Former President A.P.J. Abdul Kalam passes away

The Editors Column


Dear Student,
Welcome to the August Edition of the Law Bulletin.
The monsoon session of the Parliament this year was
virtually washed out, thanks to the opposition raising
a ruckus over Lalit Gate and other such scams,
demanding the resignation of Sushma Swaraj and
other ministers named.

Former President A.P.J. Abdul Kalam, widely


acclaimed as the peoples President, passed
away after collapsing during a lecture at the Indian
Institute of Management in Shillong.
Kalam (83), who was President between 2002 and
2007, took the lead in the conduct of Indias
nuclear tests in May 1998 and was later fielded as
the National Democratic Alliance candidate by
then Prime Minister A.B. Vajpayee.
A stellar career
He was the 11th President of India (2002-2007).
He was awarded the Bharat Ratna in 1997, the
Padma Vibhushan in 1990 and the Padma
Bhushan in 1981.
Joined the ISRO in 1969 and was the project
director for Indias first indigenous satellite
launch vehicle programme.
Was a pioneer of the Polar Satellite Launch
Vehicle, Indias space workhorse.
Brain behind Indias missile programme,
including Agni and Prithvi.
He was the chief project coordinator of the
Pokhran II nuclear tests.
He was Chief Scientific Advisor to the Prime
Minister and Secretary of the DRDO between
1992 and 1999.

Former President APJ Abdul Kalam, also known as the


peoples president and Missile Man passed away
while delivering a lecture, leaving the nation in a state
of mourning.
There was justice in the 1993 Mumbai serial blasts
case, as Yakub Memon was hung, after his last ditch
mercy plea was dismissed by the Supreme Court,
which upheld the decision of death sentence in a last
minute hearing.

India-Bangladesh Land Swap: Your Guide
Officials of two nations hoisted their respective
national flags in 162 enclaves - 111 in Bangladesh and
51 in India.
After that, the enclaves - pockets of one country's
territory surrounded by the other - ceased to exist.
More than 50,000 people who have been living in the
enclaves will now access citizenship benefits such as
schools, power and healthcare that they have lacked
since 1947.
There was a ceremony on the stroke of midnight to
light 68 candles to mark the years of stateless limbo
since the end of British colonial rule.
Parul Khatun, 35, a resident of an Indian enclave
recalled how she was kicked out of a Bangladeshi
hospital when she was about to give birth as she
lacked a national identification card. "I'll be a
Bangladeshi citizen who can enjoy all the benefits,"
she said. The parcels of land survived partition of the
subcontinent in 1947 after British rule and
Bangladesh's 1971 war of independence with
Pakistan.
Officials of both nations this month conducted
surveys, asking residents to choose a country.
The overwhelming majority of people living in Indian
enclaves in Bangladesh opted for Bangladeshi
citizenship.
But nearly 1,000 people on the Bangladesh side opted
to keep their Indian nationalities, meaning they will
leave their homes by November for India where they
will be resettled in West Bengal.
In India, all of the Bangladeshis living in the 51
Bangladesh enclaves decided to switch nationalities.
Yakub Memon executed as SC rejects conducts last
minute hearing: 1993 Mumbai serial blasts lone death
row convict, Yakub Memon was executed on 30 July
2015 at the Nagpur Central Jail. Maharashtra
government decided to hand over his body to his
relatives. Memon's execution was carried out about
two hours after his lawyers' last-gasp plea, to get the
death warrant stayed. This plea was dismissed by the
three-judge bench comprising Justice Deepak Mishra,
Justice Amitava Roy and Justice Prafulla Chandra Pant in
an unprecedented hearing that began in the wee hours
today and ended at dawn. Earlier, President Pranab
Mukherjee and Maharashtra Governor rejected
Memon's mercy petition, after which, his lawyers
moved the apex court again late last night seeking stay
of his hanging.

Terrorist attack Dinanagar town of Gurdaspur in


Punjab, kill seven
Dinanagar town in Gurdaspur district of Punjab
was in news as it witnessed a terrorist attack that
killed seven people including 4 policemen.
The terrorist attack was the first such attack in
Punjab in two decades or since the end of
Khalistani terrorism in 1980s.
All the terrorists were killed by the special units of
the Punjab Police SWAT after fierce gun battle
lasting over 11 hours.
India, UAE release Joint Statement to take
bilateral relations to a higher level
India and United Arab Emirates (UAE) released a
Joint Statement to take bilateral relations to a
higher level. The Joint statement was released in
Abu Dhabi after meeting of His Highness Crown
Prince Mohamed Bin Zayed AI Nahyan and Prime
Minister Narendra Modi.
Narendra Modi is the first Prime Minister of India
to visit UAE after 34 years, after Indira Gandhi in
1981.
RBI issues 10 rupees coins to commemorate
International Day of Yoga
The Reserve Bank of India decided to put into
circulation 10 rupees coins to commemorate the
International Day of Yoga. The coins have been
minted by the Government of India.
The design details of these coins are:
Obverse
The obverse of the coin bears the Lion Capitol of
Ashoka Pillar in the center with the legend
" " inscribed below, flanked on the
left periphery with the word "" in Devnagri
script and on the right periphery flanked with
the word "INDIA" in English.
It also bears the Rupee symbol and
denominational value "10" in the international
numerals below the Lion Capitol.
e-Tourist Visa scheme extended to China, Hong
Kong and Macau
e-Tourist Visa scheme was extended to China,

With the inclusion of these countries/territories,
the total number of countries/territories covered
under the e-Tourist Visa scheme will go up from
74 to 77.

