Monroviahe people of one of the most populous counties in


Liberia, Nimba elected Price Y. Johnson as their senator
for a second term of office in December 2014 to duly
represent them at the National Legislature in all
capacities.
But their lawmaker has been declared unfit by his colleagues to
perform the crucial function of working on the review committee
of the Truth and Reconciliation Commission of Liberia (TRC)
report.
The TRC overall made 207 recommendations which according
to President Sirleaf Presidents communication, eighteen (18) of
which she declared are essentially general principles which do
not lend themselves to practical implementation or actualization.
Since TRC completed and submitted its findings recommending
several actions including reparation, banning from politics for
10 years of some individuals, prosecution for economic crimes
amongst others, the recommendations remain unimplemented
but President Ellen Johnson Sirleaf recently wrote the Legislature
requesting the lawmakers to consider the setting up of a special
court to help in the implementation of the report.
Stated the President At the same time, we note the importance
of restorative Justice that is ongoing under several of the
policies, programs and initiatives covered in this report. This is
without prejudice to many future considerations by you in the
establishment of special Courts as recommended by the TRC
report.
The House of Representatives has already returned the President
status report on the TRC describing it as inclusive and empty.
The House acted on a report submitted by its joint committees
on Peace, Religion and National Reconciliation and Judiciary
which among many things, recommended that those institutions
of government which need to provide information on the TRC
recommendations be identified, and have them submit their
findings to the executive for onward submission to the legislature.
The Joint House committee, in its report, said it wants no
definite action taken by the legislature momentarily on the TRC
recommendations and that President Sirleaf is allotted more time
to present a glaring and succinct report to the legislature, whilst
the joint committees continue to deliberate on the report.
The committee also recommended that they be given time to
engage their constituents because the president, in her letter
to the legislature, lamented that the lawmakers have not made
readily available to the public previous reports on the TRC

recommendations.
The joint committee considers this a challenge and thus
recommend; that a Nation-wide tour be undertaken to engage
our constituents, solicit their views and submit a report based on
national consensus, the committee said.
In furtherance, the committee said, it is not in the interest of
Liberia and its people to hastily adjudicate judgment through
legislation or otherwise, situation that could have the propensity
to brew future rancor and acrimony, and recommended the dire
need for a postponement.
Senate setups committee
The senators while also discussing the President letter, opted
to set up a committee to review the status report and submit it
findings to the plenary of the body.
In setting up the senate committee, as one of the major
characters in the Truth and Reconciliation Commission (TRC)
recommendations submitted to the Government of Liberia,
Senator Johnson colleagues vehemently opposed his inclusion on
the special Ad hoc committee to review the document sent to the
legislature by the President.
The senate agreed in a motion to review the document through a
special Ad hoc committee that would comprise of fifteen senators,
each representing a county.
Senator Johnson (Independent, Nimba County) recently
during discussion on the TRC said it is unfair to recommend
those linked to the Liberian civil war for prosecution without
evidence. The Senator made the declaration during a discussion
on whether the senate should set up a specialized committee to
review a presidential request for the Truth and Reconciliation
Commissions report to be implemented.
Senator Johnson, in a transmission to his Nimba County caucus
colleagues, Thomas Grupee (NUDP-Nimba County), said the
presidents communication was legally guarded and that the
media took it out of context.
In his comments, the Senator cautioned his colleagues not to be
sentimental about the issue but to take a careful review of the
TRC Act emerging from the Accra Peace accord. According to the
Nimba Lawmaker, there is clear violation and abuse in the TRC
report of their rights without due process.
Said Senator Johnson: This is a critical document, I have gone
through it. There were seven commissioners but four differed.
They wrote their positions and gave it to the Liberian Senate. It is
unfortunate that this is a new Senate. The TRC wrote the House
of Representatives and Senate and there are sufficient documents

