A week ago, the World Federation of Trade Unions held in Brussels, inside the European
Parliament, an important International Trade Union Conference about the consequences
on the workers and trade union movement of the policies of embargoes,blockades and
discrimination imposed by the EU, the NATO, the USA and their allies.
The participants of the Conference proved with evidence that these policies of the
imperialists against peoples and countries have always the workers, the youth, the women
and the pensioners as their final victims, depriving from millions of workers the hope that
they can build their future with dignified work.
It was also proved that the embargoes, blockades and discrimination have nothing to do
with democracy and freedom. These words are used as an excuse. They use them
hypocritically. In reality, we are talking about competition withing the capitalist system,
for rivalries and contradiction within the imperialist system, which happen for the control
of the markets, the definition of new borders between countries, for new energy pipelines,
for the profits of transnational corporations and of the monopolies.
So, as a result of the imperialist interventions in Iraq, Libya and Syria, thousands
of women and children die in the Mediterranean Sea. For all those people,
dignified work remains a mere declaration.
As a result of the ongoing and long lasting blockade against Cuba, the peoples of
the whole world are deprived of the great achievements of the Cuban Revolution
in Medicine.
As a result of the blockades and the policy of Israel against the Palestinians, the
Palestinians still dont have their own homeland, with East Jerusalem as its capital.
As a result of the sanctions against Russia, poor farmers from Greece, Bulgaria,
Serbia, Romania and elsewhere cannot sell their products, while Russian workers
are losing their jobs.
As a result of the discrimination against Iran, Venezuela, the peoples in other
countries are deprived of cheap oil.
Another thing that proves the hypocrisy of the imperialists is that from the ILO list of
countries whose governments are accused, Colombia, Israel and the USA are missing. In
these countries, governments violate basic human rights, since trade unionists are
assassinated, there is discrimination even concerning who will enter a public transport
bus, policemen who kill African Americans, firing without any reason, are acquitted.

Trade Union International of Pensioners and Retirees, member of the WFTU at the 104
Conference of the ILO
Today is an historical date for Pensioners and Retirees from all over the world organized in class conscious
trade unions and coordinated in the five continents, as for the first time here we are in front of the ILO
claiming our rights. This has become possible due to the decision taken by the WFTU - an organization next
to its 70 anniversary - to create a Trade Union International of class unions that binds together Pensioners
and Retirees from more than a hundred countries. I talk to you as General Secretary of this unique class
union organization of Pensioners. As a whole, Pensioners and Retirees account to hundreds of millions,
approximately 20% of the world population and 30% of the worlds citizens entitled to vote.
A very great part of this part of the population still has not its right recognized by the capitalists
governments for a pension after they reach 60 years old. Due to its age, these important masses of former
workers have acquired an impressive amount of collective wideness (used through the centuries by all
civilizations) and a long lasting experience in the struggle for their rights. Our generation of trade unionist
has achieved, from the mid twentieth century, important levels of betterment connected to the labour
rights; an outstanding achievement in the history of the class struggle.
We reached this point through great mass struggles with lots of assassinations, tortures, imprisonments
and fired out workers on its path, but also with great advantages that right now are in danger of being
taken away by the capitalism - especially when dealing with Pensioners and Retirees - under the fake
pretext of the actual crisis. The, we are going to use our number strength and our experience as trade
unionists and fighters to get new rights for the Pensioners and Retirees as well as to the whole of the
working class.
We are not to accept the fact that wage earners, after a long life of work, will become dependants from
their families as was proposed in Senegal by the leader of the International Trade Union Confederation and
ILOs representative in Africa. We are going to fight, in close alliance with the rest of the working class and
together with those exploited by the capitalists system that oppresses all of us as Capitalism is today the
new Slavery. In any case, and as our ancestors finally defeated slavery, we are going to advance in our aim
to finally abolish capitalism.
Entrepreneurs and rulers of the capitalist countries you may know that capitalism has its days or years of
existence limited. Capitalism itself currently goes from structural to systemic crisis, and from there to its
final crisis as rightly announced by Karl Marx. Our planet is a land of plenty, and we are going to fight to
share it with fairness.
This will be impossible inside the framework of capitalism, as it steals basic and natural resources through
genocides and imperialist wars following the old pattern of the colonialist whose main tool were its military
interventions in the colonized countries.
With all this wealth fairly distributed, attached to the needs of each person, we are going to get a decent
life for everyone in the planet. That is to say, Socialism.
