PARTICIPANTS
College students who are currently enrolled in AY 2014-2015 in any computer related courses who will represent
his/her university or college. Only one team per school is allowed to participate in each category. Registration fee of
Php 150.00 per student, per category will be collected. Registered participants/team cannot be replaced on the day
of the event unless specified in the mechanics of the events/category. Every participant or a team must have a
coach to completely represent a school or university.
OVERVIEW OF CATEGORIES

1. PC Assembly / Disassembly (one participant per school)


A personal computer is made up of multiple hardware components of computer hardware. Contestants in this
category must disassemble and assemble these components efficiently and accurately.
2. Networking(one participant per school)
A computer network allows computers to communicate with many other and to share resources and information.
Contestants in this category must establish a functional network between two (2) computers.
3. Digital Electronics(one participant per school)
Digital electronics are systems that represent signals as discrete levels, rather than as a continuous range. It is
made from large assemblies of logic gates and simple electronic representations of Boolean logic functions.
Contestants will be asked to solve, interpret and create a functional circuit according to specifications that will be
provided.
4. Java Programming (Team composed of 2 students per school)
Contestants in this category must create and successfully implement a java program based on machine problem
specifications to be provided with zero if not minimal errors or bugs.
5. Android Apps Development (Team composed of 2 students per school)
Contestants will be asked to develop an Android app in any or all categories (Gaming, Education and Microfinance)
6. IT Quiz Bee (Team composed of 2 students per school)
IT Quiz Bee will test the knowledge of contestants in ICT concepts and terminogies.

Web design competition is an event designed to challenge the HTML and CSS (layout and theme composition)
skills of participants. Contestants will be given three (3) hours to complete the website.

DETAILED MECHANICS PER CATEGORY


JAVA PROGRAMMING
1. Team Composition
1. A team consists of two (2) bonafide students of a higher institution (CHED/TESDA) and must be currently
enrolled during the academic year 2014-2015 of any computer related course
2. Each participating school should have at least one (1) faculty representative and will act as a coach.
3. The coach certifies the eligibility of the contestants and serves as the official point-of-contact with the team
prior to and during contest activities.
4. A team is not eligible to compete in the contest until the contest coordinator has accepted the teams
registration.
5. Teams failing to comply with any of these requirements will be ruled ineligible to compete.
6. Only registered alternates may be substituted for contestants.
7. Such substitutions must be entered in the Official Registration List by the contest coordinator two (2) hours
before the contest begins.

2. Contest Attendance and Attire


1. All team members must attend the following contest activities:
Opening Ceremony
Contest Proper
Awarding Ceremony
The coach is expected to attend or be available by phone during contest activities.
Failure to attend any of the designated contest events may result in automatic disqualification and forfeiture
of any awards and prizes.
Team members and their coaches should wear proper their respective school uniform (if any) or any shirt
that can recognize their school
2. Late teams will not be allowed to join the contest.

3. Conduct of the Contest


1. The teams will be given two (2) hours to work on 6 problems. (2 questions per category)
2. Solutions to problems submitted for judging are called runs. Each run is judged as accepted or rejected by
a judge, and the team is notified of the results.
3. A contestant may submit a claim of ambiguity or error in a problem statement by submitting a clarification
request to a judge. If the judges agree that an ambiguity or error exists, a clarification will be issued to all
contestants.
4. Contestants are not allowed to converse with anyone except members of their team and personnel designated
by the contest coordinator.
5. Systems support staff may advise contestants on system-related problems such as explaining system error
messages.
6. While the contest is scheduled two hours, the contest coordinator has the authority to alter the length of the
contest in the event of unforeseen difficulties.

7. Should the contest duration be altered, every attempt will be made to notify contestants in a timely and uniform
manner.
8. A team may be disqualified by the contest coordinator for any activity that jeopardizes the contest such as
dislodging extension cords, unauthorized modification of contest materials, distracting behavior and other
improper activities or behavior.
9. Six problems will be posed. So far as possible, problems will avoid dependence on detailed knowledge of a
particular applications area or particular contest language.

4. Contest Computing Environment


1. The programming language of the contest will be JAVA.
2. Only Notepad and command prompt is allowed to use in coding the solution, therefore; nobody is permitted to
use any IDE (Integrated Development Environment),
3. Each team will use a single workstation.
4. The contest coordinator is responsible for determining that teams have reasonably equivalent computing
resources.
5. The following are the computer hardware specifications:

The operating system is Microsoft Windows 7
Keyboard substitution will not be allowed.
6. Internet access is strictly prohibited to avoid copying source codes from the net.