to show that there were gross violations of our rights and it was
politically motivated.
The committee is chaired by Senator Joseph Nagbe of Sinoe County
and co-chaired by senator Steve Zargo of Lofa County. Other
members include Senators George Weah, (CDC-Montserrado
County), Jonathan Kaipay (LP-Grand Bassa County),
Prince
Johnson (NUDP-Nimba county), Jewel Howard-Taylor (NPP-Bong
County), Morris Saytumah (UP-Bomi County) and Alphonso Gaye
(UP-Grand Gedeh County) amongst others.
Uproar against Johnson
When the name of Senator Johnson was called as one of those
on the ad hoc committee, there was an uproar in the Senate as
several senators expressed their disapproval in hushed tones.
Some Senators, including Gaye, Weah, Saytumah and Naathen
amongst others opposed the inclusion of Senator Johnson on the
committee because, in their opinion, Senator Johnsons inclusion
on the committee could damage the integrity of the committee,
thereby rendering its recommendation questionable.
Defending the inclusion of Senator Johnson on the committee,
Pro-Temp Armah Jallah said because Nimba has one slot on the
committee like other counties, Senator Thomas Grupee was
chosen but he instead rejected. Hence, it left him with no option
but to pick Senator Johnson.
After several minutes of arguments and consultations, the Senate
changed their decision by omitting the name of Senator Johnson
and forcibly replaced it with Senator Thomas Grupee who earlier
rejected his nomination on the committee.
Senator Johnson, like many other warlords, faced the nine
member commission in 2008. During his appearance at the public
hearings, the Nimba Senator told Liberians that he has not killed
anyone, a comment many Liberians saw as insincerity to the
higgest level.
President Sirleaf whose communication the Senate is setting up
a committee to discuss is also recommended in the TRC report to
be banned from holding public office for 10 years.
Legislative observers at the Capitol Thursday frowned at the
Senate decision against Sneator Johnson with many aruging that
if the senator is unfit, President Sirlraf should also not write a
communication worth discussing by the Senate because she is
also named in the TRC report.
The Nimba lawmaker while serving as head of the rebel group
the Independent National Patriotic Front of Liberia (INPFL) along
with his men were captured on camera arresting and excuting
sitting President Samuel K. Doe.

THE ROBERTS INTERNATIONAL Airport (RIA), the major


international airport in Liberia is currently not on par with
other regional airports including the Kotokai International
Airport in Ghana, amongst others.

MANY AIR CARRIERS have complained about the bad condition


of the runway which at some point forced Air France into rough
landing creating mechanical problem for the aircraft.

AIR FRANCE LATER pulled out of Liberia and several other


international airlines continue to complain about the current
poor condition of the runway at the RIA.
THE REDEVELOPMENT OF the RIA including modernization
and rehabilitation project has been put at US$60.3 million, and
the Government of Liberia has already concluded arrangements
for the project to be financed by several means including the
Saudi Fund for Development which is providing US$20 million;
the Arab Bank for Economic Development for Africa which is
providing US$10 million; the Government of Liberia, US$3
million, and credit from the European Investment Development
Bank, US$27.3 million.
IN NOVEMBER 2014, THE European Investment Bank (EIB)
agreed to provide Liberia with a US$27.3mn loan facility over
20 years to rehabilitate the RIA. The EIBs long term loan is
expected to address safety issues and commence the upgrading
of the runway. Earlier this year, the Liberian Senate received for
ratification the EIB loan agreement in the amount of US$27.3
million.

CURRENTLY ONLY A few airlines operate at the RIA: Brussels


Airlines, Royal Air Maroc, Kenya Airways, Air Ivoire and the
cargo airlines DHL Delta Airlines. Air France previously used
the runway but have since discontinued flights to Liberia.
THE AIRPORT UPGRADE is essential for Liberia and the
investment will allow Liberia to rehabilitate and re-brand the
airport, ensuring a compliance with international civil aviation
standards.

IN AN EFFORT to get the RIA project on footing, 16 companies


did site visits; and 4 including Eiffge, Dawnus, Lagan and Sino
Hydro participated with Sino Hydro eliminated at the technical
proposal stage
THE REMAINING FOUR companies EFFIAGE (France); Lagan
(Irish); Sinohydro (China) and Dawnus (British) submitted
bid for the project and in the end Eiffage, Dawnus and Lagan
participated to the end with Eiffage announced as the winner.
AFTER GOING THROUGH all the bidding process and other
requirements, one of the participating companies, Lagan is now
protesting and there are reports that it intends to write the
funders not to fund the project.