Stormy monsoon session ends, key legislations
delayed
The stormy monsoon session of Parliament came to
an end, becoming a virtual washout and delaying
legislations, including the crucial Goods and Services
Tax Bill, which could not be passed because of
continuous acrimony and disruptions.
During the entire four weeks of the session which
began on July 21, the Lalit Modi controversy and
Vyapam scam of Madhya Pradesh dominated,
resulting in paralysis of both Lok Sabha and Rajya
Sabha.
The confrontation escalated when Lok Sabha
speaker Sumitra Mahajan on August 3 suspended 25
of the 44 Congress members for five days for
continuously disrupting the House and displaying
placards.
The speaker's action made several opposition parties
join hands with Congress and they collectively
boycotted the Lower House of Parliament for five
days to show solidarity with the suspended MPs.
As a result of paralysis in Parliament, most of the
legislative work could not be conducted.
Among the major reform legislations which
remained pending were the ambitious Goods and
Services Tax (GST) bill, which aims at overhauling the
indirect taxation system in the country by ushering in
a uniform regime.
The much-talked about Land Acquisition Bill too was
put off till the next session
The Rajya Sabha, which was the worst hit, worked
for just about nine hours and lost a massive 82 hours
to disruptions.
Lok Sabha sat for 47 hours and 27 minutes working
in the din but lost 34 hours and four minutes due to
the protests. However, it also sat late for five hours
and 27 minutes to compensate the time lost to some
extent.
While 10 bills were introduced and 6 were passed in
the Lok Sabha, Rajya Sabha saw passage/return of 2
bills and withdrawal of three bills.
Xiaomi Corp sets up facility in Andhra Pradesh
China-based Smartphone maker Xiaomi Corp tied up
with Taiwan-based Foxconn to set up first Assembly
line in Andhra Pradesh under Union Government's
Make in India initiative. Foxconn already began
assembling phones at its facility in Sri City, an
industrial park in Chittoor district of Andhra Pradesh.

Google is now Alphabet, Sundar Pichai becomes
the CEO of Google
Google announced, what can be called one of the
biggest restructuring in recent times. Sergey Brin
and Larry Page have created a new company
Alphabet which will be a collection of companies
and will have Google as one of its companies. Larry
will be the CEO of the company and Sergey will
serve as his partner and President of the entity.
IIT-Kharagpur alumnus Sundar Pichai has been
named as the CEO of Google.
Larry mentioned about the founders letter to
company which he wrote along with Sergey 11
years ago, Google is not a conventional company.
We do not intend to become one. As part of that,
we also said that you could expect us to make
smaller bets in areas that might seem very
speculative or even strange when compared to our
current businesses.
Many products of the internet conglomerate
including Google Maps, YouTube, Chrome, and
Android have all more than a billion users.
Mosquirix is the world's first malaria vaccine
The worlds first malaria vaccine called RTS,S or
Mosquirix got approval from European Medicines
Agency (EMA).
The vaccine was licensed for use on babies aged
between 6 weeks and 17 months in Africa, which
is at the highest risk of the mosquito-borne
disease. The vaccine developed by British
drugmaker GlaxoSmithKline in partnership with
the PATH Malaria Vaccine Initiative, would be the
first licensed human vaccine against a parasitic
disease and could help prevent millions of cases of
malaria.
The vaccine is also part-funded by the Bill &
Melinda Gates Foundation and it was in
development since 1987 under a team of
researchers led by Joe Cohen, a GSK scientist.
The vaccine was approved despite the dampened
results released in 2011 and 2012. The results
showed that it only reduced episodes of malaria in
babies aged 6-12 weeks by 27 percent, and by
around 46 percent in children aged 5-17 months.
In 2013, Malaria killed an estimated 58400. About
80 percent deaths were in children under the age
of five.

Spotlight: NUJS, Kolkata


The West Bengal National University of Juridical Sciences, abbreviated
to WBNUJS or NUJS is an autonomous law university offering courses at
the undergraduate and postgraduate levels. It is situated in Salt Lake
City of Kolkata, West Bengal, India. NUJS is considered one of the best
amongst the elite national law schools in India built on the five-year law
degree model proposed and implemented by the Bar Council of India.
The University offers a five year integrated B.A./BSc. LLB (Hons.) degree
programme at the undergraduate level and a Master of Laws (LLM)
programme at the postgraduate level. Admission to the former
programme is through the Common Law Admission Test(CLAT).NUJS
also offers MPhil and PhD degrees. It was established in 1999.

The popular press has described NUJS as "one of the top three NLUs, "one of the most prestigious institutions
for legal education in the country", and a University whose students' moot court achievements "put Kolkata
on the world map in less than three years. The five-year undergraduate course is divided into ten semesters
