SIKAT Super Electoral Board

Election Code

Article I
General Provisions

Sec. 1 Title This Code shall be shown and cited as the Election Code of UP SIKAT.

Sec. 2 Applicability This Code shall apply to this year’s elections or until as deemed
appropriate by the Grand General Assembly.

Sec. 3 Declaration This Code aims to provide rules and regulations relative to the
conduct of elections that shall ensure integrity and order therein, thus preserving
fairness and credibility of results of the elections.
Sec. 4 The power to implement this Code is solely vested to a body called the Sikat
Super Electoral Board (SiSEB).

Sec. 5 For the purpose of this Code, unless the context indicates otherwise:
a. “Candy” refers to a member aspiring or seeking elective office as filed and
declared publicly by herself/himself or through an accredited party.
b. “Party” refers to an organized group of members advocating the same
principles, ideologies, concepts and platforms.
c. “Campaign” refers to any act designed to promote the election of a candidate
or party.
d. “Qualified” voter refers to current members.
e. “Member” refers to individuals recognized by the membership committee as
part of UP SIKAT.
f. “Grand General Assembly” refers to active members, Alumni and advisers.

Article II
The SiSEB

Sec. 1 SiSEB (Sikat Super Electoral Board) is a committee organized for the
purposes of facilitating the election process during the election period. It shall be
organized a week after the election period and will terminate a week after the
elections.

Sec. 2 Sikat Super Electoral Board members shall be appointed by the members of
UP SIKAT.
Sec. 3 No member of the SiSEB shall be allowed to run for elective positions.

Article III
Political Parties

Sec. 1 Multiparty System The SiSEB adopts a multiparty system. A party may apply
for accreditation at least one (1) month before the election period.

Sec. 2 Registration and Accreditation Any party seeking accreditation shall file the
following:
a. Letter of petition for registration and accreditation
b. Party Constitution and by-laws
c. Platform
d. Official list of founders and active members

Sec. 3 Disqualification of a Party A registered party shall be disqualified on


the following grounds:
a. Any form of election-related violence committed by member/s of the
party
b. Any forms of misconduct which undermines the principles of UP SIKAT

Article IV
Elective Positions

Sec. 1 Elective Positions The positions shall be elected at large be the following:
a. Diwata ng Halina
b. Diwata ng Pluma
c. Diwata ng Anda
d. Diwata ng Gayuma
e. Diwata ng Mukha

Sec. 2 Qualifications of candidates Any active member may file a Certificate of


Candidacy and run in any elective position provided the following qualifications are
met:
The Candy
a. Must have at least 6 months residency in UP SIKAT
b. Must not be on academic probation or disciplinary action; and
c. Must not have failed more than three units of her/his load in the immediately
preceding semester

Sec. 3 A Candy must submit to the SiSEB her/his duly accomplished Certificate of
Candidacy attached thereto the requirements stated in the Code on or before the
prescribed date. A Party may submit on behalf of their Candies.
Sec. 4 Certificate of Candidacy A Certificate of Candidacy (COC) must only be
obtained from the SiSEB. It
shall contain the following at the minimum: the legal name, nickname, student
number, year level, course, major, aspired position, party (if any), and signature of
the aspirant candy. A copy of grades in the immediately preceding semester must
also be submitted together with a certified copy of identification card and Form 5.

Article V
Campaign

Sec. 1 Period The campaign for elections shall start two hours after the qualified
Candies have been announced and shall end a day before the election.

Sec. 2 Place The campaign may be done anywhere.

Sec. 3 Campaign materials may be posted on the designated Bulletin Boys only,
namely: BJ, JAY, SOL, VAN, VINCE and FIFI but only if they approve. Otherwise, good
luck sa pagpapacute sa OSA para magpatatak  Campaign materials must bear the
logo of the party (if any) and must indicate the position the Candy is running for.

Sec. 4 Miting de Avance There shall be a day set for the miting de avance wherein
the electorate can get to know who to vote for.

Article VI
Election

Sec. 1 Only SiSEB members and Alumni shall facilitate the election process.

Sec. 2 Voting Procedure The electorate shall proceed to the designated precinct. A
member of SiSEB shall distribute and collect the ballots. SiSEB will do the necessary
counting and announcement of winners on the same day.

Sec. 3 Candies shall vote in the same way but must refrain from roaming around to
monitor the flow of election.
Sec. 4 Only votes cast on the said date, time and place will be honored.

Sec. 5 Breaking a Tie In case Candies running for the same position get an equal
number of votes, a special election shall be held in the same day.

Sec. 6 Winning candidates shall be announced on the day itself and will be
announced by SiSEB. Appeals should be done within a week after the proclamation.