We are especially fighting for a minimum and public pension equal to the minimum salary similar to what
they have in Luxembourg (approx. 1.800 per month), as the citizens of the whole world must have the
same rights as the citizens of this country.
Didnt they spend so much in weapons only useful to those transnational companies that make them in
order to wage war and carry death and destruction (following NATOs orders) to those countries whose
resources they want to exploit, it would be money enough as to guarantee decent salaries and pensions.
We are going to achieve this aim by means of the struggle, as those recently waged by Greek Pensioners
(thousands of them collapsing the streets of Athens to force the new government headed by Syriza to
comply with its false electoral promises) or those that took place in Australia, in Africa, In France, in
Pakistan, in Nepal, in India and in Cyprus, along with the historical struggle of the Argentinians pensioners
who at this present stage accumulate 1.210 Wednesday stand-ups in front of the Parliament claiming for
their rights.
We ask the Universal Declaration of Rights should be enhanced as to include Pensioners rights; those
rights whose differences based upon sex discrimination, as is the case today, we are no to accept .
We, Pensioners, are no more under the influence of the entrepreneurs (with the exception of some
countries), so we must claim our rights mainly from the governments, and we may change them, little by
little, through our votes. In the meantime we can see that while the socialist countries have granted for
decades a dignified pension to those who had worked during 25 years or more (along with the right to a
decent house, health care, transportation and culture almost for free, as well as collective measures to

1 - CAPITALISMS OFFENSIVE DEEPENS INEQUALITY AND INJUSTICE
The international situation is characterized by capitalisms deepening crisis that has its
core in the US and assumes special importance in Europe and affects all countries
worldwide.
The nature and the sharpening of capitalisms contradictions launched the world into a deep crisis that, at
the same time confirms its inability to break free from the crises that afflict it cyclically, reveals a much
bigger crisis, of a structural and systemic nature, that reveals that the overproduction and overaccumulation of wealth, is not the solution to the problems of humanity, but rather destroys the productive
forces, worsens the exploitation of workers and peoples and attacks the sovereignty of every country by
imposing measures that represent a huge civilizational regression. A setback that is, in itself, a creator of
more and bigger crises.
The centralization and concentration of capital and wealth; the financialization of the economy; the
systematic attack on the social functions of the State gained through the struggle of workers and peoples;
the mercantilization of all spheres of social life, in a logic of privatizing anything that can generate greater
income to capital; the attacks on international law and on the sovereignty of States; the centralization of
political power and its submission to the economic power and to the militarization strategies of international
relations, are components of capitalist policies that dominate most countries all over the world.
The exploitation of male and female workers worsens and intensifies throughout the world and is clearly
marked by denial of rights and the abusive use of their workforce in return for increasingly lower wages.
The main points of this offensive are:
A cut in real wages;
The deregulation and increase in work time;
The deregulation of labour relations;
The spreading of precarious labour;
The appropriation of public funds and investments by private economic groups;
The increase of the retirement age;
The cut in retirement and pension benefits;
The destruction of public sector jobs;
The regression of social and labour rights;
The denial of the right to negotiation and collective bargaining and other collective rights
of the workers.
An offensive that is expressed in the attack on class-oriented trade unionism and on collective bargaining,
which seeks to divide and rule, which seeks to create divisions between public and private workers, which
deepens discrimination and division of professions and fosters individual labour relations, to break the
solidarity among the working class, and to weaken the trade unions.
An offensive that can only be stopped by the practice of a class-oriented and mass trade unionism and, by
unity in action around what is common: the defence of the rights, interests and aspirations of the workers,
for their emancipation and a society free from exploitation of man by man.
The processes of change that are being undertaken by some peoples and governments in Latin America
bring us hope and the example that there are alternatives to the capitalist model. Despite the differences
that appear in each country, inherent to their specific reality and the existing contradictions and obstacles,

CONGRESO DE FENSUAGRO.
FORTALECER LA UNIDAD Y LA RESISTENCIA POPULAR
CONTRA LAS POLITICAS NEOLIBERARLES, DE DESPOJO
Y EL CAPITAL TRANSNACIONAL
Con la presencia de numerosas delegaciones campesinas y de trabajadores de la agroindustria, llegados de
las diversas regiones del territorio nacional, hemos realizado en la ciudad de Bogot D.C. del 5 al 8 de
junio el XI Congreso de la Federacin Nacional Sindical Unitaria Agropecuaria, FENSUAGRO, con la
consigna central VAMOS POR LA PAZ, LOS DERECHOS CAMPESINOS Y LA SOBERANIA
ALIMENTARIA. La Fuerza y Energa de Mujeres, Hombres, Jvenes y Nios del campo, se hizo sentir
durante los cuatro das del magno evento de los fensuagristas, el cual cont con el acompaamiento y
saludos de organizaciones hermanas del orden internacional y nacional.

