In the G.Os.6th, 7th, 12th and 13th read above, the Government proposed to
include the 38 Gram Panchayats located in Ranga Reddy District in to the limits
of Greater Hyderabad Municipal Corporation which are contiguous to Greater
Hyderabad Municipal Corporation and require better infrastructure and
amenities apart from providing central administration for effective provision of
civic amenities and co-ordinated development of infrastructure and
maintenance of city level services and to meet the challenges thrown up by fast
pace of growth of Hyderabad and its urban spread and to manage in an
integrated manner both the metropolitan and community level developmental
needs of the extended areas also as the existing separate local bodies of the
surrounding Gram Panchayats will be unable to cope up with the increasing
pressure on account of rapid urbanization and called for views / objections /
suggestions if any from the Greater Hyderabad Municipal Corporation and the
public within a period of 15 days so as to take further action in the matter.

After issue of notices on merger of twenty five (25) Gram Panchayats
into Greater Hyderabad Municipal Corporation in the G.Os. 6th and 7th read
above, PILs have been filed against the merger of the following villages before
the Honble High Court and the Honble High Court has passed status quo
orders:

In the reference 8th read above, the Honble High Court in its orders
dated:24.06.2013 in the PIL No.293/2013 while disposing the PIL has directed
the respondent No.2 to treat the Writ Petition as representation and consider
the objections raised in the said Writ Petition in accordance with law. In
pursuance of the above orders of Honble High Court, the Principal Secretary to
Government, Municipal Administration & Urban Development Department has
heard the Petitioners on 06.07.2013.

In the Government Memo 10th read above, Government after examining
contents of the hearing and the representation of Petitioner, issued orders
rejecting the objections made therein to be untenable and not maintainable, in
compliance with the Honble High Court orders in PIL No.293/2013.

The Honble High Court in its common orders date:15.07.2013 in PIL
No.134 of 2013 and batch and in W.P.No.18660 of 2011 and batch have disposed
off the all the PILs mentioned in para-2 above except PIL No.180 and 190 of
2013 covered by (i) Manikonda Jagir (ii) Balapur(Part) Gram Panchayats.

In the Government Memo 17th read above, Government after examining
the contents of objection filed against the proposed merger received in the
reference 12th read above, issued orders rejecting the objections made therein
as untenable and not maintainable.

In the G.O. 16th and 19th read above, orders were issued including 21
erstwhile Gram Panchayats, into the limits of GHMC, out of the 38 GPs for
which notices were issued in the G.Os. 6th, 7th, 12th and 13th read above.

Consequent on disposal PILs/WPs mentioned in para-2 above and also
Government after careful consideration of the proposal keeping in view the
larger interest of the public, have decided to include the areas covered under
the following fifteen (15) Gram Panchayats with in the limits of Greater
Hyderabad Municipal Corporation:

In the G.Os.20th read above, Government in Panchayat Raj & Rural
Development Department have issued de-notification orders in respect of above
fifteen (15) Gram Panchayats so as to notify the said areas for including into
Greater Hyderabad Municipal Corporation limits.
10.
Accordingly, Government hereby include the areas covered by the
fifteen (15) Gram Panchayats referred in para (8) within the limits of
Greater Hyderabad Municipal Corporation.
11. Accordingly, the following notification will be published in the
extraordinary issue of A.P. Gazette dated: 06.09.2013.
12.
The Commissioner, Printing, Stationary & Stores purchase Department,
Hyderabad is requested to furnish 200 copies of conveying the publication of
the said notification.
NOTIFICATION
In exercise of the powers conferred by the proviso to sub-section (1) and
with sub-section (3) of Section 3 of the Greater Hyderabad Municipal
Corporations Act, 1955 (The Andhra Pradesh Act No.2 of 1956), the Governor of
Andhra Pradesh, hereby includes the areas covered by the following erstwhile
Gram Panchayats of Ranga Reddy District within the limits of Greater
Hyderabad Municipal Corporation with immediate effect:
