PROBLEM STATEMENT

There are several problems that have been found to measure the effectiveness of neighborhood
concept:
1. Safety issue
The design of landed house which is fenceless lead to promoting crime among Putrajaya
residential area. The design supposed to promote neighborhood concept turn out to be so
called crime hotspot. Some places either terrace or semi-d type of housing, the
responsible party does not provided 24 hour surveillance. It is needed because most of the
homeowner is working on broad daylight and only return home after office hour.
2. Lack of community shared facilities
Community shared facilities is one of component under neighborhood concept. Each of
residential area should be supported with these facilities to promote social interaction.
Unfortunately some places within Putrajaya boundaries do not have community shared
facilities that might be difficult for local people to achieve neighborhood concept goal.
Some facilities are located in another neighborhood that might take some time for people
to travel. This will cause another issue which is safety and social problems.
3. Increasing housing price lead to vacant house
Federal territory is one of the states with expensive price of housing. The status of
Putrajaya as government offices hub lead to high demand of owning a house. Each year
the selling price of house within Putrajaya is increase due to this situation. Even though
people are working at Putrajaya, they are tending to buy a house outside of Putrajaya.
This will lead to the increasing of vacant unit within house. The vacant unit will be
challenges for neighborhood concept to be achieved.

LITERATURE REVIEW

Based on article THE NEIGHBORHOOD CONCEPT: A RETROSPECTIVE OF PHYSICAL


DESIGN AND SOCIAL INTERACTION by Nicholas N. Patricious (2002), neighborhood

concept were published in two different form which is the idea of Clarence Stein and Henry
Wright, their plan for Radburn. The second idea was the neighborhood Unit idea of Clarence
Perry. By first idea, both Stein and Wright agree that neighborhood concept just not about
specific spatial arrangements of streets, residences, and supporting facilities, but also the exact
number of population to implement this concept (p .3). Based on third problem statement, the
number of vacant lot on residential within Putrajaya is increasing due to increasing housing
prices.
On the second idea, Perry suggested that social interactions are main principle for neighborhood
concept. Perry put it residents are brought together through the use of common recreational
facilities, they came to know one another and friendly relations ensue.( Perry,1939). Moreover,
on page 10 stated that one of the right specific criteria specified for a satisfactory neighborhood
was the provision of opportunities for normal family and community life through the location of
community facilities at a focal point.
Based on article on themalaysiainsider.com published on 20 November 2013 by Shahbudin
Husin, the robbery crime rapidly increase through years since Putrajaya is develop. He stated that
medium cost residential area become a hotspot for the robbery activity because most of the
resident is high level of officer. The resident for high rise, they suggested an approach of 24
hour surveillance to prevent the increasing of crime rate.
Based on sustainable neighborhood concept plan by The City of Fort St John Acknowledges,
one of the safety measures that must be overlooked when implementing neighborhood concept
are internationally plan the location, layout and design of public places like parks so that they are
safe and feel safe. The planner must ensure that public places and parks do not turn their backs
to the street and park entrance should be visible. The position of the park must be visible by lots
of people watching from apartments, stores etc.

Enclave-the houses were arrayed in a U-formation about a short vehicular street called a lane, a
really a cul de-sac court with access to individual garages. Block-three or more of these enclaves
were lined together to form a block Superblock- 5 block together with the central parkway.
Neighborhood- four to six superblocks formed a neighborhood that was bound by major roads
or natural features.
Clarence Perry are Chicago-trained sociologist became one of the principal theorists of the
advocates for the traditional neighborhood as a basis for the planning of new town and urban
areas and for the redevelopment of blighted slums. The neighborhood concept is:
Size- a residential unit development should provide housing for that population for which one
elementary school is ordinarily required depending upon population density.
Boundaries- the unit should be bounded on all sides by arterial streets.
Open spaces-a system of small parks and recreations spaces should be provided.
Institution sites- sites for the school and other institutions having service spheres coinciding with
the limits of the unit
Internal street system-the unit should be provided with a special street system
Local shops- one or more shopping districts