El Comit Especial,
Teniendo presente la Declaracin sobre la Concesin de la
Independencia a los Pases y Pueblos Coloniales, que
figura en la resolucin 1514 (XV) de la Asamblea General,
de 14 de diciembre de 1960, as como las resoluciones y
decisiones del Comit Especial relativas a Puerto Rico,
Considerando que ha transcurrido casi la mitad del
perodo de 2011-2020, declarado por la Asamblea
General, en su resolucin 65/119, de 10 de diciembre de
2010 Tercer Decenio Internacional para la Eliminacin del
Colonialismo,
Teniendo presentes las 33 resoluciones y decisiones
aprobadas por el Comit Especial sobre la cuestin de
Puerto Rico que figuran en los informes del Comit
Especial a la Asamblea General, en particular las aprobadas en los ltimos aos sin votacin,
Recordando que el 25 de julio de 2015 se cumplen 117 aos de la intervencin de los Estados Unidos de
Amrica en Puerto Rico,
Observando con preocupacin que, a pesar de las diversas iniciativas emprendidas en aos recientes por
los representantes polticos de Puerto Rico y los Estados Unidos, no se ha logrado hasta el momento poner
en marcha un proceso de descolonizacin para Puerto Rico, en cumplimiento de la resolucin 1514 (XV) de
la Asamblea General y las resoluciones y decisiones del Comit Especial relativas a Puerto Rico,
Teniendo presente que el pueblo de Puerto Rico se expres mayoritariamente, el 6 de noviembre de 2012,
rechazando su actual condicin de subordinacin poltica, y que dicha condicin le impide tomar decisiones
soberanas para atender los graves problemas econmicos y sociales de Puerto Rico, incluidos el desempleo,
la marginalizacin y la pobreza,
Destacando nuevamente la urgente necesidad de que los Estados Unidos propicien las condiciones
necesarias para la plena aplicacin de la resolucin 1514 (XV) de la Asamblea General y las resoluciones y
decisiones del Comit Especial relativas a Puerto Rico,
Tomando nota de que el Grupo Interagencial de Trabajo sobre el Estatus de Puerto Rico designado por el
Presidente de los Estados Unidos, que present su tercer informe el 16 de marzo de 2011, reafirm que
Puerto Rico es un territorio sujeto a la autoridad del Congreso de los Estados Unidos, y de que hasta la
fecha
la
discusin
sobre
el
problema
del
estatus
se
ha
estancado,
Tomando nota tambin de las declaraciones aprobadas por la II y III Cumbres de la Comunidad de Estados
Latinoamericanos y Caribeos, celebradas en La Habana, los das 28 y 29 de enero de 2014, y en Beln,
Costa Rica, los das 28 y 29 de enero de 2015, respectivamente, en las que se reitera el carcter
latinoamericano y caribeo de Puerto Rico, se toma nota de las resoluciones sobre Puerto Rico adoptadas
por el Comit Especial, reiterndose que es un asunto de inters de la Comunidad, se asume el compromiso
de seguir trabajando en el marco del derecho internacional y, en particular, de la resolucin 1514 (XV) de la
Asamblea General, para lograr que la regin de Amrica Latina y el Caribe sea un territorio libre de
colonialismo y colonias, y se encomienda al Cuarteto de la Comunidad para que, con la participacin de
otros Estados miembros que deseen sumarse a este mandato, presenten propuestas para avanzar en lo
anterior,
Tomando nota adems de la Declaracin Especial sobre Puerto Rico aprobada por los Jefes de Estado y de
Gobierno de la Alianza Bolivariana para los Pueblos de Nuestra Amrica, reunidos en Caracas los das 4 y 5
de febrero de 2012, mediante la cual expresaron su ms firme respaldo al derecho inalienable del pueblo de
Puerto Rico a su autodeterminacin y plena independencia, recordaron que Puerto Rico es una nacin
latinoamericana y caribea, con su propia e inconfundible identidad e historia, cuyos derechos a la
soberana son violados por la tutela colonial impuesta desde hace ms de un siglo, destacaron que la causa
de la independencia de Puerto Rico es un asunto que concierne a la regin de Amrica Latina y el Caribe y a
sus foros de concertacin y cooperacin poltica, en especial la Comunidad de Estados Latinoamericanos y
