Getting exemption from NET exam.

Four posts of Assistant Professors are lying vacant in this department in the
scheme College of Agricultural Engineering NP-27. We have initiated the case for
getting approval for filling up these posts. The following qualifications for the post of
Assistant Professor of Civil Engineering provided in the above said scheme stands
approved in the Academic Council Meeting No. 245 dated 4-5-1998(copy enclosed):
i)

Second Class Bachelors degree in Civil Engineering

ii)

Masters degree in Civil Engg with minimum overall grade point average of
3.20 / 4.00 or OCPA 6.50 / 10.00 or equivalent.

iii)

Matric level certificate of Punjabi language.

(If not the candidate is required to pass the same within one year of
appointment).
Note: A candidate, who may not possess Masters degree in the field of Civil
Engineering but possess Ph. D degree in Civil Engineering, shall be eligible
for the post. Such a candidate must have obtained OGPA of 3.20 out of 4.00 or
OCPA of 6.50 /10.00 basis or equivalent at Masters level, in the allied field.

Further as per the decision of the Academic Council conveyed by the Registrar,
PAU vide his memo no. Admn.I.AU.2006/M-1176/Vol.II/17353-452 dated 12-9-2006 the
following qualification has been added in the already approved qualifications:
Must have qualified National Eligibility Test conducted by ASRB/UGC/CSIR.
In this connection, it is submitted that in case of Civil Engineering no NET exam
is conducted by UGC or any other agency. As such the condition of clearing of NET
exam for the post of Assistant Professor of Civil Engineering may be exempted. You are
requested to take permission of the competent authority for exemption of this condition.

Sub: Permission to fill up four posts of Assistant Professors in the scheme College
of Agricultural Engineering NP-27.

May peruse the observations of the office of Comptroller as at A on noting
page-2. The office of Comptroller has suggested that instead of filling up four posts of
Assistant Professors the fresh case for filling up two posts of Assistant Professors on
contract basis may be initiated.
In this connection, it is intimated teaching, research and extension purposes
cannot be served by appointing teachers on contract basis. If at all four posts of Assistant
Professors cannot be filled up due to financial stringency then it is requested then at least
two posts of Assistant Professors may be allowed to be filled up on regular basis so that
teaching, research and extension work of the department may not suffer. The teaching
staff strength of the department cadre wise /scheme wise is given as under:

Four posts of Assistant Professors are lying vacant in this department in the
scheme College of Agricultural Engineering NP-27. The Worthy Vice-Chancellor has
accorded permission to fill up two posts of Assistant Professors as conveyed by the
Comptroller, PAU, Ludhiana vide his memo no. CAU.-B (IV)-08/14010-13 dated 188-2008 (copy enclosed). The qualifications for the posts of Assistant Professor of Civil
Engineering stands approved in 245th meeting of Academic Council held on

Sub: Filling up two posts of Assistant Professors of Civil Engineering.
Four posts of Assistant Professors are lying vacant in this department in the
scheme College of Agricultural Engineering NP-27. The Worthy Vice-Chancellor
had accorded permission to fill up two posts of Assistant Professors as conveyed by
the Comptroller, PAU, Ludhiana vide his memo no. CAU.-B (IV)-08/14010-13 dated
18-8-2008 (copy enclosed). But these posts could not be sent for advertisement because
as per model qualifications, NET is compulsory for Assistant Professor level posts in the
University. As such the department wrote to the Registrar for exemption of NET for the
post of Assistant Professor of Civil Engineering. The office of Registrar sought the
clarification regarding NET in Civil Engineering from ICAR. ICAR has conveyed to the
office of Registrar that NET is not conducted in Civil Engineering. As such the Academic
Council in its meeting held on 27-5-2009 has exempted NET requirement for Assistant
Professor of Civil Engineering. Now the post can be sent for advertisement in the
newspaper. The permission to fill up the post was taken in the financial year 2008-09. So
the permission is required to be taken again in the current financial year 2009-10.
May if agreed recommend the case to the Dean, College of Agricultural
Engineering, PAU, Ludhiana for obtaining the fresh approval of the competent authority
for filling up two posts of Assistant Professors in the scale of Rs. 8000-13,500 (for which
the permission was taken in the financial year 2008-09) in the scheme College of
Agricultural Engineering NP-27 during the current financial year.
