recommendations.
The joint committee considers this a challenge and thus
recommend; that a Nation-wide tour be undertaken to engage
our constituents, solicit their views and submit a report based on
national consensus, the committee said.
In furtherance, the committee said, it is not in the interest of
Liberia and its people to hastily adjudicate judgment through
legislation or otherwise, situation that could have the propensity
to brew future rancor and acrimony, and recommended the dire
need for a postponement.
Senate setups committee
The senators while also discussing the President letter, opted
to set up a committee to review the status report and submit it
findings to the plenary of the body.
In setting up the senate committee, as one of the major
characters in the Truth and Reconciliation Commission (TRC)
recommendations submitted to the Government of Liberia,
Senator Johnson colleagues vehemently opposed his inclusion on
the special Ad hoc committee to review the document sent to the
legislature by the President.
The senate agreed in a motion to review the document through a
special Ad hoc committee that would comprise of fifteen senators,
each representing a county.
Senator Johnson (Independent, Nimba County) recently
during discussion on the TRC said it is unfair to recommend
those linked to the Liberian civil war for prosecution without
evidence. The Senator made the declaration during a discussion
on whether the senate should set up a specialized committee to
review a presidential request for the Truth and Reconciliation
Commissions report to be implemented.
Senator Johnson, in a transmission to his Nimba County caucus
colleagues, Thomas Grupee (NUDP-Nimba County), said the
presidents communication was legally guarded and that the
media took it out of context.
In his comments, the Senator cautioned his colleagues not to be
sentimental about the issue but to take a careful review of the
TRC Act emerging from the Accra Peace accord. According to the
Nimba Lawmaker, there is clear violation and abuse in the TRC
report of their rights without due process.
Said Senator Johnson: This is a critical document, I have gone
through it. There were seven commissioners but four differed.
They wrote their positions and gave it to the Liberian Senate. It is
unfortunate that this is a new Senate. The TRC wrote the House
of Representatives and Senate and there are sufficient documents
to show that there were gross violations of our rights and it was
politically motivated.
The committee is chaired by Senator Joseph Nagbe of Sinoe County
and co-chaired by senator Steve Zargo of Lofa County. Other
members include Senators George Weah, (CDC-Montserrado
County), Jonathan Kaipay (LP-Grand Bassa County),
Prince
Johnson (NUDP-Nimba county), Jewel Howard-Taylor (NPP-Bong
County), Morris Saytumah (UP-Bomi County) and Alphonso Gaye
(UP-Grand Gedeh County) amongst others.
Uproar against Johnson
When the name of Senator Johnson was called as one of those
on the ad hoc committee, there was an uproar in the Senate as
several senators expressed their disapproval in hushed tones.
Some Senators, including Gaye, Weah, Saytumah and Naathen
amongst others opposed the inclusion of Senator Johnson on the
committee because, in their opinion, Senator Johnsons inclusion
on the committee could damage the integrity of the committee,
thereby rendering its recommendation questionable.
Defending the inclusion of Senator Johnson on the committee,
Pro-Temp Armah Jallah said because Nimba has one slot on the
committee like other counties, Senator Thomas Grupee was
chosen but he instead rejected. Hence, it left him with no option
but to pick Senator Johnson.
After several minutes of arguments and consultations, the Senate
changed their decision by omitting the name of Senator Johnson
and forcibly replaced it with Senator Thomas Grupee who earlier
rejected his nomination on the committee.
Senator Johnson, like many other warlords, faced the nine
member commission in 2008. During his appearance at the public
hearings, the Nimba Senator told Liberians that he has not killed
anyone, a comment many Liberians saw as insincerity to the
higgest level.
President Sirleaf whose communication the Senate is setting up
a committee to discuss is also recommended in the TRC report to
be banned from holding public office for 10 years.
Legislative observers at the Capitol Thursday frowned at the
Senate decision against Sneator Johnson with many aruging that
if the senator is unfit, President Sirlraf should also not write a
communication worth discussing by the Senate because she is
also named in the TRC report.
The Nimba lawmaker while serving as head of the rebel group
the Independent National Patriotic Front of Liberia (INPFL) along
with his men were captured on camera arresting and excuting
sitting President Samuel K. Doe.

Here is why we have the current situation in Liberia. When the 5th
President of the United States James Monroe saw repatriating the
former slaves to Africa as a way to end slave trade in the U.S. and to
avoid an uprising in the U.S.
Several of the colonies joined together to form the Commonwealth of
Liberia in 1838 and Liberia declared its independence in 1847. The
name Liberia originated from the word Liberty or freedom, and the
capital city of Monrovia was named for President Monroe. This new
country was created with the objective of providing freedom, prosperity
and justice for all. Because of this objective, the wording on the official
seal of Liberia is The Love of Liberty Brought Us Here. It is now 168
years, but the vast population of Liberia has not experienced true
freedom because the appropriate mechanisms for creating awareness
empowerment structures for equal opportunities for all Liberians
have not been put in place. The founding of Liberia was meant to end
enslavement and was intended to appease the segment of Africans who
were victims of the slave trade. The second aspect was the creation of a
new country based on rule of laws and strong institutions but Liberian
leaders main concerns for the 168 years have been personal gains
for themselves, families and friends. Personalizing the resources of
the country when one is the position of power and control is the only
experience all Liberians. This culture grew out of the returnees because
it was the only thing they also learned from their former slaves masters
from the United. We must change this culture because this is part of the
fundamental problems for Liberia. Liberia's problems are not due to
ethnicity and religion or any particular tradition, instead they are due
to the nonexistence of awareness and empowerment structures.

with her for 12 unbroken years. REALITY FOLKS! Secondly, presidential
appointees follow the "At Will" doctrine. Meaning either the President
or appointee can let go at anytime. Big news for ministers to quit but it
is part of public service. Maybe in Liberia we see being a Minister as a
profession. So folks stay in for 10 years behind one wood calling it desk.

