The Board discussed options to raise the
substation fence. They directed the Clerk to get IUB requirements for this.

FESTIVAL OF LIGHTS: The Board agreed to consider a financial
contribution to this if it is needed.

EMPLOYEE REPORTS: The Board agreed not to do any radio
advertising.

ADJOURN: Rentschler moved to adjourn. Second by Vangilder.
Motion carried unanimously. The meeting was adjourned at 7:37 a.m.

Wade joined the PRCA in 2007. It turned out
to be a good decision as he has amassed over $1 million
in lifetime earnings. He qualified for his first Wrangler
National Finals Rodeo in 2009, and hes been making the
trip to Las Vegas ever since.

That year he also won a Ram National Circuit
Finals Championship and in recent years he has come
extremely close to a world championship several times,
finishing third in the world twice and second in 2010 in
a close match for the title with Cody Wright in the tenth
round of the WNFR.

And in 2014, the first year of RFD-TVs The
American rodeo, Wade took home the win and a hefty
$100,000 paycheck. He repeated that again this year. He
also had seven rodeo wins and two co-championships in
the PRCA that helped get him to the top of the standings,
and he just won the Canadian Finals Rodeo.

No one has more fun riding saddle bronc horses
than Wade. Expect to see him smiling a lot in the Thomas
and Mack Center as he pursues his first world title.
