Gordon can do better than issue a manifesto. He

needs to provide a more detailed and substantive
platform, let people know what exactly he is going to
do. The devil is in the details – where’s the beef? Past
performance is not a guarantee of performance in
the future. Or it may be performance in the wrong
direction.
When it comes to platforms, Gordon has yet to come
up with a platform.

VILLAR’S PLATFORM
On the development of manufacturing and local industries
•The key to economic growth, aside from agriculture development, is the
promotion of a viable manufacturing sector. The development of local industries
should be supported by available subsidies and loans and technical support from
government for them to grow and survive.
•Provisions for government subsidies and tax relief for Filipino industrialists and
SMEs should be explored to encourage local investors to go into the
manufacturing business and venture into developing strategic industries side by
side with the government as partner.
•In the immediate, the Filipino manufacturing sector shall be given priority
alongside with agriculture to address the impact of the global economic crisis
and unfair foreign competition. Public sector investment will be developed even
as private initiatives shall be promoted to venture into developing our local
industries and in the use of our natural resources.
•If efficiently done, almost always manufacturing spurs growth by providing jobs
and reducing dependence on imports. To start with, there is a huge local market

Filipino middle class and it should not be easily compromised. Trade and
investment policies and agreements that are disadvantageous to the country
and the people should be reviewed and corrected. Promotion of partnership
with donors and foreign investors should be based on agreements that are
mutually beneficial to our country and people.
•Develop government capacity to enter into new industrial accord either
through joint venture with local capital and/or foreign investors to promote
growth and provide services to our people.
PERLAS PLATFORM
Jobs and the Economy
Provide meaningful self and/or work employment for the economically poor as
outlined in the various policies and programs that follow below.

fisheries and place priority on agricultural policies and programs that will eradicate

mature technologies that harness local resources), socially responsible businesses
(which have the capability to move mature technologies from the lab to the market
place), government institutions (which can provide the necessary supportive policies
and incentives) and NGOs (which can ensure the social and ecologically acceptability of
the new micro-industries).

Both Villar and Perlas retain the protectionist regime practiced by
the oligarchy. Like Noynoy, Villar is full of fluff – but lacks the
substance – the HOW? Gordon is able to balance the fluff with
experience in Subic. Nick Perlas has more actionable items.
