INVITATION TO BID
Supply, Delivery and Installation of Diesel-Engine-Driven Generator Set
for UPOU International Convention Center
In accordance with the Government of the Philippines (GOP) General Appropriations Act
(GAA) of 2015, the UP Open University (UPOU) through the Bids and Awards Committee
(UPOU BAC), intends to apply the sum of Four Million Five Hundred Twenty Thousand
Pesos (PhP 4,520,000.00) only, this being the Approved Budget for the Contract (ABC) for
Supply, Delivery and Installation of Diesel-Engine-Driven Generator Set for UPOU
International Convention Center (Reference No. ITB No. 15-11-003). Bids received in
excess of the ABC shall be automatically rejected at bid opening.
All interested PhilGEPS-registered suppliers, manufacturer, dealers, and authorized
franchised dealers are invited to submit bids for Supply, Delivery and Installation of
Diesel-Engine-Driven Generator Set for UPOU International Convention Center.
Delivery of goods is required 360 calendar days after receipt of the Notice to Proceed.
Bidders should have completed, within the last three years from the date of submission and
receipt of bids, a contract similar to the project and equivalent to 50% of the ABC. The
description of an eligible bidder is contained in the bidding documents, particularly in
Section II. Instructions to Bidders. Bidding is restricted to Filipino citizens/sole
proprietorships, partnerships, or organizations with at least 60% interest or outstanding
capital stock belonging to citizens of the Philippines, and to citizens or organizations of a
country the laws or regulations of which grant similar rights or privileges to Filipino citizens,
pursuant to RA 5183 and subject to Commonwealth Act 138.
Bidding will be conducted through an open competitive bidding procedure using a nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations
(IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement
Reform Act.
A complete set of bidding documents may be acquired from the address below and upon
payment of a non-refundable fee for the bidding documents in the amount of Four Thousand
Six Hundred Pesos (PhP 4,600.00) only. It may also be downloaded from the website of the
Philippine Government Electronic Procurement System (PhilGEPS) provided that Bidders
shall pay the non-refundable fee for the bidding documents not later than the submission of
their bids.
A Pre-Bid Conference shall be held on 10 November 2015, 11:00 AM at UPOU
Headquarters, Los Baos, Laguna. Only those who have purchased the bidding documents
shall be allowed to attend and participate in the pre-bid conference.

Bids must be delivered to the address below. All bids must be accompanied by a bid security
in the form and in the amount stated in ITB Clause 18.
Bid opening shall be on 24 November 2015, 11:00 AM at UPOU Headquarters, Los Baos,
Laguna. Bids will be opened in the presence of the bidders representatives who choose to
attend at the address below. Late bids shall not be accepted.
The UPOU BAC reserves the right to accept or reject any bid, to annul the bidding process,
and to reject all bids at any time prior to contract award, without thereby incurring any
liability to the affected bidder or bidders.
