REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all duties and/or may be required to
perform additional or different duties from those set forth below to address business needs and changing business
practices.
Assumes responsibility for activities and operations related to the construction, maintenance and repair of
S.C.A.D.A., telemetry, instrumentation, motor control centers, process control systems and numerous other types of
electronic and electrical equipment and machinery associated with municipal pumping, storage and distribution of
potable, reclaimed and agricultural water systems and municipal water and wastewater treatment plants.
Coordinates the organization, staffing, and operation activities for assigned maintenance and operations programs.
Directs, coordinates and reviews the work plan for assigned maintenance and operations services and activities;
assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and
procedures; meets with staff to identify and resolve problems.
Participates in the development and implementation of goals, objectives, and priorities; recommends and
participates in the implementation of resulting policies and procedures; monitors work activities to ensure
compliance with established policies and procedures.
Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews
with appropriate management staff; implements improvements.
Interrelates effectively and diplomatically in all areas of employee relations, always projecting a professional image
in keeping with the Districts goals and objectives while exercising the highest degree of confidentiality; selects,
trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to
correct deficiencies; implements discipline and termination procedures;
Participates in the development and administration of assigned program budget; forecasts funds needed for staffing,
equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments as necessary.
Directs and participates in the design, construction, integration, modification and maintenance of D.C.S.,
S.C.A.D.A. and telecommunication system equipment, telemetry based controllers, PLCs and related systems,
equipment and facilities.
Supervises and participates in the investigation, trouble shooting, repair and maintenance of electrical equipment,
machinery, control panels, circuitry, alarm and operational control systems.
Supervises the management, operation, maintenance, repair, installation and modification of Distributed Control
Systems, telemetry control and monitoring systems, operator interface graphics, ladder logic control and
communication databases, application programs and system support programming; oversees, reviews, and
participates in monitoring the database for D.C.S. and SCADA systems to display and archive accurate information
researches, evaluates and recommends software upgrades.
Plans, directs, oversees and may inspect and participate with subordinate department staff, other District staff and
contractors in the development of systems and equipment used in the automation/upgrading of District facilities;
represents the District and acts as liaison between the District and outside professional consultants in relation to the
planning, construction, and implementation of District electrical and control systems.
Organizes, schedules, supervises, and may also perform a variety of professional/technical equipment installation;
monitors the start-up of new installations reporting findings to department manager.

Assists in administering the District safety program as related to maintenance operations supervised; works with
Safety Risk Management Committee to develop programs, procedures and training to maintain effective and
compliant safety procedures; participates in the training of assigned staff.
Responds to emergency callout situations and performs supervisory standby duty including emergency response
during after hours, weekends and holidays according to predetermined schedules.
Maintains, reviews, and records a variety of reports, including daily activity reports, work orders, work requests,
monthly statistical reports, and other reports and records as required. Reviews vendor/contractor invoices and
proposals and recommends payment upon receipt of material/completion of work.
Provides staff assistance to the District Maintenance Manager; conducts a variety of studies and investigations;
develops and recommends modifications to assigned maintenance and operations programs, policies, and
procedures as appropriate.
Coordinates assigned activities with those of other divisions and outside agencies and organizations; resolves
sensitive and controversial issues.
Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other
necessary correspondence.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of
maintenance; directs and participates in the incorporation of new developments into program areas, as appropriate.
Responds to and resolves citizen inquiries and complaints.
Reads, understands, and ensures compliance with the District Safety Manual; attends safety meetings, as required;
reports all accidents, violations, or infractions to supervisor.
Performs related duties as required.
QUALIFICATIONS
The following generally decribes the knowledge and ability required to enter the job and/or be learned within a short
period of time in order to successfully perform the assigned duties.
Ability to:
Oversee and participate in the management of an electrical maintenance program within the Operations
Department.
Supervise, direct, and coordinate the work of assigned staff.
Plan and organize work to meet changing priorities and deadlines.
Select, train, and evaluate staff.
Participate in the development and administration of division goals, objectives, and procedures.
Research, analyze, and evaluate new service delivery methods and techniques.
Understand the organization and operation of the District and of outside agencies as necessary to assume
assigned responsibilities.
Understand, interpret, and apply general and specific administrative and departmental policies and procedures
as well as applicable federal, state, and local policies, laws, and regulations.
Participate in the preparation and administration of assigned budgets.
Prepare clear and concise reports including administrative and financial reports.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement
recommendations in support of goals.
Effectively represent the District to outside individuals and agencies to accomplish the goals and objectives of
the unit.
Work cooperatively with other departments, District officials, and outside agencies.
Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, District staff, or other
agencies on sensitive issues in area of responsibility.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.

Education
Equivalent to the completion of the twelfth grade supplemented by college level course work or trade school
training in electrical technology or a related field.
Experience
Six years of electrical/electronics and instrumentation experience, preferable in domestic, reclaimed and
agricultural water distribution, water or wastewater treatment facilities, or other related fields including three
years of administrative and supervisory responsibility.