OK , let reason this out together , shall we ? First , the author of the
article did not say at which functions did the former Nigerian Minister
represented the President while the Foreign Minister was present .
Was this a world Bank function , United Nations functions ? If so , at
what capacity ? UN women conference that was to be chaired by the
President , but was then co-chaired or represented by the former
Nigerian Minister while the Foreign Minister of Liberia was present ?
The author did not say whether the Nigerian Minister was still active
in her government or not . But one thing that is clear , is that the
President of Liberian belongs to so many organizations which she also
chaired with a co-chairperson or persons . And should the President be
unabled as in this case , her co-chairperson can represent her . The is
not like government to government signing agreements or one that is
representing the country Liberia . The author speaks of representing
the President Sirleaf at some unknown functions , but not in the
capacity of representing the Republic of Liberia at some functions .
The President just received an award , but anyone could represent the
President to receive that award on behalf of the President while the
Foreign Minister of Liberia is present . Especially , if it is coming from
an organization for which the President is a member . The author is
not very clear , neither did he asked the right question to find out the
reason why .

frequency of rape, including
gang rape, has become

13 submitted to the
Liberian Senate the NCC report but indicated her agreement and
disagreement with aspects of the report.
And on August 26, the Grand Bass County Senator (Liberty
Party) wrote the Liberian Senate requesting the body to request
President Ellen Johnson Sirleaf to make an official withdrawal of
her points of agreement and disagreement while stating in his
letter that the President had violated Article 1, 35, and 91 of the
1986 Constitution of Liberia. He also accused President Sirleaf of
interfering with the Legislative Branch of government.
Recently, Senator Kaipay embarked on a consultative tour with
hundreds of his constituents in Grand Bassa seeking their views
on the 25 propositions out of which 10 have been labeled by the
Senator as critical points.
Reduction of the term of office for the President, Senatorial,
and Representatives and the abolishment of dual currency are
amongst the ten propositions. The election of the Chief Justice,
and the election of Superintendent, Mayors and Chiefs, as well
as the election of the National Election Commissioners are also
labeled critical points by the Senator.
Also, traditional community ownership of land and their
involvement in concession negotiations, equal access to economic
and social opportunities for women, and inheritance right for
traditional women complete the list of ten propositions Senate
Kaipay says he will lobby for at the senate for as propositions in
the national referendum.
The lawmaker said he has held town hall discussions in various
districts adding that hes confident many of his colleagues at the
senate
will endorse his proposal.
Declaring Liberia a Christian State and the issue of the dual
citizenship have sparked mix views since the CRC begun its work
to amend the 1986 constitution. Christians and their Muslim
counterpart have presented arguments with the latter calling for
the country to remain a circular state.

The government of Liberia (GOL) through the Civil Service Agency (CSA) has
received a grant from the International Development Association (IDA) for
Strengthening Governance-Civil Service Reform Capacity Building Project
(CSRCBP). The Civil Service Agency intends to apply part of the proceeds
of this grant to eligible payments under the contract for hiring a Testing
Consultant Firm to develop new Civil Service Tests that will reflect Regional
and international Standards and meet the requirement of the CSA.
The Civil Service Agency now invites eligible Consulting Firms to indicate
their interest in providing this service. Interested Consultants must provide
information indicating that they are qualified to perform the services by
submitting their detailed information (brochures, past performance records,
references of similar assignments executed in the recent past). They must also
provide description of work both general and on similar assignment. Specific
experience on World Bank founded projects will be an added advantage.

REQUEST FOR EXPRESSION OF INTEREST
1. This expression of interest follows the general procurement notice that
appeared in the local newspaper and the Ministry of Health website www.
mohsw.lr.gov and the market beginning 30th, July 2015.
2. The Government of Liberia (GOL) through the Ministry of Health & Social
Welfare has received grant from the Government and the people of the
United States of America through the United States agency for international
development (USAID) towards the improvement of the Health Care and Social
Welfare Delivery System in Liberia. The Ministry of Health & Social Welfare
intends to apply part of the proceeds of these grants to payments under a
contract for the provision of the health services: comprehensive delivery of
evidence-based Essential Package Of Health Services (EPHS), including activities
for the reduction of maternal and newborn mortality, supported by innovative
Performance-Based Financing schemes as a health systems approach in Bong,
Lofa and Nimba Counties beginning 1st, January 2016.
3. To implement these services, the Ministry of Health & Social Welfare
(MOHSW) now invites interested and qualified non-governmental, faith-based
and other civil society organizations with proven records and backgrounds
of providing Healthcare in post conflict Countries, especially those with
long-standing records of effective implementation of health care services in
Liberia for a performance-based contract to indicate their interest in support
of the Essential Package Of Health Services (EPHS) and the roadmap for the
acceleration of the reduction of maternal and newborn mortality rates.
4. The duration of the contract will be twelve (12) months with a possible
extension.
5. Qualification and short listing criteria: Firms will be listed based on core
business, experience in the services/assignment as required, experience working
in Liberia and countries of similar context as Liberia, --technical and managerial
organization of the firm, clearly articulated collaborative approach for working
with NGOs and CHT at county, and district level, as well as general qualifications
and number of key staff.
6. Selection for contract award shall be in accordance with Quality Cost Based
Selection (QCBS) procedures as spelled out in the 2010 Amended Restated
Public Procurement Act of the Republic of Liberia.