5. Scoring
1. Problems will be categorized as Easy, Average and Difficult
Easy (5 pts. each)
Average (10 pts. each)
Difficult (20 pts. each)
2. The teach team will be given the maximum points equivalent as stated in the scoring per category if and only if
the program will produce correct output and with correct logic.
3. In consultation with the judges, Contest Coordinator determines the winners of the contest.
4. The contest coordinator and judges are empowered to adjust for or adjudicate unforeseen events and
conditions.
5. The decisions of the judges are final.
6. Teams are ranked according to the most problems solved.
7. For the purposes of awards, teams who solve the same number of problems are ranked by least total time.
8. The total time is the sum of the time consumed for each problem solved.
9. It is the responsibility of the Contest Director to specify any additional tie-breakers.
10. The tie-breaker policies must be announced to contestants before the contest begins.

6. Certificates and Awards


1. Certificates of Achievement will be given to all qualified participants and their coaches.
2. Individual medals and cash prizes will be given to team members who will win the following awards:

SILVER Medal, CERTIFICATE plus Php 1,000.00 cash

7. Complaints, Appeals, and Remedies


1. If irregularities or misconduct are observed during the contest, team members or coaches should bring them to
the attention of the Contest Coordinator immediately so that action may be taken as soon as possible.
2. The decision of the Board of Judges regarding awarding of prizes is final.

8. Minor Changes/Corrections
1. Minor changes or corrections (if theres any) to this document shall be announced before the start of the
Contest Proper and shall be posted on notice boards within the Contest venue.

3. The participants are expected to bring ALL the materials listed above. Failure to do so will incur an additional five
minutes in their Finish Time.
4. Breadboard will be used in circuit construction.
5. Digital trainer is STRICTLY NOT ALLOWED.
6. The DIGITAL ELECTRONICS SKILLS OLYMPICS is composed of TWO (2) CATEGORIES which are both skilled and
time-based category:
a. SIMPLIFICATION
b. CIRCUIT CONSTRUCTION
7. The SIMPLIFICATION CATEGORY will require the participants to SIMPLIF Y THE GIVEN LOGIC DIAGRAM using ANY
APPLICABLE REDUCTION TECHNIQUE, provided that the FINAL ANSWER given by the participant is the SIMPLEST
SIMPLIFIED FORM that conforms with the ANSWER OF THE PANEL OF JUDGES.
8. The phrase SIMPLEST SIMPLIFIED FORM stipulated in the preceding guidelines is based on the principle that
the given original logic diagram is reduced in its simplified form with the least number of input variables and the
least number of gates employed providing the correct same output with the given original logic diagram
regardless of any reduction techniques used.
9. The CIRCUIT CONSTRUCTION CATEGORY will require each participant to construct the circuit on the breadboard
and will commence immediately after each participant got the SIMPLEST SIMPLIFIED FORM that conforms with
the ANSWER OF THE PANEL OF JUDGES.
10. CIRCUIT CONSTRUCTION on the breadboard must conform with the SIMPLEST SIMPLIFIED FORM and must
provide an IDENTICAL OUTPUT with the OUPTUT OF THE GIVEN ORIGINAL LOGIC DIAGRAM

11. The TIME INCURRED for both the simplification and circuit category will be indicated on the ANSWER
SHEET/FORMS that will be provided for each participant.
12. The FASTEST among the participants with the LEAST AMOUNT OF TOTAL TIME OF ACCOMPLISHMENT for the
two categories will be considered the Champion.
13. The participants will be given AN IDENTICAL COPIES OF PIN ASSIGNMENTS and LOGIC DIAGRAM.
14. ALL FINAL ANSWERS SHALL BE WRITTEN IN BLUE OR BLACK INK, otherwise answers will be considered wrong.
15. ERASURES are ALLOWED provided that the PANEL OF JUDGES CONSIDERS THE FINAL ANSWER TO BE
COMPREHENSIBLE, otherwise it shall be considered wrong.
16. Answer sheets/Forms will be provided for each participants and ALL ANSWERS of every individual participant is
SUBJECT FOR EVALUATION/VERIFICATION of EVERY MEMBER OF THE PANEL OF JUDGES.
17. Any participant, coach, or any member of the school represented by the participant caught in ANY ACT OF
CHEATING or ANY FORM OF DISHONESTY shall automatically be DISQUALIFIED from the particular contest and
NO REFUND of the registration fee for that particular contest shall be claimed.
18. No participants, coaches, or any members of participating School/College/University whose ANSWERS ARE NOT
THE SUBJECT OF EVALUATION OF THE PANEL OF JUDGES shall be allowed to be with the panel of judges during
evaluation.
19. In case of a TIE FOR A PARTICULAR PLACE OF WINNERS, a TIE-BREAKER LOGIC DIAGRAM shall be given TO THOSE
WHO ARE TIED, and all stipulations in this guideline are applicable to determine the winner for that particular
place.
20. The DECISION of the PANEL OF JUDGES is FINAL and UNAPPEALABLE.