THIS THREAT BY Lagan shows that the company is self-centered


and has no interest in Liberia and its development especially an
essential project that has to do with the opening of the country
to more flights thereby leading to economic boom.

THE SELF-CENTERED QUEST by Lagan because of its desire


to make profits should not serve as an impediment to the RIA
project that is so important to Liberia.
LAGANS DESIRE TO get a big contract only to maximize profits
should not be at the expense of an entire country that is in need
of development and this should serve as a challenge to the
Government of Liberia to avert the threat from Lagan.

by many post conflict countries such as high rates
of crime, the trend of violence, unemployment,
lawlessness etc. pose potential threats to peace,
security and economic stability. In such country struggling
to mend the shattered pieces that embodies the fabric of its
society, the concept early warning become a viable tool that
helps policy makers in government to either direct or redirect
its focuses on challenges that pose potential threats to the
reconstruction efforts.
Given the trend violence is taking into the our society, this
article attempts to carefully provide reasonable argument that
will convince all of us especially the government clothed with
legal mandate of maintaining peace and security to view the
wave of increase in violence as early warning.
In relation to conflict prevention, the concept early warning
can be conceptualized in the following ways according to
notable scholars.
Lund (1994) conceptualized the concept as addressing
problems the moment they emerge is generally better than
responding after have grown into less manageable scale.
Rupensinghe (1994) posited situation in conflicting goals
are controlled so as to avoid the development of hostilities.
Though phrased in different versions, it is safe to infer that the
two scholars simply mean that the aim of early warning is to
prevent violent conflict.
From a statistical perspective, early warning also has to do
with the collection and analysis of reliable data that may
be regarded as signals for potential violent conflict. This
conceptualization arguably invalidates the notion or argument
that early warnings are just mere prediction.
In the academic discipline of Peace and Conflict Studies, it is
argued that violent conflict as in the case of armed conflict or
civil war is caused by ignoring early warning or the society
failure to strategically act on early warning. By society, it
suggests the government, civil society religious organizations,
political parties etc. For post conflict societies that ignore
early warning, it is arguably easy for violent conflict to reoccur
in different dimension because of its fragility.
For example, it can be argued that Burundi as a post conflict
country has relapsed into political instability characterized
by violent conflict due to series of protests against President
Pierre Nkurunziza decision to run for a third term in the 2015
election. These series of protest regardless of their duration
can be equated to early warning signals ignored that led to
40,000 people fleeing for safety in neighboring Rwanda, the
Democratic Republic of the Congo and Tanzania. (UNHCR
2015)
In the case of Liberia, all of the conceptualizations of early
warning are applicable especially the statistical definition that
quantified or catalogued reported cases of violence as data
collection. Below catalogue some notorious cases of violence
that provides reasonable grounds for acting on early warning
yet to claim our attention as a nation.
- The October 2004, we experienced a religious violent
conflict precisely in Paynesville between groups of people
identified as Muslims and Christians. Most of those involved
were predominantly youths.
- In 2011 dozens of motorcyclist burned down Police station
in Saclepea due to United Nations Mission in Liberia, UNMIL
vehicle that crashed into a motorcyclist between the Tappitasaclepea highway, leaving the motorcyclist dead.
- In 2011, aggrieved students, in Monrovia and its environs

