1. EXECUTIVE SUMMARYThe Youth in Poultry Production Project will be established

with the aim of producing and supplying quality poultry products to the people of
Ghana and beyond. It is expected to start and continue with 20,000 broilers per
cycle with the target market including but not be limited to hotels, schools,
institutions, restaurants, shops, supermarkets, markets, wholesalers and
retailers, and in the long term begin exporting to neighboring countries.Broiler
meat production is the most popular form of poultry farming in Ghana because its
consumption cuts across any religious or tribal divide. Poultry production comes in
different forms ranging from parent stock breeder meat (broiler/production), egg
production, Quail production, turkey production, ostrich farming, duck farming,
Geese farming and ornamental bird rearing among others. In spite of the vastness of
this industry, this project will focus on broiler production and with time add
other aspects either for vertical or horizontal integration. In Ghana this industry
is still grossly untapped and any aspect of the industry possesses great potential.
The major hindrances to the growth of the industry in Ghana ranges from absence of
credit, high interest rate, high cost of maize, unavailable or unreliable
electricity which is important for cold rooms, incubators and operation of
automated cages. Because of the fallow nature of the industry, the prospect is
high. Right now the demand for eggs, broiler meat, day old chicks, layers etc.
remains overwhelmingly high and yet their production cannot meet the high demand.2.
SITUATION ANALYSIS OF THE POULTRY INDUSTRY IN GHANAThe Poultry industry in Ghana is
strategic to the development of Ghana serving as a source of employment and meeting
the growing demand for chicken and eggs due to the growing population of Ghana.
Unfortunately due to challenges in the poultry industry, there has been a decline
in the production of local poultry leading to a high rate of importation to meet
the constantly growing demand.Ghana is currently importing 90% of poultry
products to supplement the shortfall.According to the US Agricultural
Statistics, Ghanas poultry industry statistics for the year 2013 indicates that
the nations poultry sector has been on the decline and can handle about 10 per
cent of total poultry demand of the country.Ghanas importation of poultry products
in 2000 was only 12,000 metric tons. This figure more than quadrupled to 51,000
metric tons in 2005 and by 2010, it had sky rocketed to 109,000 metric tons.How

By the end of 2012, the country had imported 167,000 metric tons of frozen chicken
and imported about 172,000 metric tons of chicken by the end of 2013. Chicken
consumption in Ghana has increased tremendously due to people moving from red meat,
and high population increase, however, the poultry farmers have not been able to
increase their production to take advantage of this growing demand.This shows how
heavily the country remains dependent, on importation of poultry products to meet
the ever increasing demands of Ghanas growing population.3. PROJECT PROFILE /
PROJECT LOCATIONYouth is Poultry Production Project is a social enterprise with a
focus of working with young and unemployed people across Ghana. It is dedicated to
promoting employment and entrepreneurship programs through poultry farming for
youth in dire need of work. It seeks to facilitate young people to initiate income
generating projects as well as creating development initiatives to employ them.The
project will be piloted in the Northern Region of Ghana where there is higher
unemployment before it is subsequently replicated in the other regions of the
country. Depending on the initial capital investment available, this can be done at
either the municipal or district level for the purposes of increased impact and
benefit.4. PROBLEM STATEMENTThe problem at hand is that Ghana has seen a sharp
decline in local poultry farming, with 80% of the farms having closed down,
including some State owned farms which are defunct, yet the nation has a very high
record of youth unemployment. The key developmental problems facing the nation,
relates to the low-income levels of majority of the population. This low-income
situation results from the lack of diversified employment opportunities forcing
many people into informal sector activities such as petty trading, small-scale
manufacturing, fishing and agriculture. The general decline in the poultry industry
results from the following:Lack of adequate financial resources to engage in
sustainable poultry farming including lack of access to affordable credit, How

High cost of key feed inputs like maize and soy meal, the prices of these feeds are
not stable with high price fluctuations which affects the capital of the farmers
making poultry farming very expensive and not profitable which leads to many
farmers abandoning the industry. Lack of adequate technology for processing and
marketing locally produced broiler chicken. High importation of cheap chicken from
Brazil and the USA meaning that local poultry farmers cannot compete with the
frozen chicken importers Against this background, it is critical for the engagement
of young people in income generating and sustainable projects which will enable
them earn an income as an alternative to support themselves and their dependents.
Youth in Poultry Production is one of such viable projects.5. PROJECT DESCRIPTION
The project will start initially with the first 100 young people who will be
trained in poultry farming and basic business skills in terms of managing the
poultry business and processing of poultry products. They will be trained over a
period of three months, after which they will be financially assisted to start
their own poultry farms. The project will continue to support them by purchasing
100% directly from the beneficial farmers. Running with 20,000 broilers per cycle,
the trainee farmers will be divided into 4 groups of 25 in each group. Each of the
25 trainee farmers will be responsible for the welfare of 200 birds. They will
receive all the necessary support to ensure their success in maintaining these
birds as this will also reflect on the success of the entire project.Trainee
farmers will be involved in the different processes of looking after the birds
including processing and packaging them for sale. It is anticipated that the
project will commence in April 2015 and produce 100 capable young poultry farmers
on a quarterly basis. Emphasis will be laid on high quality standards and good farm
management practices to compete with imported frozen chicken.As such the project
specific objectives include:To establish a business raising and selling chicken and
use its profit to empower the young people to set up their own grower farms. How