COMPUTER ASSEMBLY/DISASSEMBLY
1. Contestants must be identified STUDENTS from their respective institutions. They must present their current
Certificate of Registration to the committee.
2. WALK-IN PARTICIPANTS WILL NOT BE ALLOWED TO JOIN IN THIS CATEGORY.
3. Participating School/College/University will be allowed to have ONE (1) REGISTERED REPRESENTATIVE per
school for this event.
4. All contestants must bring their own tools (e.g. screwdrivers, pliers, anti-static strap, etc).
5. PC Disassembly (allotted time 30 min.)
a. Participant will disassemble the computer in the fastest time possible.
a. No parts, components, and screws left behind.
b. Upon completion of their task, the contestant must immediately inform the committee upon completion of
the task to have his/her Time officially recorded.
c. Watcher/Timer/Committee/Judges will check for possible error and record it on the rating sheet.
6. PC Assembly
a. Perform PC Assembly, allotted time 40 min.
b. Participant will assemble the computer in the fastest time possible.
c. Time will record after the contestant stop their time.
d. Participant must inform the Watcher/Committee/Judges immediately to stop his time when the computer
displays its BIOS.
e. Watcher/Timer/Committee/Judges will check for possible error and record it on the rating sheet.
7. Key for Deduction/Elimination
a. One error is equal to 3 minutes additional to his time
b. Contestant who damaged/destroyed major PC components (such as motherboard, processor, memory and
power supply) will automatically eliminate from the said contest.
c. In case the participant does not be able to run the computer right after the assembly, he is allowed to
conduct troubleshooting but he must not exceed his time of 40 min.
d. In case of a tie, the least number of irregularities will be determined the winners. Decision of the Technical
Committee is Final.
8. Winners:
a. GOLD with fastest time (less error deduction) and successfully completed the given objectives.
b. SILVER with 2nd fastest time (less error deduction) and successfully completed the given objectives.
c. BRONZE with 3nd fastest time (less error deduction) and successfully completed the given objectives.
9. Award:
a. GOLD Medal , CERTIFICATE plus Php 1,000.00 cash
b. SILVER Medal, CERTIFICATE plus Php 700.00 cash

COMPUTER NETWOKING
Participating schools should be offering any Bachelor Degree in IT (BS Computer Engineering, BS Computer Science, BS
Information Technology, BS Information Management and other related courses).
1. Each school should field in one (1) student per school only. Student participant should be bonafide I.T. students
of the school he/she is representing. Necessary information and paper (registration card and ID) should be
submitted to the committee for verification.
2. Contestant will be given two computer units. Student will then work on the cables and necessary configuration
(Transfer of files, Sharing of folder, Mapping of network drives) to network the PCs in a fastest time possible.
Timer will start on a GO signal and will STOP when the contestant raised her/his hand upon transferring the
required file from 1 pc to another.
3. Tools and testing devices should be provided by the participating schools. Only the system units will be provided
by the host school.
4. Proper ways of handling the system units/tools/equipments will be strictly observed.
5. Proper assembly of UTP cables will be strictly observed.
6. Winners from this event will be the three (3) fastest time.
7. Judges decision is final. In case of a tie the judges will be the one to give the tie-breaking task to the participants
to determine the winner.
8. Winners:
a. GOLD with fastest time (less error deduction) and successfully completed the given objectives.
b. SILVER with 2nd fastest time (less error deduction) and successfully completed the given objectives.
c. BRONZE with 3nd fastest time (less error deduction) and successfully completed the given objectives.

Definition of qualified participants:

for the Web Design and Layout.

6. Participants with HTML, HTML 5, CSS, and CSS3 knowledge and skills are allowed and encourage to compete for
Web Design event.

Definition of Coach / Trainer assigned for the Web Design Competition


1. A fulltime Teacher/Faculty affiliated and appointed by their respective school for Web Design Completion.
2. A fulltime employee of the respective school either appointed as coach or substitute for a coach.
3. A full time student assuming items 1 and 2 are not met and will qualify if the student is currently enrolled to the
respective school he/she is representing.