went on the rampage due to Youth and Sports Ministry delayed


in paying vacation compensation. Evidently, properties were
damaged and looted.
- In 2011, post-election violence that resulted in looting and
damage of properties.
- In 2014, aggrieved students set ablaze a Pentecostal Church
School near Vamuma House.
- For 2015, violence continues to unfold. The Yekepa episode
that led to properties worth millions of dollars for Arcelor
Mittal; the recent Ganta episode that targeted humans
and properties damage; the Golden Veroleum concession
episode in Butaw, Sinoe County resulted into properties
damaged and holding expatriates hostage; the River Gee
episode that burned down police station and a truck ; the
recent Paynesville, Red Light situation that burned the
depot; continuous violence targeting the National Soccer
Team due to what is described as poor performance on the
field of play. Moreover, in Rivercess County, some aggrieved
students of Cestos High School broke doors, windows, chairs
and other furniture in the administrative building housing
the Superintendents compound chanting, No renovation, no
school, no By-Election.
From the trend of violence till now as catalogued in this article,
it is safe to advance the argument that we as a nation is yet to
treat or look at the increase of violence from early warning
perspective. Arguably, the wave of violence is claiming our
attentions only because of what may happen when UNMIL
shall have departure in 2016. All we have done in past and
now is to condemn violence in the strongest term. Of course, it
signals our disapproval. However, it is not the best prescription
as far as early warning is concern. If we are to prevent the ugly
manner in which our youth handle grievances, we must get
to the bottom of this social problem that pose serious threat
to our fragile peace. Prevention that is not a one-size-fits-all
approach suggests that we consider the trend of violence as
a national priority that will invest in the future of our youth
believed to our future leaders. This is because almost all of the
violence are staged by them. This is the main reason why the
UN High Level Panel on Threats, Challenges and Change refers
to youth as a potential threat to security; that a surging youth
population combined with unemployment, urbanisation and
other factors can lead to violence or a relapse into conflict. In
the case of Liberia as a post conflict society, this assertion is
a fact.
One may argue that despite the trend of violence, we have
celebrated a decade of peace, so how can the wave of increase
in violence threaten our stability? As a concept in Peace and
Conflict Studies, peace is not only the absence of war. Arguably,
it is also the absence of that which threatens peace itself. In
the case of Liberia, the increasing wave of violence threatens
what I call our young peace. This conceptualization of peace
does not mean that other societies are free from violence.
What is of significant concern is the trend or wave of increase
that overwhelm our security coping ability while using its
own recourses.
In summation, it is argued that most post conflict countries
that relapsed into violent conflict stems from either ignoring
early warning or failing to recognize and act on the indicators
of early warning. With the trend violence is taking, one can
rely on early warning to predict the future of Liberia stability.

quest for making huge profits should not stand in the way of
development.
LIBERIA DEARLY NEEDS the RIA to be renovated as fast as
possible to repair the runway which if not done could put the
country at risk of not getting flights coming in during the next
rainy season.

THE IRISH COMPANY THREAT to complain to the funders of


the project is counterproductive to the development of Liberia
and the Government of Liberia must stand firm to teach Lagan a

lesson that Liberia is a sovereign nation and the country decides


who it wants to do business with once all the laws governing
contracting are scrupulously followed.
THERE IS NO REASON why a single company should hold Liberia
hostage in the wake of the urgent need for a modern airport to
pave the way for more flights to the country.

THIS IS LIBERIA and not Ireland, the Government of Liberia


has a responsibility to the Liberian people to get the RIA on the
right footing and nothing must stand in the way of this essential
project.
The onus is upon the Government of Liberia to avert any threat
to the success of the RIA project.

Here is why we have the current situation in Liberia. When the 5th
President of the United States James Monroe saw repatriating the
former slaves to Africa as a way to end slave trade in the U.S. and to
avoid an uprising in the U.S.
Several of the colonies joined together to form the Commonwealth of
Liberia in 1838 and Liberia declared its independence in 1847. The
name Liberia originated from the word Liberty or freedom, and the
capital city of Monrovia was named for President Monroe. This new
country was created with the objective of providing freedom, prosperity
and justice for all. Because of this objective, the wording on the official
seal of Liberia is The Love of Liberty Brought Us Here. It is now 168
years, but the vast population of Liberia has not experienced true
freedom because the appropriate mechanisms for creating awareness
empowerment structures for equal opportunities for all Liberians
have not been put in place. The founding of Liberia was meant to end
enslavement and was intended to appease the segment of Africans who
were victims of the slave trade. The second aspect was the creation of a
new country based on rule of laws and strong institutions but Liberian
leaders main concerns for the 168 years have been personal gains
for themselves, families and friends. Personalizing the resources of
the country when one is the position of power and control is the only
experience all Liberians. This culture grew out of the returnees because
it was the only thing they also learned from their former slaves masters
from the United. We must change this culture because this is part of the
fundamental problems for Liberia. Liberia's problems are not due to
ethnicity and religion or any particular tradition, instead they are due
to the nonexistence of awareness and empowerment structures.

with her for 12 unbroken years. REALITY FOLKS! Secondly, presidential
appointees follow the "At Will" doctrine. Meaning either the President
or appointee can let go at anytime. Big news for ministers to quit but it
is part of public service. Maybe in Liberia we see being a Minister as a
profession. So folks stay in for 10 years behind one wood calling it desk.

