Report on an Inspection of the Pakistan Oil Field Ltd Khaur

Introduction:
An inspection was conducted at PAKISTAN OIL FIELDS LTD plant on 16 th April 2014.Workshops area
located in KHAUR Pakistan. Main purpose of inspection is to make risk assessment and to identify
workplace hazards and to show how company complies with International Health and Safety
standards and regulations.
P.O.L KHAUR is an international company and almost 2000 employees are working in different shifts.
This inspection starts from main gate and cover almost all the work process like basic facilities, plants,
electrical equipments, cranes, first-aid facilities, fire facilities, heavy load lifting, permit-to-work system
and many more.

Executive Summary:
However company is working under health and safety system and whole work place is very well
maintained. No major incidents is recorded is last one year this will show the company attitude toward
health and safety standards.
Moreover during the inspection of work place some major issue were found which required a high
priority attention and action needed to be taken for e.g: Risk of noise from generator, risk of poor
housekeeping, lack of welfare facilities, risk of collision with vehicle at work place, slip trip and fall
hazards poor management of waste material.
The conclusion of this report is a series of recommendations that when implemented would ensure
that compliance to local as well as international standards and legislation is gained and that the
principle of continual improvement.
Almost all the correction can be undertaken with minimal or no cost to the organization. These are
points that are in totally in disregard to the regulations set out within the Jordanian Law &Legislations
and International Labor Organization.
So in order to comply with industry and international best practices it is advised that corrective
measure be taken immediately.

Benefits to Managers:
When management committed and take care of the worker health and safety can reduce accident
and ill health rate and develop position safety culture. Management can reduce costs which
associated with accidents. This inspection report may help organization to comply with legislation.
Management can worker happier and motivated by complying on this report.

Main Findings Of Inspection

Electricity:
Over all electricity plan is very good and according to standards at work place but we see bared and
tangled connected with drill machine are present (Item no: 6)

This may be the possibility of fire hazards due to short circuits and may lead to damage material and
loss of life also.
Its company policy to inspect or test all the electrical appliances through PAT test on regular basis.

Collision Between Pedestrians And Vehicle:

It is observed from work place that the risk collision between pedestrians and vehicles were exits.
(Item no: 15)
Segregation of pedestrians and vehicles pathways is important to reduce the risk of collision which
may lead to fatal injuries.
Management should prevent the risk of collision by using proper sign boards, proper training and
instructions given to drivers or by providing high visible clothing to pedestrians. Speed limit should
also be minimum level for example 05 KM per hour.

Fire:
Company duty is to give workers proper information and training about fire fighting. Fire extinguisher
should be placed at their spots usually where workers approach easily.
The fire risk is present at the work place because of welding process taken close to flammable
material. (Item no: 13).
Smoking in a area where hazardous substance and oxygen cylinder are present. (Item no: 2). Risk of
electric short circuit because of bear and tangle cable.
Management should pay attention to fire hazards before any unwanted events happened. Signs and
warning should be visible. Segregation of hazardous substance, fuel and correct cables should be
used for electrical equipment.

Manual Handling:
There is a concern for manual handling of workers present in work place. Workers unloaded the
vehicle manually and carrying the load above their capacity. (Item no: 18). This will result in
musculoskeletal injuries and WRULDs.
Management require to proper lifting equipments for carrying load and increase the no of workers for
unloading.

Management Of Health & Safety:

Many of the observations indicate the poor health and safety management system of the organization.
Waste material should not be managed properly and placed on the floor of work sites. (Item no 1).
This will damage the image of organization in front of visitors and bench marking with other
organization.
Management should overcome this specific health & safety & supervision to all workers. Waste bin
should be placed in the work shop and force the worker to place the all waste material in it.

Housekeeping:
Some issue should be observed about housekeeping in work place. Bad light and no proper
ventilation is presenting stores and go downs (Item no 10).
Management also improve the hand washing area and washrooms, changing room, Kitchen, mess to
set good example of housekeeping.

Welfare Facility:
It should be observed that welfare facility at work place in not enough for all workers. Only 3
washrooms available for 200 workers which in not enough (Item no: 23).
Management should provide proper washrooms and welfare facility they have to increase the no of
washrooms for workers in the work site.

Conclusions:
This inspection will show the level of health & safety in organization employer should be failed to
provide safe system, plant & equipment to employees. This may lead to serious injuries & ill health.
According to these findings management should take action to prevent any potential injury, fatal
accidents and property losses that will be result in action taken by enforcement authority.
Management should supervise and ensure the safe usage of electrical equipments and tools.
Separation of fuel & ignition sources that cause a huge fire it has been observed that management
failed to provide first aider, welfare facility, equipment for lifting heavy loads. These issues need less
expense and time to overcome on these risks and maintain healthy and safe enjoinment in the
organization.
So in conclusion, comparing total cost of recommendations with the possible consequences ,
It is advised that these findings be taken seriously and that action be taken so as to prevent any
potential injuries or losses to the company which may have some severe consequences to the
progress as well as less obvious problems that may or may not play a role in the loss of future
business for the company.