Design and Layout Guidelines:


The participants will be given 3 hours to complete the website after which judging will follow. In general the
expected output of the webpage is: IT Olympics Promotional Web site. The web page requirements are the following:

Scripting and File Handling Guidelines


1. The required tagging and scripting language for this competition is HTML, HTML5, CSS and CSS3 only.
2. Only Text editor pre-installed by the organizers on the Computer units will be allowed, participants are not
allowed to install their own text editor.
3. Pictures and Images will be provided for the participants and it is not allowed for participants to add files by
bringing their own storage device /media.

Design and Layout Scoring.


The scores are determined by the scale of 1 to 4 setting 4 as the highest possible score and 1 being the lowest.
The following are the scoring level on the scale:
1 - Beginning
2 - Developing
3 - Competent
4- Accomplished
The website will be judged by every coach and trainer present on the day of the competition. For transparency
and integrity of the scores, participants computer units will be covered and will be marked with numbers prior to
scoring and or while the competition is ongoing. Participants will sign corresponding to their marked numbers on which
they are not allowed to divulge these assigned numbers to their respective coach or competitor coach.

Disqualification:
1. If the coach poses threat to the participants and other schools participants.
2. If the coach continuously interrupts the competition and is presenting unpleasant manner to the organizers,
judges and participants.
3. Connivance of participants and coach to insert and add files or files to computer units with or without the
intention to use the said files or files.
4. Use of Storage media, inserting adding or saving files is not allowed at any point in the competition.
5. Cheating in any form is not allowed.

ANDROID APPS
Objective:
To increase awareness and promote Mobile App Development in grass roots level.

MECHANICS
Participants:
The host of IT Skills Olympics 2014 (University of Makati) will send an invitation to different universities in the
National Capital Region or any University which are willing to travel to University of Makati (Event Venue). Every
University participant is expected to submit an app as an entry to join the Android Apps Competition. Each team can
have a coach/mentor from faculty of the University that team represents since that this is a University collaborative
effort.

Registration:
Registration will be until February 10, 2015, send an email to abel.bucad@gmail.com or emily.sicat02@gmail.com
with the following information:
- University Name
- Android Apps Name
- App Concept Description (Abstract of the Project)
- Team Members (2 students and a faculty member as coach)

Pre Event Proper Submission:


Registered participants should send an email containing the summary and screenshots of the functions and feature
of the app two weeks before the date of the competition.

Categories:
Teams may submit an entry on any of the following categories:
Game category This category focuses on mobile gaming that will take advantage of the capabilities of the
mobile device in providing interactive mobile games.
Productivity category This category focuses on developing applications that provides enhancement of
learning and teaching styles and techniques.
Microfinance category This category focuses on development of financial solutions for low-income
individuals or to those who do not have access to typical banking services.

Judging:
The host of IT Skills Olympics 2015 (University of Makati) will provide Android devices to test their Android Apps
and to demonstrate it to the judges of the competition. Participants may present their entries with presentation or
any material that will help the judges to fully understand the concept of the app. Judges from this competition will
be from the industry and outside the University of Makati.

Criteria for Judging


Originality of Concept (25%) --Does the application introduce a great new idea; for example, a new angle on
social applications?
Effective Use of the Android Platform (25%) --Does the application take advantage of Android's unique and
compelling features, such as built-in location-based services, accelerometer, and
always-on networking?
Polish and Appeal (25%) -- Is the application easy to use and aesthetically appealing?
Indispensability (25%) --Is the application compelling and essential, such as a game the user just can't put down or
a utility she can't live without?

Awards
Certificates of Achievement will be given to all qualified participants and their coaches.
Individual medals and cash prizes will be given to team members who will win the following awards:
GOLD Medal, CERTIFICATE plus Php 3,000.00 cash
SILVER Medal, CERTIFICATE plus Php 2,000.00 cash
BRONZE Medal, CERTIFICATE plus Php 1,000.00 cash

Additional Incentives
Additional incentives for the Android Apps category will be given by PJ Lhuillier (corporate sponsor of IT Olympics
2015) in line with their Eureka!thon program to promote innovation in the mobile computing space.
Gold medallist per category (Gaming, Education and Microfinance) will be entitled to:
5. 3K in gift certificates (per gold medallist team)
6. 550 hours of access to the ICT facilities of PJ Lhuillier to further improve the app. It will be treated as part of
the OJT program (with allowance).
7. Access to mentors and QA testing
8. Assistance in commercializing the product (e.g. SEC registration, legal advice, etc)
Conditions:
1. To qualify for the OJT program, standard screening requirements (e.g. letter of endorsement from school,
pass HR screening exams and interviews) of the PJ Lhuillier Group for OJTs will be observed.
2. PJ Lhuillier Group will not award this incentive in the event total number of qualified entries(per category)
will be less than the minimum specified by the IT Olympics Organizing Committee.