To improve the economic welfare of the young people by employing them to run and
support the poultry farming project. To equip the young people who have no
opportunities with the skills and resources needed to engage in poultry farming.
The investment will target the following Project Activities:Acquire and secure land
for location of the project Procure materials for constructing a permanent poultry
house with favorable conditions for raising broilers. Contract builders to build a
structure for raising chicken and eggs. Contract services needed for the
installation of electricity with a reliable backup system Contract services to
install a water system with storage capacity. Recruit and hire the relevant
personnel and officers to provide services to the broilers and support the needs of
the project. Recruit the 100 beneficiaries and begin initial 4 week training
program. Procure the 20,000 day old broilers and the necessary food and supplies
needed to breed them. Continue training the selected youth in practical poultry
farming over the next 8 weeks. Monitor and evaluate the activities of the poultry
farm and its overall impact to its target group and review the management of the
project and the quality and sale of poultry products. Provide ongoing coaching and
support for the newly established 100 satellite poultry farms in addition to the
assured 100% market. 6. JUSTIFICATION OF THE PROJECTThe project is a three-fold
strategy, in that it seeks to revamp local poultry production in Ghana, by
encouraging young people to get involved in poultry farming and once they undergo
our training program, set up their smaller farms, then we will buy all their
produce thereby providing them 100% assured market. As such we will have contracts
with these young people who we will support financially when they set up their own
poultry farms using proceeds from the sale of our poultry products as seed capital
for them.Secondly, in addition to the trained farmers being engaged in business,
the project also seeks to create employment opportunities for other youth who will

various capacities on the farms so that they also can cater for themselves and to
some extent their dependents. It will create a multiplier effect as its activities
will be scaled up to other youth, with the hope that the model can be replicated.
Thirdly, it will eventually make poultry products become affordable, which are
otherwise currently very expensive for the people of Ghana. It is estimated that as
this project is replicated across the various regions of the country and supply of
poultry products like meat and eggs increase to meet the demand, price competition
will set in and make locally produced poultry products preferred as compared to
imported foreign brands that are currently flooding the market.7. PROJECT

project will provide young people with practical skills in poultry keeping,
marketing and management of poultry. The project will be a model for future income
generation projects within the communities and can be replicated under other social
enterprises. MANAGEMENT AND IMPLEMENTATION OF THE PROJECT YOUTH IN POULTRY
PRODUCTION ORGANIZATIONAL CAPACITY:The organization has the capacity to run the
proposed project effectively. In the first place, it has some experience in poultry
keeping, and it can collaborate with the district agricultural officers to conduct
more training to its staff so that they gain more skills and knowledge on how to
rear chickens on a large scale. The organization will also have farms which will be
located close to the poultry farms and where it will plant maize for the feed.
IMPLEMENTATIONThe project will be executed by the team selected and appointed by
the sector Employment Ministry. However, it will set up a separate project
execution team which will be responsible for the day to day coordination and
implementation of the project activities. It will also be responsible for planning,
supervising, monitoring and reviewing all project activities.How Poultry Provides

Implementation of the project activities will call for close collaboration with a
wide range of partners such as potential buyers of poultry products, sellers of
animal feeds, District agricultural department, and the project funders.This will
enhance the opportunities for the realization of the broad goals and objectives of
this project.MONITORING AND EVALUATIONGeneral Monitoring and evaluation will be an
ongoing activity throughout the project life. Monitoring will be routinely done
through meetings monthly reports, check lists, and support supervision visits.
These reports shall indicate the constraints and challenges in the implementations
and necessary adjustments that had been taken. Progress evaluation will be done
through use of monthly quarterly reports, steering committee meetings, annual
report, registry records, work plans indicating planned and accomplished
activities, functional accountability for project resources including equipment,
facilities, assets and activities.Progress monitoring and evaluation will help the
project team to assess the extent to which implementation is meeting the set
objectives. This will enable the project team to revisit the objectives and
priorities and to find ways and means of improving the performance and better
resource usedFINANCIAL MANAGEMENT OF THE PROJECTFinances accrued by this project
will be entered into the proper books of accounts when received. A special Account
in the name of the project will be opened to cater for only project funds. To
ensure effective control, management and monitoring of project funds, no single
signatory will be allowed to access project funds, and the total number of
signatories to this account will be three. Under the consent of the three and
approval of the committee, funds will be withdrawn from the bank and utilized for
the intended purpose.Books of accounts will be audited regularly through external
auditors. After auditing the project accounts, the auditors will submit an audit
report, which will satisfy the donors and the stakeholders that correct and proper
books of accounts have been be maintained.There will be a project committee which
exercises budgetary control over project finances. This will be exercised through
the comparison of expenses estimated in the budget with actual expenses incurred

PROJECT SUSTAINANBILITYIn the initial stage, the project will be sustained by

government funds. However, in the long run the project will finance itself. Part of
the funds will be used to execute the organization while another percentage will be
re-invested in the poultry business to expand the project, hence increasing sales
and profits.Through the capacity building workshops, the project staff will be
empowered with some skills as well as knowledge in other poultry subsector related