Caribeos, y reclamaron la libertad de los presos polticos que sufren condena por luchar a favor de la
independencia y la autodeterminacin de Puerto Rico, entre ellos el compaero Oscar Lpez Rivera, quien
ha sido encarcelado inhumanamente durante 34 aos,
Tomando nota de la Proclama de Panam, adoptada en el Congreso Latinoamericano y Caribeo por la
Independencia de Puerto Rico, que con la presencia de 33 partidos polticos de 22 pases de la regin tuvo
lugar los das 18 y 19 de noviembre de 2006 en Panam, cuyas conclusiones fueron reiteradas en la
declaracin adoptada por el Consejo de la Internacional Socialista en Cascais (Portugal), el 5 de febrero de
2013, en la que se expresa apoyo al llamado reiterado y unnime del Comit Especial para que la Asamblea
General examinara el caso colonial de Puerto Rico y para que se pusiera en libertad a Oscar Lpez Rivera y
dems patriotas puertorriqueos que cumplen condenas en crceles de los Estados Unidos y se manifiesta

Desde que comenz el mes de junio tanto en Manhattan como en San Juan miles de puertorriqueos han
salido a las calles levantando dos demandas fundamentales: la independencia de Puerto Rico y la liberacin
de Oscar Lpez Rivera quien cumple ms de 34 aos de prisin y es el preso poltico por ms tiempo
encarcelado en Nuestra Amrica.
En estas manifestaciones han participado todos los sectores polticos y sociales de Puerto rico, sin excluir a
ninguno. Convocados por todas las organizaciones patriticas que han luchado contra el colonialismo por
caminos diferentes pero ahora se juntaron para esta accin, a ellas se sumaron otras que, de un modo u
otro, muestran creciente inconformidad con un rgimen que, carente de soberana, atraviesa adems una
profunda crisis econmica y social.
La causa puertorriquea ha sido singularmente compleja y difcil. Enfrentando por ms de un siglo al
Imperio ms poderoso de la Tierra, la pequea isla ha sufrido de un muy duro aislamiento. Por presiones
de Washington su drama fue ignorado por mucho tiempo por la mayora de sus hermanas latinoamericanas
y caribeas y silenciado por la gran prensa internacional. Su lucha ha sido, sobre todo, una lucha solitaria
desde que, apartada del gran movimiento emancipador del Siglo XIX, al que, sin embargo, aport una
importante contribucin de combatientes y sacrificios, fue cedida como posesin por la Corona espaola al
naciente Imperio norteamericano que sobre ella ejerce un dominio absoluto. El tremendo desafo explica en
gran medida las desavenencias internas que han obstaculizado la necesaria unidad del pueblo.
La situacin, sin embargo, est cambiando. El motor que impulsa el cambio tiene un nombre: Oscar Lpez
Rivera. La brutal condena que padece ha generado el rechazo unnime de todos los puertorriqueos sin
excepcin alguna.
Oscar no mat ni caus dao a nadie. No practic la violencia ni transgredi las leyes. Su nica
experiencia armada fue en la guerra de Viet Nam a la que se vio arrastrado como tantos jvenes de su
generacin y de la que regres condecorado por el Ejrcito norteamericano.
Lo condenaron en 1981 a 55 aos de crcel por el supuesto delito de conspiracin sediciosa, en concreto
por ser militante en la emigracin boricua de Chicago de una organizacin que busca la independencia de
Puerto Rico. Le fueron impuestas condiciones carcelarias especialmente crueles, incluyendo 13 aos de
confinamiento solitario y severas restricciones a su comunicacin con el mundo exterior. Su primer
contacto con la prensa ocurri hace dos aos, ocasin en la que, por cierto, afirm: yo estoy listo para lo
que venga, siempre voy a estar listo para lo que venga.
El caso de Oscar es escandalosamente injusto y as fue reconocido, al ms alto nivel, por las autoridades
norteamericanas. En 1999, hace ya diecisis aos, el Presidente Clinton determin que a l y a otros
puertorriqueos entonces encarcelados les haban impuesto sentencias excesivamente prolongadas y por
ello deban ser inmediatamente liberados. Oscar rehus aceptarlo porque aquella accin presidencial no