I.T. QUIZ BEE


Rules and Mechanics

A. Guidelines
These are the set of rules to follow during the competition. Violation of any mentioned rules and
regulations is a ground for disqualification.
B. Registration
1. Participants should be at the contest venue on or before 9:30am for the elimination round.
2. Participant should be at the contest venue on or before 1:00pm for the final round.
C. Participating Team
1. A team shall be composed of two (2) student contestants, and a coach as representatives per school.
2. The contestants must be enrolled in the school they wish to represent.
3. The coach must be a duly appointed teaching staff of the school. He/she will be the schools
representative in case of protests/complaints.
4. Members of the team should bring their valid school ID upon registration for identity verification.
5. The student contestants must wear their school uniform and IDs.
6. All teams are expected to report promptly at the registration booth at the event venue. Failure to
report at the said booth 15 minutes after the scheduled start of the elimination round forfeits the
teams chance to join the competition.
D. Board of Arbiters
1. The Board of Arbiters shall decide on all case of complaints or protests raised by a coach.
2. It shall be composed of three (3) invited professors or/and IT practitioners.
3. The decisions of the Board of Arbiters are final and irrevocable.
4. The IT Quiz Bee Committee of the University of Makati reserves the right to choose and invite the
members of the Board of Arbiters.
E. Technical Team
10. The Technical Team will be composed of five (5) invited professors/students from participating
schools who is no longer part of the Final Round.
11. They will determine whose bulb lighted first by flashing the number of the contestant.
12. Majority decisions of the Technical Team is final and irrevocable.

14. Elimination Round


1. A written examination shall be conducted for all participants on Friday, February 27, 2015 at Room (to be
announced) from 9:30am to 10:30am.
2. The Elimination Round will be a 100-item multiple-choice type examination which will consist of questions from
topics presented above (see scope). Each member of the team will take the exam individually.
3. Each participant shall be given a maximum of 60 minutes to finish the whole exam.
4. No coach, faculty, staff or representative from any school other than the participants will be allowed to enter
the examination room before the elimination round.
5. Any questions during the qualifying round should only be addressed to the proctors inside the room.
6. Calculators, cell phones or any gadgets will not be allowed inside the examination rooms.
7. Only answer sheets, pens and questionnaires provided are allowed to be used during the Elimination round.
8. All contestants will be advised to take toilet breaks before the start of the exam. Once inside the room, students
are not allowed to go out.
9. Emergency situations will be handled by the proctors.
10. A short announcement will be held after the elimination round. The results of the qualifying exam will be
announced before the Final Round at University of Makati Main Theatre at 1:00pm. Therefore, participants must
be at the Main Theatre before the Final Round.
11. To get the final score for this round, we will total the scores of 2 representatives of each school.
12. The top ten (10) teams or schools will be announced on the final round. In case of ties, the least amount of time
for answering the written exam shall be considered.
13. Any form of cheating and intellectual dishonesty will result to the disqualification of the team in the succeeding
rounds of the competition.

15. Final Round


1. The Final Round will use a buzzer system such that the first team to buzz-in will be given a chance to answer the
selected question orally.
2. The scores of the ten (10) teams will be reset back to zero (0).
3. The quiz bee will start at the EASY ROUND followed by AVERAGE ROUND and last the DIFFICULT ROUND. The
round will consist of ten (10) questions from three (3) levels of categories (Easy, Average and Difficult); with a
total of 30 questions. Each question in every category is worth the following:

4. At the beginning of easy round, the quizmaster will choose one question randomly from easy the category and
will read the question twice. The teams may only buzz-in after the quizmaster says GO. In case a team buzzedin while the quizmaster is still reading the question or has not said GO yet, that team automatically loses the
chance to answer that particular question.

5. All teams are only given ten (10) seconds, unless specified, to buzz-in and give the correct answer; otherwise,
the correct answer will be revealed by the quizmaster.
6. The first team to buzz-in will be given a chance to answer the question within five (5) seconds.
7. If the first team to buzz-in answered the question correctly within five (5) seconds, the corresponding points will
be awarded to the team.
8. If the first to buzz-in answered incorrectly or if the team failed to answer within five (5) seconds, an opportunity
to steal will be opened to the other teams only once. The team who wants to steal can only buzz-in after the
quizmaster says that the answer is incorrect and subsequently says GO.
9. The technical team will always flash the number of the contestant who lighted first their designated bulb.
10. The game shall end when all the questions have been revealed.
11. In case of a tie, the involved teams will have to answer a tie-breaker question, in which the first team who could
give the correct answer shall be declared the winner.
12. The team to obtain the highest score in the Final Round will be declared the IT Quiz Bee 2015 Champion.