OK , let reason this out together , shall we ? First , the author of the
article did not say at which functions did the former Nigerian Minister
represented the President while the Foreign Minister was present .
Was this a world Bank function , United Nations functions ? If so , at
what capacity ? UN women conference that was to be chaired by the
President , but was then co-chaired or represented by the former
Nigerian Minister while the Foreign Minister of Liberia was present ?
The author did not say whether the Nigerian Minister was still active
in her government or not . But one thing that is clear , is that the
President of Liberian belongs to so many organizations which she also
chaired with a co-chairperson or persons . And should the President be
unabled as in this case , her co-chairperson can represent her . The is
not like government to government signing agreements or one that is
representing the country Liberia . The author speaks of representing
the President Sirleaf at some unknown functions , but not in the
capacity of representing the Republic of Liberia at some functions .
The President just received an award , but anyone could represent the
President to receive that award on behalf of the President while the
Foreign Minister of Liberia is present . Especially , if it is coming from
an organization for which the President is a member . The author is
not very clear , neither did he asked the right question to find out the
reason why .

(INHCR) says the
frequency of rape is alarming
and must be tackled by the
state in prosecuting the
perpetrators.
Releasing the Commissions
2014 report, its chairperson,
Cllr. Gladys Johnson said the
frequency of rape, including
gang rape, has become
increasingly alarming.
She disclosed that during the
year under review, 1,200 rape
cases were reported, affecting
women, girls and infants.And
of those cases, she said, less
than 3 percent was prosecuted.
Speaking on domestic violence
Cllr. Johnson added that it is
widespread across Liberia
and it negatively affects the
wellbeing of women.
The real challenge for curbing
domestic violence is its near
acceptance by almost every
ethnic group, irrespective of
social status or class, she said.
While rural women suffer
most from incidents of
domestic violence, there are
instances of urban educated
women also experiencing a
high prevalence of domestic
violence as well.
She
stated
that
poor
enforcement of immigration
regulations
at
Liberias
borders has increased human
trafficking. The number of
reported trafficking cases
has been spiraling upwards
primarily because of poor
enforcement of immigration
regulations at border points
and domestic adoption lapses.
The
INCHR
commission
continued: The epic center
of most reported trafficking

lives for themselves and their


families, are unfortunately
trafficked.
She added that the trafficked
victims are not only exploited,

but they encounter myriads


of degrading and inhumane
treatments, including being
forced to engage in involuntary
prostitution, working for far
below the minimum wage
and beyond required working
hours amongst others.
Additionally, the case also
highlights the leniency of
the Liberian legal system
towards traffickers because
the traffickers received lenient
sanctions from the law, Cllr.
Johnson said.
Cllr. Johnson disclosed that
there are also cases of internal
trafficking in which children
from rural Liberia, who are
promised better education,
are also victims to trafficking
as they languish in urban
towns.Oftentimes, they are
used as petty street peddlers
or are forced to engage in
prostitution as well and
servitude.
The Government is yet to
engage in any sustained
education initiatives such
that the population better
understand
the
dangers
of trafficking and how the
population can take positive
steps to prevent the occurrence
or frequency of trafficking, she
states.

Speaking on the issue Female


Genital Mutilation, the INCHR
boss said the practices of Sande
and Poro have undermined the
rule of law.
She recalled the police officer
who was forcibly initiated in
the Poro in Gbarpolu County
while in Grand Cape Mount
County, several members of
the Poro gang-raped a woman
and escaped arrest.To date,
most of the rapists remain at
large, she said.
Cllr.
Johnson
said
the
likelihood is very little that the
alleged rapists will ever face
justice, consistent with the
law. The most that was done
by government was to have
arrested the leader of the Poro
and have him and detained
without trial up to the period
of this report.
She stated that Liberia is
endowed with several rich
traditional customs just as
it is also troubled with some
unfavorable ones.
FGM, widely practiced by
nearly half the tribes of Liberia,
remains a vexing problem
which previous governments
and even the current one
have failed to eradicate. The
primary reason for this failure
has been the Governments
unwillingness to lose political
support with tribes who
practice FGM, she added

She said despite the adequate


awareness about the harmful
consequences of FGM, both
local and national leaders are
timid to address this practice.
She
chastised
politicians
who blindly support the
practice. Said Cllr. Johnson:
Most educated elites of
FGM practicing tribes do
not initiate their children
in the Sande schools. But
because they benefit from
a populist platform, they
never openly criticize the
practice. During the reporting
period, both voluntary and
forceful initiation of girls were
reported in Lofa, Bomi, Grand
Cape Mount, Gbarpolu and
Margibi Counties.
Even during the peak of the
Ebola outbreak when the
Ministry of Internal Affairs,
which regulates traditional
practices, was constrained
to issue a directive aimed at
restricting the operation of
Sande Schools, FGM remained
undisturbed notwithstanding
the restriction. In instances
where the MIA did order
temporary suspension of the
Sande Schools, the traditional
leaders ignored the MIAs
instruction; hence, the schools
remain operational.

leftovers.
Many thought the man
might be mentally deranged
but from a very closed

observation, it was realized


that he was not but rather in
search of food.
Onlookers on the scene called
on him to leave the garbage

due to the health hazard it


poses but he retorted it was
none of their business.
Leave me alone, it is none of
your business if I find food on
the dump site to eat, said the
young man who paid no heed
to the many calls made by the
curious onlookers.
Ma HawaKollie, a middle aged
woman who lives just a stone
throw from the dumpsite,
told FrontPage Africa that the
young man was not the only
one flocking to the Gobachop
Market dumpsite searching
for leftovers.
Ma Kollie, as she identified
herself, told FrontPage Africa
that many of those who come
to the dumpsite in search
of food are not crazy but
are rather hungry and they
cannot afford.
According to the middle-aged
woman, the dumpsite is not
only used for dirt but are also
used as toilets for some of the
community dwellers at night.
The hard time in this
country nowadays is causing
people to do lot of ugly things.
When you see young people

searching in this dirt for food,


you can feel very sick to your
self,said Ma HawaKollie who
is also a petty trader.
She said that the community
leadership of Gobachop has
informed the police and
Paynesville City Council
about how people are
roaming the dumpsite for
food and the need to prevent
that but to no avail as the two
entities are yet to act.
We have informed the police
and Paynesville City Council
(PCC) about what is taking
place at this dumpsite site
every day but no one cares to
intervene, she stated.
According to Madam Kollie,
the garbage in the Gobachop
Market sometimes spent
about a week before it is
cleared by the Paynesville
City Council, though the
market authorities collect up
to LD$420 on a daily basis for
garbage fees.

Former EPS Darlington George appears in Court

Executive
Protection Service
(EPS) Deputy Director for
Operations,
Darlington
George and his alleged
accomplice James Tamba
finally started Thursday
when
the
defendants
appeared before his Honor,
John Gbetee to answer
charges filed against them.
Darlington George, charged
with simple assault and
criminal
facilitation,
answered charges separately
from his alleged accomplice,
James Tamba who was also
charged with aggravated
assault and criminal attempt
to commit murder.
After listening to both
arguments from the defense
and the prosecution counsels,
Magistrate
John
Gbetee
adjourned the case for both
George and Tamba.
George is scheduled to
reappear in court Monday
October 19, 2015 while
Tamba is scheduled to
reappear on Tuesday October
20, 2015.
Due to the lateness of the
day, the prosecution counsel
prayed the court that the
defendants trial continue on
Monday October 19, 2015
to enable the prosecutorial
team produce all of its
evidences for the case.
Judge Gbetee adjourned
the case and instructed the
defense team to provide valid
bail bonds for George and
Tamba.

13 submitted to the
Liberian Senate the NCC report but indicated her agreement and
disagreement with aspects of the report.
And on August 26, the Grand Bass County Senator (Liberty
Party) wrote the Liberian Senate requesting the body to request
President Ellen Johnson Sirleaf to make an official withdrawal of
her points of agreement and disagreement while stating in his
letter that the President had violated Article 1, 35, and 91 of the
1986 Constitution of Liberia. He also accused President Sirleaf of
interfering with the Legislative Branch of government.
Recently, Senator Kaipay embarked on a consultative tour with
hundreds of his constituents in Grand Bassa seeking their views
on the 25 propositions out of which 10 have been labeled by the
Senator as critical points.
Reduction of the term of office for the President, Senatorial,
and Representatives and the abolishment of dual currency are
amongst the ten propositions. The election of the Chief Justice,
and the election of Superintendent, Mayors and Chiefs, as well
as the election of the National Election Commissioners are also
labeled critical points by the Senator.
Also, traditional community ownership of land and their
involvement in concession negotiations, equal access to economic
and social opportunities for women, and inheritance right for
traditional women complete the list of ten propositions Senate
Kaipay says he will lobby for at the senate for as propositions in
the national referendum.
The lawmaker said he has held town hall discussions in various
districts adding that hes confident many of his colleagues at the
senate will endorse his proposal.
Declaring Liberia a Christian State and the issue of the dual
citizenship have sparked mix views since the CRC begun its work
to amend the 1986 constitution. Christians and their Muslim
counterpart have presented arguments with the latter calling for
the country to remain a circular state.

Elder Toe warned Mr. Duopu to refrain from
making unfulfilled promises but rather be
honest and committed in his pursuit.
We strongly believe that our son Duopu can
make things happen for us when he is elected
President of this country comes 2017, Toe

In response to the petition, Duopu said he is
grateful for the confidence placed in him by
the people of Gbengbar to contest the 2017
presidential election.
Said Duopu: We dont have much time. But I
much encourage you to be willing to stand for
what you believe in. In doing so, we must reach
in every home, every community, town village,
district, city and county to ensure that our
people are engaged and the message is passed
on.
Duopu told his supporters not to be deterred
by the proliferations of political parties but to

work harder to make their dream a success.


Duopu called on Liberians to be nationalistic
by taking ownership of the coming political
process, adding that his team will give Liberia
a rebirth.
Continued: If given the opportunity and the
honor to serve my people as the president of
this country 2017, I promise to work together
with all Liberians, to stand by every Liberian,
to bring about new ideas and new solutions
that will build and strengthen our country and
to restore our position in the community of
nations.
Duopu called on Liberians to put their ideas
together, forgetting their backgrounds and
rebuild Liberia.
We must tear down the wall that separates
us and build the bridges that will unite us. Let
us stand together and work for the change we
desire in this nation, he noted.

the observance of the Day.
Similarly celebration was
held in other parts of the
country

observance
of the Day by different
organizations,
including
the Christian Charity, Living
Water International Liberia
and other Partners with
similar celebration to mark
Global
Handwashing
in
Margibi County.
The celebration of the Day
is aimed at promoting a
global advocacy dedicated
to increasing awareness and
understanding about the
importance of handwashing
with soap as an effective and
affordable way to prevent
diseases and save lives.
Introducing
the
official
Indoor Program held at the
William V.S. Tubman High
School in Sinkor, Assistant
Public Works Minister for
Community Services, George
Yarngo said the celebration
of the Day is a clear indication
showing that handwashing is
very significant.
Assitant Minister Yarngo
said the idea was formulated
7 years ago by the Global
Public Private Partnership
for Handwashing.

REQUEST OF EXPRESSION OF INTEREST
The government of Liberia (GOL) through the Civil Service Agency (CSA) has
received a grant from the International Development Association (IDA) for
Strengthening Governance-Civil Service Reform Capacity Building Project
(CSRCBP). The Civil Service Agency intends to apply part of the proceeds
of this grant to eligible payments under the contract for hiring a Testing
Consultant Firm to develop new Civil Service Tests that will reflect Regional
and international Standards and meet the requirement of the CSA.

The CSA administers sixty-nine qualifying tests to individuals desirous of


entering the service. Most of these tests have been administered for more
than twenty years and need urgent revision to reflect the changing realities of
the social, economic and technological environment which the public service
has undergone since the development of these tests.
OBJECTIVES OF THIS CONSULTANCY, to:
Under take the revision of existing Civil Service Entrance Test that are
currently administered by the CSA,
Develop new test as necessary and,
Develop and execute a capacity building plan to train staff of the CSA to
undertake similar tasks in the future.

This assignment is estimated to cover approximately 100-staff day over 150


calendar days. The start date of the assignment will be no later than seven (7)
days upon the signing of the contract.

The Civil Service Agency now invites eligible Consulting Firms to indicate
their interest in providing this service. Interested Consultants must provide
information indicating that they are qualified to perform the services by
submitting their detailed information (brochures, past performance records,
references of similar assignments executed in the recent past). They must also
provide description of work both general and on similar assignment. Specific
experience on World Bank founded projects will be an added advantage.
The short listing criteria are:

Experience in undertaking similar assignments and number of years in


business;
Experience in working with the World Bank and/or Donor-funded Projects;
Technical and Managerial Organization of the firm;
Availability of competent staff with relevant qualification and experience to
undertake the assignment;
Experience developing civil service tests in the Sub-Sahara Africa Region.
The attention of interested Consultants is drawn to paragraph 1.9 of the
World Banks Guidelines: Selection and employment of Consultants under
IBRD loans and IDA credits and grants by World Bank Borrowers (January
2011). (Consultant Guidelines), setting from the World Banks policy on
conflict of interest. Consultants may associate with other firms in the form of
a joint venture or a sub-consultancy to enhance their qualifications.

1. This expression of interest follows the general procurement notice that
appeared in the local newspaper and the Ministry of Health website www.

2. The Government of Liberia (GOL) through the Ministry of Health & Social
Welfare has received grant from the Government and the people of the
United States of America through the United States agency for international
development (USAID) towards the improvement of the Health Care and Social
Welfare Delivery System in Liberia. The Ministry of Health & Social Welfare

contract for the provision of the health services: comprehensive delivery of
evidence-based Essential Package Of Health Services (EPHS), including activities

Lofa and Nimba Counties beginning 1st, January 2016.
3. To implement these services, the Ministry of Health & Social Welfare
(MOHSW) now invites interested and qualified non-governmental, faith-based
and other civil society organizations with proven records and backgrounds
of providing Healthcare in post conflict Countries, especially those with
long-standing records of effective implementation of health care services in
Liberia for a performance-based contract to indicate their interest in support
of the Essential Package Of Health Services (EPHS) and the roadmap for the
acceleration of the reduction of maternal and newborn mortality rates.
4. The duration of the contract will be twelve (12) months with a possible
extension.

5. Qualification and short listing criteria: Firms will be listed based on core
business, experience in the services/assignment as required, experience working
in Liberia and countries of similar context as Liberia, --technical and managerial
organization of the firm, clearly articulated collaborative approach for working
with NGOs and CHT at county, and district level, as well as general qualifications
and number of key staff.
6. Selection for contract award shall be in accordance with Quality Cost Based
Selection (QCBS) procedures as spelled out in the 2010 Amended Restated
Public Procurement Act of the Republic of Liberia.

signaling her victory in beating Ebola.
Now, not only is Cafferkey back in the hospital with a
rare relapse of the deadly virus, but she's gotten worse.
London's Royal Free Hospital announced Wednesday afternoon
that "Cafferkey's condition has deteriorated and she is now
critically ill."
The hospital didn't elaborate on the news about the Scottish
nurse, who last year became the first person diagnosed with
Ebola in the United Kingdom. But it's not a good sign, coming
five days after the same medical facility confirmed Cafferkey
had been transferred there from Queen Elizabeth University
Hospital in Glasgow "due to an unusual late complication of her
previous infection by the Ebola virus."
That day, the Royal Free Hospital indicated that Cafferkey
was in "serious condition" and being treated in a "high-level
isolation unit."
